  • Large and complicated firefighting environment is accelerating in the early activities in the field of fire officials at the time limit situation leads to people's lives and property damage, as well as the loss of the Fire Service. Therefore, the state-of-the-art technology that can respond to rapidly changing fire environment urgently in the field of fire fighting have been introduced should be utilized. These intelligent firefighting robots build daegukmin firefighting safety net that can be used when. Other advanced technology industries, the most effective ways that can be introduced into the firefighting shall be provided in the current situation of the industry's initial firefighting robots.

소방공무원의 방화두건 제작을 위한 머리 치수 연구 (Anthropometric study of the head for the development of firefighting hoods for firefighters)

  • Firefighting hoods protect the head, face, and neck areas of officials while they perform firefighting services. The purpose of this study is to investigate the head size of Korean firefighting officials in order to establish the dimensions necessary to construct firefighting hoods. A total of 98 male firefighting officials participated in this study and 11 body dimensions, necessary for the construction of firefighting hoods, were measured. The data collected from the firefighting officials were compared to the general adult male data from the Size Korea national anthropometric study. The heights, weights, head circumferences, head heights, and bitragion arcs of the firefighters were significantly larger than those of general adult males, which shows that firefighting officials generally have larger body and head sizes than general adult males. Based on the results of Pearson's correlation coefficients, head circumference and head height were judged to be the important measurements for the construction of the firefighting hoods. Thus, these two measurements were chosen as the basic dimensions of the cross tabulation analysis. As a result, head circumferences of 57.00~60.99cm and head heights of 23.00~25.99 cm were found to be important measurement ranges among the firefighters. This study is expected to be used as the basis for the creation of firefighting hoods that help to ensure the safe rescue activities for firefighting officials.

공동주택 관리방식과 소방시설의 점검에 따른 예방활동·화재안전특별조사·소방안전관리의 다변량 분석 (Multivariate Analysis of Fire Prevention Activities, Special Investigations of Fire Safety, and Fire Safety Management by the Apartment Buildings Management Methods and Inspection of Firefighting Facilities)

  • 이 연구는 공동주택 관리방식과 소방시설의 점검에 따른 화재안전특별조사, 예방활동, 소방안전관리의 다변량분석에 대하여 집단 간의 차이를 규명하였다. 특히, 공동주택 소방안전관리의 중요성 측면에서 집단 간의 비교분석은 필요한 것으로 분석결과는 다음과 같다. 첫째, 소방시설점검에 따라서 예방활동이 유의미한 차이가 있는 것으로 나타났다. 이는 소방안전관리자의 소방시설점검능력이 우수하고, 국가 화재안전기준 및 점검표에 따라 적합한 점검을 할수록 화재예방도 높다는 것을 의미한다. 둘째, 관리방식에 따라 화재안전특별조사가 유의미한 차이가 있는 것으로 나타났다. 이는 아파트 관리방식이 건축물 규모, 층수에 관계없이 관리주체의 운영메뉴얼, 관리집행이 조직구성별로 신속한 업무수행이 가능할수록 화재안전특별조사에도 만족하는 것을 보여준다. 셋째, 예방활동이 소방시설점검과 관리방식 간에 유의미한 상호작용 효과를 보였다. 이는 소방안전관리자의 소방시설점검능력이 우수하고 국가 화재안전기준에 적합한 점검을 할수록 화재예방도 높고 아파트 관리방식이 건축물 규모, 층수에 관계없이 관리주체의 운영메뉴얼, 관리집행이 조직구성별로 신속한 업무수행이 가능할수록 화재예방에도 만족하는 것으로 보여준다.

The Effect of Various Hot Environments on Physiological Responses and Information Processing Performance Following Firefighting Activities in a Smoke-Diving Room

  • Background: Fire service workers often implement multiple duties in the emergency conditions, with such duties being mostly conducted in various ambient temperatures. Methods: The aim of the current study was to assess the firefighters' physiological responses, information processing, and working memory prior to and following simulated firefighting activities in three different hot environments. Seventeen healthy male firefighters performed simulated firefighting tasks in three separate conditions, namely (1) low heat (LH; $29-31^{\circ}C$, 55-60% relative humidity), (2) moderate heat (MH; $32-34^{\circ}C$, 55-60% relative humidity), and (3) severe heat (SH; $35-37^{\circ}C$, 55-60% relative humidity). It took about 45-50 minutes for each firefighter to finish all defined firefighting activities and the paced auditory serial addition test (PASAT). Results: At the end of all the three experimental conditions, heart rate (HR) and tympanic temperature (TT) increased, while PASAT scores as a measure of information processing performance decreased relative to baseline. HR and TT were significantly higher at the end of the experiment in the SH ($159.41{\pm}4.25beats/min$; $38.22{\pm}0.10^{\circ}C$) compared with the MH ($156.59{\pm}3.77beats/min$; $38.20{\pm}0.10^{\circ}C$) and LH ($154.24{\pm}4.67beats/min$; $38.17{\pm}0.10^{\circ}C$) conditions (p < 0.05). There was no significant difference in PASAT scores between LH and MH (p > 0.05). Nonetheless, there was a measurable difference in PASAT scores between LH and SH (p < 0.05). Conclusion: These consequences demonstrate that ambient temperature is effective in raising the physiological responses following firefighting activities. It is therefore argued that further increase of ambient temperature can impact firefighters' information processing and working memory during firefighting activity.

소방기관의 조직 개편에 관한 연구 (A Study on the Reorganization of Fire Service Agencies)

  • In this study, We analyzed that organization of fire service agencies, personnel management and firefighting activities. As a results, Many problems were found out, about ratio of administrative to firefighting personnel, retirement age, promotion, employment, Etc. T herefore, In order to carry out there mission faithful in disasters scene, We proposed that reduction of the number of administrative firefighter, abolition of the employment system candidates for fire executive positions, reducing of the retirement age and changing of the promotion system.

Safety Measure Developed Through Analysis of Firefighters' 『Investigation Report on Accidents to On-Site Workers』

  • The study has suggested a way to minimize safety accidents found in on-site firefighting activity by analyzing firefighters' [investigation report on accidents to on-sie workers]. The study result is described as follows. First, the result of [investigation report on on-site workers] shows that while accidents are found to most frequently have occurred to low-ranking firefighting officers such as Sobangsa and Sobanggyo and firefighting officers with career of less than 5 years, fire-extinguishing activity proved to be the most prone to accidents in the category of activity. Second, analysis performed to identify variance between injury extent and area based on cause of accident shows statistically significant variance. In addition, the result of verifying difference in cause of accident based on category of activity shows significant difference with 'falling over and sliding' being the highly likely cause of accident in fire containment and rescue activities and 'reckless move' being highly likely case of accident in emergency activities. Third, the result of verifying factors behind the extent of injury done to on-site workers shows that when accident is caused by 'incomplete behavior', it was found that the extent of injury is substantial. It was also found that rescue activity is accompanied by substantial extent of injury. As a solution to this, the study suggested ways to establish, extend and operate safety-specific curriculum for entrants, develop materials regarding risk prognosis training and explicate training-related regulations, set up safety management measure for a single squad team, upgrade performance of private protection equipment, institutionalize SOP by on-site activity stage, materialize and activate swift rescue team and increase objectivity and proficiency of safety accident investigation.

  • 매년 발생하고 있는 화재사고는 많은 재산과 인명의 피해를 안겨주고 있다. 이러한 피해를 최소화하고 적절한 사고대응을 하기 위하여 많은 시간과 비용을 투자해 오고 있으며, 최근 들어서는 공간정보 기술이 발달함에 따라 소방분야에서도 GIS(Geographic Information System)를 활용한 화재진압 관련 연구들이 많이 수행되어져 오고 있다. 그러나 대부분의 연구들이 소방 관련 요소들에 대한 개별적인 분석만 이루어지고 있을 뿐 소방 활동의 주요 임무인 화재진압 활동 취약요소들에 대한 종합적 분석 연구는 미진한 실정이다. 본 연구에서는 원활한 화재진압 활동을 함에 있어 방해되는 요소들을 파악 및 분석하고, 이와 관련된 데이터들을 수집하여 GIS DB화를 수행하였다. 이를 기반으로 GIS 중첩분석을 수행하여 화재진압 취약성 지도를 제작하였다. 본 연구를 통하여 화재진압 활동 저해 요소들에 대한 정량적 분석이 가능함으로써 골든타임 확보를 위한 화재진압 운영계획등과 같이 소방관련 종사자들에게 합리적인 의사결정을 지원할 수 있을 것으로 판단된다.

소방활동 현장지휘관 훈련용 콘텐츠 시나리오 개발에 관한 연구 (A Study on the Development of Training Content Scenarios for On-Site Commanders Engaged in Firefighting Activities)

  • 본 연구의 궁극적 목적은 소방활동 현장지휘관의 대응역량 강화이며, 그 일환으로 훈련용 콘텐츠 시나리오를 개발하였다. 현장지휘관의 상황판단력, 커뮤니케이션, 의사결정력을 3가지 핵심역량으로 설정하였다. 이 3가지 핵심역량이 시나리오 체계구성시 적극 반영될 수 있도록 구축하였다. 본 시나리오의 모든 내용은 재난현장 표준작전절차 SOP를 기반으로 구성하였다. 시나리오의 체계는 전체 14단계로 구성되며, 훈련의 시작과 마지막인 1단계와 14단계를 제외하면, 크게 4단계로 구분된다. 상황설정 단계와 1, 2, 3차 의사결정 단계로 구성되며, 특히 상황판단과 커뮤니케이션은 각 단계마다 중요한 요인이다.

소방공무원들의 현장 활동 시 석면노출의 위험성과 대응방안 (The Risk and Countermeasures of Asbestos Exposure at the Scene Activities of Fire Officials)

  • 본 연구의 목적은 소방공무원들이 현장 활동 중에 석면함유 비산먼지로 위협되고 있는 현상에 대한 심각성을 사례 및 설문을 통해 발생 원인을 찾아 현장 활동 중에 석면노출을 효과적으로 예방하는데 있다. 소방관들의 현장 활동과 석면분진의 위험성에 대한 상관관계를 설문조사를 하여 분석하고 석면으로 인해 발생하는 석면폐암, 악성중피종과 같은 질병으로부터 소방공무원을 보호하고, 불합리한 여건들을 변화시킴으로써 조직운영의 최적화와 안전하고 쾌적한 근무여건을 통하여 소방공무원들이 현장 활동에서 치명적인 위해요소를 사전에 제거 하거하고자 한다. 또한 석면노출 기준에 따른 보호 장비 착용으로 철저한 소방 활동을 강화함은 물론, 소방 활동상 유해성인자의 심각성을 인식하고, 질환 피해보상에 대한 법적 제도를 마련하여, 아직까지 인정되고 있지 않은 질병에 대한 공무상 재해인정을 통한 제도적 미비점을 보완하여, 소방공무원의 사기진작 및 근무여건개선으로 대 국민 서비스 향상 등을 기대하고자 한다.

시설별 안전점검 중복성에 대한 실태조사 및 개선방안 연구 (A Research on the Improvement & Actual Situation of Duplicated Safety Inspections for Facilities)

  • Safety inspection activities of the facilities including the electricity, gas, building, and firefighting, etc. are individual checks by the separate law of each government department, comprehensive inspections for the specific managed facilities or during a weak season, and national safety overall diagnostics for the disaster prevention. Thus, types of the inspections are various and they have been carried out repeatedly as well as duplicately. That can make the people or institutes to take such inspections feel great burdens. Therefore, the investigation on the current situation of the individual inspection by the separate law for the electricity, gas, building, and firefighting, etc. as well as of various others by the government needs to be carried out and according to the results the repetitive and duplicated inspections should be reduced and converged to one comprehensive one. In this regard, we proposed solutions to improve the government safety inspection system, function, and role.
