A Study on the Safety and Health Consciousness for the Working Environment of Fire Fighter (소방공무원 근무환경에 대한 안전보건 의식 연구)

  • Fire fighter are exposed to the situations which are hard to predict due to continuous and accidental changes which hinder their fire fighting activity. As these threats of safety accident act as fear factors, they are doing insecure fire fighting activities. Therefore, as unclear and abnormal risks of working environment such as the riskiness of expansion of disaster, instability, obstacles of activities, abnormality, urgency, etc. increase, safety accidents are caused. This study analyzes the actual condition of safety and health and awareness of fire fighter who are exposed safety accidents during their fire fighting activities and utilize such result as the basis data to secure safety of fire fighter, keep efficient safety control and prevent accidents. The results of analysis are as follows. As rescue works among all fire-fighting works shows the highest emotional stabilization and the highest post-traumatic stress disorder is shown in fire sergeant level positions, and fire fighters whose working period is 10-15 years, reinforcing safety training to long-term workers is necessary. As the result of survey regarding safety awareness, the highest awareness level was shown in fire sergeant level positions, and fire fighters whose working period is over 20 years, and when it comes to operation of fire fighting equipments, fire-fighting workers and workers having 1-4 years of working period showed high safety awareness. The more serious injury in a fire fighter experienced as the first injury after working as a fire-fighter, the more cause-and-effect relationship was shown between personal physical condition and work, and it is shown as obstacles of fire fighting activities and affects to post-traumatic stress disorder. Moreover, as after-work off duty activities also affect to official disaster, systematic improvement of working environment is required. Occupational medical work compatibility evaluation considering the distinct characteristics of works to secure fire-fighter' health care together with fire-fighting capability is shown to be necessary.

  • We study on the power of local autonomous fire fighting in Korea. Chapter I which sets out purpose, scope and method, is followed by Chapter Ⅱ , dealing largely with the organization, man-power, equipment, activites of local fire fighting administration and the fire fighting environment. Chapter III made a comparative study on the power of autonomous fire fighting, local budget , fire fighting activities, fire present conditions. It is followed by concluding abservation made in Chapter Ⅳ and Chapter V. We indicated a few disputed points on the power of local autonomous fire fighting and suggested several alternatives to improve our fire fighting administration system. The alternatives suggested are as followes : (1) Reinforcement of the man-power, (2) Regulation of the standard fire fighting power, (3) Improvement of the using on fire fighting facilities tax and state finance, (4) Aplication of the local borrowings, (5) Tax reduction and exemption on the fire fighting equip-ment investment, and so forth.

  • Large and complicated firefighting environment is accelerating in the early activities in the field of fire officials at the time limit situation leads to people's lives and property damage, as well as the loss of the Fire Service. Therefore, the state-of-the-art technology that can respond to rapidly changing fire environment urgently in the field of fire fighting have been introduced should be utilized. These intelligent firefighting robots build daegukmin firefighting safety net that can be used when. Other advanced technology industries, the most effective ways that can be introduced into the firefighting shall be provided in the current situation of the industry's initial firefighting robots.

  • There are numbers of unpredictable risk factors in the disaster scenes such as fire, explosion and fail to early life-saving or holding the flames which can lead to massive damage. In particular, fire-fighters who arrive on the scene within 5 minutes after dispatching, have a limitation to get aware to the situation of scene fully, because of immediate deploy to disaster scene with limited information. This situation may lead to disturbance that fire-fighters perform effective fire-fighting activities, to put fire-fighter's life at risk by misjudge the situation. Previous domestic and International studies focused vulnerability for spatial area or features which can damage to life and property in the event of anticipated. In this study, we have been developed fire-fighting vulnerable zone model that can analyze comprehensively hindrance factors for fire-fighting activities targeting whole life cycle of fire-fighting activities from dispatch to fire suppression or life-saving. In addition, we have been given shape to finality and applicability for our model by defining the new concept of fire-fighting vulnerable zone which can be distinguished from the concept of fire vulnerable area in previous studies. The results of this study can be used to analysis fire-fighting vulnerable zone type analysis, establish fire-fighting policies and improve the performance of decision-making process.

  • Fire scene is mostly destroyed by the flames but fire fighter's fire suppression and rescue activities also destroys a substantail portion. Structures and furnitures which has already become weaken can be easily damaged. Or when structures built up by moving to another location, it's very hard to restore the original state. Also if it is restored, the object has no evidence that it has existed. In all scenes, the scene can't be preserved when quick extinguishment, rescue activities and preventation of fire spread is needed. On this paper, it reviewed the notes about the possibility of field damage by fire suppression and rescue squad's activities. Also it has reviewed the notes how to minimize the field damage by putting out fires and rescue activities by observing the precautions. The reviewed information will help to make guidelines for preserving the scene. By this, it is expected to make a field study exactly by collecting more valid evidence.

  • In addition to aging social problem, the problem of older age structure ratio in the fire service organization playing the leading role of the disaster response activities is also expected to be this serious situation. In the case of Seoul fire fighting organization, it is expected that the ratio of over the age 50 reaches 31% or 40% between from 10 to 15 years later from now on, but this will be a serious problem in the fire fighting personnel needing a healthy body and physical strength in the disaster situation unlike the civil servants of general staff. Therefore, the purpose of this study is to take measures that can adapt to a new disaster environment of Increasing proportion of the elderly population by presenting the criteria of age limit of fire fighting field activities to analyze the relevance of the ability to perform on-site activities and age of Seoul fire civil servants, by using three analysis criteria.

A Study on Improvement of Domestic Airport Service for Rescue and Fire Fighting (국내 공항 구조 및 소방 업무 개선방안 연구)

  • Aircraft fires due to accident at an airport may be under a special situation. An outstanding characteristic of aircraft fires is their tendency to reach lethal intensity within a very short time. In domestic aviation act, there are regulations related to services coping with the aircraft accidents within an airport. To cope aircraft fires, it is necessary to define clearly the regulations and standards about the services and related activities of rescue and fire fighting, and to keep the regulations and standards. The study has been performed on the basis of International Civil Aviation Organization (ICAO) Airport Services Manual of rescue and fire fighting. The objective of study is to suggest improvement methods for standards applicable to actual service practices of rescue and fire fighting by analyzing through the comparison of domestic and international regulations and standards.

  • Fires in tunnels are an international concern and fatal accidental fires in tunnels seem to occur on annual. They have the potential to become much worse int the future as more and longer tunnels are constructed and as traffic densities increase. This is a serious problem. The main purpose of this study is to develop operational procedures for fire brigades in road tunnel fires. This study discussed the past to see what can be learned from the incidents that have already done in tunnels. 73 cases of road tunnel fires domestic and outside of Korea were investigated and classified into 4 incident categories. Among them, 4 tunnel fires are highlighted, focusing on the activities of fire brigades and operation. Regarding the establishment of the strategies for fire fighting, 6 kinds of fire scenario curves have been deducted with regard to the relation between intervention time and heat release rate. It made the choice from the defensive or aggressive fire fighting activities depending on two criteria i.e. response limit and maximum response time. Road Tunnel Classification models can be useful when a fire brigade evaluates fire risk levels in the tunnels under its jurisdiction from the firefighting point of view and sets up preventive measures.

Development of an INS Integrated Positioning System for Assisting Effective Fire-fighting Activity

  • This paper describes the development of an INS (Inertial Navigation System) integrated positioning system, which can monitor and track the firefighter's position for assisting effective fire-fighting activity and rescue services. The INS consists of highly accurate three-axis gyro sensor and three-axis accelerometer. By integrating an INS to positioning system, it is also possible to obtain the information of firefighter's physical state (e.g. standing, collapse and crouch) of posture including velocity. Consequently, this research would obviously make a contribution to effective rescue activities and safety of firefighters. Besides, this paper presents results from field tests conducted at Tokyo University demonstrating its viability and utility. We also summarize the overall system requirements and architecture, and describe the hardware and software used in the prototype system in detail.
