  • It is provided that the seaman should be educated and trained by basic fire-fighting to save the life and protect asset at sea by the STCW(The International Convention on Standard for Training, Certification and Watchkeeping). The designated seaman's safety educational institution which is specified in the nation has held a basic and advanced fire-fighting education for the seaman. The interest of safety at sea has been increasing due to recent huge maritime disaster and there is a tendency to strengthen the safety education for the seaman in the nation. For the effective fire-fighting education for the seaman, the appropriate educational content and facilities are required. Moreover, It is necessary to apply an effective education and training methods for achieving the goal. Unfortunately, this paper has not perfectly been conducted to improve effective safety training in the designated educational institutions which held the seaman's maritime safety educations. From now on, we should consider the effective educational ways for the seaman. The purpose of this paper is to develop the education and training model of STCW seaman's fire-fighting education through the reviewing the status of safety education in the nation.

  • The buildings relevant to the law should be designed performance-based necessarily according to "Fire-Fighting System Installation Business Act" amended, January 1. 2009. Performance based design means that building design reflects structure, size, purpose, and building capacity to achieve the most effective design of fire-fighting system. Performance based design has meaning to buildings that it is insufficient to control fire-fighting by previous law-oriented design or inappropriate by uniform design, because of buildings becoming bigger and higher. However, it is difficult to implement the system actually, because laws relevant to fire-fighting prescribe only the object and the required qualifications of performance based design, but they don't have rules to enforce performance based design for specific parts. This study suggests improvements for a desirable implementation of performance based design in legal aspects, by analyzing the current legal regulations related to performance based design.

  • Contrast a general building high rise buildings itself has a kind of risk. In this study, the risk of a number of high rise buildings have fire fighting safety management of the particular risks associated with looking for ways to minimize focused. Issues include self fire protection. disaster management, building code and fire code of the mismatch, such as fire protection facilities aspects are explained in terms of three kinds, and for it to take steps in the direction suggested an alternative for high rise buildings. Although differences of opinion between departments will not be easy to fire fighting and building codes regarding conflicts of codes above all require immediate resolution, and high rise buildings to create a standard for effective risk management manual countermeasures will also be ensured.

  • Aerial fire fighting is more effective on forest fire suppression than ground fire fighting. So, Aerial fire fighting is important to prevent large fire. United States suppression the joint fixed-wing and rotorcraft (Helicopter) but Helicopter only in Korea. At this point, we need to research about ground water drop pattern and coverage level for aerial fire fighting effectiveness by helicopter. In this study, we experimented water-dropping S-64E, Ka-32T, AS-350B2 of three of helicopter to operate the Forest Service and suggested efficient ground water drop pattern and coverage level. Using these study results, recognition of pilots who suppression more efficient aerial fire fighting at the scene of Forest fire.

Efficient Forest Fire Detection using Rule-Based Multi-color Space and Correlation Coefficient for Application in Unmanned Aerial Vehicles

  • Forest fires inflict great losses of human lives and serious damages to ecological systems. Hence, numerous fire detection methods have been proposed, one of which is fire detection based on sensors. However, these methods reveal several limitations when applied in large spaces like forests such as high cost, high level of false alarm, limited battery capacity, and other problems. In this research, we propose a novel forest fire detection method based on image processing and correlation coefficient. Firstly, two fire detection conditions are applied in RGB color space to distinguish between fire pixels and the background. Secondly, the image is converted from RGB to YCbCr color space with two fire detection conditions being applied in this color space. Finally, the correlation coefficient is used to distinguish between fires and objects with fire-like colors. Our proposed algorithm is tested and evaluated on eleven fire and non-fire videos collected from the internet and achieves up to 95.87% and 97.89% of F-score and accuracy respectively in performance evaluation.

  • To safeguard the accommodation spaces on cargo ships from fire, structural fire protection provisions introduced by SOLAS and these measures retard the propagation of flames and smoke. SOLAS also specifies provisions for fire fighting drills. These provisions are a combination of regulations regarding structure and equipment and those dealing with the human element for the fire protection and effective responses in the event of fire. Requirements related to the human element play a supporting role to the requirements for structure and equipment because the present accommodation structure and equipment are insufficient for extinguishing a fire, therefore, fire-extinguishing activity performed by crew members is essential. To reduce human error and ensure effective fire fighting, it is necessary to install a fire-fighting system and improve the fire fighting process. The fundamental concept of fire fighting exercises is to commence fire fighting before the fire grows too big to extinguish. It is essential to relocate the storage place of fire fighting equipment to expedite the fire-fighting exercise. This study was carried out to reduce human risk for this purpose, the fire control station was relocated to a site that could be accessed from the open deck. Further, two sets of a fire fighter's outfit were stored at the same site. This relocation eliminated the risk of the crew reentering to operate the fire fighting system in the fire control station and allowed the crew to pick up the fire fighters' outfits quickly in the event of a fire. In addition, it was proposed that the IIC method be made mandatory. This method is combination of automatic fire detection system and sprinkler system which can reduce the risk of the fire fighting exercises for the crew and to suppress fire in the initial stage. This study was carried out to provide a foundation to the possible amendment of the relevant SOLAS regulations and national legislation.

  • Currently, domestic architecture has applied the building fire-fighting equipments to most buildings except conventional houses, villas and facilities, and so on. However, the use of fire-fighting equipments what are not working properly result in a human life and property damages consistently like a fire of Icheon warehouse facilities, Korea cold storage, the tragic incident of subway in Daegu and the recent issue of a fire in the high-rise efficiency apartment, etc. In this study, I'm trying to seek solutions by taking research on the actual condition of fire alarming system, fire escaping equipment, Indoor Fire Hydrant Installation.

  • The system of The Volunteer Fire Brigade is the Civil autonomic one which was set up from The Chosun Dynasty and has been active. Having suffered from several dificulties from Japanese control in the Chosun Dynasty, The Volunteer Fire Brigade was established by the enactment 1958 Fire Law and we have had it up to this time. The Volunteer Fire brigade played an important role in the period of the past Fire fighting personnel and equipment which we did not have. It has carried out the assistance of the Fire extinction, the early extinction of a fire in the rural region, the extinction of the forest fire, and lots of social volunteering actions etc. but, today's Fire fighting system has made the surprising developments, such as the improvement of national economic power, the increase of knowledge about the safety of the people, the openness of The Fire Fighting Department of Korea. I will try to check out the role of The Volunteer Fire Brigade which filled up the lacking part the fire fighting in the past and make the measures which can activate in these days, looking for the new field of the movement.

  • In the past, the risk of fire and the rate of fire occurrence has increased gradually as the quality of life improved due to rapid economic growth, and the government enacted Fire Prevention Act. The existing inspection method was revised considering the rapid increase in the number of fire-fighting objects(hereinafter referred to as specific fire-fighting objects) that require the installation of fire-fighting facilities, and has been applied to this day. On the other hand, unlike the rapid increase in specific fire-fighting objects and the development of fire prevention technologies, the scope of work and inspections by unsuitable inspectors caused a large fire accident, which required improvement of the related laws. This study evaluated, the Act on the relationship of firefighting facilities, which had been implemented previously to identify fire victims, save lives, secure independence of fire inspection agencies, and ensure the accuracy of fire prevention actions.
