  • Recently the systematic change in the fire and disaster prevention administration, which was less studied than other administrative systems, has been in progress. In particular, the fire service demands are increasing and forms are diversified. The first thing you must do is to make up the fire service power according to the fire service demands. Such an allocation results in social welfare satisfaction. The purpose of this study is to investigate the determinants of fire service force. And this study investigates that fire service demand is affected by socioeconomic factor. To do this, this study reviews fire service force, the fire service demand, socioeconomic factor and financial factor. And this study sets up four hypotheses based on the theoretical backgrounds and the past research. The statistical method used for the verification of hypotheses are multiple regression analysis and structural equitation analysis. The analysis showed that fire service demand and financial factor were positive significant variable for fire service power. But socioeconomic factor was a negative significant variable. Also the analysis showed that social factor was a positive significant variable and economic factor was a negative significant variable for fire service demand.

  • The environment of fire service is more uncertain as cities become complicated and new combustibles are used. If fire service's budget is not allocated sufficiently for fire facilities and equipment, fire service's quality and firefighter's safety are affected seriously. Therefore project budget must be increased to prevent fire and disaster effectively. This study investigate the change of fire service demands, the change and priority of fire service budget and project budget. And this study examined the relationship between fire service demand and project budget using correlation and regression analysis. Analysis showed that a number of rescue and emergency medical service were significant variable for project budget.

  • Fire service budget must be increased continually to supply sufficient fire service for safety life of people. A way to increases fire service budget is to plan and improve regional resources facilities tax system. The purpose of this articles is to analyzes the relationship between regional resources facilities tax and fire service budget, fire service investment budget, socioeconomic factor, fire service demand. To do this, this study sets up five hypotheses based on the theoretical backgrounds and the past research. The statistical methods used for the verification of hypotheses are multiple regression analysis and t test. The analysis showed that regional resources facilities tax was positive significant variable for fire service investment budget and fire service budget and socioeconomic factor was a positive significant variable for regional resources facilities tax. And the analysis showed that fire and rescue variable of fire demand factor were positive significant for regional resources facilities tax.

  • In the fire and disaster prevention administration of which is not developed in comparison with any other administrative system, the systematic improvement is necessary. For system's more development, financial resource of fire service must be increased sufficiently. If fire service's budget is not allocated sufficiently, fire and disaster were not prevented effectively. This study set up hypothesis based on theoretical background and past research. In this study, dependent variables are fire service budget and police service budget per person Whereas independent variables include demand characteristics, economical characteristics, political characteristics, and previous fiscal year's budget. Statistical methods for the hypothesis's verification are regression analysis, correlation analysis and t-test. The major finding on this study are as follows: First, regression analysis showed that significant variable were past budget variable and economical variable. But political variable and demand variable were not significant except for a emergency medical variable. Second, fire service budget's average was not different significantly from police service budget's average. The above result are contingent upon the theory described in this research. A sustained research and development effort will be necessary if substantial and meaningful progress is to be made in fire service budget.

  • The effects of the Sewol ferry disaster have infiltrated into various fields, such as politics, the economy, and social fields in Korea, and the population's consciousness of the importance of safety has been strengthened by the disaster. The purpose of, this study is to empirically verify whether there has been any change in the fire service environment following the Sewol ferry disaster. Such a change would be expected to have produced a change in the consciousness of the government about safety and increased the level of support. This study sets out five research hypotheses and verifies their adoption. The years studied are those before and after the accident occurred, viz. 2013 and 2015, respectively, and the main statistical technique is the t-test. The main results of this study are as follows. First, there was no significant difference in the fire-service demand between the two years. Second, the fire-service budget showed a significant difference between the two years. Third, the regional resources facilities tax showed a significant difference between the two years. Fourth, the fire-service budget considering the fire-service demand showed no statistically significant difference. Fifth, the fire service-demand considering (the number of) fire-fighters was significantly different in the rescue and emergency medical services between the two years. Sixth, the fire service-demand considering fire-equipment showed no significant difference between the two years.

  • This study is to investigate the problems of procurement circumstance of the current fire service funds and to suggest the alternatives for procuring the fire service funds for dealing with increasing demand on the fire service in the local autonomous era. The results are as the followings. First, most fire service officers see the procurement circumstances as premature stage and perceive the necessity of the improvement of this condition. In particular, the officers at the fire center recognize this problem as an urgent question than the officers at the front fire branches. In addition, as for the alternatives of the procurement of fire service funds, both groups prefer the long term plan to the short term plan, and show positive responses to the National Emergency Management Agency and central government as the entity to raise fire funds. As for the alternatives to improve financial system, both groups show the most positive responses on the way to increase the current common facilities tax. As for the specific procurement alternatives of fire funds, both groups agree the alternative to increase common facilities tax mostly, and to the next they agree the alternative to insecure fire funds by restructuring current financial system and by establishing fire service hospital and fire equipment maintenance center.

  • Because the fire service demands are increasing and forms are diversified, the first thing you must do is to make up the fire service budget to keep fire service power sufficiently. Such budget allocation leads to supply enough fire service people want and results in social welfare satisfaction. If the budget of fire service is not enough to meet with its power, sufficient security of the fire fighters would be impossible. Also, when the urgent disasters occur, the government cannot cope with them effectively. In fact, loss of many lives and properties took place in some cities and kuns because of that. The purpose of this study is to investigate the influence of fire service budget for fire service force. To do this, this study reviews fire service budget, fire service force. And this study sets up three hypotheses based on the theoretical backgrounds and the past research. The statistical method used for the verification of hypotheses is multiple regression analysis. The analysis showed that fire service budget per head variable was positive significant, fire service budget ratio variable was not significant. Also, public facilities tax variable was negative significant. Therefore, the analysis showed that public facilities tax couldn't fill the role as a earmarked tax.
