  • This study suggests ubiquitous railway disaster prevention system that gearing Ubiquitous Sensor Network system information take to the subway fire accident information which emergency response procedure as occurring subway fire accident scenario. Also it is proposed that emergency response system though fire scenario. collected Information was analyzed each system over providing information and it is designed to exchanging information structure though relation system. The ubiquitous railway disaster prevention system basically consists by four unit stages as prevention, preparedness, response and recovery system. Especially, in this system can supply real time accident information to the relevant government offices and public through forecasting and warning system by utilizing recognition of the five senses in case of accident. also, it is build that to make decisions as linking 2-dimension and 3-dimension space information interface of ubiquitous sensor networks and expected scenarios.

  • This paper presents a numerical method for evaluating fire performance of prestressed concrete (PC) T shaped bridge girders under combined effect of structural loading and hydrocarbon fire exposure conditions. A numerical model, developed using the computer program ANSYS, is employed to investigate fire response of PC T shaped bridge girders by taking into consideration structural inherent parameters, namely; arrangement of prestressing strands with in the girder section, thickness of concrete cover over prestressing strands, effective degree of prestress and content of prestressing strands. Then, a sequential thermo-mechanical analysis is performed to predict cross sectional temperature followed by mechanical response of T shaped bridge girders. The validity of the numerical model is established by comparing temperatures, deflections and failure time generated from fire tests. Through numerical studies, it is shown that thickness of concrete cover and arrangement of prestressing strands in girder section have significant influence on the fire resistance of PC T shaped bridge girders. Increase in effective degree of prestress in strands with triangular shaped layout and content in prestressing strands can slow down the progression of deflections in PC T shaped bridge girder towards the final stages of fire exposure, to thereby preventing sudden collapse of the girder. Rate of deflection based failure criterion governs failure in PC T shaped bridge girders under most hydrocarbon fire exposure conditions. Structural inherent parameters incorporated into sectional configuration can significantly enhance fire resistance of PC bridge girders; thus mitigating fire induced collapse of these bridge girders.

  • In this paper which was performed to bring public attention to the need for developing an photoelectric smoke detector that detects smokes emitted from diverse fire sources, it was confirmed that the photoelectric smoke detector may not respond to certain smoke types depending on the size and color of smoke particles. The test was performed on a photoelectric smoke detector which is being used generally for specific fire targets specified in UL268, including paper fire, wood fire and flammable liquid fire, while the actual response performance of the fire detector, as well as respective smoke particles collected from different fire source which were photographed with a SEM(Scanning electron microscope) were analyzed in the test for this study.

  • Japan is a representative state where the volunteer fire brigade consisting of private citizens is well developed although it has an advanced fire fighting system established by local governments. Japan realized the limitation of response by governmental fire fighting system when large-scale natural disasters such as earthquake or typhoon and has developed and promoted several policies to activate the volunteer fire brigade. This study analyzes the policies of the volunteer fire brigade in Japan in detail and suggests policies which can be introduced to activate the volunteer fire brigade in Korea.

  • Fire station is a response agency of disaster management. Its various field experience and materials could build up to database to support fire prevention and fire fighting, but it has not been worked out efficiently. To overcome this inefficiency, National Emergency Management Agency(NEMA) has made total improvement in "National Fire Investigation Data Classification System" mainly done by its Fire Investigation and Analysis Team. This study reviews existing fire investigation and data accumulation and analysis process so that it could be used as a basic data for "National Fire Investigation Data Classification System" operation.

  • Purpose: In this study, the effect of the government's disaster response capabilities and the legal and institutional appropriateness of the disaster management system on the operational performance of disaster management performance were verified. Method: Questionnaire survey was performed for the fire officials, and the surveyed data was statistically analyzed by using SPSS 25.0 program. Result: The main results of this study are as follows. First, the government's earthquake disaster response capability is found to have a significant effect on disaster follow-up management as well as disaster prevention preparation, which is a factor in disaster management performance. Second, it has been shown that the legal and institutional appropriateness of the earthquake disaster management system has a significant impact on disaster follow-up management as well as disaster prevention preparation, which is a factor of disaster management performance. Conclusion: The important policy implications for improving the operation performance of disaster management could be obtained in preparation for earthquakes in Korea.

  • Recently, the importance of an early response has been emphasized due to the large fire. The most efficient method of extinguishing a large fire is early response to a small flame. To implement this solution, we propose a fire detection mechanism based on a deep learning artificial intelligence. In this study, a small amount of data sets is manipulated by an image augmentation technique using rotating, tilting, blurring, and distorting effects in order to increase the number of the data sets by 5 times, and we study the flame detection algorithm using faster R-CNN.
