A Study on the Needs to Improve the Regulations and the Design Features of Fire Protection for UAE Nuclear Power Plants (UAE원전 화재방호계통 설계특성과 화재방호규제 개선 필요성 연구)

  • The study is to analysis of fire protection regulations for the nuclear power plants (NPP) in the United States, Japan, the UAE (United Arab Emirates), and Korea with the intention of exporting NPP to the UAE. Fire protection regulations for NPP for these countries permit the fire protection design and facilities in accordance with the evaluation of the potential fire hazards. However, in Korea, the NPP is a part of power generation facilities in Korea fire protection law, and the atomic energy act classifies them as the reactor and related nuclear facilities. The fire protection law and atomic energy act are different to the criteria for the fire protection of NPP. To maintain the leading position as a nuclear exporting country, the performance-based fire hazard analysis should be reasonably incorporated in the design of the fire protection system. It was suggested that the integrated requirements of the fire protection for NPP should be incorporated to the construction article for the fire protection facilities specified in paragraph 2 of Act II, being classified into the special objects to be protected against fire, which requires a performance-based design in order to incorporate the specific requirements for NPP.

As the small from the fire extinguisher as the large to the sprinkler system of automatic fire extinguishing equipment the kinds are various. With the development of architecture technique while modern higher buildings are increased. As fire is a first product that human make, it performed many profits and services for our mankind. Sometimes as it is profitable fire or harmful fire, it takes charge of human's life culture. Therefore fire protection system is facilities that control the ]after fire by mechanic means Building over a certain scale is required this system. As the small from the fire extinguisher as the large to the sprinkler system of automatic fire extinguishing equipment, the kinds are various. With the development of architecture technique while modern Higher buildings are increased high level and fire prevent facilities aren't reached to that level. The object of this study is present the problem which appear from the analysis of place standard for fire protection facility. This study described as a following order. First. We are going to look history of the fire protection system and change course of that with the year and facility. Second, We say the frame system and special nature of the foreign fire prevent Act. Third. We understand the control reality of fire protection system. Fourth. We took out the merit of foreign fire prevent law and the problem of our current domestic system. The placing standard of proper fire protection facilities that be presented from this study are followed next. 1) We have reinforce sprinkler system placing standard for the fire extinguishing and check the spread of fire. 2) We must to be ruled the standard for keeping fire prevention system that are received reality and people's idea. 3) We should prepare lawful basis which can be place fire prevention center. 4) We have to correct the standard of use about complex building without mainuse and we take increase the real effectiveness of this. 5) We ought to match the use of current fire prevention act and the use of architecture law.

  • The dimensioning accidental loads have been selected through suitable quantitative risk assessment and generally utilized important factors for offshore facility design. The fire hazard can be quantified with dimensioning fire loads. The main purposes of fire protection are to maintain the functionality of safety systems within evacuation period and to prevent the escalation from initial fire to uncontrolled catastrophic fire. This paper introduces the applications and the design methods of active and passive fire protections as representative measures of fire protection of offshore facilities. The passive fire protection requires the high initial installation cost and much difficulty on the operation of facilities and their maintenance. The oil major clients have asked the design contractors of offshore facilities to optimize the amount of passive fire protection with relevant engineering technology recently.

  • This paper presents the recent research developments identified through a review of literature on the application of artificial intelligence in developing automated designs of fire protection facilities. The literature review covered research related to image recognition and applicable neural networks. Firstly, it was found that convolutional neural network (CNN) may be applied to the development of automating the design of fire protection facilities. It requires a high level of object detection accuracy necessitating the classification of each object making up the image. Secondly, to ensure accurate object detection and building information, the data need to be pulled from architectural drawings. Thirdly, by applying image recognition and classification, this can be done by extracting wall and surface information using dimension lines and pixels. All combined, the current review of literature strongly indicates that it is possible to develop automated designs for fire protection utilizing artificial intelligence.

  • The fire safety of social welfare facilities increasing at high speed with coming-up of an aging society have been on the rise as a very important social problems. This research paper has analyzed the fire safety laws and standards about the social welfare facilities as a lesson elderly nursing home's fire that occurred in recent years. This research worker have conducted the questionnaire survey including research of the true actual through the fire protection engineers, the professors, the fire facilities managers and the users. This study has proposed the installing of suitable fire protection systems through the law revision, normal maintenance of the facilities, the safety management plan through evaluation about fire protective management and related facilities by the methods of the fire safety management.

  • In this research, safety requirements for guard rail, buffer stop, car stop scotch block, protection device, fire protection facilities, safety siding, escape facilities and inundation protection facilities are studied to establish a standard. First, various kinds of guard rails and their construction methods are investigated. Researches on the level difference of main track and guard rail, joint, length, and fastening force of guard rail are done. Second, the classification of buffer stop and car stop scotch block and its characteristics are examined, and the impact force, speed limit and capacity of buffer stop are summarized. Details of protection device, fire protection facilities, safety siding, escape facilities and inundation protection facilities are also investigated. From this fundamental research results, basic data on the safety facilities of railroad system are established.

  • In this study, fire and evacuation safety of environmental energy facilities using fire and evacuation simulation was examined as part of performance-oriented design. The worst-case fire scenarios in which fire-fighting facilities such as sprinkler fire extinguishing and smoke control systems are not working, and the FDS analyzes the visibility, temperature distribution, and carbon monoxide concentration distribution through FDS. The safety was examined. As a result, it was proved that evacuation could limit the visibility, temperature, and carbon monoxide concentration in a smooth range, based on the safety standards set by relevant laws. In other words, it was possible to verify the safety of fire and evacuation for environmental energy facilities where a large amount of combustibles and fires coexist.

  • This study examined cases of duplication and confliction of legislation related to fire safety in long-term care facilities. In addition, the aim was to provide implications about those cases in the perspectives of welfare for the aged. In relation to fire protection facilities, long-term care facilities are regulated by the Building Act and Fire Protection Act. Among those Acts, certain gaps, and conflicts by duplicated regulations were found. Although the related-acts have improved gradually, unsolved issues and retroactive applications still remained. The problems stated above were defined by reviewing specific cases and legal improvements in the perspectives of welfare for the aged were suggested.
