통계적 고찰과 수목분포에 따른 열량분석을 통한 산림화재 위험성 평가에 관한 연구 (A study on the assessment of wildland fire hazard through statistic examination and calorie analysis according to the geographical distribution of vegetation)

  • 산림에 대한 화재 위험성 평가는 산불의 예방, 진화 및 관리에 있어서 우선적으로 고려되어야 할 부분이다. 단일 화재로서는 축내 최대 규모인 1997년 4월에 발생한 강원도 고성산불과 2000년 4월에 발생한 강원도 영동지방 산불은 이러한 화재위험성 평가의 필요성을 절실히 요구하고 있다. 현재 국내에서의 사용하고 있는 위험도의 표현은 기상인자에 의해 연료가 화재에 노출될 수 있는 위험을 나타낸 것으로 습도측정봉 무게 환산식을 통해 산불 발생 위험지수 산정하여 산불경보시스템을 사용하며 나타내고 있다. 앞으로, 지역별 종합적인 산림화재 위험성 평가를 위해서는 주요 인자들의 위험성을 측정하고 통계적 고찰을 통한 위험성 평가를 표현할 필요성이 있다. 이에 본 연구에서는 먼저 통계적 고찰을 통해 발생 빈도와 피해의 심각성을 분석하여 위험성을 평가하였고 수목의 열량적 가치를 시차주사열량계 실험을 통해 분석하여 수목분포도에 따를 열적 상대 위험성을 평가하였다

현장 및 실내조사를 통한 일반국도교량의 화재위험요소 분석 (Investigation of Potential Fire Hazard Resources of Bridges on National Routes by Field and Web-based Satellite)

  • PURPOSES : The occurrence of unexpected disasters, including fire events, increases as the road network becomes complicated and traffic volume increases. When a fire event occurs on and under bridges, the damage extensively influences direct damage to structures, vehicles, and human life and secondary socioeconomic issues owing to traffic blockage. This study investigated potential fire-hazard risks on bridges of the Korean national route road. METHODS : The investigation was conducted using field investigation and analysis with satellite pictures and road views from commercial websites and the Bridge Management System (BMS). From the filed investigation, various potential fire resources were identified. The satellite pictures and road views were helpful in measuring and recognizing conditions underneath bridges, stowage areas, etc. RESULTS : There are various potential fire resources underneath bridges such as piled agricultural products, parked petroleum tanks, construction equipment, and attached high-voltage cables. A total of 94.6% of bridges have underneath clearances of less than 15 m. A bridge underneath volume that can stow a potential fire hazard resource was $7,332m^3$ on average, and most bridges have about $4,000m^3$ of space. Based on the BMS data, the amounts of PSC and steel girders were 29% and 25%, respectively. CONCLUSIONS : It was found that the amount of stowed potential fire hazard resources was proportional to the underneath space of bridges. Most bridges have less than 15 m of vertical clearance that can be considered as a critical value for a bridge fire. The fire risk investigation results should be helpful for developing bridge fire-protection tools.

터널 화재 시 열감지기 작동 온도의 비교에 관한 실험적 연구 (An Experimental Study on the Comparison of Operating Temperatures in Thermal Detector due to Tunnel Fire)

  • 건설 기술 발전과 국토의 효율적인 활용으로 인하여 건설되고 있는 터널은 지하 공간과 같은 폐쇄 공간의 특성으로 화재 시발생하는 연기와 열은 인명 및 물적 피해에 영향을 주는 매우 큰 위험요소이다. 본 연구에서는 광케이블을 이용하여 온도 변화를 측정하는 화재 감지 시스템을 설치하여 감지기가 동작한 온도 변화 값 및 시간과 실 화재 실험과 동일한 조건으로 화재 시뮬레이션을 수행하여 온도센서의 온도 변화 값 및 시간을 비교, 분석하였다. 실험 결과 화재실험과 화재 시뮬레이션의 온도변화는 점화 후 1분 이내에 화재를 감지하여 신호를 경보하는 것으로 나타났으며, 화재 감지기와 시뮬레이션 온도 센서의 온도변화 특성은 터널 내부의 기류 속도와 밀접한 관계를 가지는 것으로 나타났다. 또한 터널 화재는 연기의 방향에 의해 피난과 소방대 진입에 영향을 미치므로 화재 지점과 화재 방향을 파악할 수 있어야 한다.

Fire fighting environment is changing greatly, and fire fighting must become center to correspond to do confrontation that do one thing troble when produce disaster.

화재 안전용 볼밸브의 열·구조 연성해석 (Thermal-structural Coupled Field Analysis for Fire Safety Type Ball Valve)

  • The safety of transporting equipment in a cryogenic condition is one of important problems under the circumstances that the application weight of natural gas is gradually increasing. As a larger disaster may be generated by leakage of oil or gas from valves in case of fire occurrence of a ship, the present research applied a numerical analysis method on thermal stress distribution and deformation, etc. to the design of ball valves satisfying fire safety test's specification(API607) to prevent this. In addition, the present research progressed fire safety tests and compared the test result with numerical analysis results. The Max stress by parts was confirmed through thermal analysis of major parts to evaluate safety. The fire safety test was progressed according to the regulation of API607.

  • In the present study, a numerical simulation of passenger evacuation in a subway station was performed. Algorithm for passenger flow analysis based on DEM(Discrete Element Method) has been improved to simulate passenger flow in detailed geometry. The effect of grid density was assessed in the present study to show the advantage of using finer grid in the simulation. The method of coupling passenger flow and fire simulation has also been investigated to analyze passenger evacuation flow under fire. In this method the CO distributions in the subway station was used to assess fire hazards of passenger by means of FED(Fractional Effective Dose) model. Using the coupled algorithm a simulation for passenger evacuation flow and fire analysis were performed simultaneously in the simplified subway station. This algorithm could be used in the design of subway station for the purpose of passengers' safety in case of fire.

고정밀 전류센서를 이용한 이중 차단용 전기화재 방재장치에 관한 연구 (A Study on Electrical Fire Disaster Prevention Device used in Double Circuit Break)

  • The major causes of electrical fire are classified to short circuit fault, overload fault, electric leakage and electric contact failure. The occurrence factor of the fire is electric arc or spark accompanied with electrical faults. Residual Current Protective Device(RCD) of high sensitivity type used at low voltage wiring cuts off earth leakage and overload, but the RCD can't cut off electric arc or spark to be a major factor of electrical fire. As the RCDs which are applied low voltage distribution panel are prescribed to rated breaking time about 30[ms](KS C 4613), the RCDs can't perceive to the periodic electric arc or spark of more short wavelength level. To be improved on such problem, this paper is proposed to a electrical fire disaster prevention device(EFDPD) for a RCD trip or a self circuit-breaking function on electric arc or spark due to electrical fire. Some experimental results of the proposed apparatus is confirmed to the validity of the analytical results.

119 구급대 구급차 교통사고 현황 분석 (Analysis of traffic accidents involving 119 emergency)

  • Purpose: The purpose of this study was to investigate both the occurrence status of emergency vehicles traffic accidents and contents of the experiences of emergency medical technicians (EMTs) in fire station. Methods: A self-reported questionnaire was completed by 451 EMTs in fire stations in 6 cities provinces from February 9, 2017 to February 27, 2017. Results: Of 451 EMTs, 207 (45.9%) had traffic accidents experience. Regarding environment-related features, results indicated hour (12~18 hours), place (national highway), traffic flow (smooth), weather (clear), season (winter), and day (Friday). Regarding correlation analysis of differences in the number of ambulance traffic accidents pursuant to general features of accident-experienced drivers as a human factor, there were no significant differences in recruitment, driving careers of regular cars, driving careers of fire engines, and class but there were significant differences in fire-fighting careers. Accident experience in the group with careers over 6 years and less than 10 years higher than in the other groups. Conclusion: Efforts to expand fire engine driving education programs for the prevention of traffic accidents involving 119 emergency vehicles are required.

강원 영동지역 봄철 산불대형화 영향 기상요소 분석 (A Study on Meteorological Elements Effecting on Large-scale Forest Fire during Spring Time in Gangwon Young-dong Region)

  • 봄철은 강수량이 연평균의 13% 정도로 적어 건조한 계절이며, 영동지역에 대형 산불이 많이 발생했던 해는 풍속은 강하고 공중습도가 봄철 평균보다도 낮고 강수량도 상대적으로 적어 더욱 건조했다. 대형산불이 발생했던 날은 평균풍속, 최대풍속, 최대순간풍속이 5.9 m/s, 11.3 m/s, 20.9 m/s로 산불 발생일의 평균값보다 1.8 m/s, 3.0 m/s, 6.9 m/s 크게 나타나, 산불의 대형화와 기상요소는 밀접한 관계를 나타냈다.

  • 2012년 구미 불산 누출사고 이후 화학사고의 심각성이 대두되고 있으나, 계속적으로 화학사고가 발생함에도 불구하고 임시방편적 대응 혹은 화학 사고에 대한 실질적 대응방안 마련을 위한 국가적 시스템 정비는 미비한 실정이다. 이제 일련의 화학사고가 단순히 기업이나 공장의 화학물질 사고를 넘어 전(全) 국가 및 사회 전반에 엄청난 파급효과를 일으키고 있다. 본 연구는 계속적으로 발생하고 있는 화학 사고에 있어 국가재난관리체계 확립방향의 길을 조금이나마 제시하기 위한 목적으로 연구되었으며, 이러한 연구의 목적을 도달하기 위해 현재 재난관리체계의 문제점, 화학 사고에 대한 재난관리 실패의 구조적 원인 및 사고 대응의 문제점 도출을 통해 화학사고 대응체계에 대한 개선방안을 제시하였다.
