고령화 사회에서의 소방인력 활용 및 서비스 개선방안 (A Study on Improving Role of Firefighting Service Toward an Aging Society)

  • 본 연구는 고령화 사회에서 소방인력 활용 및 서비스 증대에 목적이 있다. 지속적인 생활수준 향상과 의료기술의 발달로 노인인구 비율이 높아져 고령화가 빠르게 진행됨에 따라 각종 재난으로부터 안전을 책임지고 있는 소방이 재해약자의 입장에서 종합적이고 체계적으로 관계부서와 연계하여 재해약자의 정확한 현황을 파악함과 동시에 신속한 출동은 물론 적절한 응급조치가 실시될 수 있도록 하여야 할 것이다. 그러기 위해서는 특정대상물위주의 정책에서 수요중심의 정책으로 전환하여 노인들의 생활 안전 교육과 주택안전의 종합적인 대책들이 강구되어야 한다. 또한 근대적 홍보방법에서 벗어서 IT강국의 위용을 활용한 홍보를 하는 등 119서비스 확대로 노인들의 편안하고 안락한 노후생활을 위한 소방서비스를 제공하여야 한다. 고령화 사회에서 노인인구에 대한 고찰이야말로 선진소방으로 가는 최선의 방법이다.

119구급대의 활성화 방안에 관한 연구 (A Study on Activation device of 119 Emergency Care)

  • Even now, 119 rescue services have dissatisfactory aspects in operation, system and equipments as discussed above, It is the most urgent subject to systemize rescue services so that they can be suitable for our status, for we will make 21C welfare state come true before long. So, this author suggest that the followings have to be raised to activate 119 rescue service. 1) Bring up experts and offer high-quality rescue service 2) Prepare more up-to-date equipments 3) Operate transfer joint organizations 4) Promote the ability to meet with a press at the time of rescue service activities 5) Adjust regulations related to rescue services 6) Make up for a countermeasure to traffic accidents of ambulances 7) Adjust regulations making it mandatory to establish heliport at the target on hospitals more than a defined scale 8) Install more rescue service teams 9) Educate and train officials belonging to briefing rooms, where the officials with long experiences are arranged 10) Minimize the time for rescue team to reach fields 11) Establish legal protection system for rescue the team Nowadays, our country operates the department of fire fighting and rescue services without great difficulty, even though the circumstances are bad - insufficient members and the inferior circumstances. All of the fire fighting officials are given heavy duties in bad circumstances, and so are the team of rescue service. The rescue service team, taking charge of some emergency medical system, do a fire fighting inspection as a non-duty service, though they are scanty of sleep due to prevention and protection services of the fire fighting service team. But, they can not engage in rescue services completely and have to deal with miscellaneous duties. So they can not offer professional emergency medical services. But now, almost every fire fighting organization, belonging to National Emergency Management Agency, are separating rescue services, which shows a lot of good results. People recognize rescue services to get better and better gradually and the demands for this rescue services increase. So, this is the best time when rescue service teams should offer qualitative services rather than quantitative services. The people will recognize this rescue service team to be an organization sacrificing and serving for them. However well institutes and operation systems should be established, the rescue service team can not come true their aim without strong wills that they will serve and sacrifice themselves for people from their hearts. In addition, it is essential for the officials in charge of policies about emergency medical services to have a concernment on and practice the policy without failure.

소방의 재난대응체계 개선방안에 관한 연구 - 춘천시 신북읍 산사태 대응사례를 중심으로 - (A Study on Improvement of Disaster Response System in the Firefighting Organization - Focused on Landslide Case in Sinbuk-eup, Chuncheon-city -)

  • 본 연구는 2011년 7월 27일 00:08경 강원도 춘천시 신북읍 천전리 마적산 산지당골에서 발생한 산사태 재난현장에 출동한 춘천소방서 소방공무원들을 대상으로 설문조사를 실시하여 소방의 초기 재난대응에 관한 문제점 및 개선방안을 도출하였다. 연구결과, 의용소방대원에 대한 전문교육실시 및 활용방안 강구, 유관기관 초기 재난대응능력 향상 및 협조체제 구축, 산사태 재난대응 전문교육 강화, 상황관리 및 현장 지휘체계 강화, 신속한 현장응급의료소의 설치 운영, 적절한 자원대기소의 설치 운영, 적절한 통제선의 설치 운영, 적절한 언론통제, 개인 구조장비 및 중장비 연료의 충분한 확보, 휴대용무전기 및 충전기의 충분한 확보, 재난대응에 필요한 소방예산의 확보 등이 필요한 것으로 나타났다.

한국 재난관리체계의 문제점과 개선방향 (A Study on the Administration System for Disaster Relief in Korea)

  • The scale of disasters is very large, also the influence of disasters is irreversible. Korean people has continuously learned how to deal with disaster management law. However, as time goes by after the many disaster, the concern with the disaster management by the people seems to become old and banal topic which nobody has interest in. If so, can it be said that our society is safe from the disaster? This study start from critical mind of asking this question. This study puts an emphasis on the problems such as following; To realize whole concept of disaster management provided in the basic civil defense law, the combined disaster management should be required to be established, the combined law should play a integral part for prevention for the disaster and should be a concrete basis of various laws for disaster management. Establishing a consolidated organization for disaster managing and united response organization is necessary. This consolidated organization is not temporary one such as civil disaster control headquarter but permanent one such as Disaster Management Office which controls an over all aspects of disaster management. Temporary organization should not be divided into natural calamity and man-made calamity but integrated one as a single control tower for all sorts of disasters. The police and army under fire fighting system should be reconsidered. It is necessary to make leadership system on the disaster place more substantial centered around present fire fighting system. To do so, more clear division of duty is required. The working condition should be improved so that all public servants in this agency can play their roles with pride and worth. The resource owned the existing administrative organization must be used by an appointment system. And to manage a large scale of disaster, it is necessary to have interorganizational network system which many specialized organization including volunteer group are integrated. And the natural disaster happen, many professionals and volunteers are distributed to the spots of disaster in the right man in the right place. Finally, citizen's consciousness about safety supervision needs to be recover.

의용소방대 교육프로그램 재설계를 통한 지역사회 안전 Network기능 강화 방안에 관한 연구 (Study on the strengthening of community safety Network through volunteer fire department training program reengineering)

  • Korean Volunteer Fire Departments are the representative disaster-related civilian organizations which are based on "Firefighting Framework Act Article 37"and ordinance for complementing the lack of fire-fighting personnel and volunteer and they play a part as community safety keepers. They are operated by the National funding, but cannot be defined as the organization in governmental sources completely or pure volunteer organization in terms of its founding purpose and activities. In these special characteristics, some Volunteer Fire Departments play an important role in Civilian Volunteer Disaster Prevention by being managed effectively, but the others do not. There can be many cause-analyses about this difference. They aren't profit-making organizations and are groups which have no compulsion. So it is important that who the leader is, and what type of leadership he has. By solving this bias by considering these characteristics, in this study we make them perform the center role of community safety network through analyzing the existing status and problems of volunteer fire department education and customized training program reengineering to meet class-specific and regional level.

서울재난관리조직에 대한 재난관리공무원간의 인식비교분석 (The Comparison Analysis of Recognition about Disaster Management Organization of Seoul between Fire Fighters and Regular Officers)

  • 우리나라 광역자치단체는 1990년대 이후에 복합재난발생, 소방업무의 중요성 등으로 자연재난관리 및 인적재난관리 업무를 담당하는 조직을 소방본부로의 완전통합 및 부분통합시키고 있는 현실이다. 따라서 재난관리업무를 담당하는 소방직과 일반직공무원간의 관계는 더욱 중요해지고 있다. 이에 본 연구에서는 재난관리조직의 관리역량, 인명활동, 재난, 업무효율 등에 대한 설문지를 구성하여 서울특별시 재난관리조직에서 근무하는 공무원을 대상으로 설문조사를 실시하여 소방직과 일반직공무원간의 인식비교분석을 하였다. 인식비교분석결과 관리역량의 시설, 재난의 인적재난, 업무효율의 업무협조성, 업무연계성 등이 유의미한 차이가 발생하였다. 이러한 인식비교분석을 통하여 서울특별시 재난관리조직의 개선방향에 대해서 제시하고자 하였다.

소방공무원의 외상사건 경험 및 산림산책이 소진에 미치는 영향 (The Effects of Firefighters' Experience of Trauma and Forest Walks on Burnout)

  • The purpose of this study is to explore the effects of fire officers' experience of traumatic events and subsequent forest healing on their occupational burnout. The results are as follows: First, the experience of traumatic events, social and psychological healing, and relieving stress by strolling had a significant effect on burnout. The more fire officers are exposed to traumatic events, the more they lose self-control in social and psychological aspects, and the lower the level of stress relieved through strolling, the higher the level of burnout. Thi sresult suggests that the more fire office rsare called out for fire fighting, the more they see their colleagues with severein juries, and the higher the level of mental and physical an xiety, the more they areex hausted. Moreover, for es thealing help store duce the irmental and physi calfatig uecaused by traumatic events, thu spreven ting them from suffering from burn out. Second, the experience of traumatic events, social and psychological healing, and relieving stress by strolling had a significant impact on occupational stress. The more fire officers are exposed to traumatic events, the more they lose self-control in social and psychological aspects, and the lower the level of stress relieved through strolling, the higher the level of occupational stress. This result indicates that to relieve job stress caused by fire fighting, increased forest healing activities, including various programs such as psychotherapy, developing interpersonal relationships and self-control, and creating a positive mind-set, can reducejobstress and help fire officers recover from it. Lastly, job stress had a mediation effect on the effects of the experience of traumatic events and forest healing on burnout. This implies that burnout can be prevented when fire officers gain high emotional stability through social and psychological healing and stress-relief strolling over a traumatic experience, and stronger support from the organization and family can keep them from being emotionally drained, thus contributing to the prevention of burnout.

소방공무원의 스트레스 요인과 직무만족간의 관계 (Relationship between Stress and Job Satisfaction of Fire-fighters)

  • 그동안 공무원의 스트레스 요인과 직무만족에 대한 연구는 대부분이 역할 관계와 인간 관계에 따른 스트레스 증가로 인한 직무만족의 저하에 대한 연구가 대부분을 이루고 있었다. 그러나 소방공무원의 경우, 직무상 위험성, 긴급성, 대기성, 교대성의 특징을 지니고 있기 때문에 직무 특성에 따른 스트레스가 다소 발생할 것으로 사료된다. 따라서 본 연구는 소방공무원의 스트레스 요인을 직무특성(위험성, 긴급성, 대기성, 교대성)요인과 조직내역할(역할갈등, 역할모호, 역할과다)요인으로 구분하여 각각 직무만족에 어떠한 영향력을 미치는지를 실증 분석 하였다. 결과적으로 소방공무원의 직무특성 요인과 조직내역할 요인은 직무만족에 유의미한 영향력을 미치고 있었고, 구체적으로 직무특성 요인 중에서는 긴급성과 대기성이 직무만족에 정(+)의 영향력을 미치고 있었고, 조직내역할 요인 중에서는 역할 갈등과 역할 과다가 직무만족에 부(-)의 영향력을 미치고 있는 것으로 결과가 나타났다. 또한 업무형태(화재 진압, 구조 구급, 소방 행정, 기타)에 따라 스트레스 요인 및 직무만족에 유의미한 차이를 보이고 있었고, 근무기간(소방본부, 소방서, 119안전센터)에 따라서도 스트레스 요인 및 직무만족에 유의미한 차이를 보이고 있었다.

A Study on the Analysis of the Power Distance Tendency of Firefighters

  • This study identified the power distance tendency of firefighters. Power distance propensity is one of the important organizational and cultural factors that influence the development of the organization. There is a big difference in the attitude of the members of the organization to perform their work according to the tendency of the distance of power. As a result of the main study, the overall level of power distance propensity of the subjects was 2.55 points on average. In particular, there was a significant difference in the propensity of power distance according to class (p<0.05). In the future, it is necessary to study the effect of job characteristics according to the rank of firefighters on the propensity to distance power. It is expected to form a positive organizational culture of the firefighting organization by utilizing the power distance tendency of the members of the organization.

의용소방대의 사회적 자본 영향요인 분석 (A Study on Factors Affecting Formation of Social Capital for Volunteer Fire Brigade)

  • 의용소방대는 화재진압 및 인명구조 등의 소방 활동의 보조업무를 비상근적으로 수행하며, 자발적인 사회봉사활동을 하는 조직이다. 최근에 들어서는 지역사회의 안전문화 조성을 위한 역할도 수행하고 있다. 또한 지역사회의 안전과 관련된 다양한 봉사활동을 하고 있다. 이러한 의용소방대 조직이 활성화가 되지 않아 이에 대한 연구가 활발하게 진행되어왔다. 본 연구 역시 의용소방대 조직의 활성화 방안으로 사회적 자본 형성을 통한 의용소방대 활성화방안을 제시하고자 한다. 따라서 본 연구는 의용소방대원의 사회적 자본 인식을 조사하고, 분석하여 이를 토대로 지역사회 의용소방대의 사회적 자본 형성 방안을 제시하고자 한다. 연구의 결과 사회적 규범이 의용소방대 사회적 자본 형성에 가장 많은 영향을 미친 것으로 조사되었다. 따라서 의용소방대를 육성 발전시키기 위한 독립된 법령 제정되어야 하고, 의용소방대원 간의 강한 신뢰가 형성되어 조직전체의 신뢰를 기반으로 지역사회에 헌신한다면 지역사회 안전의 수준은 매우 높아질 것이다.
