This paper is an attempt to give a concise overview of the state-of-the-art in the recent liquid hydrogen safety researches with unwanted event progress. The vessel of liquified hydrogen may fail and liquid hydrogen spilled. The hydrogen will immediately start to evaporate above a pool and make a hydrogen cloud. The cloud will disperse and can produce a vapor cloud explosion. The vessel containing the liquid hydrogen may not be able to cope with the boil-off due to heat influx, especially in case of a fire, and a BLEVE may occur. In equipment where it exists as compressed gas, a leak generates a jet of gas that can self-ignite immediately or after a short delay and produce a jet flame, or in case it ignites at a source a certain distance from the leak (delayed ignition), a flash fire occurs in the open and with confinement a deflagration or even detonation may develop. The up-to-date knowledge in these events, recent progress and future research are discussed in brief.
Thermal properties of EVA dust and its risks of coexisting with oxidizer were investigated by a pressure vessel. The decomposition of EVA dust with temperature using DSC and the weight loss with temperature using TGA were also investigated to find the thermal hazard of EVA dust. Using the pressure vessel which can estimate ignition and explosion of EVA dust coexisting with oxidizer by bursting of a rupture disc, many experiments have been conducted by varying the orifice diameter, heating rate, the weight ratio of the sample coexisting with oxidizer, and the species of oxidizer. According to the results of the thermal analysis of EVA dust, a little change of the decomposition initiation temperature with the heating rate could be found and the decomposition temperature zone of EVA dust was 250 to 50$0^{\circ}C$. The risk of EVA dust coexisting with oxidizer was increased as the orifice diameter was decreased. On the other hand, it was increased as the heating rate and the weight ratio of the sample coexisting with oxidizer were increased. In addition, the risk of EVA dust coexisting with oxidizer was affected by the decomposition temperature of the sample and oxidizer, respectively, at slow heating rate, but it was affected by the oxygen weight percent of oxidizer at fast heating rate.
This is the fourth of a series of companion papers dealing with the mechanical property reductions of various marine structural steels. Even though a reduction of the elastic modulus according to temperature increases has not been obtained from experiments, high temperature experiments from room temperature to $900^{\circ}C$ revealed that initial the yield strength and tensile strength are both seriously degraded. The mechanical properties obtained from high temperature experiments are compared with those from EC3 (Eurocode 3). It is found that the high temperature test results generally comply with the prediction values by EC3. Based on the prediction of EC3, time domain nonlinear finite element analyses were carried out for a blast wall installed on a real FPSO. After applying the reduced mechanical properties, corresponding to $600^{\circ}C$ to the FE model of the blast wall, more than three times the deflections were observed and it was observed that most structural parts experience plastic deformations exceeding the reduced yield strength at the high temperature. It is noted that a protection facility such as PFP (passive fire protection) should be required for structures likely to be directly exposed to fire and explosion accident.
A safety assessment was performed through the process analysis of hydrogen station. The purpose of this study provides basic information for the standard establishment about hydrogen stations. The processes of hydrogen stations were classified by four steps (process of manufacture, compression, storage, charge). FMEA (Failure Mode and Effect Analysis) method was applied to evaluate safety. Each risk element is following; S (severity), O (occurrence), D (detection). And the priority of order was decided by using RPN (Risk Priority Number) value multiplying three factors. Scenarios were generated based on FMEA results. And consequence analysis was practiced using PHAST program. In the result of C.A, jet fire and explosion were shown as accident types. In case of leakage of feed line in PSA process, concentration of CO gas is considered to prevent CO gas poisoning when the raw material that can product CO gas was used.
In Korea, about 110,000 LPG small storage tanks of less than three tons have been installed in restaurants, houses and factories, and are used as LPG supply facilities for cooking, heating and industrial use. In the case of combustible liquefied gas storage tanks, the tank may rupture due to the temperature increase of the tank steel plate (approximately 600℃) even when the safety valve is operating normally, causing large-scale damage in an instant. Therefore, in the event of a fire near the LPG small storage tank, it is necessary to accurately predict the timing of the BLEVE(Boiling Liquid Expanding Vapour Explosion) outbreak in order to secure golden time for lifesaving and safely carry out fire extinguishing activities. In this study, we have first investigated the results of a prior study on the prediction of the occurrence of BLEVE in the horizontal tanks. And we have developed thermodynamic models and simulation program on the prediction of BLEVE that can be applied to vertical tanks used in Korea, have studied the effects of the safety valve's ability to vent, heat flux strength of external fires, size of tanks, and gas remaining in tanks on the time of BLEVE occurrence and have suggested future utilization measures.
Reviewing the statistics of harbor shipment of hazardous and noxious substance and the past spill accidents of HNS enabled us to assess the potential risks of transportation of HNS through the major harbors in Korea. Ulsan, Yeosu, Daesan port are relatively evaluated high risk in fire, health and environment disaster. Through the analysis of domestic preparedness to HNS accidents, the supplement of expertise resource to respond the vulnerability of the explosion, the fire and the physiological hazard, is required. Based on this risk assessment and review of the advanced case of Japan in building up HNS response system, a resource model at a national level was proposed which differentiates the sea areas for the proper allocation of resources to respond effectively to HNS accidents in the future.

It is found to the arc trace on the junction termination of 345kV cable. According to the analysis of the cable material is judged to be good. Manufacturing and design problems are not considered. In construction defects, it was estimated to the low level of insulation oil. In the majority of the arc trace appeared XLPE is found. However, there is no Soots mark, yellow band has not been confirmed, not associated with a radial arc of the spider leg is not evidence. In other opinions, void, contamination or jut are not found on the inside of XLPE. Thus, by the attachment of the impurities in surface of XLPE insulation is judged to the breakdown.
A variety of safety issues were investigated for chemical reactors using a toluene solvent in case of a fire at small to middle scale chemical plants. The issues covered the operation of pressure-relieving valves and the subsequent discharges of the toluene to the atmosphere either directly or through an absorber, which represent the current practice at most small chemical plants. It was shown that the safety valve on the reactor may not operate within about twenty minutes after an external fire breaks out, but, once relieved, the toluene vapor released directly to the atmosphere may form a large explosion range on the ground. It was also shown that if the discharge is routed to an existing absorber used for the scrubbing of volatile organic compounds or dusts, the column may not operate normally due to excessive pressure drops or flooding, resulting in the hazardous release of toluene vapors. This study proposed two ways of alleviating these risks. The first is to ruduce the discharge itself from the safety valve by using adequate insulation and protection covers on the reactor and then introduce it into the circulation water at the bottom of the absorber through a dip linet pipe equipped with a ring-shaped sparger. This will enhance the condensation of toluene vapors with the reduced effluent vapors treated in the packing layers above. The second is to install a separate quench drum to condense the routed toluene vapors more effectively than the existing absorber.
DME(Dimethyl Ehther) is considered as an attractive fuel in terms of clean, environmentally friendly form of energy, multi-source and multi-purpose. As the physical properties of DME are almost similar to LPG, DME can be mixed with LPG and DME-LPG mixture fuels seem to be employed without major remodeling of the existing LPG supply infrastructure. However, little attention has been given to the effect of different DME-LPG mixture fuels on consequence analysis to adjacent facilities, buildings and etc. In this work, the consequence analysis by different DME-LPG mixture fuels has been done. The results were discussed in terms of release rate, jet fire, vapor cloud explosions, BLEVEs and etc. It was found that the consequences estimated from fire and explosion scenarios assumed were almost similar for both LPG and DME 20 %.
In this paper, the strength analysis has been presented for the stress and strain by using the finite element method for various shell models of the helmets. The advanced helmet that would provide head protection without causing discomfort to the user when it was worn for long periods of time should be manufactured for increasing the safety and workability of the workers. We need a safe, comfortable and light weight of the helmet shell structure. Thus, the helmets had to stand up to the most rigorous conditions encountered for the fire and gas explosion. The FEM computed results show that when the impulsive force is applied on the summit area of a helmet shell structure, the maximum stress and strain have been occurred around the position of an applied impact force, which may lead to the initial failure on the summit of the helmet shell. Thus, the summit area of the helmet shell should be supported by a bead frame and increased thickness of the bead. But the overall thickness of the helmet is to decrease for the light weight of a helmet.
