  • Soongrae-Mun Fire shows safety problem in Korea intimately. People have pressed for the responsibility of persons in charge and have asked for improvement measure whenever Fire accident occur, but similar accidents occur again without any improvement. This research is to provide improvement. measure on the base of the analysis of the cause of Soongrae-Mun fire to prevent similar accident, also to help private security company do effective security job. This research is approached from a security point of view. A lot of accidents occur by direct cause such as people's unsafe action and unsafe condition. but it is very difficult to remove the facts of direct cause, so the facts of indirect cause should be analyzed together. Drew-up of security related legislation should be included when the establishment of fire fighting related legislation is examined, also technical improvement should be examined with legislation. security company should be concerned about securing of expertise and reinvestment for the improvement of expertise to overcome limitations of private security such as job boundary, capability and responsibility. Also private security company should try to service for public benefit and to examine practical compensation for loss occurred by mistake of security company.

  • As passengers feel uneasy about the subway since the fire accident on subway trains in Taegu, this research is intended to appraise the influence of safety upon the customer-satisfaction for the Metropolitan subway. Using the framework of the Korea Gallup survey, a new survey which includes questions regarding safety was conducted and the results are analyzed to show the differences between before and after the accident.

Industrial Safety Risk Analysis Using Spatial Analytics and Data Mining (공간분석·데이터마이닝 융합방법론을 통한 산업안전 취약지 등급화 방안)

  • The mortality rate in industrial accidents in South Korea was 11 per 100,000 workers in 2015. It's five times higher than the OECD average. Economic losses due to industrial accidents continue to grow, reaching 19 trillion won much more than natural disaster losses equivalent to 1.1 trillion won. It requires fundamental changes according to industrial safety management. In this study, We classified the risk of accidents in industrial complex of Ulju-gun using spatial analytics and data mining. We collected 119 data on accident data, factory characteristics data, company information such as sales amount, capital stock, building information, weather information, official land price, etc. Through the pre-processing and data convergence process, the analysis dataset was constructed. Then we conducted geographically weighted regression with spatial factors affecting fire incidents and calculated the risk of fire accidents with analytical model for combining Boosting and CART (Classification and Regression Tree). We drew the main factors that affect the fire accident. The drawn main factors are deterioration of buildings, capital stock, employee number, officially assessed land price and height of building. Finally the predicted accident rates were divided into four class (risk category-alert, hazard, caution, and attention) with Jenks Natural Breaks Classification. It is divided by seeking to minimize each class's average deviation from the class mean, while maximizing each class's deviation from the means of the other groups. As the analysis results were also visualized on maps, the danger zone can be intuitively checked. It is judged to be available in different policy decisions for different types, such as those used by different types of risk ratings.

Thermal Analysis on the Spent Fuel Shipping Cask for a PWR Fuel Assembly (PWR 사용후 핵연료 수송용기에 대한 열해석)

  • The thermal analysis on the spent fuel shipping cask for a PWR fuel assembly is performed. Under the normal and fire-accident conditions the temperature distribution through a multilayer cask calculated in compliance with 10 CFR Part 71. A KNU 5&6 spent fuel assembly is assumed to be the decay heat source, which has the maximum discharge turnup of 45, 000MWD/MTU and has been stored in the spent fuel storage pool for 300 days. As a result of thermal analysis, the maximum cladding temperature in case of dry cavity under fire-accident conditions is calculated to be 455$^{\circ}C$. This value is much less than the limiting value specified in 10 CFR Part 50.46. It indicates that no fuel rod cladding rupture could occur under fire-accident conditions. It was also found that no melting of lead would take place in the major shield region.

  • Each country tries to prevent major industrial accidents at industrial sites, such as fire and explosion as well as poisoning incidents, and regulation of the management of chemicals is being enhanced in all sectors. In particular, in the case of laboratories, a variety of chemicals have been developed and handled in accordance with the development of science and technology. On the other hand, the accident probability at laboratories is higher than at industrial sites, because many different kinds of chemicals are handled in the laboratory but in very small amounts and chemical, physical, and biological studies have been carried out in limited spaces. Recently, the accident probability at laboratories was found to be higher as convergence/integration studies were carried out beyond the academic arena. Therefore, in this study, a survey of chemical management was conducted to prevent accidents due to chemicals targeting the laboratory safety coordinator using the FGI (focus group interview) method. The building plan of a chemical management system was suggested based on the results of the survey.

  • Quantitative risk assessment (QRA) of railway is to create a variety of scenario and to quantify the degree of risk by a result of the product of accident frequency and accident. Quantitative risk Assessment is affected by various factors such as tunnel specifications, characteristics of the fire, and relation of smoke control and evacuation direction. So in this study, it is conducted that how the way of smoke control and the relation of smoke control and evacuation direction affect quantitative risk assessment with variables (the tunnel length (2, 3, 4, 5, 6 km) and the slope (5, 15, 25‰)). As the result, in a train fire at the double track tunnel (Area = $97m^2$), it is most efficient to evacuate to the opposite direction of smoke control regardless of the location of train in train fire. In addition, under the same condition, index risk in mechanical ventilation up to 1/10.

Life-Road : Development of an Emergency Evacuation Application using Augmented Reality and Beacon (Life-Road : 증강현실과 비콘을 사용하는 긴급대피용 애플리케이션 개발)

  • Recently, a fire suddenly broke out in a crowded theater, and many people were unable to find an escape route, becoming entangled, injured, and suffocating from smoke inhalation, resulting in a large-scale fire accident. Even though most of the people were young, they were unable to evacuate. If they had been elderly, it could have resulted in greater casualties. In particular, since it is difficult to receive accurate location information from GPS indoor, there is an urgent need for location-based services using beacons and an emergency evacuation system that intuitively shows evacuation routes in augmented reality using smart-phones. In this paper, an augmented reality-based emergency evacuation smartphone app was developed based on identifying fire locations and evacuation routes using beacons and fire sensors (IoT). In the future, if the proposed system is applied to indoor spaces where people are crowded, rapid evacuation will be possible even in a sudden fire accident, minimizing human damage.

A Study on the Development of Self-Checklists for Small and Medium-Sized Chemical Industries (중소규모 화학업종을 위한 자율점검표 개발 연구)

  • Major industrial accidents in which workers die due to fires or explosions while working at chemical substance handling workplaces continue to occur. Among the major industrial accidents that occurred between 2005 and 2021, the accident status by work situation and equipment was analyzed. Through analysis, it was confirmed that storage, reaction, and piping facilities were the main causes of the accident, and a self-checklist for each facility was developed. Verification was conducted through the supply and use groups to evaluate the suitability of the use, duties, and items of the self-checklist. The user group showed higher satisfaction than the supplier group for all three suitability of use, job, and item. In particular, since the inspection items of the self-checklist were organized around the cause of the accident derived through the analysis of actual accident cases, the satisfaction level was high in all groups. It is expected that the self-checklist developed through this study will be useful not only for large companies but also for small and medium-sized chemical industries that lack professional manpower.

Comparison between a Light-Scattering and a Light-Extinction Methods for the Study on Soot Yielding Characteristics of an Electric Cable Fire (전선 매연 생성 특성 연구를 위한 광산란법-광소멸법의 비교)

  • Significant portion of the fire accident is caused by some troubles in electric circuits. To prevent the fire induced by those electric trouble, some indications of electric fire need to be suitably detected at the first stage of the fire development. With this background, the characteristics of soot yielding of electric cables have been investigated using a light extinction method. In this study, a light scattering method was compared with the light extinction method. A slot-type premixed-flame combustor was traversed to bum three types of electric cables by compulsion, then the mass decrease rate and the soot densities were measured. According to the experimental results, the light scattering method is preferred to the light extinction method when the soot yield ratio is relatively small. Thus the former method is more suitable to detect the occurrence of an electric fire in a power distributer box.
