Chemical accidents can happen anywhere in the world. To prevent chemical accidents, Korea introduced the Chemicals Control Act. However, Small and medium-sized businesses do not meet these regulations. Accordingly, the Ministry of Environment is providing a chemical safety management support project for Small and medium-sized businesses. However, there are many small and medium-sized businesses, and businesses that need support need priority. In this study, the risk of the plants was classified into hig h, medium, and low risk based on four methods. As a result, out of 90 plants subject to the study, high risk was 30% and medium risk was 70%. The industries with the high risk were chemical products manufacturing and paint manufacturing. The plating and printing industries showed relatively medium risk. This risk classification has the advantage that it can obtain intuitive and quick results. These studies can be used as basic data for chemical safety management of local governments and Ministry of Environment.
As the lack of management for HAZMAT transportation leads to fatal accidents, the interest in the problem is rapidly increasing in the world. Thus UN-RTDG recommends to establish regulations for HAZMAT transportation, and related ministries in Korea make rules and policies according to the regulations. However, there are few researches carried out on railway HAZMAT transportation. In this paper, issues such as present condition of laws and policies related to railway HAZMAT transportation, HAZMAT transportation procedure and regulations, HAZMAT signs of railway etc. are analyzed. Through analyzing these issues the problems and improvements of railway HAZMAT transportation are drawn. These results are respected to help to establish regulations and policies for HAZMAT transportation management. In the future, more detailed plan is needed for putting these improvements to practices.
Background: Research on the status of many chemicals used in the semiconductor industry is needed. The purpose of this study was to describe the overall status of chemical use in the semiconductor industry in Korea and to examine it from a health perspective. Methods: Data on the status of chemical use and safety data sheets at 11 of 12 major semiconductor workplaces in Korea were collected. The number of chemical products and chemical constituents, quantities of chemicals, and trade secret ingredients used, as well as the health hazards were examined. Results: On average, 210 chemical products and 135 chemical constituents were used at the surveyed workplaces. Among all chemical products, 33% (range: 16-56%) contained at least one trade secret ingredient. Most of the trade secret ingredients were used in the photolithography process. Several carcinogens, including sulfuric acid, chromic acid, ethylene oxide, crystalline silica, potassium dichromate, and formaldehyde were also used. Only 29% (39 of 135) of the chemical constituents had occupational exposure limits, and more than 60% had no National Fire Protection Association health, safety, and reactivity ratings. Based on the aforementioned results, this study revealed the following. First, many chemical products and constituents are being used in the semiconductor industry and many products contained trade secret ingredients. Second, many products contained significant amounts of carcinogenic, mutagenic, and reproductive toxicant materials. Conclusion: We conclude that protecting workers in the semiconductor industry against harm from chemical substances will be difficult, due to widespread use of trade secret ingredients and a lack of hazard information. The findings of the status of chemical use and the health and safety risks in semiconductor industry will contribute to epidemiological studies, safe workplace, and worker health protection.
In our former study, we proposed that the AC-Model might be applied to various conditions. And we also introduced the method for daylighting that it was possible to reduce discomfort glare and to improve visual impressions as the supplementary type and blind-control type on the compound lighting. The purpose of this study was to examine the relationship between physical elements and psychological evaluation of lighting space. The study was made using an full-size space, which were equipped with various luminaries. We investigated the relationship between subjective evaluation and characteristics of light distribution and showed the high correlation between the evaluation rating and luminance distribution over whole room.
The purpose of this study is to provide basic data for the safety assessment of a water purifier when water leaks due to inappropriate maintenance and the examination of the cause of accidents related to the leak. Due to its inspection and management by non-specialists, if a leak occurs in a water purifier with the water level controller being inclined, it may result in the failure of the compressor, power supply line, PCB, etc. The analysis of the thermal diffusion pattern of water purifier compressors using a thermal image camera shows that its maximum temperature was approximately $80^{\circ}C$. In addition, its operating current was a maximum of 13 A and the system's operating current was approximately 1.7 A after the compressor was charged. It was found that the housing type power cable cover of the compressor had the effect of preventing electric shock but has poor flame resistance. Furthermore, the performance of the overload protector, PTC relays, etc., was excellent but they have potential for problems as metallic terminals were exposed, resulting in the potential of a safety related accident. The terminals and their surface damaged by the tracking showed a trace of carbonization and the resistance between terminals was measured to be approximately $8{\Omega}$. In addition, while the tracking was proceeding, the fuse and circuit breaker installed for system protection did not operate.
This study analyzes the effects of personal lockers, drinking fountains, and all-in-one shutters (hereinafter referred to as "corridor walking obstacles") on evacuation safety to suggest the necessity of operating a more effective educational facility safety certification system. To achieve this purpose, the five-story high school building with the obstacles installed in the corridor has been chosen, and evacuation tests through the Pathfinder Simulation Program have been carried out. When the evacuation exit is designated in the current state, where the students are placed on the 2nd, 3rd, and 4th floors and the corridor walking obstacles are applied as a variable, the required safe egress time (RSET) is 322 seconds. This can lead to dangerous results in the event of a disaster by exceeding the available safe egress time (ASET) standard of 240 seconds by 82 seconds. When students are placed on the 1st, 2nd, and 3rd floors under the same conditions, the RSET is 214.5 seconds, 25.5 seconds lower than the ASET standard, indicating that it is effective in reducing the impact of walking obstacles on evacuation time. The safety management plan for walking obstacles in the corridors is discussed, considering the special characteristics of the school corridors. The results of this study can be used as the necessary data for optimizing evacuation routes in corridors and creating a safe, educational environment.
The purpose of this study was to assess power loss in the computer and office automation equipment and identified a way to save power consumptions through field measurement. In this study, the meaning of standby power was to consume power while waiting for the use of any electronic equipment. This standby consumption was about 11% of total power consumption even though we did not seriously realize it. Therefore, it was very important to measure accurate power consumption at the standby status of electronic equipment. In addition, it also helped to reduce potential risks of electricity associated disasters. This study proposed the way to reduce power losses through automatic turn off switches for power outlets and switches. Finally, this study can evaluate power consumption patterns that can reduce power consumptions and potential risks of power related disasters. This also can achieve the goals of sustainability that can reduce environmental impacts by lowering energy consumptions and greenhouse gas emissions.
Chemical accidents are increasing day by day as the industry develops. To prevent such chemical accidents, Korea enacted the Chemicals Control Act. Through these laws, systematic management of chemical substances began. There are various positions in the companies. hazardous chemical supervisors, equipment and technical human, operators and employees. Chemicals-related education for each position should be provided. As a result of the survey, hazardous chemical supervisors and equipment and technical human liked the overall content of the Chemicals Control Act and the education subject on safety management standards for facilities. Conversely, the operators liked the course on how to wear personal protective equipment. The employees preferred subjects such as classification of chemical substances and prevention of chemical accidents. Currently, various modular textbooks are widely available. Rather than general education, it is necessary to select and provide customized subjects that are preferred and interested according to the position. Then it will be more effective in understanding harzardous chemical substances and in preventing chemical accidents.
본 논문은 피난기구의 사용시간 실험분석을 통한 안전체험교육 개선에 관한 방향을 알아보기 위해 진행되었다. 연구를 위해 피 실험자들을 체격과 체중이 비슷한 그룹으로 나누어 구성하였고, 4가지 피난기구를 직접 체험하게 함으로서 체험시간을 측정하여 분석하였다. 피난기구 설치에서부터 탈출까지의 전체시간 분석에서 완강기-경사식구조대-수직구조대-공기안전매트 순으로 탈출시간이 소요되었다. 피난기구의 탈출시간만 분석했을 경우에는 공기안전매트-경사식구조대-완강기-수직구조대 순으로 탈출시간이 분석되었다. 완강기의 1차 2차 실험에서 나타난 것처럼 1차 시간은 경험 후에 2차 시도에서 시간이 줄어들었다. 이처럼 체험을 통한 교육은 행동의 자신감 증가와 시간의 관리가 가능한 것으로 나타났다. 본 연구의 결론으로 안전교육의 목표는 인명과 재산피해의 최소화이고, 이를 위한 노력으로 많은 사람들에게 교육을 통해 최소화 하는 방법과 자신의 안전을 지키는 교육을 진행한다. 그러므로 더 많은 사람들에게 이러한 효과를 가져 오기 위해서는 체험교육을 통해 학습효과를 높이고, 자기안전을 지키게 하는 노력이 필요하다.
국내에 건축되어 있는 대부분의 공공건물들은 화재발생 시 이를 신속히 발견하고, 자체적으로 소화할 수 있는 소방시설을 갖추도록 법에서 의무화하고 있다. 그러나 화재발생 시 이러한 소방설비들이 정상적인 기능을 발휘하지 못함으로 인해 조기진압에 실패함으로써 인명과 재산의 커다란 손실을 가져오는 경우가 많이 있다. 이러한 이유는 소방설비의 설계 및 시공의 문제점보다는 관리의 미숙함으로 인한 경우가 대부분이다. 그러므로 방화유지관리자의 업무를 보조하고, 건물에 설치된 소방설비를 효율적으로 점검 관리 관리할 수 있는 정보를 제공해주는 소프트웨어 개발이 필요하다.
