소방복 유지관리시스템의 효율화 방안 (Study of the Effective Management and Care System on in-Use Fire Fighteris Turnout Gear)

  • 본 연구에서는 국내 소방 환경을 고려한 효율적인 소방복 유지 및 관리 시스템 구축에 필요한 기초자료를 제공하고자 하였다. 국내의 경우 소방복의 유지관리에 필요한 세부기준 및 적절한 사전검사와 사용연한 결정을 위한 시험방안 없이 사용되고 있는 실정이다. 따라서 이 연구에서는 소방복의 사용상의 문제점 및 관리 실태를 분석하고 외국의 관리 현황을 정리하였다. 연구결과, 국내 소방복은 제도화된 관리규정 없이 세탁, 수선, 보관되고 있는 것으로 나타났다. 또한 사용연한도 소방복의 상태와는 별도로 외국 관리 규정의 일부를 참고하여 정해 놓은 기간에 따라 처리되고 있는 것으로 나타났다. 이에 소방예산의 효율적 사용과 소방관의 안전성 확보에 필요한 소방복의 효율적인 관리기준 및 시험기준의 정립이 절실한 것으로 파악되었다.

소방청사 차고지 공기질 분석 및 유해물질 노출 관리 방안 (Analysis of Air Quality and the Management Plan for Exposure to Hazardous Substances in the Garage of a Fire Station)

  • Objectives: The aims of this study are to derive the characteristics of diesel exhaust gas emissions generated during vehicle checking in the garage of fire stations and of the related improvement plans for proper air quality management. Methods: The researcher measured changes in the air quality inside garages according to the operating conditions of the exhaust facility and before and after vehicle checking at three fire stations. Results: During the checking of fire engines, a large volume of hazardous substances exceeding management standards were generated, and improvement of the discharge facilities was required for proper air quality management. Conclusions: It is necessary to study the hazard evaluation of firefighters' exposure to exhaust gas, to operate exhaust gas ventilation facilities, and to prepare technical standards for proper indoor air quality management.

  • Unlike a general building high-rise buildings itself has a kind of risk. In this study, the risk of a number of high-rise buildings have fire safety management of the particular risks associated with looking for ways to minimize focused. Although differences of opinion between departments will not be easy to fire and building regulations regarding conflicts of laws among other things, require immediate resolution, and high-rise buildings to create a standard for effective crisis management manual countermeasures will also be ensured.

  • In Korea, fire is the second frequent disaster. A total of 32,966 fires were happened in 2002, and injured 2,235 people and damaged 12 million dollars. So, we developed several components related to fire in order to decrease these victims and the amount of damage and have applied those components to Daegu Fire Agency. In this paper, we describe the developing system. It consists of 5 major components: mobile fire facility management component, web service component, fire management component, fire server, and fire application. They were developed in object-oriented computing environment, ATL/COM and Visual C++. So, they have some advantages such as high reusability, full interoperability, and easy understanding.

Analyzing Safety Factors of Swimming Pool

  • Purpose: Swimming industry is improving faster than the other types of sport industries and populations of participating swimming are promptly increasing. Lack of recognition of fire safety in swimming facilities is issues related-studies has only recently begun to pay attention. This study is to review and extract fire safety factors for managing swimming pool. Research design, data, and methodology: The study reviewed related-ordinances, governmental documents, and studies discussing safety management of sport facility. Given the literature review, the study produced an initial construct presenting items and factors including fire safety elements and experts' review were conducted to ensure conceptual validity. Finally, the study generated the final factors and subitems representing fire safety elements for swimming pool management. Results: The study confirms factors and elements as follows: the study identifies fire safety equipments as first factors presenting fire extinguisher' place, its proper run, check list and so forth, Second factor is warning system including fire warning equipment, its proper operation, sprinkler and its proper operation, switch and lamp of emergency panel and their proper run and so on. Third factor is evacuation system including a fire exit, exit sign, broadcasting equipment, and their proper operation, and so on. The other factors are an electronic equipment and its subelements, gas management including safety management of LPG, gas valve, pipe, and fire prevention facility including a fire door and its proper operating. Conclusions: Regarding safety management of swimming pool, further discussions and implications were made, and future directions for related-studies were discussed.

산불예방 및 진압대책의 통합관리체계 구축 방안 연구 (A Study on the Establishment of an Integrated Management System for Forest Fire Prevention and Suppression Measures)

  • Recently, in Korea, if a very large forest fire occurs due to the people's carelessness, it is of great interest because it spreads into a large forest fire. If a wildfire spreads and becomes large, it will inflict great damage (appointment and property), and the damage is irreversible. The best way to extinguish a wildfire is to prevent it before it occurs. If a forest fire occurs due to a failure in prevention, the early firefighting activities to prevent the progress of the forest fire by promptly dispatching it by reporting it and approaching the site as soon as possible should now be managed with a systematic integrated management system. To do so, it is necessary to prepare a preventive system, such as issuing warnings for each weather condition by the Korea Forest Service, consisting of cooperation (support) activities for forest fire prevention by related organizations, etc. In order to minimize the loss of precious lives and forests, measures have been taken to establish a system, to establish a prompt and accurate situation reporting system, and to establish an integrated command system (ICS) for on-site commanders.

방화(放火)화재 특성에 관한 실험적 연구 (A Experimental Study on the Arson Fire Characteristics)

  • This Study is to analyze the characteristics of arson fire under fire dynamics to protect people and property from arson fire which has been radically increased with the development of the Korean economy. Assembly and merchandise purposes such as theater, retail, and exhibition has been performed as the arson fire study. The experiment for this study is based on the analysis of the characteristic for its own combustion process and smoke spread when arson fire occurs. This study presents the analysis through comparing the condition of setting fire using liquid fuel such as thinner on purpose to the condition of setting fire naturally depending on each occupancy.

  • The number of high-rise buildings already constructed and/or being constructed is getting increased both domestically and internationally, for example, Lotte World 2 in Seoul and Taipei 101 in Taiwan, respectively. Maintenances of those skyscrapers, especially in fire-fighting safety, would be different from those of conventional buildings and are one of keen issues. In this study, the features of risks in aspects of fire-fighting safety for the buildings are investigated and the corresponding fire safety measures are proposed to prevent the disasters and to minimize the personal and property damages from it. The proposals include the specialization in self fire-fighting managements, the realization of self fire-fighting maintenance, the establishment of the integrated fire-fighting system, and the correction of inconsistencies in related laws on fire-fighting safety.
