Experimental Studies on the Risk Assessment of Electrical Fire and Shock of LED Lighting for Outdoor (옥외용 LED 조명의 전기화재 및 감전 위험성 평가에 대한 실험적 고찰)

  • In this paper, we studied risk assessments of electrical fire and shock of LED lightings for outdoor. We examined national regulations about the LED lighting for outdoor and analyzed the appearances and compositions of LED lightings. And, We experimented about water proof, line to line fault, line to line breakdowm, overvoltage, line to line leakage in overhead line or water of LED lighting. From experimental results, we know that there are risks of electrical fire and shock by abnormal conditions at the LED lighting. Therefore, the uses of protective devices and insulated type of converter are required for the electrical safety. We expect that the results of this study would be helpful for the improvement of regulations and standards for electrical safety and for the investigations of electrical accidents of LED lightings.

  • In this study, we provided an index for the quantitative and systematic performance based fire risk assessment. A complex cinema was adopted for the fire scenario and the fire simulation was carried out by using FDS. Also evacuation time was calculated by using SIMULEX. We obtained a big different fire risk assessment result by the focus on the between space basis and the time basis. As a result of this study, performance based fire risk assessment should be performed on the basis of individual evacuee's path line.

A Study on Analysis of Installation on the Actual State and Improvement about a Descending Life Line (완강기의 설치 실태 분석 및 개선에 관한 연구)

  • This study investigated problems found with the installation of a descending life line which is one of the compulsory fire escape apparatuses required by the revised "Fire Service Act" of 2006 for multi-use facilities and multistory buildings. It presents an analysis of the causes and improvement details for the problems classified by type of item. To achieve the purpose, the total 367 problem points are indicated. The problems of Installation are unsuitable window glass using the descending life line(34%), required passage device is not attached(23.7%), the installation location is with required operation(20%) and damaged descending life line(20%) were investigated. In particular, the study looks at the stress analysis range for cracking window glass which is required for people to escape in an emergency. People have questioned unsuitable window glass for using the descending life line among the problems with the installation. As a result of stress analysis, window glass thickness of the place where the descending life line is installed must be 3 or 6 mm. In addition, this study indicates substantial improvement measures for installing the descending life line so I will actually be used as a fire escape apparatus to protect human lives, and not just to formally meet the Fire Service Act.

A Study on the Early Response System Subway Cabin Arson Fire (지하철 차량 방화사고 초기대응에 관한 연구)

  • Since Daegu subway arson fire disaster in 2003, there have been several copycat crimes such as at Seoul Metro line number seven and Hongkong Chuiwan line cases. Oil and gas were used for fire propagation in most cases as in Daegu case and such fire could be expanded to a whole subway cabin within several minutes. The fire may eventually cause the whole subway system stop. Fire damage can be minimized when fire occurrence and diffusion are blocked by stages or isolated rapidly. This study suggests an effective early response system that separates passengers from fire and a real-time fire extinguishment program by stages. Based on the subway arson case studies, the early response scenario has been structured by three stages, i.e., confirmation of fire and damage, early fire extinguishment, and information dissemination and passengers evacuation.

Performance-based Fire Protection Design of Domestic Super High-rise Buildings - Evaluation by ASET and RSET -

  • The Performance-based fire protection design required to construct super high-rise building is the active measure for the evaluation of fire risks and the establishment of fire protection systems on the basis of engineering analysis, which is more efficient and proper than existing prescriptive-based design. This study applied time-line analysis of RSET is required safe egress time and ASET is available safe egress time with the fire and evacuation simulation to analyze. The result of this study showed the sprinkler system increased ASET and fire detection and alarm system reduced RSET efficiently. Reduced evacuation time influences to secure the life safety. Also it is essential to maintain the fire suppression system and fire detection & alarm system properly. Database of fire movement and evacuation action program are useful for the performance-based design.

A Model Experiment Study to Secure the Straight Line Distance between the Air Inlet and Exhaust Section of the Living Room (거실제연설비중 공기유입구와 배출구간 직선거리 확보를 위한 모형실험연구)

  • Purpose: When conducting fire inspections in Korea, there are objects that violate the fire protection regulations that require a straight line distance of more than 5m between the air inlet and the discharge section if the floor area is less than 400m2, and this paper analyzes the reasons and conducts a model experimental study to support the need for related fire protection regulations. Method: Domestic firefighting objects were investigated and confirmed, domestic and foreign papers, policies, and laws and regulations were examined, and spaces with a straight line distance of less than 5m and more than 5m between the air inlet and discharge section were selected and analyzed through model experiments in a living room of less than 400m2 . Result: When examining the domestic fire protection regulations (NFPCNational Fire Perpormance Code), the separation distance between the air inlet and the outlet is more than 5m when the floor area is less than 400m2 , but as a result of the actual investigation, it was confirmed that there are firefighting objects that cannot keep the separation distance. In addition, when a paper review of overseas fire protection regulations for a straight line distance of more than 5m showed that there was no regulation on the straight line distance between the air inlet and the discharge section, the model experiment showed that the discharge speed was better when the straight line distance between the air inlet and the discharge section was more than 5m than when it was less than 5m. Conclusions: In this study, when examining overseas fire laws and regulations by comparing the performance of the fire protection ratio for the straight line distance between the air inlet and the exhaust section, there is no mandatory regulation for the straight line distance, but the domestic fire protection regulations (NFPCNational Fire Perpormance Code) require more than 5m. It is hoped that this will be reflected in the design stage in the future, and a foundation will be laid to reduce the responsibility and burden of fire superintendents.

SSD-based Fire Recognition and Notification System Linked with Power Line Communication (유도형 전력선 통신과 연동된 SSD 기반 화재인식 및 알림 시스템)

  • A pre-fire awareness and automatic notification system are required because it is possible to minimize the damage if the fire situation is precisely detected after a fire occurs in a place where people are unusual or in a mountainous area. In this study, we developed a RaspberryPi-based fire recognition system using Faster-recurrent convolutional neural network (F-RCNN) and single shot multibox detector (SSD) and demonstrated a fire alarm system that works with power line communication. Image recognition was performed with a pie camera of RaspberryPi, and the detected fire image was transmitted to a monitoring PC through an inductive power line communication network. The frame rate per second (fps) for each learning model was 0.05 fps for Faster-RCNN and 1.4 fps for SSD. SSD was 28 times faster than F-RCNN.

  • 65% of the Korean peninsula is composed of mountainous area, 97% of which is composed of forest. Therefore, there is high possibility of mountain fire because a lot of potential inflammables such as fallen leaves are stacked on the ground. Moreover, most of the overhead transmission lines in Korea are operated on the mountain. However, there has been very little study for the effect of mountain fire on polymeric insulator for transmission line, though the study is significantly required Therefore, in this study the authors observed the deformation of the housing of the insulator under fire with respect to the ignition time, using artificial ignition testing equipment, and investigated electrical and mechanical characteristics of the insulator by dry withstand voltage test, impulse flashover test and tensile load test.

Electric Safety Protection Device of High Speed for Incapable Operation of ELB and MCCB Using the Low Voltage Distribution Line (저압 배전선로의 누전 및 배선용 차단기의 오동작 방지를 위한 고속형 전기안전 보호장치)

  • This paper is studied on a novel Electric Safety Protection Device (ESPD) of high speed for incapable operation of Earth Leakage Circuit Breaker (ELB) and Molded_case Circuit Breaker (MCCB) using the low voltage distribution line. The major causes of electrical fire are classified to short circuit fault, overload fault, electric leakage and electric contact failure. The occurrence factor of the fire is electric arc or spark accompanied with electrical faults. Residual Current Protective Device (RCD), that is ELB and MCCB, of high sensitivity type used at low voltage wiring cuts off earth leakage and overload, but the RCD can't cut off electric arc or spark to be a major factor of electrical fire. As the RCDs which are applied low voltage distribution panel are prescribed to rated breaking time about 30[ms] (KS C 4613), the RCDs can't perceive to the periodic electric arc or spark of more short wavelength level. To be improved on such problem, this research development is proposed to a novel ESPD of high speed to trip of distribution line on electric arc or spark due to electrical fire. Some experimental results of the proposed ESPD are confirmed to the validity of the analytical results.
