Influence of Radiant Heat Flux on Combustion Properties of Flame Retardant Cable (케이블의 난연성능에 따른 복사 열유속이 연소물성에 미치는 영향)

  • The combustion properties required for fire simulations of multi-layer, multi-component flame retardant cables were measured using a cone calorimeter. The CO and soot yields combustion efficiencies of the flame retardant cables were investigated. TFR-8 (flame retardant PCV and XLPE added), TFR-CVV-SB (flame retardant PCV and general PVC), and VCTF, which are excellent in the flame retardancy of cables, were considered. As the main result, the CO yield (yCO) of the TFR-8 and TFR-CVV-SB flame retardant cables increased by 23% and 16%, respectively, with increasing incident radiation heat flux from 25 kW/㎡ to 50 kW/㎡. On the other hand, the CO yield of VCTF was not influenced significantly by the changes in radiant heat flux. Finally, the soot yield and combustion efficiency increased as the sheath material (flame retardant performance) was strengthened. Therefore, in a fire environment where various heat fluxes coexist, attention should be paid to the top of the application of the combustion property of the flame retardant cable.

A Combustion Characteristic Analysis of Quercus Variabilis and Pinus Densiflora Fallen Leaves Using Radiation Heat Flux (복사열을 이용한 소나무와 굴참나무 낙엽의 연소특성 분석)

  • The combustion characteristics of surface forest fire fuels was analysed using variable external irradiation level. The characteristics such as ignition time, ignition temperature, critical heat flux and mass loss rate were measured. Fuel samples were exposed to incident heat fluxes from 8 to $50\;kW/m^2$. For the measurement of various combustion characteristics, the size of specimen holder was $100\;mm{\times}100\;mm{\times}12\;mm$ and the fuel samples grinded by electric mill were the fallen leaves of Quercus variabilis and Pinus densiflora. As results, the occurrence of ignition is possible to the heat flux more than $9\;kW/m^2$. The fuel of Pinus densiflora keeps its high temperature longer than that of Quercus variabilis during the combustion process. The results of measurement shows that the maximun and average mass loss rate of Quercus variabilis larger than that of Pinus densiflora.

Assessing the forensic knowledge of 119 emergency medical technicians (119 구급대원의 법의학 지식에 대한 연구)

  • Purpose: It is crucial that 119 emergency medical technician (EMT) have adequate knowledge regarding forensic science. This study aimed to assess the forensic knowledge of EMTs in the Republic of Korea. Methods: This study was conducted on EMTs of five fire stations in D metropolitan city between August 6 and August 13, 2018. A questionnaire consisting of items on crime-related incident recognition (i.e., mechanical asphyxiation, trauma, sex crimes, and child abuse), forensic evidence management (i.e., evidence collection, preservation, and recording) was administered to the participants. Finally, 119 questionnaires were analyzed. Results: The ratio of correct answers for crime-related incidents recognition was 55.82%, which was lower than that for forensic evidence management(84.5%). In particular, the scores for the type of neck compression(16.5%) and wound assessment(44.0%) were low. The percentage of correct answers for forensic evidence management was 78.4% for evidence collection, 84.4% for evidence preservation, and 90.6% for evidence recording. Previous forensic education experience was not a significant variable. Conclusion: Specific and practical forensic science education on perception of crime-related incident, including asphyxia and wound identification, and forensic evidence collection is needed.

  • Standard Incident Command System in Korea is that Incident Command System for Emergency Rescue Operation, which is commanded only by Fire Fighting Agencies. However, in the event of a disaster such as the flood, storm, or landslide disaster, there are many disaster response activities performed by the General Public Officers at the disaster on-scene. Yet, there isn't an Natural Disaster Command System for the General Public Officers in Korea. Thus, we have studied the response activities needed cooperation among agencies and proposed some considerations of the Natural Disaster Command System for General Public Officers. The system will be useful to response and recover disaster rapidly, seamlessly, and cooperatively among General Public Officers and the related agencies.

Experimental study on applicability of Air-Curtain system in train fire at subsea tunnel rescue station (해저터널 열차 화재 시 구난역 에어커튼 시스템의 성능에 관한 실험 연구)

  • Visibility is very poor in tunnel fire because of confined space where the fire may easily lead to the mass casuality incident because of fast smoke spread. In this test, air curtain and the fan were installed at rescue station in a bid to make use of rescue station in safe way during the train fire in undersea tunnel and a full-scale fire test was conducted to identify the applicability of air curtain system. Air curtain system was installed at a real rescue station and the test was continued for 2 minutes till heptane which was used as fire source was completely burned out. When air curtain was working, difference in temperature between inside and outside the platform was $160^{\circ}C$ and carbon monoxide measured inside the platform was less than the case of no air curtain system by 160 ppm. Thus a full-scale fire test demonstrated that the air curtain system installed at rescue station in undersea tunnel was able to effectively block the heat and smoke generated from the fire.

  • This study evaluated a preventive information communication system for the storage, handing, and transportation of hazardous materials according to the hazardous materials safety management law of Korea. At present, the chemical management system has very little information on accident responses due to a problem in the initial response. Therefore, this study was designed to improve the hazardous materials safety management law as an advanced method for simultaneous accident prevention and response, such as GHS system. This can also cause confusion in industry, such as manufacturing and import-export companies, because safety management laws and the GHS system are very different from the hazard classification systems. This study suggests a harmonization plan between the hazardous materials safety management law and the GHS classification system through an analysis of the hazardous materials classification system of major advanced countries.

Flame and Smoke Detection Method for Early and Real-Time Detection of Tunnel Fire (터널 화재의 실시간 조기 탐지를 위한 화염 및 연기 검출 기법)

  • In this paper, we proposed image processing technique for automatic real-time fire and smoke detection in tunnel environment. To avoid the large scale of damage of fire occurred in variety environments, it is purposeful to propose many studies to minimize and to discover the incident as fast as possible. But we need new specific algorithm because tunnel environment is quite different and it is difficult to apply previous fire detection algorithm to tunnel environment. Therefore, in this paper, we proposed specific algorithm which can be applied in tunnel environment. To minimize false detection in tunnel we used color and motion information. And it is possible to detect exact position in early stage with detection, test, verification procedures. In addition, by comparing properties of each algorithm throughout experiment, we have proved the validity and efficiency of proposed algorithm.

Case Analysis of the Harmful Chemical Substances' Spill (유해화학물질 유출의 사례 분석)

  • Lately accidents of harmful chemical substance in korea were repeatedly replaying. We studied problems and preparation plan in 2008 years~2014 years through analysis cases of harmful chemical substance. Leakage of chemical substance's accident situation shows that leakage in the workplace is the most 10 cases, accounting for 58.6% is the largest proportion in 2009. Leakage according to explosion accounting for 50% (5 cases) in 2004, 25% (4 cases) in 2007 and 33.3% (4 cases) in 2011 has very irregular change. Therefore, A major cause of accidents is lack of safety management. Harmful chemical substance showed various aspects, high residual substance and non-visible characteristic so response and recovery was easy. And the second damage to move a distance causes environment pollution. So a mutual-assistance system and integrated system of related organization have to build and expert of chemical incident response and therapist of chemical substance response have to establish to do efficient and rapid response.

  • A fire phenomenon of a solid such as wood involves a phenomenon in which solid is heated from the outside and the gas generated through the thermal pyrolysis process of the material is burnt. The thermal pyrolysis phenomenon of the solid is a phenomenon in which the amount of energy incident from the outside, the amount of heat dissipation of the solid material, the heat transfer between the solid material and the surroundings including the amount of heat transfer to the air adjacent to the solid surface, and the fraction of oxygen in the air. In this paper, we calculate the required ignition temperature to simulate the fire phenomenon as simple as possible. By using cone calorimeter, the ignition time was measured by variously controlling the heat flux flowing into the wood specimen by using various wood specimens. The user friendly program is developed for calculation of the ignition temperature. Five different woods such as low density MDF, high density MDF, plywood, douglas fir and PB with various thickness are considered. The ignition temperatures suggested in this paper can be used for fire propagation analysis for woods.

Large Fire Forecasting Depending on the Changing Wind Speed and Effective Humidity in Korean Red Pine Forests Through a Case Study (사례분석을 통한 소나무림에서의 풍속과 실효습도 변화에 의한 대형산불 위험예보)

  • In this study, we developed a large fire forecasting system using critical weather conditions, such as strong winds and effective humidity. We incorporated information on forest type prior to large fires using an incident case study. The case study includes thirty-seven large fires covering more than 100 ha of damaged area over the last 20 years. Dangerous large fire regions were identified as areas of more than 30 ha of Korean red pine and the surrounding two kilometers. Large fires occur when wind speeds average 5.3 m/s with a maximum of 11.6 m/s and standard deviation of 2.5 m/s. Effective humidity for large fires average 30% with a minimum of 13% and standard deviation of 14.5%. In dangerous Korean red pine stand areas, the large fire 'Watch' level is issued when effective humidity is 30-45% for more than two days and average wind speed is 7-10 m/s. The 'Warning' level is issued when effective humidity is less than 30% for more than two days and average wind speed is more than 11 m/s. Therefore, from now on, the large fire forecasting system can be used effectively for forest fire prevention activities based on a selection and concentration strategy in dangerous large fire regions using severe weather conditions.
