A Study on Methods for Capacity Building of Fire Cause Investigation in Fire Stations (소방기관의 화재원인조사 역량 강화 방안에 관한 연구)

  • In this study, strengths related with fire investigation of fire stations are analyzed and methods for the capacity building of their fire cause investigation are suggested. The methods for capacity building of fire cause investigation suggested are focused on using potential and strengths of current fire fighting and enhancing internal capacity rather than reinforcing investigation personnel, organization, and equipment and ensuring investigation power. The methods suggested in this study are as follows. 1) Because fire investigation results are the basis of fire administration, fire marshals should change their awareness of the need of fire investigation; 2) A fire investigation system should be established to ensure statements of people concerned systematically; 3) A substantial system of fire cause investigation should be established to investigate fire scenes more than twice; 4) A substantial system of fire cause investigation should be established to use such materials as CCTV; 5) Extinguishing should be made in consideration of fire cause investigation and a scene preservation system after extinguishing should be established; 6) A fire investigation system should be established in connection with 119 first-aid and rescue teams and 7) Steps to raise the morale of fire investigation staff should be taken.

Impact of Fire Demand on Fire Service Budget (소방수요가 소방예산에 미치는 영향)

  • This paper aimed to statistically analyze the impact of fire needs not considered in previous reports based on preventive and preparedness strategies of fire administration and fire budget.. The panel data came from 16 metropolitan councils from 2008 to 2018 and was statistically analyzed based on the preventive measures of the fire administration (agreement for building permission, specific target for fire-fighting, public use facilities, and special fire inspection [SFI]), preparedness of the fire administration (fire safety education [FSE]), response of the fire administration (mobilization for fire suppression [MFS] and mobilization for ambulance service [MAS]), and fire budget. In the results, SFI, FSE, and MFS had a significant negative influence on the fire budget. Meanwhile, MAS had a significant positive effect on the fire budget (p < 0.01). These results reflect public policy in Korea; there has been a paradigm shift in fire administration: from disaster acceptance (focusing on recovery) to disaster response (focusing on field response) to disaster preparedness (focusing on preparedness).

Efficient Forest Fire Detection using Rule-Based Multi-color Space and Correlation Coefficient for Application in Unmanned Aerial Vehicles

  • Forest fires inflict great losses of human lives and serious damages to ecological systems. Hence, numerous fire detection methods have been proposed, one of which is fire detection based on sensors. However, these methods reveal several limitations when applied in large spaces like forests such as high cost, high level of false alarm, limited battery capacity, and other problems. In this research, we propose a novel forest fire detection method based on image processing and correlation coefficient. Firstly, two fire detection conditions are applied in RGB color space to distinguish between fire pixels and the background. Secondly, the image is converted from RGB to YCbCr color space with two fire detection conditions being applied in this color space. Finally, the correlation coefficient is used to distinguish between fires and objects with fire-like colors. Our proposed algorithm is tested and evaluated on eleven fire and non-fire videos collected from the internet and achieves up to 95.87% and 97.89% of F-score and accuracy respectively in performance evaluation.

  • In the fire there are fusion signs and damage by fire, and insulation aging and carbonization of the electric wiring in the ignition spot because of special characteristic of the appliance in the electricity fire. Because of the physical factor applied in the damage of fire, the decision of ignition spot by eye investigation is insufficient. In this paper, the cause of electricity fire is researched. The focus is on the operation state of operated MCCB(Molded Case Circuit Breaker) at the time of electricity fire. Through grasping the operation principle of MCCB and the experiment, the state of MCCB after fire suppression is discriminated. The distinction possibility on the exist of electricity fire is proposed.

On the Fire Behavior Due to the Ventilation Condition in the Fire Compartment (환기 조건에 따른 화재거동 연구)

  • A series of fire experiments has been conducted to provide an improved understanding of the fire structure of under-ventilated compartment fires. A comprehensive and quantitative assessment of gaseous species from the fire was made in the upper layer of fire in a 40 % reduced scale ISO 9705 fire compartment. The global equivalence ratio (GER) concept was used to characterize the fire behavior for various fire sizes, fuel types and ventilation conditions. The oxygen concentration in the upper layer reached to zero near the global equivalence ratio of $0.4{\sim}0.6$ while the carbon monoxide concentration increases with increasing the global equivalence ratio. Classification parameters of ISO19706 were also compared with the reduced scale experimental data for under ventilation fire.

A Numerical Study of the Effect off Fire Growth Model on Fire Characteristics in a Carriage (화재 성장 모델이 객차내 화재 특성에 미치는 영향에 관한 수치해석적 연구)

  • The present study investigates the effect of fire growth model on fire development characteristics in a carriage. The parallel processing version of FDS code is used to simulate the fire driven flow in a carriage and two types of fire growth model which are flame spread model and t$^2$ model are examined for the same geometrical condition. The heat release rates(HRR) of both model are similar each other until 30 s after ignition, but the flame spread model predicts 5 times higher than those of the t$^2$ fire model during the quasi-steady fire period. Maximum heat release rate in the case of flame spread model reaches about to 12 MW at 100 s after fire ignition. Also, various database of fire properties for combustible materials and more elaborate combustion model considering the flame spreading phenomena are required for better predictions of fire development characteristics using numerical simulation.

Measurement of Ceiling Temperature in Tunnel for Heights and Fire Sizes of Fire Source (화원의 높이 및 화재크기별 터널 천장온도 측정 실험)

  • The "Ondong tunnel" is not used now where is one of the tunnels in the Janghang line which is from Cheonan to Iksan. The length of the tunnel is 214 m. The location of the fire source is center of the tunnel and the pool fire with heptane is for the fire source. Tests are carried out for the various fire sizes, the height and obstructed/open condition of the fire source. Temperature on the top of the tunnel is measured. Even if the fire size is same, the maximum temperature on the ceiling of the tunnel for the elevated fire source is very larger than the maximum for the ground fire source. As the fire size is lager the maximum temperature on the ceiling is higher. These test results can be very useful for design and guidelines of fire detectors in tunnels.

  • We could analyse the fire behavior using the developed software for fire safety assessment in a large space such as atrium. But Korean building law hasn't admitted the result of fire risk assessment in atrium. In the legislation fire resistant wall or shutter must be required between atrium and office rooms, That has obstructed development of building design and fire protection technique in Korea. From this point of view, we made scenarios of fire spread between atrium and office rooms, and then computed fire spread and fire phenomena using FASTLite and Breakl. In this study, we can decide that fire compartmentalization between atrium and office rooms doesn't require in Atrium building if the material and fire protection system were reliable. Consequently, Korean Fire Protection Regulations have to consider in direction of increasing freedom of building.

  • The burned patterns of fire are changed very diversely according to the direction of wind, conditions of combustibles, shape of buildings and so on in the fire scenes. And careful attentions are required on the determining of ignition point and fire causes. In this study, we examined that the burned pattern of fuel controlled fires and ventilation controled fires that impose a heavy burden on fire investigators, carbonized marks of floor, formed by flammable liquids, and combustion marks of falling firing materials through the fire cases. We suggest a proper fire investigation method.

  • Recently, advanced countries assessment the risk of fire to prevent large-scale damage to high-rise buildings, In addition, performance-Based design, which is a fire risk assessment, is being conducted in Korea to prevent massive damage to high-rise buildings. However, unlike advanced countries, fire risk assessment in Korea is subject to fire risk assessment only for objects subject to consent from fire-fighting facilities such as building permits, When building engineers and fire-fighting engineers assessment the risk of fire, It has always been discussed because the results vary depending on which part of the evaluation is focused between economic feasibility and safety. Therefore, in this study, we would like to propose a fire risk assessment process suitable for domestic conditions by comparing the process of performance-based design, which is a domestic fire risk assessment, and the process of Iso/TC 16732 which is an overseas fire risk assessment.
