화재사례분석을 통한 화재피해자 지원체계 구축방안 (Strategy about Support System for Victims of Fire Cases through the Analysis of A Fire Cases)

  • There have been more than 40,000 cases of fires in Korea in the last three years. However, as 'Accidental Fire Liability Act' was judged to be non-conform to the Constitution in 2007, the damages by light mistakes should be compensated. Accordingly, disputes such as compensation claims, litigations and indemnification cases of the victims of fire increased. However, it is so difficult for victims of fire cases to take proper action. So, this study is to help victims of fire cases in the disputes and compensation claims of the victims, and to find actual and practical support system based on the analysis of compensation status. To help victims of fire cases, we need to survey about victims of fire cases with multiple victims. That survey is analyzed to find support plan for victims. Furthermore, to find support plan the current law is needed to be analyzed and reviewed to revision. It is also tried to identify problems in the operation of the Center for victims of Fire currently operated by fire stations and to find countermeasures. In addition, the status of subscription and problem of fire insurance for the compensation for the victims and the method to increase fire insurance subscription rate will be studied.

  • In order to establish an evaluation method that can quantitatively evaluate the fire safety of existing buildings in Korea, a stochastic approach is needed to consider the extent of damage in the event of actual fire, along with the operation and installation of facilities. Accordingly, as a basic study for the establishment of fire safety assessment methods for buildings, this study aims to analyze the results of safety inspection and the degree of damage caused by the operation of fire doors and fire shutters in order to derive the reliability of fire doors and fire shutters. As a result, the results of inspection of fire shutters and fire doors and the results of operation using fire statisticians are as follows. As a result of the inspection, the positive rate of fire doors was about 82% and 98% of normal operation was derived from the fire investigation.

  • The purpose of evaluating the fire risk of a building is to predict damage or loss of life and property in unspecified circumstances and to minimize expected damage. The fire risk assessment for buildings in Korea analyzes fire risk according to performance-oriented design under the Enforcement Decree of the Fire Facilities Act and the Fire Causing Index under the Enforcement Decree of the Multi-Use Business Act. Fire risk analysis is mainly conducted by using fire statistics or analyzing the results of safety inspections of buildings. In the case of fire statistics, it is necessary to analyze the fire risk in consideration of the degree of fire damage in each number of fires, as all fires received by the fire department are collected. In addition, it is necessary to devise fire safety measures for buildings by predicting the number of casualties that may occur due to fires in each building. Accordingly, this study aims to analyze the characteristics of casualties by building use using the number of fires judged to have grown.

Forest Fire Risk Zonation in Madi Khola Watershed, Nepal

  • Fire, being primarily a natural phenomenon, is impossible to control, although it is feasible to map the forest fire risk zone, minimizing the frequency of fires. The spread of a fire starting in any stand in a forest can be predicted, given the burning conditions. The natural cover of the land and the safety of the population may be threatened by the spread of forest fires; thus, the prevention of fire damage requires early discovery. Satellite data and geographic information system (GIS) can be used effectively to combine different forest-fire-causing factors for mapping the forest fire risk zone. This study mainly focuses on mapping forest fire risk in the Madikhola watershed. The primary causes of forest fires appear to be human negligence, uncontrolled fire in nearby forests and agricultural regions, and fire for pastoral purposes which were used to evaluate and assign risk values to the mapping process. The majority of fires, according to MODIS events, occurred from December to April, with March recording the highest occurrences. The Risk Zonation Map, which was prepared using LULC, Forest Type, Slope, Aspect, Elevation, Road Proximity, and Proximity to Water Bodies, showed that a High Fire Risk Zone comprised 29% of the Total Watershed Area, followed by a Moderate Risk Zone, covering 37% of the total area. The derived map products are helpful to local forest managers to minimize fire risks within the forests and take proper responses when fires break out. This study further recommends including the fuel factor and other fire-contributing factors to derive a higher resolution of the fire risk map.

  • Followings are the analysis of 578 fire accidents occurred at Specific Building In 1995. Fire frequency had been slightly decresed since 1992. In regional, fire accidents in Seoul and Ulsan were higher than the average. Occupational fire frequency order was apartment, factory, buildings over six stories and market place. In addition, the order of life loss was buildings over six stories, apartment and factory. And property loss totaled six times higher than that of Fire Department. Among the causes of fire, electrical fire formed 44.8%, from which we can assume that there were some problems in the investigation of fire causes.

  • Nowadays, there so many fire accidents happened in subways and tunnels, buildings. In this paper, the behaviors of subway damaged by fire, the fire protection techniques for evaluating subway structures stability are presented. To protect the tunnel by fire, flame detector method is resonable.

  • Pool fire는 본격적인 화재연구의 시작과 더불어 그 구조 및 특성에 대한 연구가 지속적으로 수행되어 왔다. Pool fire는 복잡하고 취급하기 어려운 화재의 제문제들을 비교적 간단하게 다룰수 있게 하면서도 현실과 괴리되지 않는 형태를 가지는 가장 기본적인 형태의 화재로, 학문적 측면뿐 아니라 응용측면에서도 매우 유용한 결과 및 단서를 제공하여 왔다. 따라서, 본고에서는 pool fire의 특성을 화염기저(flame base)부근과 플륨(plume)부근으로 나누어 그 동안 발표되었던 연구결과를 정리하고, 화재 시뮬레이션을 위한 zone 모델기법의 가장 중요한 부분의 하나인 연기량 산정과 플륨해석이 어떤 형태로 연결되는 지를 설명하고자 한다.

  • The fire protection system of Nuclear Power Plants(NPPs) is an integrated system that is applied multi-field technology. So, it needs synthetic design and analysis, that is, the plan of fire protection, fire compartment, fire detection, fire suppression, and success of safety shut down, etc. In case of a fire in NPPs, secure the safety of reactor and minimize the radioactivity contamination. For this purpose, perform the fire risk analysis and make up the deducted problem through the improvement of design or the change of operation process.
