소득계층 인식과 정치적 성향이 개인의 환경보호에 대한 태도에 미치는 영향

  • This paper investigates the role of perceived income hierarchy and political affiliation in individual attitudes toward environmental protection. Estimation results show that rises in perceived income hierarchy increase the possibility of agreement to an increase in taxes to prevent environmental pollution in general, but not linearly increase it. As individuals are more satisfied with the financial situation of their household, they are more likely to agree to an increase in taxes. These results imply that individual attitudes toward environmental protection can be deteriorated even though average household income level increases, if either the degree of financial satisfaction decreases or income inequality worsens. We find that there is no difference between the liberals and the conservatives on the likelihood of paying additional tax to prevent environmental pollution. This result differs from the cases of Western society, which indicate that the liberals are more likely to pay for environmental protection.

  • As a result of various personal information leakage incidents, the government implemented enhanced privacy protection measures, and financial companies are making efforts to periodically check whether personal information is misused according to government measures, but the problem of misuse of personal information is still not improved. The purpose of this study is to analyze the results of field experiments using the monitoring system for misuse of personal information and to suggest ways to improve the misuse problem. Based on the specific deterrence theory, this study examined the effects of misuse prevention according to the method of dealing with misusers, and analyzed the relationship between the duties of misusers and their years of service and misuse. It is expected that the analysis results of this study will be used for effective policy establishment.

  • Purpose: The purpose of the paper is to assess the greening of investment flows as well as the orientation of financial sources of effective environmental protection. Both India and Vietnam are considered to be two Asian countries that are radically affected by global climate change. Governments of the two countries have implimented numerous measures against environmental pollution through the banking and finance sector. Developing green banking operations in India and Vietnam is a new direction in the socio-economic development strategy coupled with effective environmental protection. Research design, data and methodology: The data was mainly based on Asia Development Bank Institution (ADBI) and Bank of India (BOI) from 2015 - 2018. This paper focused on comparing and evaluating the development of green banks between the two countries. Result: The banks' contribution to green growth and green economy is shown in two basic aspects: (i) the connection between organizations, and individuals, and management process for investment projects, including environmental risks; and (ii) the operation of banks has a direct impact on the environment, through the application of technology to pay documents and apply e-banking. Conclusion: Paper reflects, compares and evaluates green banking operations in India and Vietnam to provide new directions aiming to develop financial and economic system along with effective and efficient step toward climate change control. India's green banking operations, after a specific assessment, will be lessons for the Government of Vietnam during the process of socio-economic development and environmental protection.

  • In line with the trend of the digital transformation, the financial sector is providing financial services with new technologies. Among them, the open banking, which is drawing attention from global financial industry, is a service environment that maximizes customers' convenience and data utilization. In addition, the shift in the digital paradigm has also increased anxiety that security problems such as hacking and information leakage caused by data sharing are also concerned. A failure to overcome the negative view will hinder the development of financial services. This study presents a security governance system that can safely and comprehensively manage data in a digital financial ecosystem. This prepares a technical application plan by presenting a digital financial security architecture to field workers, focusing on the open banking service environment. It can be seen that this study is worthwhile by presenting a comprehensive information protection system that allows financial IT to introduce and utilize open banking services in a changing environment.

  • The form of information security organization of a financial company has various organizational forms in accordance with the responsibilities and roles of the Chief Information Officer (CIO), the Chief Information Security Officer (CISO) and the Chief Privacy Officer (CPO). However, it is necessary to examine whether these various types of information protection organizations are the optimal organizational forms. In this study, six types of information security organizations among the various types of information security organizations in terms of CISO, CIO, and CPO relationship were selected as candidates. This paper aims to study and elucidate the optimal organizational form of information security for financial companies.

  • The financial industry in which arbitration is most frequently resorted to so as to resolve disputes is the sector related to the securities industry. Most securities related disputes are raised from broker-dealer controversies which is not new in the Republic of Korea. The disputes between securities brokers and customers are very frequently settled by arbitration in the United States. But the arbitration in the securities area may deprive investors from securities regulation's protection. Introducing the United States' Federal Supreme Courts cases, the author explores the logic of how the pre-dispute arbitration agreement compatible with Securities regulations. However, the author insist the South Korea should more careful in accepting pre-dispute arbitration contract in securities area. Mostly because of the lack of more specific way to secure substantive fairness in securities arbitration. Also the author worries about the possibility of prevailing pre-dispute arbitration agreement in all of the securities investment contract without any other choices, or securities laws' protection. But the author also suggests to introduce public securities arbitration system of the States, and also insists the way to secure substantive fairness, or the application of securities regulations in securities arbitrations. Which may be the pre-requirements for the pre-dispute arbitration agreement in securities investment contract.

  • The purpose of the study is to propose the way to activate title insurance in Korea. Title insurance in Korea is at first stage in development cycle. Companies which handle title insurance mainly operate in the services related to real estate. Recently in Korea, Mortgage loan is introduced in market. Mortgage loans may give a new motive in title insurance market. In Korea, registration record in real estate does not prove real ownership and this point can make title insurance spread widely in property transaction. Title insurance offers financial protection against these and other covered title hazards. There are two basic kinds of title insurance: Lender or mortgagee protection, owner's coverage. For the prosperity of title insurance, We should decrease a financial fee, business cost and prepare a on-stop service in a real estate brokerage.

  • The Korean tariff rate for fishery products is a single tax rate of 10% for live fish and frozen seafood, and 20% for all others. Since FTAs have been concluded with several countries, the tariffs is not an appropriate means to protect domestic fishery producers. The differential tariff rate according to the scientific name (genus) of the fishery products, which was implemented 30 years ago to protect fishery products produced in the Korean coastal waters has lost its original purpose. It seems that future fishery trade policy should focus on IUU prevention, hygiene and safety of consumers rather than protecting fishery producers through customs tariffs. This paper suggest that a paradigm shift in the fishery producers protection policies such as direct financial support from the state, protection and development of fishery resources, and support for fostering the 6th industry rather than indirect protection through tariffs.

The factors influencing the occurrence and recurrence of catastrophic health expenditure among households in Seoul (서울시 가구의 과부담의료비 지출 발생 및 반복적 발생의 영향요인)

  • Graduate School of Public Health, Seoul National University The national health insurance system in Korea is characterized as relatively high out-of-pocket payments, which are the principal source of catastrophic health expenditure (CHE). The objectives of this study are to estimate the incidence of household CHE and to clarify the characteristics that affect the occurrence and recurrence of household CHE using the Seoul Welfare Panel Survey database for 2008 and 2010. Thresholds to estimate CHE were 10% and 20% of the total household income (T/X), and 25% and 40% of the income excluding food share (T/Y). Determinants of the occurrence and recurrence of CHE at the threshold of T/X=10% were analysed using multiple logistic regression models. Out of the 3,665 households that responded in 2008 survey, households with CHE were 12.07% (T/X${\geq}$10%), 5.34% (T/X${\geq}$20%), 6.84% (T/Y${\geq}$25%), and 4.44% (T/Y${\geq}$40%). Risk factors associated with household CHE included living with a spouse, non-Medicaid beneficiary, householder unemployment, low household income, the number of disabled members, poor subjective health, and the number of chronic diseases. A total of 41.78% of households with CHE in 2008 repeatedly experienced CHE in 2010. Risk factors of CHE recurrence included decreased household income and an increase in chronic diseases over the two time periods, the number of members with disability or chronic diseases, and the presence of cancer patients in 2008. Households with lower socioeconomic and health status had a higher financial burden on health care than do their counterpart households. There is a need to enhance society-wide financial protection from health spending among vulnerable citizens in Seoul, particularly, households with low income, disabled members or cancer patients.
