최종 승인시간을 이용하는 개선된 패스워드 기법 (The Improved-Scheme of Password using Final Approval Time)

  • 인터넷의 개방성과 정보공유 및 교환의 용이성으로 인해 해킹사건은 발생 빈도수가 높아지고 있으며, 해킹유형 또한 고도화 복잡화되고 있다. 그리고 그 피해규모와 심각성은 측정이 불가능하다. 패스워드 보안은 인터넷에서 자신과 정보를 보호하기 위한 필수적인 도구이며, 이것은 아무리 강조해도 지나치지 않는다. 패스워드는 암호화할 경우 7글자 이상으로 구성하면 충분하다. 본 논문에서는 가상키보드들 통해 패스원드를 입력하며, 아이디의 일부정보와 최종 접근 승인시간을 기반으로 하는 개선된 1회용 패스워드 변경기법을 적용하는 확장 알고리즘을 제안한다.

국내·외 식품용 유전자변형미생물 안전성 심사 현황 및 전망 (Status and prospect of safety evaluation of genetically modified microorganism (GMM) for domestic and foreign food application)

  • 바이오기술의 비약적인 발전에 따라 식품산업에서도 유전자변형미생물을 이용한 효소제 연구가 활발히 이루어지고 있으나, 국내에서는 이를 실제 산업에 이용하기 위한 식품 및 식품첨가물에 대한 적합한 법적 규제수준과 심사관리 현황에 대한 사례가 매우 부족한 실정이다. 현재까지 국내에서 식품 생산을 목적으로 한 유전자변형미생물의 심사 승인사례는 총 6건으로 그 용도가 기능성 감미료 제조에 국한되어 있다. 생산공정이용 또는 밀폐환경이용을 목적으로 개발한 유전자변형미생물이더라도 식품에 적용하는 경우 안전성 심사 시 환경위해성 심사를 포함해야 하며, 이를 이용하여 제조된 식품 및 식품첨가물은 식품원료 등의 한시적기준 심사를 별도로 진행해야 한다. 반면, 해외에서 유전자변형미생물을 이용하여 제조된 제품을 단순 수입 판매하고자 하는 경우 최종 제품에 대한 심사만 요구되고 있어, 국내에서 직접 제조를 하고자 하는 경우에 비하여 인허가 심사에 소요되는 비용 기간에서 유리한 구조이다. 기술 선진국인 미국 유럽은 직접 섭취가 아닌 식품가공을 목적으로 하고 최종 제품에 유전자변형 미생물 및 유래물질이 잔존하지 않을 경우, 다양한 법규 제도를 통하여 합리적인 수준에 안전성 심사의 기준을 세분화하고 단계별로 완화하고 있다. 이러한 제도적 장치들은 '제조'의 관점에서 자국의 개발자가 보다 합리적이고 효율적으로 기술 상업화를 할 수 있는 환경을 조성하는데 크게 기여한다. 국내에서도 2013년부터 안전등급 1등급에 해당하는 유전자변형미생물을 생산공정에만 이용하는 경우는 안전성 평가 자체보다는 밀폐시설의 설치 및 운영을 체계화하는데 중점을 두고자 하였다. 그러나 이러한 보완 제도는 아직까지 산업용 LMO에 국한하여 시행되고 있어, 앞으로 그 범위를 식품용 LMO까지 확대하기 위한 산 학 연의 관심과 논의가 필요하다. 본 기고문에서는 식품용 유전자변형미생물의 국내와 선진국의 심사사례, 법규체계 및 심사기준에 대한 비교 분석을 통하여 국내 관련 법규제도개선의 기회를 마련하고자 한다.

고장물리 기반 자동차 서스펜션 모듈 내구설계 (PoF based Fatigue Durability Analysis of Automobile Suspension Module)

  • In the manufacture of automobile suspension modules at a company as parts supplier, the design process includes the detail design and the design modification via structural and fatigue durability analyses considering PoF(physics of failure) of their weldments that are repeated more than four times sequentially. The approval of the design and the release of final drawings follows. For the suspension modules, e.g. control arms and cross member, the man-hours per worker required in the process outlined above can reach as high as 1,414hours. Application of the developed integrated design system can reduce the man-hours of 1,004. In comparison with the conventional design process, this integrated design system reduces the required time by about 40%. If expense is taken into account, a savings of approximately $192,000 is estimated, assuming the design process accounts for 1.5% of total sales for the parts supplier

  • 화재시 당면할 수 있는 위험성의 여러 인자 가운데 연소 독성 영향은 피난 및 최종 생존에 중요한 영향을 미치고 있다. 화재 독성에 지금까지 대한 대부분의 연구는 치사 측면에 국한되어 왔다. 이에 본 연구에서는 대표적인 질식성 가스인 HCN을 대상으로 가스유해성시험방법(KS F 2271)을 통하여 실험동물(흰쥐)에 직접 독성가스를 흡입시킨 후 평균행동정지시간을 측정하고, 이들 실험동물군의 내부 장기 변화, 혈액학 분석 및 단세포전기영동분석을 통해 연소 독성가스가 생체에 미치는 영향을 정량적으로 분석하고자 하였으며, 기존 가스유해성시험에서 확인할 수 없었던 접근(병리검사, 혈액검사, 혈액생화학검사, 단세포전기영동분석)을 통해 연소 독성학 분야의 생물학적 위험도를 측정하고자 하였다.

  • The International Maritime Organization(IMO) adopted the International Convention for the Control and Management of Ships' Ballast Water and Sediments in 2004 to prevent the transfer of aquatic organisms via ballast water. Forty ballast water treatment systems were granted final approval. A variety of techniques have been developed for ballast water treatment including UV treatment, indirect or direct electrolysis, ozone treatment, chemical compounds and plasma-arc method. In particular, using plasma and ozone nano-bubble treatments have been attracted in the fields. However, these treatment systems have a problem such as remained toxic substance, demand for high power source, low efficiency, ets. In this paper, we present our strilization results obtained from membrane type electrolytic-reduction treatment system The core of an electrolysis unit is an electrochemical cell, which is filled with pure water and has two electrodes connected with an external power supply. At a certain voltage, which is called critical voltage, between both electrodes, the electrodes start to produce hydrogen gas at the negatively biased electrode and oxygen gas at the positively biased electrode. The amount of gases produced per unit time is directly related to the current that passes through the electrochemical cell. From the results, we could confirm the sterilization effect of bacteria such as S. aureus, E. Coli and demonstrate the mechanism of sterilization phenomena by electrolytic-reduction treatment system.

방사성폐기물 자체처분 작성시 보완사항에 관한 고찰 (Consideration on supplementary matters when preparing radioactive waste self-disposal)

  • 최근 한국원자력안전기술원의 방사성폐기물의 자체처분을 심사하는 과정에서 많은 보완을 거치게 되고, 기관별로 자체처분 최종 승인 과정에 도달하는데 어려움을 겪고 있다. 이에 따라 최근 보완사항의 사례를 분석하여 자체처분의 처리 효율을 높이고 안전성을 강화하고자 한다. 2018년부터 2021년까지 20개 기관별 방사성폐기물 자체처분 절차서 및 계획서 작성 시 보완 요청된 사항들을 비교 검토 하였다. 이와 관련하여 원자력안전법 규정을 기준으로 심사 처리기간 산출 및 심사 과정에서 발생한 보완요청 사항들을 정리하여 방사성폐기물 자체처분 시 서류에 필요한 세부 작성안들을 도출하였다. 한국원자력안전기술원의 대표적인 보완요청사항들은 방사성폐기물의 종류 및 핵종별 보관기간 산출, 포장 용기 등에 대한 내용, RASIS 보고 방법, 자체처분 예정 저장 방법 최종 처분업체 확인, 폐필터의 보관기간 산출, 방사성마크 부착 등이 중요하게 부각되고 있다. 최신 보완사항들을 반영한 가이드라인의 기대효과로는 서류 작성에 필요한 시간단축 및 업무처리 효율성의 증대와 방사성폐기물 보관실의 저장효율성 향상 및 경제적 비용절감이 있었다. 이 연구에서 제시한 방사성폐기물 자체처분 가이드라인을 현장에 적용한다면, 고충을 겪고 있는 관계자들의 업무효율 향상에 도움이 될 것으로 사료 된다.

2016년 개정 중재법의 중재판정 집행에 관한 문제점 (Problems on the Arbitral Awards Enforcement in the 2016 Korean Arbitration Act)

  • This paper reviews the problems on the arbitral awards enforcement in the 2016 Korean Arbitration Act. In order to get easy and rapid enforcement of the arbitral awards, the new arbitration act changed the enforcement procedure from an enforcement judgement procedure to an enforcement decision procedure. However, like the old arbitration act, the new act is still not arbitration friendly. First of all, there are various problems in the new act because it does not approve that an arbitral award can be a schuldtitel (title of enforcement) of which the arbitral award can be enforced. In this paper, several problems of the new act are discussed: effect of arbitral award, approval to res judicata of enforcement decision, different trial process and result for same ground, possibility of abuse of litigation for setting aside arbitral awards and delay of enforcement caused by setting aside, infringement of arbitration customer's right to be informed, and non-internationality of enforcement of interim measures of protection, inter alia. The new arbitration act added a proviso on article 35 (Effect of Arbitral Awards). According to article 35 of the old arbitration act, arbitral awards shall have the same effect on the parties as the final and conclusive judgement of the court. The proviso of article 35 in the new act can be interpret two ways: if arbitral awards have any ground of refusal of recognition or enforcement according to article 38, the arbitral awards do not have the same effect on the parties as the final and conclusive judgement of the court; if arbitral awards have not recognised or been enforced according to article 38, the arbitral awards do not have the same effect on the parties as the final and conclusive judgement of the court. In the case of the former, the parties cannot file action for setting aside arbitral awards in article 36 to the court, and this is one of the important problems of the new act. In the new act, same ground of setting aside arbitral awards can be tried in different trial process with or without plead according to article 35 and 37. Therefore, progress of enforcement decision of arbitral awards can be blocked by the action of setting aside arbitral awards. If so, parties have to spend their time and money to go on unexpected litigation. In order to simplify enforcement procedure of arbitral awards, the new act changed enforcement judgement procedure to enforcement decision procedure. However, there is still room for the court to hear a case in the same way of enforcement judgement procedure. Although the new act simplifies enforcement procedure by changing enforcement judgement procedure to enforcement decision procedure, there still remains action of setting aside arbitral awards, so that enforcement of arbitral awards still can be delayed by it. Moreover, another problem exists in that the parties could have to wait until a seventh trial (maximum) for a final decision. This result in not good for the arbitration system itself in the respect of confidence as well as cost. If the arbitration institution promotes to use arbitration by emphasizing single-trial system of arbitration without enough improvement of enforcement procedure in the arbitration system, it would infringe the arbitration customer's right to be informed, and further raise a problem of legal responsibility of arbitration institution. With reference to enforcement procedure of interim measures of protection, the new act did not provide preliminary orders, and moreover limit the court not to recognize interim measures of protection done in a foreign country. These have a bad effect on the internationalization of the Korean arbitration system.

초등학생의 안전의식에 관한 연구 (A Study on the Safety Consciousness of Elementary Students)

  • This study selected the fifth and sixth graders of elementary school in Jeollanamdo who can express their opinions of safety consciousness and understand the items of questionnaire as the population. It selected 10 elementary schools under the supervision of Jeonnam Board of Education and sampled 700 students randomly from 2-3 classes in the 5th and the 6th grade. One preliminary survey was conducted to revise and complement the contents and forms of questionnaire with 70 students of a school from Apr. 1 to 6, 2004 and this study was conducted from Apr. 10 to 30, 2004. Data of this study were collected by explaining the purport of study to subjects after obtaining approval of principal and teacher of the school and distributing questionnaires. Total 700 questionnaires were distributed and 681 were collected (97%) and 602 were used for final analysis except 79 lacking responses. The results of this study are as follows. According to demographical characteristics of subjects, 'male' students were 302(50.%) and 'female' students were 300(49.8%) by sex and 'the 5th graders' were 285(47.3%) and 'the 6th graders' were 317(52.7%) in grade distribution. Residents at 'apartment house' were 406(67.4%) in residence type, 'going to school by foot' was 477 students(79.2%), 'high school graduates' were 297(49.3%) in fathers' education, 'high school graduates' were 366 (60.8%) in mothers' education, 'professional and office workers' were 231(38.4%) in fathers' job, 'full-time workers' were 283(47.0%) in mothers' job, and the number of siblings was one except myself in 343 students(57.0%). Respondents on the level of class showing 'good' were 340(56.5%) and those on the degree of adaptation to school life showing 'active' were 349(58.0%). On the characteristics related to safety education, 360(59.8%) responded it was 'very necessary', on the frequency of safety education at school for last one year, 339(56.3%) responded they had 'once or twice', on the frequency of safety education by parents, 279(46.3%) responded they 'often' had it, on the level of safety practice by parents, 347(57.6%) responded they practiced it 'frequently', on the source of knowledge of safety, 223(37.0%) responded they got it from 'parents, siblings and relatives', on the degree of recognizing the need of safety education textbooks, 295(38.5%) responded 'it was needed', on the recognition of necessity of teacher for safety education, 271(45.0%) answered it was very necessary', and on the recognition of qualification of teacher for safety education, 370(61.5%) answered it was 'paramedic'. The mean score of safety consciousness of subjects was 2.72 (SD. 21) of full score 3, having high score over mean score. According to each area, the area showing the highest safety consciousness was safety of fire(2.83), followed by home safety(2.76) and first-aid treatment(2.76), traffic safety(2.71), play and leisure safety(2.66) and school safety(2.56). Items showing statistical differences in the degree of safety consciousness according to demographical characteristics were sex(t=-3.11, p=.002), education(t=2.33, p=.021) and number of siblings(F=3.729, p=.011). In the difference of safety consciousness between both sexes, 'female' students(2.75) showed higher safety consciousness than 'male' students (2.69), and the former also showed higher safety consciousness than the latter in all six areas of school safety, play and leisure safety, traffic safety, fire safety, home safety and first-aid treatment, and there were statistical differences in the areas of play and leisure safety, traffic safety, fire safety and first-aid treatment. According to the differences of safety consciousness by grade, 'the fifth graders'(2.74) showed higher safety consciousness than 'the sixth graders'(2.70) and the former also showed higher safety consciousness than the latter in all six areas of school safety, play and leisure safety, traffic safety, fire safety, home safety and first-aid treatment, and there were statistical differences in the areas of fire safety and home safety. In the safety consciousness by the number of siblings, 'single son or daughter' (2.78) was highest and their safety consciousness was also highest in all six areas of school safety, play and leisure safety, traffic safety, fire safety, home safety and first-aid treatment, and there were statistical differences in the areas of school safety, fire safety and home safety, There were statistically remarkable differences in degree of adaptation to school life (F=15.349, p=.000) and perceived schooling level(F=9.552, p=.000). According to the degree of safety consciousness related to characteristics of safety education, there were statistical differences at the degree of recognizing the need of safety education(F=9.797, p=.000), degree of safety education at school(F=2.595, p=.006), degree of safety education by parents(F=12.709, p=.000), degree of practicing safety by parents(F=17.579, p=.000), source of knowledge of safety education (F=2,715, p=.044), necessity of safety education textbooks(F=3.972, p=.008), need of safety teacher(F=4.137, p=.006) and qualification standard of safety teacher(F=3.016, p=.029).
