Agricultural hazards management technology, which would allow individual farms to respond preemptively, has been developed. A preliminary system developed in the previous study provides precise weather forecasts by farms, notification of weather hazards by crops and delivery of response guidelines (http://www.agmet.kr). Although the GIS map-based alarm system has been implemented for a number of farmers and their farms, its user interface was not designed for individual users who seek information at their farms. In this study, we have developed a mobile application to provide early warnings of weather hazards up to 10 days in advance. A set of information including field-specific weather, crop growth stages and weather hazard alerts can be delivered to individual farmers through their mobile phone. This would guide users to access the map-based system using their smartphone to obtain field-specific weather information by the growth stage of cultivated crops. This would help the farmers make the better use of the existing weather-hazard GIS map-based alarm system.

To improve the practicality of 'Early warning service about agrometeorological weather hazards' and operation efficiency to deliver site-specific about a lot of land unit possibility of weather hazard occurrence with the suitable counterplan to farmer, site-specific early warning service system that was built at the National Academy of Agricultural Science in Korea passed some of the error supplementation and service's stabilization stage during operation period for trial services from October 2014 to March 2015. Field service system covered about 470 volunteered farmer and 950 lots in Seomjin river downstream areas (part of Gwangyang-si, Hadong-gun, Gurye-gun). This system (Two track system) consists of early warning system (a lot of land unit) to inform farmer by individual text message and dispersal prior alert system that can see the jurisdiction's situation of local government. Individual text message about Seomjin river downstream that is our first study area was launched since $2^{nd}$ March 2015, and online site (http://www.agmet.kr) started business since April 2015. Service offers currently information of farm weather, farm weather hazard, nationwide weather risk and special weather alert, also our system will consistently expand the service target area and contents and improve the service quality until 2017 when our study finished. To prevent crops damage that was caused by crisis situation like farm weather and weather damage offer prior alert about agrometeorological weather harzard to volunteered farmer, thereby our study expects to help the reduction of farm's damage caused by weather derivatives.

Weather radar images can be used in a variety of ways because of their high visibility in terms of visuals. In other words it has the advantage of being able to grasp the flow of weather phenomena using not only the raw data of the weather radar, but also the change characteristics between consecutive images. In particular image processing techniques are gradually expanding in the field of meteorological research, and in the case of image data having high resolution such as weather radar images it is expected to produce useful information through a new approach called image processing techniques. In this study the weather phenomena flow was calculated as a vector from the change of the weather radar image according to time interval with the optical flow method, one of the image processing techniques. The characteristics of the weather phenomena to be analyzed were derived through vector analysis resolution suitable for the scale of weather, vector interpolation in regions where no radar echo exists, and the removal of relative flow vectors to distinguish the flow of specific weather and the entire atmosphere. Through this study, it is expected that not only the use of raw data of weather radar, but also the widening of the application area of weather radar, such as the use of unique characteristics of image data, and the active use of image processing techniques in the field of meteorology in the future.
The aim of this research is to review recent trends in weather and climate research in North Korea. We selected North Korean journal 'Weather and Hydrology' for the last 10 years (2007-2016), and identified trends in research subject, researchers, and affiliations. Furthermore, we analyzed the major achievements and trends by research sector. Our main results are same as follows. The largest number of researches on 'modernization and informatization on prediction' have been carried out in North Korea's recent meteorological and climatological research. This could be implicated that the scope of national science policy directly affected the promotion of specific research field. Especially, North Korea was evaluated to be concentrating its efforts on numerical model research and development. The numerical model which enables very short-term (6 hours) rainfall forecast which using ensemble Kalman filter data assimilation method (4D EnKF) was developed. In addition, development of automatic weather system and improvement of the data transfer system were promoted. However, the result reveals that the automated real-time data transfer system was not fully equipped yet. These results could be used as a basic data for meteorological cooperation between South and North Korea.

While climate extremes take place on many scales, impacts are experienced locally and mitigation tools are a function of local conditions. To address this, agrometeorological early warning systems must be place and location based, incorporating the climate, crop and land attributes at the appropriate scale. Existing services often lack site-specific information on adverse weather and countermeasures relevant to farming activities. Warnings on chronic long term effects of adverse weather or combined effects of two or more weather elements are seldom provided, either. This lecture discusses a field-specific early warning system implemented on a catchment scale agrometeorological service, by which volunteer farmers are provided with face-to-face disaster warnings along with relevant countermeasures. The products are based on core techniques such as scaling down of weather information to a field level and the crop specific risk assessment. Likelihood of a disaster is evaluated by the relative position of current risk on the standardized normal distribution from climatological normal year prepared for 840 catchments in South Korea. A validation study has begun with a 4-year plan for implementing an operational service in Seomjin River Basin, which accommodates over 60,000 farms and orchards. Diverse experiences obtained through this study will certainly be useful in planning and developing the nation-wide disaster early warning system for agricultural sector.

An adequate downscaling of synoptic forecasts is a prerequisite for improved agrometeorological service to rural areas in South Korea where complex terrains and small farms are common. In this study, geospatial schemes based on topoclimatology were used to scale down the Korea Meteorological Administration (KMA) temperature forecasts to the local scale (~30 m) across a rural catchment. Then, using these schemes, local temperatures were estimated at 14 validation sites at 0600 and 1500 LST in 2013/2014 and were compared with the observations. The estimation errors were substantially reduced for both 0600 and 1500 LST temperatures when compared against the uncorrected KMA products. The improvement was most notable at low lying locations for the 0600 temperature and at the locations on west- and south-facing slopes for the 1500 LST temperature. Using the downscaled real-time temperature data, a pilot service has started to provide the field-specific weather information tailored to meet the requirements of small-scale farms. For example, the service system makes a daily outlook on the phenology of crop species grown in a given field using the field-specific temperature data. When the temperature forecast is given for next morning, a frost risk index is calculated according to a known relationship of phenology and frost injury. If the calculated index is higher than a pre-defined threshold, a warning is issued and delivered to the grower's cellular phone with relevant countermeasures to help protect crops against frost damage.

One of the most distinctive features of the South Korean rural environment is that the variation of weather or climate is large even within a small area due to complex terrains. The Geospatial Schemes based on Topo-Climatology (GSTP) was developed to simulate such variations effectively. In the present study, we reviewed the progress of the geospatial schemes for production of farm-scale agricultural weather data. Efforts have been made to improve the GSTP since 2000s. The schemes were used to provide climate information based on the current normal year and future climate scenarios at a landscape scale. The digital climate maps for the normal year include the maps of the monthly minimum temperature, maximum temperature, precipitation, and solar radiation in the past 30 years at 30 m or 270 m spatial resolution. Based on these digital climate maps, future climate change scenario maps were also produced at the high spatial resolution. These maps have been used for climate change impact assessment at the field scale by reprocessing them and transforming them into various forms. In the 2010s, the GSTP model was used to produce information for farm-specific weather conditions and weather forecast data on a landscape scale. The microclimate models of which the GSTP model consists have been improved to provide detailed weather condition data based on daily weather observation data in recent development. Using such daily data, the Early warning service for agrometeorological hazard has been developed to provide weather forecasts in real-time by processing a digital forecast and mid-term weather forecast data (KMA) at 30 m spatial resolution. Currently, daily minimum temperature, maximum temperature, precipitation, solar radiation quantity, and the duration of sunshine are forecasted as detailed weather conditions and forecast information. Moreover, based on farm-specific past-current-future weather information, growth information for various crops and agrometeorological disaster forecasts have been produced.

This study analyzed farmer's responses to the pilot project in advance of the nationwide expansion of the farm-customized early warning service for weather risk management by conducting a survey among all farmers who received text messages of this service. We analyzed not only the satisfaction of farmers with the early warning service, but also the effectiveness of the service in preventing agrometeorological disasters through cross-tabulation analysis of survey results. More than 330 farmers participated in the survey, and more than 60% of the respondents said that they had prevented or mitigated crop disasters by using the early warning service. The cross-tabulation analysis showed that farmers who perceived the field-specific weather information of the early warning service to be more accurate than the weather forecast were statistically significantly more likely to prevent crop disasters than those who did not. According to our case study, farmers who grew open field fruit crops were particularly sensitive to weather information and confirmed that early warning services, along with disaster prevention facilities, were effective in preparing for freezing and frost injury that had been occurring frequently under the influence of climate change. This study is significant in that it is the first to systematically analyze the effectiveness of the farm-customized early warning service for weather risk management based on extensive surveys. It is expected to contribute to exploring ways to develop the service ahead of the nationwide expansion of the early warning service in the near future.
Since 2018, due to climate change, heat waves and cold waves have caused gradual damage to social infrastructure. Since the damage caused by cold weather has increased every year due to climate change in recent 4 years, the damage that was limited to a specific area is now appearing all over the country, and a lot of efforts are being concentrated from experts in various fields to minimize this. However, it is not easy to study real-time observation of sudden abnormal low temperature in existing studies to reflect local characteristics in discontinuously measured data. In this study, based on the weather-related data that affects the occurrence of cold-weather damage, we developed an algorithm pattern that can identify the time when abnormal cold temperatures occurred after searching for weather patterns at the time of cold-weather damage. The results of this study are expected to be of great help to the related field in that it is possible to confirm the time when the abnormal low temperature occurs due to the data generated in real time without relying on the past data.
