Objectives: This study aimed to test our hypothesis that a raise in the emergency fee implemented on March 1, 2013 has increased the proportion of patients with emergent symptoms by discouraging non-urgent emergency department visits. Methods: We conducted an analysis of 728 736 patients registered in the National Emergency Department Information System who visited level 1 and level 2 emergency medical institutes in the two-month time period from February 1, 2013, one month before the raise in the emergency fee, to March 31, 2013, one month after the raise. A difference-in-difference method was used to estimate the net effects of a raise in the emergency fee on the probability that an emergency visit is for urgent conditions. Results: The percentage of emergency department visits in urgent or equivalent patients increased by 2.4% points, from 74.2% before to 76.6% after the policy implementation. In a group of patients transferred using public transport or ambulance, who were assumed to be least conscious of cost, the change in the proportion of urgent patients was not statistically significant. On the other hand, the probability that a group of patients directly presenting to the emergency department by private transport, assumed to be most conscious of cost, showed a 2.4% point increase in urgent conditions (p<0.001). This trend appeared to be consistent across the level 1 and level 2 emergency medical institutes. Conclusions: A raise in the emergency fee implemented on March 1, 2013 increased the proportion of urgent patients in the total emergency visits by reducing emergency department visits by non-urgent patients.
The status of health administration and medicare insurance program of 58 universities and colleges of 4-year course was studyed in 1971 and the following results were obtained; 1. The average number of students of 30 universities was $4,800{\pm}2,600$ and that of 36 colleges was $780{\pm}620$. 2. The types of health service facilities for the students varied widely according to the institutions, from an elaborate one, university health center, to a poor one, first aid room. 3. Thirty-six out of 58 institutions had some sort of health service facilities, either health center or health service room. And 14 out of 36 institutions had elaborate health service facilities such as university health center or student health center 4. The number of full time staff of the health center and that of the health service room were 2 to more than 10 and 0 to 3 respectively. 5. The range of student health service fee varied widely according to the institutions from \50 to \550 per student, per semester. The average cost of student health service fee at the institutions with health centers was $\300{\pm}150$ and that with health service rooms was $\200{\pm}150$ per student, per semester. 6. Utility rate of the student health service facilities at the institutions with health centers and with health service rooms were 1,200 to 1,400 and 3,900 to 4,100 per 1,000 students per year. 7. There was an obvious increasing tendency of tuberculosis prevalence rate in the students. 8. The institutions which had appointed hospitals for student medicare were 24; where the reduction rate of medical expenses for students varied from 10 to 50 per cent. 9. Students medicare insurance program was adopted by six universities which accomodated more than 2,000 students. 10. The range of student medicare insurance fee varied widely according to the institutions from \140 to \800 per student per year. Each of the six universities which had adopted the insurance program had each own's special regulations to apply for pay claims.
This study examined the variables that affect whether consumers change broadband internet services by examining their past experiences and intention to switch carriers by targeting consumers who have switched broadband internet service providers. Among adult consumers who intended to switch broadband providers, 341 people who had experience were subject to logistic regression analysis using SPSS for Windows ver. 17.0 to examine frequencies, means, percentages, and factor analysis. The following results were revealed. First, the targets were currently using broadband internet service in the order Company S > Company L > Company K > others. Excluding the others, Company K had the most conversions (from 96 to 78), followed by Company S (from 107 to 97), and Company L (from 43 to 97), which more than doubled the number of subscribers. The reasons for switching carriers in the past were as follows: for Company K, consumers switched to other companies because of unsatisfactory fee services; for Company S, consumers switched to other companies because of quality, advertising and promotional activities, and commitment periods ending; for Company L, the consumers switched to other companies because of fee, quality, and service; and for other companies, the consumers switched to other services because of unsatisfactory quality. Second, the analysis of the elements that determined whether a consumer will switch broadband internet service providers showed that college graduates and individuals who had switched carriers voluntarily in the past were more likely to switch to a new broadband internet service provider. Furthermore, passive consumers had a higher probability of switching. Moreover, when consumers were less satisfied with the fees and services, there was a greater chance of switching to another company.

The purpose of this study was to identify factors evaluating beauty service and to find determinants of consumer satisfaction and intention to revisit a beauty shop for Korean men aged from 20's to 40's. The study was done by survey method. Data of three hundred were collected by on-line survey. Descriptive analyses, factor analyses, Duncan tests, multiple regressions, and path analyses were applied to analyze data. The results were as follows: First, factor analysis produced five factors on men's beauty service quality. They were store environments and convenience, employee's skill, service efficiency, store management methods, and service fee. Second, men's service satisfaction on beauty shop and on beauty shop employee were significantly affected by all the beauty service factors. Third, men's intention to revisit beauty shop and to revisit beauty shop employee were positively and significantly affected by all the beauty service factors and satisfaction on beauty shop employee. In conclusion, men's satisfaction and, in turn, intention to revisit beauty service were affected mainly by evaluation on beauty service. To increase customer satisfaction followed by store loyalty, comfortable shop atmosphere and outstanding styling quality service are likely to be most important. Beauty service quality could be perceived in comparing with service fee. Thus, diverse ways of price related promotion would be required to improve beauty service satisfaction.

User fees have been employed by libraries as far back as the mid-1800s in both United States and England. By the late 1800s and early : 1900s, the charging of user fees for some library products and services had become a reality in many public and academic libraries. Yet the practice has created controversy when computer-aided reference service began to charge especially in the publicly funded libraries. There are two extream arguments on library reference service fees : one is for and the other is against. most fee o n.0, pponents base their stand on morality. They argue that charging fees for any service is wrong because it violates the user's right of access to information and regard it as an act of decrease human life chances as well as an act of censor. But those who favour fees argue that it is necessary to separate the rhetoric from the reality and to distinguish what libraries are from what they do. The study revealed that library has two options. One is strict free of charge and the other is charging for selected library services. Whatever options the library may take, library had to decide an overall reference service policy. The level and scope of service, audience, necessary fund (who and how) and many other physical and metaphysical things must be considered. However, the first option will necessary be to limit services while there is no loss of traditional philosophical service element. Yet, if to provide a wide range of choices and to create conditions more hospitable to competition from the private information sector and for better evolutional selection, the second option(fee-based service) gives more benefit to the users while there is a loss of fundamental service philosophy.
This study focused on finding the variation of medical service utilization, paths of medical service utilization and medical payments of the patients died by cerebrovascular diseases. For this study, data of the one-year episodes of the health insurance subscribers died in 2004 were selected. The frequency of medical visits, the lengths of stays, the days of outpatient visits, the total period of medical services and the total medical payments were compared by the characteristics of the suppliers and utilizers. This study is useful in reviewing the equity of medical service utilization because it analyzed variance in utilization by episodes. In oder to collect accurate data of the patients died by cerebrovascular diseases in 2004 the 2004 reimbursement data of all medical institutions were matched to the data of funeral fee payment by the National Health Insurance Corporation from January 2004 to May 2005. The major results of the study are as follows. The variation of medical service utilization of cerebrovascular diseases was influenced by supplier factors suppliers, such as types and locations of medical institutions and user factors such as sex and age. It was suspected that the reimbursement by fee-for-service contributed to the variation quite a lot, but we could not compare the variation between the different reimbursement systems in Korea. On the basis of analyzing results this study suggests that the factors of suppliers and utilizers should be reviewed to reduce the under use and over use expressed by variations of medical service. The processes of care, effective communication and management system should be investigated for the equity of medical service utilization and also. alternative medical services would be recommended to reduce the high medical payment. Additionally to find other causes of variation further in depth study controling the severity of diseases, socio-economic status of the users and the system factors is required.

This article is subject to the rationalization of the cold-storage warehouse management, which gives the stabilization of the fishery production and the food life with respect to fisheries industry. In this point of view, the article examines to the structure of the cold-storage warehouse industry from the perspective of the industrial organization. To put it concretely, the article intends to apprehend the state of the structure of the industry and analyze the cold-storage warehouse's management activities. In addition, I try to find know the factors that affect the management performance(profitablity) of the industry through the cross-sectional correlation analysis. Finally, the conclusion of the article can be described as follows : \circled1 On the basis of the cold-storage capacity, there is the tendency that the industry concentrate in the area of Pusan(41.7%). \circled2 By formulating step of development of the industry, it is divided by six types. Type I is designed as raw material-storage warehouse for self-processing. Type IIis the raw material-storage warehouse for self-processing and storage-sale warehouse. Type III is the raw material-storage warehouse for self.distribution. Type IV is the raw material-storage warehouse for self-distribution and storage-sale warehouse. Type V is the net storage-sale warehouse. Type Ⅵ is the physical distribution center warehouse. Although each region has one representative type,6 types exist in all regions. \circled3 The competition structure of the industry has double structure on the basis of cold-storage capacity. \circled4 With respect to the management activity of the cold-storage warehouse, there is no change or even a decrease not increasing or not any change in sales from 1996 to 1997 \circled5 In order to try to induce the amount of shipper's materials, services that a cold-storage warehouse supply with its users include a custody-fee discount, a distribution-process service, a finance service, quality management service and so on. This paper examines the factors that influence viewers' attitudes toward the public service broadcasting (PSB) system and the license fee. A online survey group was classified into four types on the basis of their expectations and evaluations of public values and demographic characteristics. Subsequentially, the attitudes each type of the viewers displayed toward the PSB system and the license fee were analyzed. The result reveals that young women in their 20-40s have more negative attitudes toward the PSB system than any other groups; those women tend to have high expectations on 'diversity' whereas they show low satisfactions with all the other public values. Additionally, this study attempted to detect factors that affect the attitudes toward the PSB system and the license fee. The important factors was not only the viewers' demographic characteristics but also their expectations and evaluations regrading the public values of PSB.
In order to reduce the farmers' burden of purchasing agricultural machinery and address the shortage of farm workers, the government have been promoting agricultural machinery rental service since 2003. Despite of political purpose, the outcome of agricultural machinery rental service turned out to be adverse, high cost and low efficiency, by the pork barrel projects operated from some municipalities. Therefore, this study was aimed to improve the efficiency of agricultural machinery rental service by analyzing the operation status of agricultural machinery in local government. A questionnaire survey was conducted at 134 cities and counties in terms of rent type, management personnel, business budget, agricultural machinery ownership, rental performance, use rates, operational problems, and improvement plan. This study found that some agricultural machinery rental offices were only focused on the short-term rental service, which caused the increasing number of operating personnel, required facilities/equipment. The short-term rental service has a limitation for promoting the mechanization rate in dry-field farming. Therefore, it should be carried out along with the long-term rental service which a lessee maintains and manages agricultural machinery directly. Furthermore, the reasonable number of agricultural machinery based on regional circumstances should be considered to meet rental demand and collect the minimal rental fee for purchasing new agricultural machinery and replacing old ones.
