As web-based services are becoming more and more popular, concurrent updates of spatial data should be possible in the web-based environments in order to use the various services. Web-based GIS applications are characterized by large quantity of data providing and these data should be continuously updated according to various user's requirements. Faced with such an enormous data providing system, it is inefficient for a server to do all of the works of updating spatial data requested by clients. Besides, the HTTP protocol used in the web environment is established under the assumption of 'Connectionless'and 'Stateless'. Lots of problems may occur if the scheme of transaction processing based on the LAN environment is directly applied to the web environment. Especially for long transactions of updating spatial data, it is very difficult to control the concurrency among clients and to keep the consistency of the server data. This paper proposes a solution of keeping consistency during updating directly spatial data in the client-side by resolving the Dormancy Region Lock problem caused by the 'Connectionless'and 'Stateless'feature of the HTTP protocol. The RX(Region-eXclusive) lock and the periodically sending of ALIVE_CLIENTi messages can solve this problem. The protocol designed here is verified as effective enough through implementing in the main memory spatial database system, called CyberMap.

In this study, crop cultivation filed was extracted by using Unmanned Aerial Vehicle (UAV) imagery and deep learning models to overcome the limitations of satellite imagery and to contribute to the technological development of understanding the status of crop cultivation field. The study area was set around Chungbuk Goesan-gun Gammul-myeon Yidam-li and orthogonal images of the area were acquired by using UAV images. In addition, study data for deep learning models was collected by using Farm Map that modified by fieldwork. The Attention U-Net was used as a deep learning model to extract feature of UAV in this study. After the model learning process, the performance evaluation of the model for corn cultivation extraction was performed using non-learning data. We present the model's performance using precision, recall, and F1-score; the metrics show 0.94, 0.96, and 0.92, respectively. This study proved that the method is an effective methodology of extracting corn cultivation field, also presented the potential applicability for other crops.

In order to obtain satellite image products using the image transmitted to the ground station after capturing the satellite images, many image pre/post-processing steps are involved. During the pre/post-processing, when converting from level 1R images to level 1G images, geometric correction is essential. An interpolation method necessary for geometric correction is inevitably used, and the quality of the level 1G images is determined according to the accuracy of the interpolation method. Also, it is crucial to speed up the interpolation algorithm by the level processor. In this paper, we proposed a lightweight CNN-based interpolation method required for geometric correction when converting from level 1R to level 1G. The proposed method doubles the resolution of satellite images and constructs a deep learning network with a lightweight deep convolutional neural network for fast processing speed. In addition, a feature map fusion method capable of improving the image quality of multispectral (MS) bands using panchromatic (PAN) band information was proposed. The images obtained through the proposed interpolation method improved by about 0.4 dB for the PAN image and about 4.9 dB for the MS image in the quantitative peak signal-to-noise ratio (PSNR) index compared to the existing deep learning-based interpolation methods. In addition, it was confirmed that the time required to acquire an image that is twice the resolution of the 36,500×36,500 input image based on the PAN image size is improved by about 1.6 times compared to the existing deep learning-based interpolation method.

In this paper, we propose an organ segmentation technique for the automatic extraction of medical diagnostic indicators from X-ray images. In order to calculate diagnostic indicators of heart disease and spinal disease such as VHS(vertebral heart scale) and Cobb angle, it is necessary to accurately segment the thoracic spine, carina, and heart in a chest X-ray image. A deep neural network model in which the high-resolution representation of the image for each layer and the structure converted into a low-resolution feature map are connected in parallel was adopted. This structure enables the relative position information in the image to be effectively reflected in the segmentation process. It is shown that learning performance can be improved by combining the OCR module, in which pixel information and object information are mutually interacted in a multi-step process, and the channel attention module, which allows each channel of the network to be reflected as different weight values. In addition, a method of augmenting learning data is presented in order to provide robust performance against changes in the position, shape, and size of the subject in the X-ray image. The effectiveness of the proposed theory was evaluated through an experiment using 145 human chest X-ray images and 118 animal X-ray images.

As human activities in Korea are spread throughout the mountains, forest fires often affect residential areas, infrastructure, and other facilities. Hence, it is necessary to detect fire-damaged areas quickly to enable support and recovery. Remote sensing is the most efficient tool for this purpose. Fire damage detection experiments were conducted on the east coast of Korea. Because this area comprises a mixture of forest and artificial land cover, data with low resolution are not suitable. We used Sentinel-2 multispectral instrument (MSI) data, which provide adequate temporal and spatial resolution, and the k-nearest neighbor (kNN) algorithm in this study. Six bands of Sentinel-2 MSI and two indices of normalized difference vegetation index (NDVI) and normalized burn ratio (NBR) were used as features for kNN classification. The kNN classifier was trained using 2,000 randomly selected samples in the fire-damaged and undamaged areas. Outliers were removed and a forest type map was used to improve classification performance. Numerous experiments for various neighbors for kNN and feature combinations have been conducted using bi-temporal and uni-temporal approaches. The bi-temporal classification performed better than the uni-temporal classification. However, the uni-temporal classification was able to detect severely damaged areas.

Accordingly, this study attempted to suggest ways to improve the address of thing system by broadly dividing it into the legal aspect and the addressable object aspect. From the legal point of view, firstly, it is necessary to improve the upper and lower level laws by unification together with a clear definition of the term subject of addressable object; secondly, according to the Building Act, facilities that are not used for residence among buildings must be given an address of thing; and thirdly, it is necessary to make it easy to use and link with heterogeneous public data by classifying the registration items of the basic address information map by type of geographical feature to be assigned an address. From the point of view of addressability, firstly, it must be given to all facilities in the relevant category so that it can be recognised that all specific facilities have object addresses, and secondly, it is necessary to be able to address the address of things to places that are used by many, even if there are no facilities.
This article deals with the short history from 1999 to the present time, how the Korean record and archives management world had grown up, and what the development of the branch of records and archives studies resulted in. First of all, it is looked out upon the transition and feature of each initiative bodies of records management, containing the records producing body, records and archives management body, records and archives professional body, and civil society. As a result, this article points out the disequilibrium state of the records producing body and civil society, for all the growth of records and archives management institutions and records and archives professionals. During the time of establishing the law, the Korean records and archives management had been made a rapid progress by some part of the leading group being to Korean Records and Archives Service and the society of professionals. But it is estimated only the malformed development depending on the model of elites, although we could achieve the establishment of Korean Records and Archives Act. The condition of records and archives management of the Participation Government was distinguish from the state of former times, being driven up the renovation of records and archives management. The main power of the renovation was sought our by overcome of the elite model with the development of archival institutions and professionals extending wide range. Particularly professionals to accept the education of graduate school grew up in quantity and quality and then they let the pattern of the collaboration with archival institutions rake root in Korea. As The Road Map on the Renovation of National Records and Archives Management was made, the government put into practice, so the management of records and archives in Korea could take a step of steady and continuous growth. But the development of the records producing bodies and civil society is staying at the low level as yet. Accordingly it is expected to have the most important means that the professional instruction become to normalize and archivists who posted in public agencies after graduating professional education program discharge their duties. And each public agencies have to speed up to set up the institutions for records management including some archivists so that overcome the condition of underdevelopment as fast as possible.
Since the government of Republic of Korea was established in 1948, a period that made the biggest difference on National Records Management System was from 1999 when was enacted. Especially, it was the period of President Roh's five-year tenure called Participation Government (2003-2008). This paper illustrates distinct phenomena of Records Management System Policy during Participation Government. Three major agents of the system are President Roh, the Presidential Secretariat, and Archives Management Bureau at the National Archives of Korea. They sometimes competed with themselves for initiatives of policy, but they used to cooperate with each other and have brought about innovations on records management. The first distinctive characteristic of Participation Government (below PG)'s records management is that it implemented governance actively. That is, it tried to listen carefully to all opinions of interest organizations related to records management and enacted laws based on those. The PG not only listened to civic groups, but also created two professional groups called Records Management Innovation Expert Committee and Innovation Decentralization Assessment Committee. Those two groups enacted . Another remarkable feature is a nomination of records management specialists at public institutions. In 2005, PG created Archival Research Positions among research public officials and appointed experts in the field of Archival Research History at central department. With the process, the government tried to provide public records management system and to improve specialty of records management. Since then, records management specialists were employed not only at local governments but also at private archival institutions. It has allowed of entering a new phase in employing records management professionals. The Participation Government also legislated (completely revised) . It led to a beginning of developing records management in Republic of Korea. was revised thoroughly for the e-Government period and was established as a foundation for managing presidential records. An establishing process of a country's records management system describes the degree of democratic development of society. Following governments should supplement PG's shortcomings and carry out 'New Governance Records Management System'. Principal subjects of records management system should include not only a government but also civic groups, local governments, small businesses, and academic professionals. The object of records management also needs to be democratic by recording not only the plans and enforcements of a task but also influences and results of a task. The way of archiving ought to be discussed by all related principals.
As the era of space technology utilization is approaching, the launch of CAS (Compact Advanced Satellite) 500-1/2 satellites is scheduled during 2021 for acquisition of high-resolution images. Accordingly, the increase of image usability and processing efficiency has been emphasized as key design concepts of the CAS 500-1/2 ground station. In this regard, "CAS 500-1/2 Image Acquisition and Utilization Technology Development" project has been carried out to develop core technologies and processing systems for CAS 500-1/2 data collecting, processing, managing and distributing. In this paper, we introduce the results of the above project. We developed an operation system to generate precision images automatically with GCP (Ground Control Point) chip DB (Database) and DEM (Digital Elevation Model) DB over the entire Korean peninsula. We also developed the system to produce ortho-rectified images indexed to 1:5,000 map grids, and hence set a foundation for ARD (Analysis Ready Data)system. In addition, we linked various application software to the operation system and systematically produce mosaic images, DSM (Digital Surface Model)/DTM (Digital Terrain Model), spatial feature thematic map, and change detection thematic map. The major contribution of the developed system and technologies includes that precision images are to be automatically generated using GCP chip DB for the first time in Korea and the various utilization product technologies incorporated into the operation system of a satellite ground station. The developed operation system has been installed on Korea Land Observation Satellite Information Center of the NGII (National Geographic Information Institute). We expect the system to contribute greatly to the center's work and provide a standard for future ground station systems of earth observation satellites.
This paper introduces the characteristics of the records and archives management of Korea from Joseon dynasty to now. This paper also explains historical background of making the records and archives management in Joseon dynasty. This paper introduces the process of establishment of modern records management system by adopting records management system and public administration of USA after liberation in 1945. The Joseon bureaucrats established systematic methodologies for managing and arranging the records. Jeseon dynasty managed its records systematically since it was a bureaucratic regime. It is also noticeable that the famous Joseonwangjosilrok(Annals of Joseon dynasty) came out of the power struggles for the control of the national affairs between the king and the nobility during the time of establishment of the dynasty. Another noticeable feature of the records tradition in Joseon dynasty was that the nobility recorded their experience and allowed future generations use and refer their experiences and examples when they performed similar business. The records of Joseon period are the historical records which recorded contemporary incidents and the compilers expected the future historians evaluate the incidents they recorded. In 1894, the reformation policy of Gaboh governments changed society into modernity. The policy of Gaboh governments prescribed archive management process through 'Regulation(命令頒布式)'. They revised the form of official documents entirely. They changed a name of an era from Chinese to unique style of Korean, and changed original Chinese into Korean or Korean-Chinese together. Also, instead of a blank sheet of paper they used printed paper to print the name of each office. Korea was liberated from Japanese Imperialism in 1945 and the government of Republic of Korea was established in 1948. In 1950s Republic of Korea used the records management system of the Government-General of Joseon without any alteration. In the late of 1950's Republic of Korea constructed the new records management system by adopting records management system and public administration of USA. However, understanding of records management was scarce, so records and archives management was not accomplished. Consequently, many important records like presidential archives were deserted or destroyed.
