  • The colony education policy of Japanese Empire was, as a su n.0, ppression on national salvation education of Korean, on the one hand it was liquidation of Korean national spirit and other hand, it has the object to Japanizing Koreans through cramming Japanese language and its culture. During the Japanse occupation of Korea, the libraries had two roles, one was to press Korean and its culture and the other was to civilize Koreans for Japanizing. The purpose of this study is to examine the role of rural-mini libraries whether the former or the latter. From 1932 to The Chosun Governor- General Department (Chosun Chongdokboo) actively spread 'The Movement of Rural Development in Korea. At the same time there were many rural -mini libraries in Korean rural and fishing community. Under the colony of Japanese Empire, colony policy was itself very tough that Japanese Empire did their utmost ideas to win Korean culture over and Japanzing Korean with every possible pressures. Since rural-mini libraries were planned by the chosun Governor-General Department, however, were established by Korean themselves with the property of local education center( Hyanggyo). Therefore, rural-mini libraries were as facilities to promote rural economic development for providing Japanese with some materials which need to conduct a war, and to introduce local people to participate in civilizing activity themselves and farmers and fishermen were forced to group to be educated in Japanese language and its reading. Rural-mini libraries were, as it were, not as facilities for enlightening Korean peoples but as facilities for civilizing Koreans.

The major benefits of direct transactions between producers of eco-friendly agricultural products and processed food manufacturers including HMR processing companies were 'obtaining fresh food ingredients for processing' and 'confidence-building and income stabilization'. Regarding requirements for cooperation of eco-friendly agricultural producers and processed food manufacturers including HMR processing companies, the most common answers was 'multi-year contract based on trust'. • It is our imminent project that we should train young and able manpower to strengthen the international competitiveness under the free trade of agricultural products, to solve the problem of decrease in farm population and of aging people in agriculture. The objective of this research is to suggest an alternative policy plan through the survey and analysis on the controversial issues in loans for starting agricultural business based on the survey of graduates of Korea National Agricultural College from 2002 to 2005. According to the survey, in case of graduates who are not available sufficient fanning capital such as land and agricultural facilities on it, they are not able to get loans from banks in that situation. The survey, as a result, points out that those who are legally required to do farming should be given several special aids by the government such as the improvement of Credit Guarantee Fund System for Farmers and Fishermen and the farming loans conditions for initial farm business, a long term lease of public land, giving a priority in lease-farmland project of farmland bank and allowing loan for working capital for farm management.

  • This study is an experimental study that examines the policy attributes that local governments should choose to manage the quality of life of rural residents. The analysis data used raw materials for the survey of the welfare status of farmers and fishermen surveyed by the Rural Development Administration. The analysis method used Quantile Regression. The policy attributes of public services were interpreted on the basis of Peterson (1981)'s theory of policy types and the discussion of Holland (2015). According to the analysis results, the higher the quality of life, the greater the importance of the relationship between the safety sector and the neighbors. The effective policy attributes for improving quality of life in rural areas are the policies of local governments where policy benefits can directly go to individuals, or lead to social improvement. It shows that the higher the level of safety and the quality of life of our neighbors, the greater its importance.
