건강가정지원센터 위상 재정립을 위한 정책 제안 연구 -경기도를 중심으로- (A study on the Policy Suggestion for Re-establishment of Health Family Support Centers - focused to Gyeonggi-do -)

  • This study suggests policies to rearrange the status of Health Family Support Centers, targeting hands-on workers and centering on collected problems and improvements. To attain this aim, the study rearranged the materials investigated in 2009. On this basis, the study suggests the following policies. First, Health Family Support Centers changed into Korean Institute Healthy family which could prepare a means for opinion convergence through base organizations. Thus, it is necessary to establish a Gyeonggi-do wide area Health Family Support Center. Second, space and human resource arrangement, suitable to business, are necessary, and so are stable, secure finances. Third, urban areas, agricultural villages, and fishing villages are distributed across Gyeonggi-do. Thus, the development of specialized business, suitable to Gyeonggi-do, is necessary. Consequently, this study suggests executing obligatory family education (education for engaged couples, education for parents). Fourth, case management models, unique to Health Family Support Centers, have to be developed, as well as unified services related to education, counseling, and cultural businesses. Fifth, the Health Family Support Center has to secure its own status as a hub organization of inter-regional family businesses, has to strengthen its organizational identity, and has to promote suitable business development.

여성인적자원의 활용을 위한 가족친화적 정책의 적용 (An Application of Family-Friendly Policy for Use of Female Resource)

  • Many women experience the conflicting demands of work and family life according to the increase of employed women. Their demand for balance of two spheres makes the companies have family friendly policy. Family friendly policy is win-win policy which gives benefits to the employers and the employees by helping the employees to balance of their lives. But this policy has been recognized as the one for women and which only companies have to carry out. This study aims to suggest and extend the applicable field of the family friendly policy, and press that the whole society have to be family friendly. So, this study examined the necessity of family friendly policy in the aspects of company and society. And it showed how the employers, policy makers, general public society and communities support the family by carrying out and applying the policy in USA.

취업미혼남녀의 결혼지원정책 만족도가 결혼의향에 미치는 영향 - 서울시 및 수도권 결혼적령기 취업 미혼남녀를 중심으로 - (Effect of Satisfaction with the Marriage Support Policy on Marriage Intention among Unmarried Employed Men and Women - Focusing on Unmarried Employed Men and Women of Marriageable Age Residing in the Seoul City and Metropolitan Area -)

  • The purpose of this study was to identify the effect of satisfaction with the marriage support policy on marriage intention among unmarried employed men and women. The study subjects included 300 unmarried working men and women aged over 30 years residing in the Seoul metropolitan area. First, according to the analysis of the subjects' overall tendency towards satisfaction with the marriage support policy and towards marriage intention, the marriage support policy gained the highest level of support in relation to housing for newlywed couples, which scored 3.29 (sd=.93), followed by improvements in corporate and family culture for the purposes of work-family compatibility at 3.24 (sd=.95), wedding loans at 3.18 (sd=1.01), and the paid leave system for marriage preparation at 3.12 (sd=.88). These variables scored slightly higher than the median 3 points. Conversely, satisfaction with the availability of marriage-related information and the provision of opportunities for dating scored 2.65 (sd=.88) and 2.78 (sd=.80), respectively, both of which were slightly lower than the median of 3. The overall mean score for satisfaction with the marriage support policy was 3.03 (sd=.95), which was slightly higher than the median of 3. In regards to marriage intention, the score was 3.32 (sd=1.15) points out of a perfect score of 5, which was slightly higher than the median. This indicated a slightly higher level in terms of the subjects' intention to marry. Second, a hierarchical regression analysis was performed to identify the effect of satisfaction with the marriage support policy on marriage intention among unmarried employed adults. Sociodemographic variables were entered as control variables in the regression at the first stage, and variables relating to satisfaction in a family-friendly social environment were entered at the second stage. When gender, age, educational level, monthly income, period of employment, working hours, and type of employment were inserted in the first stage of regression as control variables, gender, monthly income, period of employment, and type of employment were found to have a significant effect on marriage intention. Marriage intention was found to be greater in unmarried men with higher monthly incomes and longer periods spent working, and in unmarried working men and women engaged in tenured employment work. When variables relating to satisfaction with the marriage support policy were inserted in the second stage of regression, gender, monthly income, type of employment, and satisfaction with direct marriage support had significant effects on marriage intention. It was found that marriage intention was greater in unmarried men whose monthly income was higher, whose employment type was tenured work, and who showed greater satisfaction with direct marriage support.

독일 가족정책의 변천에 대한 연구 -주요 정당의 정책이념과 정책수단의 변화를 중심으로 (A Study on the Transformation of Family Policy in Germany - Focused on Political Ideologies and Instruments of Major Political Parties)

  • 독일의 가족정책은 집권당이 교체될 때마다 그 당의 정치이념에 따라 정책의 방향과 정책전개수단에 있어서 뚜렷한 변화를 보이면서 발전해 왔고, 각 정당이 추구하는 정책이념은 '가족부(Bundesministerium fuel Familie, Senioren Frauen, Jugend)'라는 가족전담행정부서를 통해 실현되어 왔다. 그러나 정권의 변화로 인한 연방정부의 가족정책의 변화는 당연히 가족부의 집행업무와 정책전개수단에도 지대한 영향을 미쳤고. 가족부의 명칭은 이를 반영하여 여러 번에 걸쳐 교체되어 왔다 이 과정에서 가족부의 정책업무와 구체적인 사업들은 '가족' 또는 '여성과 아동'이라는 정책의 대상집단에 대한 집권당의 이념을 대변하는 도구로 활용되어 왔고. 이는 정책의 목표가 핵가족의 복지향상이 되어야 할 것인지 아니면 개별 가족구성원의 복지에 우위를 두어야 할 것인지에 대한 선택의 문제로 귀결되어 왔다. 이러한 독일 가족정책의 이념적 변천은 아직 가족정책에 대한 방향이 올바르게 설정되어 인지 못하고 정책의 스팩트럼은 잔여적 복지에 머물러 있으며, 정당별 가족정책과 가족전담 중앙행정부서가 존재하지 않는 우리나라의 가족 복지정책에 시사하는 바가 크다

복지국가의 '자녀유무별 여성임금격차(Family gap)' 비교연구 : 가족정책과 노동시장구조의 영향을 중심으로 (A Comparative Study of family gap in Welfare States :The Role of family policy and labor market structure)

  • 본 연구는 '자녀유무별 여성임금격차(Family gap)' 의 국가별 차이를 가져오는 제도적 요인을 탐색하기 위해 OECD 14개국을 대상으로 가족정책, 노동시장 및 사회구조와 Family gap의 관계를 분석하는 것을 목적으로 한다. 이 때 가족정책을 여성의 노동역할을 지원하는 '고용지원 가족정책' 과 양육역할을 지원하는 '양육지원 가족정책' 으로 분류하여 각각이 가지는 정책적 지향에 따라 Family gap에 미치는 영향을 구분하였으며 노동시장 및 사회구조를 분석하기 위한 변수로 노동시장 성분절 구조, 임금불평등 구조, 여성의 사회적 지위와 경제적 상황을 모형에 포함하였다. 분석을 위하여 먼저 헤크만 2단계추정법(Heckman's two stage estimation)을 통해 국가별 Family gap 크기를 측정한 후 퍼지셋분석(FSQCA)을 통해 어떠한 제도적 조합이 낮은 Family gap을 가져오는지 검증하였다. 분석결과 낮은 Family gap은 '고용지원 가족정책' 의 발달과 '낮은 임금불평등 구조' 의 결합인과관계(conjunctual causation)에 의해 발생하는 것으로 나타났다. 분석결과를 통해 '자녀가 있는 여성' 의 양육으로 인한 불리함을 줄이고 상대적인 임금수준을 높이기 위한 제도적 노력으로 여성의 고용지속 및 양육의 사회화를 지원하고 여성과 남성 모두의 일-가족 양립을 지향하는 가족정책의 확충과 함께 낮은 노동지위에 있는 여성의 임금 및 고용조건의 보호가 우선과제가 된다는 정책적 함의를 제시하였다.

저출산 대응: 가족내 자녀양육지원강화 (The Reinforcement for Policy to Support Child Care Work in Family as the Coping Strategy for Low Fertility Society)

  • 여성의 경제활동참여증가, 생활수준향상 및 가족유지비용증가, 개인적가치우선의 현상에 따라 최근 저출산현상이 더욱 심화되었으며, 이에 대한 사회적 비용 급증을 우려하여 전반적인 대응전략을 마련된 것이 바로 저출산고령사회기본계획이다. 1차에 이은 2차 기본계획은 일반가족의 양육지원과 종합적인 일가정양립지원 강화가 주요 핵심으로 이는 비단 정책뿐아니라 전방위적으로 사회전반에 걸친 변화가 수반되어야 가능한 일이다. 이 논문에서는 이러한 저출산대응정책의 실제사례를 살펴보기 위해 가족과 지역사회내 돌봄지원정책을 살펴 보았다. 가족내 자녀양육지원사업으로서 아이돌봄지원사업과 가족내 돌봄나눔에 있어 핵심요인인 남성의 자녀양육참여를 촉진하기 위한 남성대상교육, 그리고 지역내에서 가족 돌봄나눔을 실천할 수 있는 가족품앗이와 공동육아나눔터 운영을 통해 향후 저출산 정책에서 강조하고 있는 일반가족의 자녀양육지원 방향에 대한 해법을 제시하고 있다.

가정간호대상자 가족의 사회적 지지와 가족기능, 가정간호 특성 간의 관계 (Correlates of Social Support, Family Function, and Conditions of Home Care Nursing in Family Caregivers)

  • Purpose: The purpose of this study was to determine the factors related to the social support, family and friend support as well as home care nurse support, in family caregivers of patients with home care service. Method: The participants were 111 family caregivers of patient, who were receiving home care services from home health care centers of 3 different general hospitals located in Seoul. The data was collected, using self-administered questionnaires. Result: The level of family and friend support varied significantly according to patients' mental status, period of home care nursing, frequency of home care service, caregiver's education level, family income, and family functioning level. On the other hand, home care nurse support varied significantly according to patients' mental status, caregiver's age, existence of interchangeable family caregivers, and family functioning level. There was a significantly positive correlation between the social support the family caregivers' perceived and family function while there was a negative correlation between family and friend support and the period of home care service. Conclusion: Thus, the establishment of nursing interventional program, with understanding of their social support, is needed for both patients and their caregivers.

치매환자의 증상정도가 주부양자의 우울에 미치는 영향 : 가족지지의 보호효과를 중심으로 (The effects of symptoms of dementia elderly on the primary caregiver's depression : moderating effects of family support)

  • Objectives: The purpose of this study is to examine the effects of symptoms of dementia elderly on the primary caregiver's depression. In addition, moderating effect of family support was examined. Based on the results, the necessity for intervention in the level of social welfare as a way to mitigate primary caregiver's depression was suggested. Method: In order to accomplish these purposes, a total of 197 who are spouse and adult-children of dementia elderly using day care facilities or services in Seoul, Gyeonggi, Busan province, South Korea were utilized. Data were analyzed by frequency analysis and descriptive statistics, regression model analysis with SPSS 18.0. Results: In case of analysis results, the mean value was reported 0.9 out of four point about primary caregiver's depression and the mean value of family support was reported 3.34 out of five point. And besides, the analysis result of dementia elderly's symptoms showed that prevalence of depression/dysphoria were 62.2%, prevalence of aberrant motor were 61.3%, prevalence of apathy/indifference were 56.6%. Crucial findings are as follows: the symptoms of dementia elderly was significantly associated with the primary caregiver's depression. At the same time, family support significantly influenced lower level of the primary caregiver's depression. While, in the relationship between the symptoms of dementia elderly and the primary caregiver's depression, family support has a moderation effect by important protection factor. Conclusions: From these findings, the necessities to provide the care service for dementia elderly to help improve symptoms of dementia as well as the policy and service to manage the mental health of the family as primary caregiver were suggested. Also, the necessities to provide the family therapy program to improve the relationship with family members were suggested.

  • Nowadays, the conflict of work and family has become a common problem in families due to the increase of working parents. But in Korea, there is a little supporting system which can help them work. So, this study showed the necessity of family-friendly Policy and families' demands to it. Many capitalist countries which have insufficient welfare system effort to integrating work and family by offering a family-friendly policy for working parents. So, policies for family and women have to be family friendly, and all of the corporation, community, school, and government have to support the working families.

청소년이 지각한 가족기능, 사회적 지지 및 삶의 질에 관한 연구 (A study of Family Function and Social Support toward Perceived Quality of Life in Adolescents)

  • Purpose: The purpose of this study was to explore family function, social support, perceived quality of life(QOL) in adolescent period and to find out the correlations between family function, social support, perceived QOL in adolescents. Method: The questionnaire to get some information for this study consisted of adolescents'general characteristics, 20 questions regarding family function, 11 questions regarding social support, 8 questions regarding perceived QOL in adolescents. The subjects of this study consisted of 128 adolescents who were living in S area. The data were analyzed by percentage, mean, t-test, ANOVA and Pearson's correlation using the WINSPSS program. Result: The mean score for family function was 3.07(max. : 5) and there was significant difference according to middle-high school student. The mean score for social support was 2.86(max : 5) and there was no significant difference. The mean score for perceived QOL was 4.02(max score: 7) and there was significant difference according to disease condition. There was a positive correlation between family function, social support, perceived QOL in adolescents. Conclusion: Consequently, the development of program, policy assistance and policy implementation to elevate juveniles' perceived quality of life is strongly required.
