민주화 초기 노동자 영화의 (불)가능성 -<구로아리랑> 연구 (On the (Un-)Possibility of a Labor Film in the Early Period of Democratization -A Study of Guro Arirang)

  • 이문열의 동명의 단편소설을 영화화한 박종원의 데뷔작 <구로아리랑>은 1987년 민주화의 흐름을 타고 노동자의 관점에서 노동 투쟁을 다룬 최초의 제도권 노동영화이자, 그동안 스크린이 외면해 온 여성 노동자의 재현이라는 측면에서 선구적인 작품이다. 박종원은 노동 문제와 관련하여 당시에 여전히 굳건하게 서 있던 레드컴플렉스의 장벽을 뚫고 사회의 이념 지형의 중추를 이루는 중산층을 설득하고자 하며, 진보의 메시지를 중산층 대중이 받아들일 수 있는 형태로 전달하기 위해 계급적 적대나 투쟁이 아니라 보편적 인간성과 윤리와 결부된 문제로 치환하는 감성에 의지한다. 박종원은 이러한 감성을 '상식적인 일반인의 감각'이라고 부르며 그 보편성과 객관성을 강조한다. 이 연구는 <구로아리랑>에서 노동 문제를 제도권 상업 영화 속에서 대중이 받아들일 수 있는 형태로 다루기 위해 어떤 전략을 취하는지, 또 그러한 전략에 반영된 '상식적인 일반인의 감각'이 어떤 이데올로기적 함의를 지니는지를 비판적으로 고찰해보고자 한다. 이를 위해 본론의 첫 번째 장에서는 영화가 원작 소설의 아이러니를 해체하고 인물의 구도를 순수한 선인과 악인의 대립으로 재설정하여 선인이 희생양이 되는 멜로드라마적 구성을 만들어낸다는 것을 밝힌다. 이로써 관객에게 노동자들이 겪는 비극에 강한 정서적 공감과 연대의식을 불러일으키려 한다. 두 번째 장에서는 영화의 다양한 장면과 에피소드들이 동정과 애도의 모티브로 수렴되며, 이는 대부분 당시 커다란 대중적 반향을 일으킨 문화적, 현실적 경험과 사건을 토대로 하고 있다는 점을 보일 것이다. 특히 영화의 마지막 결정적 장면에서는 87년 6월 항쟁의 기억이 강력하게 소환된다. 이에 따라 <구로아리랑>은 검증된 동정과 애도의 패치워크와 같은 양상을 보인다. 세 번째 장은 노동자들이 결정적인 투쟁에 나서는 대목에서 임금에 대한 요구를 스스로 뒤로 돌리고 인간적 신뢰와 대우의 문제를 앞세운다는 영화의 설정이 가지는 함의를 검토한다. 그것은 노동 문제의 정치적 차원을 제거하고 이를 윤리적 문제로 환원함으로써 모두가 인정할 수밖에 없는 보편적인 가치와 정서에 호소한다. 그러나 문제의 층위를 계급적 이해 관계의 충돌을 피해 순수한 인간성의 차원으로 옮기는 과정에서 노동자는 한 편으로는 깊이 동정할 만한 수동적 희생자의 위치에 떨어지고, 다른 한 편으로는 현실에 초연한 지사적 태도와 자제심을 갖춘 투사로 이상화된다. 영화는 이로써 현실적 설득력을 상실하며 영화 자체로서의 서사적 개연성도 약화된다. 중산층과의 연대를 환기하는 87년 항쟁의 기억은 영화 속에 조화롭게 통합되지 못하고 패치워크적 전체의 일부로 남는다.

소형 통발어선의 안전조업을 위한 로프 권양장치 연구 (Development of Rope Winding Device for Safety Fishing Operation of Small Trap Fishing Vessel)

  • 연안통발 어민에 대한 설문조사 결과, 통발 투하 및 인양 중 로프 걸림에 따른 전도사고가 42.1 %로 가장 높았고, 갑판에서 미끄러짐과 통발 권양장치의 신체 협착사고가 각각 21.1 %를 차지하였다. 또한 가장 위험한 작업은 전체 조사대상의 53.2 %가 통발 인양과정을 들었고, 어종선별 33.8 %, 통발 투하 9.1 % 순으로 응답하였다. 어민들은 통발 권양장치의 주요 개선 요구사항으로 응답자의 36.8 %와 31.6 %가 통발을 수중에서 작업갑판까지 수월하게 인양하는 방안과 통발 인양 시 로프 장력 극복과 슬립 방지 등 사고저감 방안을 언급하였다. 본 연구에서 소형 통발어선 권양장치는 구동롤러와 로프 간의 적정한 접촉각을 통해 로프의 접촉면적과 마찰계수를 증가시킴으로써 권양력을 높이는 것이다. 구동롤러와 로프 간의 접촉각이 1°, 5°, 9°, 14° 및 19°일 때 로프 장력은 각각의 접촉각에 따라 차이를 보였으며, 9°일 때 가장 높은 392.62 kgf까지 측정되었다. 이러한 실험결과를 반영하여 시제품 권양장치를 제작하고 총 길이가 100 m인 로프에 4 m 간격으로 총 25개의 통발을 해상에 설치한 후 인양에 따른 로프 장력을 측정하였다. 그 결과, 로프 장력은 통발 인양작업 초기에 급격히 증가하여 가장 높은 31.89 kgf로 측정되었으며, 이후에는 크게 낮아졌다. 따라서 소형 통발어선 권양장치의 권양력은 인양작업 초기에 부여되는 최대 로프 장력 값을 기준으로 설계하는 것이 타당하다.

  • In analyzing the operational characteristics of a rice whitening machine, the internal radial pressure of the machine was measured using strain gage equipment. Changes in cylinder and feed screw configurations, screen type, cylinder speed and counter-pressure levels were examined to determine their impact on the quality and quantity of milled rice and the performance of the machine. The results are summarized as follows: 1. The internal radial pressure in the whitening chamber varied with the surface condition of the grain being processed. During the first or second pass through the machine, pressure was relatively low, reached a maximum after two to three passes with combinations I and II, three to six with combination III and then began to fall. 2. The pitch of the feed screw and the size of the feed gate opening which determine the rate of entry of grain into the whitening chamber, appeared to be the most important factor aff-::cting the degree of radial pressure, quality and quantity of milled rice and the efficiency of the machine. Using a feed screw with a wide pitch (4.8cm), radial pressure was relatively high and head rice recovery ratio \vere quite low. In this case capacity and machine effic?iency were much higher than obtained when using a feed screw with a narrow pitch (2.3cm). Very significant responses in radial pressure, head rice recovery rates and machine capacity were observed with changes in cylinder speed and counter-pressure levels when using the wide pitch feed screw. 3. The characteristics of the screen which surrounds the whitening chamber had an important effect on whitening efficiency. The existence of small protuberances on the original screen resulted in significant increases in both machine capacity and efficiency but without a significant decrease in head rice recovery or development of excessive radial pressure. Further work is required to determine the effects of screen surface conditions and the shape of the cylinderical steel roller on the rate of bran removal, machine efficiency and recovery rates. The size of the slotted perforations 0:1 the screen affects total milled rice recovery. The opening size on the original screen was fabricated to accommodate the round shape of Japonica rice varieties but was not suitable for the more slender Indica type. Milling Indica varieties with this screen resulted in a reduction in total milled rice recovery. 4. An increase in cylinder speed from 380 to 820 rpm produced a positive effect on head rice recovery for all machine combinations at every level of counter-pressure used in the tests. Head rice recovery was considerably lower at 380rpm using a wide screw pitch when compared to the results obtained at speeds from 600 to 820 r.p.m. The effects of cylinder speed On radial pressure, capacity and machine efficiency showed contrasting results, depending on the width of the feed screw pitch. With a narrow feed screw pitch (2.3cm), a direct proportional relationship was observed bet?ween cylinder speed and both radial pressure and machine efficiency. In contrast, using a 4.8 centimeter pitch feed roller produced a series of inverse relationships between the above variables. Based on the results of this study it is recommended when milling Indica type long grain rice varieties that the cylinder speed of the original machine be increased from 500-600 rmp up to a minimum of 800 rpm to obtain a greater abrasive effect between the grain and the screen. The pitch of the feed screw should be also reduced to decr?ease the level of internal radial pressure and to obtain higher machine efficiency and increased quality of milled rice with increased cylinder speeds. Further study on the interaction between cylinder speed and feed screw pitch is recommended. 5. An increase in the counter pressure level produced a negative effect On the head rice recovery with an increase in radial pressure, capacity, and machine efficiency over all combinations and at every level of cylinder speed. 6. Head rice recovery rates were conditioned primarily by the pressure inside the whitening chamber. According to the empirical cha racteristics curve developed in this study, the relationships of head rice recovery ($Y_h$) and machine capacity ($Y_c$/TEX>) to internal radial pressure ($X_p$) followed an inverse quadratic function and a linear function respectively: $$Y_h^\Delta=\frac{1}{{1.4383-0.2951X_p^\ast+0.1425X_p^{\ast\ast}}^2} , (R^2=0.98)$$$$Y_c^\Delta=-305.83+374.37X_p^{\ast\ast}, (R^2=0.88)$$The correlation between capacity and power consumption per unit of brown rice expressed in the following exponential function: $$Y_c^\Delta=1.63Y_c^{-0.7786^\{\ast\ast}, (R^2=0.94)$$These relationships indicate that when radial pressure increases above a certain range (1. 6 to 2.0 kg/$cm^2$ based On the results of the experiment) head ricerecovery decrea?ses in a quadratic relation with a inear increase in capacity but without any decrease in power consump tion per unit of brown rice. On the other hand, if radial pressure is below the range shown above, power consumption increases dramatically with a lin?ear decrease in capacity but without significant increases in head rice recovery. During the operation of a given whitening machine, the optimum radial pressure range or the correct capacity range should be selected by controlling the feed rate and/or counter-pressure keeping in mind the condition of the grain, particulary the hardness. It was observed that the total number of passes is related to radial pessure level, feed rate and counter-pressure level. The higher theradial pressure the fewer num?ber of pass required but with decreased head rice recovery. In particular, when using high feed rates, the total number of passes should be increased to more than three by reducing the counter-pressure level to avoid decreaseases in head rice recovery (less than 65 percent head rice recovery on the basis of brown rice) at every cylinder speed. 7. A rapid rise in grain temperature seemed to have a close relationship with the pressure generated inside the whitening chamber and, subsequently with head rice reco?very rates. The higher the rate of increase, the lower were the resulting head rice recoveries.

간호학 교과과정 개선을 위한 조사 연구 (A Study on improvement of curriculum in Nursing)

  • This Study involved the development of a survey form and the collection of data in an effort-to provide information which can be used in the improvement of nursing curricula. The data examined were the kinds courses currently being taught in the curricula of nursing education institutions throughout Korea, credits required for course completion, and year in-which courses are taken. For the purposes of this study, curricula were classified into college, nursing school and vocational school categories. Courses were directed into the 3 major categories of general education courses, supporting science courses and professional education course, and further subdirector as. follows: 1) General education (following the classification of Philip H. phoenix): a) Symbolics, b) Empirics, c) Aesthetics. 4) Synthetics, e) Ethics, f) Synoptic. 2) Supporting science: a) physical science, b) biological science, c) social science, d) behavioral science, e) Health science, f) Educations 3) Professional Education; a) basic courses, b) courses in each of the respective fields of nursing. Ⅰ. General Education aimed at developing the individual as a person and as a member of society is relatively strong in college curricula compared with the other two. a) Courses included in the category of symbolics included Korean language, English, German. Chines. Mathematics. Statics: Economics and Computer most college curricula included 20 credits. of courses in this sub-category, while nursing schools required 12 credits and vocational school 10 units. English ordinarily receives particularly heavy emphasis. b) Research methodology, Domestic affair and women & courtney was included under the category of empirics in the college curricula, nursing and vocational school do not offer this at all. c) Courses classified under aesthetics were physical education, drill, music, recreation and fine arts. Most college curricula had 4 credits in these areas, nursing school provided for 2 credits, and most vocational schools offered 10 units. d) Synoptic included leadership, interpersonal relationship, and communications, Most schools did not offer courses of this nature. e) The category of ethics included citizenship. 2 credits are provided in college curricula, while vocational schools require 4 units. Nursing schools do not offer these courses. f) Courses included under synoptic were Korean history, cultural history, philosophy, Logics, and religion. Most college curricular 5 credits in these areas, nursing schools 4 credits. and vocational schools 2 units. g) Only physical education was given every Year in college curricula and only English was given in nursing schools and vocational schools in every of the curriculum. Most of the other courses were given during the first year of the curriculum. Ⅱ. Supporting science courses are fundamental to the practice and application of nursing theory. a) Physical science course include physics, chemistry and natural science. most colleges and nursing schools provided for 2 credits of physical science courses in their curricula, while most vocational schools did not offer t me. b) Courses included under biological science were anatomy, physiologic, biology and biochemistry. Most college curricula provided for 15 credits of biological science, nursing schools for the most part provided for 11 credits, and most vocational schools provided for 8 units. c) Courses included under social science were sociology and anthropology. Most colleges provided for 1 credit in courses of this category, which most nursing schools provided for 2 creates Most vocational school did not provide courses of this type. d) Courses included under behavioral science were general and clinical psychology, developmental psychology. mental hygiene and guidance. Most schools did not provide for these courses. e) Courses included under health science included pharmacy and pharmacology, microbiology, pathology, nutrition and dietetics, parasitology, and Chinese medicine. Most college curricula provided for 11 credits, while most nursing schools provide for 12 credits, most part provided 20 units of medical courses. f) Courses included under education included educational psychology, principles of education, philosophy of education, history of education, social education, educational evaluation, educational curricula, class management, guidance techniques and school & community. Host college softer 3 credits in courses in this category, while nursing schools provide 8 credits and vocational schools provide for 6 units, 50% of the colleges prepare these students to qualify as regular teachers of the second level, while 91% of the nursing schools and 60% of the vocational schools prepare their of the vocational schools prepare their students to qualify as school nurse. g) The majority of colleges start supporting science courses in the first year and complete them by the second year. Nursing schools and vocational schools usually complete them in the first year. Ⅲ. Professional Education courses are designed to develop professional nursing knowledge, attitudes and skills in the students. a) Basic courses include social nursing, nursing ethics, history of nursing professional control, nursing administration, social medicine, social welfare, introductory nursing, advanced nursing, medical regulations, efficient nursing, nursing english and basic nursing, College curricula devoted 13 credits to these subjects, nursing schools 14 credits, and vocational schools 26 units indicating a severe difference in the scope of education provided. b) There was noticeable tendency for the colleges to take a unified approach to the branches of nursing. 60% of the schools had courses in public health nursing, 80% in pediatric nursing, 60% in obstetric nursing, 90% in psychiatric nursing and 80% in medical-surgical nursing. The greatest number of schools provided 48 crudites in all of these fields combined. in most of the nursing schools, 52 credits were provided for courses divided according to disease. in the vocational schools, unified courses are provided in public health nursing, child nursing, maternal nursing, psychiatric nursing and adult nursing. In addition, one unit is provided for one hour a week of practice. The total number of units provided in the greatest number of vocational schools is thus Ⅲ units double the number provided in nursing schools and colleges. c) In th leges, the second year is devoted mainly to basic nursing courses, while the third and fourth years are used for advanced nursing courses. In nursing schools and vocational schools, the first year deals primarily with basic nursing and the second and third years are used to cover advanced nursing courses. The study yielded the following conclusions. 1. Instructional goals should be established for each courses in line with the idea of nursing, and curriculum improvements should be made accordingly. 2. Course that fall under the synthetics category should be strengthened and ways should be sought to develop the ability to cooperate with those who work for human welfare and health. 3. The ability to solve problems on the basis of scientific principles and knowledge and understanding of man society should be fostered through a strengthening of courses dealing with physical sciences, social sciences and behavioral sciences and redistribution of courses emphasizing biological and health sciences. 4. There should be more balanced curricula with less emphasis on courses in the major There is a need to establish courses necessary for the individual nurse by doing away with courses centered around specific diseases and combining them in unified courses. In addition it is possible to develop skill in dealing with people by using the social setting in comprehensive training. The most efficient ratio of the study experience should be studied to provide more effective, interesting education Elective course should be initiated to insure a man flexible, responsive educational program. 5. The curriculum stipulated in the education law should be examined.

해외농업투자에 따른 유통체계 개선방안에 관한 연구 (A study on the improvement of distribution system by overseas agricultural investment)

  • 세계경제 및 환경의 변화에 따라 농산물의 불안정적인 수급으로 인한 문제점이 노출되고 있으며, 우리나라의 경우 농산물의 안정적인 확보를 위하여 국가 전략적 차원에서의 해외농업투자의 필요성이 요구되고 있다. 하지만 정부차원의 지원 미진, 해외 농업에 대한 정보 및 기술 미비, 개발자금 확보의 어려움, 장기간의 투자금 회수기간, 사후관리 미흡 등의 이유로 성과를 이루지 못하고 있는 실정이며, 특히 해외 농산물의 국내 반입 시 관세의 장벽, 물류 유통비용 등으로 가격 경쟁력이 떨어지고 있어 국내에 반입되지 못하고 있는 실정이다. 이에 본 연구에서는 우리나라의 해외농업투자의 기본개념 및 실태를 살펴보고 해외농업투자의 필요성과 고려사항, 문제점 등을 도출하여 해외에서 재배된 농산물의 경쟁력을 위한 유통 측면에서의 개선방안을 정부의 간접적인 지원, 유통 현대화 및 유통정보기능 강화, 유통시설, 수송루트, 하역업무개선, 경쟁력 확보를 위한 정부의 정책적 지원, 교육 훈련을 통한 전문인력 양성 등 다섯 가지 측면에서 제시하였다.

  • 국유림경영(國有林經營)은 어느 나라를 막론(莫論)하고 그 사명(使命)과 경영목적(經營目的)으로 봐서 중요시(重要視)되고 있다. 한국(韓國)의 국유림(國有林)도 또한 한국경제(韓國經濟)의 비약적(飛躍的)인 발전(發展)에 따라 목림수요(木林需要)의 계속적(繼續的)인 증가(增加)로 국가적(國家的)인 사명(使命)과 산업경제적(產業經濟的)으로 더욱 중요(重要)한 위치(位置)에 놓이게 되었다. 그러나 지금(只今)까지 한국임정(韓國林政)의 주요목표(主要目標)가 산림자원(山林資源)의 보존(保存)과 국토보전기능(國土保全機能)의 회복(回復)에만 급급(汲汲)한 나머지 임업(林業)의 경제생산성(經濟生產性)을 높이는 산업정책적의의(產業政策的意義)가 적었음을 우리는 부인(否認)할 수 없다. 그리하여 한국(韓國)의 임업(林業)도 한국경제구조중(韓國經濟構造中)의 일환(一環)으로서 산업적(產業的)으로 발전(發展)시킬 필요(必要)에 직면(直面)하게 되어 국유림(國有林)도 합리적(合理的)인 산림시업(山林施業)에 기초(基礎)를 둔 산림생산력(山林生產力)의 증강(增强)이 절실(切實)하게 되었고, 그렇게 하므로써 결과적(結果的)으로 우수(優秀)한 산림(山林)이 조성(造成)되어 자연(自然), 산림(山林)의 국토보전기능(國土保全機能) 기타(其他)의 공익적기능(公益的機能)도 발휘(發揮)될 수 있을 것으로 본다. 한국(韓國)의 국유림(國有林)은 1908년(年) 임적계출시(林籍屆出時)의 역사적(歷史的) 소산(所產)으로서 그 후(後) 국토보존(國土保存)과 산림경영(山林經營) 학술연구(學術硏究) 기타(其他) 공익상(公益上) 국유(國有)로 보존(保存)할 필요(必要)가 있는 요존림(要存林)과 이에 속(屬)하지 않는 부요존림(不要存林)으로 구분(區分)하고 요존국유림중(要存國有林中) 국가(國家)가 직접(直接) 임업경영(林業經營)을 목적(目的)으로 하는 산림(山林)은 3개영림서(個營林署)에서 관리(管理)하고 있으며 기타(其他)는 각시도(各市道) 및 타부처소관(他部處所管)으로 되어있는데 국유림(國有林)은 1971년말현재(年末現在) 전국산림면적(全國山林面積)의 19.5%(1,297,708 ha)를 점(占)하고 있으나 임목축적(林木蓄積)은 전국산림총축적량(全國山林總蓄積量)의 50.1%($35,406,079m^3$)를 점(占)하고 연간(年間) 국내용재생산량(國內用材生產量)의 23.6%($205,959m^3$)를 생산(生產)하고 있는 사실(事實)은 한국임업(韓國林業)에 있어 국유림(國有林)이 점(占)하고 있는 지위(地位)가 중요시(重要視)되고 있는 이유(理由)이다. 따라서 국유림경영(國有林經營)의 성패(成敗)는 한국임업(韓國林業)의 성쇠(盛衰)를 좌우(左右)한다고 단언(斷言)할 수도 있을 것이다. 산림(山林)이 가진 모든 기능(機能)이 가 중요(重要)하지만 특(特)히 목재생산(木材生產)은 한국(韓國)과 같이 매년(每年) 막대(莫大)한 외재도입(外材導入)(1971년도(年度)는 $3,756,000m^3$ 도입(導入)에 160,995,000불(弗) 지출(支出))을 필요(必要)로 하는 임업실정(林業實情)임에 비춰 더욱 중요시(重要視)되고 이에 대처(對處)하기 위(爲)한 산림생산력(山林生產力)의 증강(增强)은 시급(時急)한 과제(課題)인 것이다. 그러나 임업생산(林業生產)은 장기생산(長期生產)이기 때문에 경제발전(經濟發展)에 따른 급격(急激)한 목재수요(木材需要)의 증가(增加)에 직시(直時) 대처(對處)하기 어려우므로 장기적(長期的)인 전망(展望)밑에 자금(資金)과 기술(技術)을 효과적(効果的)으로 투입(投入)하고 국유림경영(國有林經營)을 합리화(合理化)하고 능률화(能率化)하여 생산력증강(生產力增强)을 기(期)하여야 할 것이다. 한국(韓國)의 국유림사업(國有林事業)에는 기술적(技術的) 재정적(財政的)인 애로(隘路)와 인건비(人件費)의 증대(增大) 노임(勞賃)의 상승(上昇) 행정제경비(行政諸經費)의 증가등(增加等) 많은 난관(難關)이 가로놓여있다 하겠으나 앞으로의 국유림(國有林)의 발전여부(發展與否)는 사회(社會) 경제(經濟)의 발전(發展)에 적응(適應)한 기술(技術)과 경영방식(經營方式)을 채용(採用)할 수 있느냐 없느냐에 달려있다고 본다. 이러한 관점(觀點)에서 본조사연구(本調査硏究)에서는 한국(韓國)의 국유림경영(國有林經營)의 실태(實態)를 파악분석(把握分析)하고 불합리(不合理)한 문제점(問題點)들을 찾아서 정책적(政策的) 기술적(技術的) 재정적면(財政的面)에서 개선(改善)할 수 있도록 하는데에 본연구(本硏究)의 목적(目的)이 있다. 본논문작성(本論文作成)에 있어 국유림(國有林)의 각종통계(各種統計)는 산림청(山林廳)이 1971년말현재(年末現在) 산림기본통계(山林基本統計) 및 1973년도(年度) 산림사업실적통계(山林事業實績統計)에 의거(依據)하였고 기타(其他)는 현지영림서(現地營林署)에서 얻은 자료(資料)를 인용(引用)하였다. 논자(論者)는 본연구결과(本硏究結果) 다음과 같은 국유림개선방안(國有林改善方案)을 제시(提示)코저 한다. 1) 국유림조직기구(國有林組織機構)에 있어 영림서(營林署)의 증설(增設)로 집약적(集約的)안 국유림경영(國有林經營)을 도모(圖謀)하고 경영계획계(經營計劃係)를 과기구(課機構)로 강화(强化)한다. 2) 보호직원(保護職員)의 증원(增員)으로 1인당책임구역면적(人當責任區域面積)을 1,000~2,000ha 정도(程度)로 축소(縮小)시킨다. 3) 국유림경영(國有林經營) 일선책임자(一線責任者)인 영림서장(營林署長)의 빈번(頻繁)한 인사이동(人事異動)으로 일관성(一貫性)있는 경영계획실행(經營計劃實行)에 차질(蹉跌)을 가져오지 않도록 한다. 4) 경영계획업무(經營計劃業務)에 있어 부실(不實)한 계획(計劃)이 되지 않도록 충분(充分)한 예산(豫算)과 인원(人員)을 배정(配定)하여 기초적(基礎的)인 조사(調査)를 면밀(綿密)히 한다. 5) 1영림서(營林署) 1사업구원칙(事業區原則)을 현실(現實)시키고 1사업구면적(事業區面積)은 평균(平均) 2만(萬) ha 이하(以下)로 한다. 6) 장기차입금(長期借入金)으로 조속(早速)히 미립목지(未立木地)를 입목지화(立木地化)하고 활엽수림(濶葉樹林)의 수종갱신(樹種更新)과 활엽수림(濶葉樹林)의 이용방도(利用方途)를 개발(開發)한다. 7) 조림(造林) 및 양묘사업(養苗事業)의 기계화(機械化) 약제화(藥劑化) 방안(方案)을 강구(講究)하고 실천(實踐)하므로써 노동력(勞動力) 부족(不足)에 대비(對備)한다. 8) 보호사업(保護事業)에 있어 산화피해율(山火被害率)이 외국(外國)에 비(比)하여 막대(莫大) 하므로 제도변(制度面)이나 장비면(裝備面)에서 개선(改善)되어야 하고 방화선(防火線)의 설치(設置) 및 유지(維持)에 필요(必要)한 최소한도(最小限度)의 예산(豫算)을 확보(確保)한다. 9) 제품생산사업(製品生產事業)을 강화(强化)하고 생산(生產) 가공(加工) 유통(流通)을 계열화(系列化)하여 지원민(地元民)에게 경제적혜택(經濟的惠澤)을 준다. 10) 임도망(林道網)의 시설정비(施設整備)와 치산사업(治山事業)은 국유림자체(國有林自體)의 개발(開發)을 위(爲)해서나 지방개발(地方開發)을 위(爲)해서 필요(必要)하므로 일반회계(一般會計)의 부담(負擔)으로 추진(推進)한다. 11) 임업(林業)의 기계화(機械化)는 목재수요(木材需要)의 증대(增大)와 노력부족(勞力不足)에 따라 필연적(必然的)이므로 가계도입(機械導入) 및 국산화(國產化), 사용자(使用者)의 양성(養成) 및 기계관리(機械管理)에 만전(萬全)을 기(期)한다. 12) 노무사정(勞務事情)은 악화(惡化)할 것이 예견(豫見)되므로 임업노동자(林業勞動者)의 확보(確保) 및 복리후생대책(福利厚生對策)을 수립(樹立)한다. 13) 경제변동(經濟變動)에 따른 수지악화시(收支惡化時)에도 일정규모(一定規模)의 지출(支出)을 보장(保障)하기 위(爲)하여 잉여금(剩餘金)의 일부(一部)은 기금(基金)으로 확보(確保)하고 나머지는 확대조림(擴大造林) 임도사업등(林道事業等) 선행투자사업(先行投資事業)에 사용(使用)한다.
