Fair bandwidth allocations at routers protect adaptive flows from non-adaptive ones and may simplify end-to end congestion control. However, traditional fair bandwidth allocation mechanisms, like Weighted Fair Queueing and Flow Random Early Drop, maintain state, manage buffera and perform packet scheduling on a per-flow basis. These mechanisms are more complex and less scalable than simple FIFO queueing when they are used in the interi or of a high-speed network. Recently, to overcome the implementation complexity problem and address the scalability and robustness, several fair bandwidth allocation mechanisms without per-flow state in the interior routers are proposed. Core-Stateless Fair Queueing and Rainbow Fair Queuing are approximates fair queueing in the core-stateless networks. In this paper, we proposed simple Layered Fair Queueing (SLFQ), another core-stateless mechanism to approximate fair bandwidth allocation without per-flow state. SLFQ use simple layered scheme for packet labeling and has simpler packet dropping algorithm than other core-stateless fair bandwidth allocation mechanisms. We presente simulations and evaluated the performance of SLFQ in comparison to other schemes. We also discussed other are as to which SLFQ is applicable.
The unbalance between system ergodic sum rate and high fairness is one of the key issues affecting the performance of non-orthogonal multiple access (NOMA) system. To solve the problem, this paper proposes a power allocation algorithm to realize the ergodic sum rate maximization of NOMA system. The scheme is mainly achieved by the construction algorithm of fair model based on α fair utility function and the optimal solution algorithm based on the interior point method of penalty function. Aiming at the construction of fair model, the fair target is added to the traditional power allocation model to set the reasonable target function. Simultaneously, the problem of ergodic sum rate and fairness in power allocation is weighed by adjusting the value of α. Aiming at the optimal solution algorithm, the interior point method of penalty function is used to transform the fair objective function with unequal constraints into the unconstrained problem in the feasible domain. Then the optimal solution of the original constrained optimization problem is gradually approximated within the feasible domain. The simulation results show that, compared with NOMA and time division multiple address (TDMA) schemes, the proposed method has larger ergodic sum rate and lower Fairness Index (FI) values.
Fair bandwidth allocation (FBA) has been studied in optical burst switching (OBS) networks, with the main idea being to map the max-min fairness in traditional IP networks to the fair-loss probability in OBS networks. This approach has proven to be fair in terms of the bandwidth allocation for differential connections, but the use of the ErlangB formula to calculate the theoretical loss probability has made this approach applicable only to Poisson flows. Furthermore, it is necessary to have a reasonable fairness measure to evaluate FBA models. This article proposes an approach involving throughput-based-FBA, called TFBA, and recommends a new fairness measure that is based on the ratio of the actual throughput to the allocated bandwidth. An analytical model for the performance of the output link with TFBA is also proposed.
In this paper, a new enhanced early fair rate allocation(EFRA+) algorithm is proposed for ATM switches supporting ABR service. The central issue of explicit rate control algorithms for ABR service is the computation of max-min fair rates for every connection. The EFRA+ inherits the main feature of the EFRA, uses the connection control information during the connection setup to prevent potential congestion in switches, and enhances the computation method of the max-min fair rate.
The purpose of this paper is to suggest a rational cost allocation method that is efficient and fair. Cost allocation by taking cooperative game theory shows fair allocation considering marginal cost by ship type. Current berth occupancy charging method can not recover quay construction costs. Because it levies charges according to berthing time and tonnage of ships without considering the recovery of quay construction costs. And there are also cross subsidies among ships. This paper suggests the cost allocation method of cooperative game theory as a fair and efficient method.

In this paper, a cross-layer resource allocation mechanism is proposed for wireless multimedia service. In particular, a game theory based on quality of service (QoS) for multimedia users is introduced to deal with the fairness of network resource allocation in wireless networks. Moreover, the channel states of wireless users are additionally regarded under the cross-layer design in WiMAX environment. In details, the bargaining solution is adopted to discover the efficient and fair resource allocation strategy for multimedia service in considering QoS in the peak signal-to-noise ratio (PSNR) and the channel states in the carrier-to-interface ratio (CINR). The proposed mechanism is illustrated and evaluated by simulation results of transmitting video sequences in WiMAX environment.

The WiMedia alliance has specified a distributed medium access control (WiMedia MAC) protocol based on ultra wideband (UWB) for high data rate WPANs (HR-WPANs). The merits of WiMedia MAC such as distributed nature and high data rate make it a favorite candidate in HR-WPAN. Although QoS parameters such as the range of service rates are provided to a traffic stream, the WiMedia MAC is not able to use the QoS parameters and to determine or adjust a service rate using the QoS parameters for the traffic stream. In this paper, we propose a fair and adaptive resource allocation method that allocates time slots to isochronous streams according to QoS parameters and the current traffic load condition in a fully distributed manner. Although the traffic load condition changes, each device independently recognizes the changes and calculates fair and maximum allowable service rates for traffic streams. From the numerical and simulation results, it is proved that the proposed method achieves high capacity of traffic streams and fair QoS provisioning under various traffic load condition.

In the Internet, to guarantee transmission rate and delay and to achieve fair bandwidth allocation, many per-flow scheduling algorithms, such as fair queueing, which have many desirable properties for congestion control, have been proposed and designed. However, algorithms based on per-flow need maintain rate state, buffer management and packet scheduling, so that it cost great deal : implement. Therefore, in this paper, to implement routers cost-effectively, we propose CS-FNE algorithm based on FNE in Core-Stateless network We evaluate CS-FNE comparing with four additional algorithms i.e., CSFQ, FRED, RED and DRR, in several different, configurations and traffic sources. Through simulation results, we show that CS-FNE algorithm can allocate fair bandwidth approximately and is simpler and easier to implement than other per-flow basis queueing mechanisms.

In this paper, we propose an ASA(Aggressive Subchannel Allocation) algorithm, which is an effective dynamic channel allocation algorithm considering all user's channel state to maximize downlink sector throughput in OFDMA system. We compare an ASA algorithm with Round Robin, ACG(Amplitude Craving Greedy), RCG(Rate Craving Greedy) and GPF(General Proportional Fair) in the 2-tier environment of FRF(Frequency Reuse Factor) 1 and then analyze the performance of each algorithms, through compute simulation. Simulation results show that the proposed ASA algorithm gets 58 %, 190 %, 130 % and 8.5 % better sector throughput compared with the Round Robin, ACG, RCG and GPF respectively.

This paper proposes a data stream allocation technique for fair capacity performance in multiuser multiple-input multiple-output (MIMO) systems using block diagonalization (BD) algorithm. Conventional studies have been focused on maximum sum capacity. Thus, there is a very large difference of capacity among users, since user capacity unfairly distributed according to each user channel environment. In additional, poor channel user has very small capacity, since base station allocates the power by using water-filling technique. Also, almost studies limited itself to obtain the additional gain by using the same number of data streams for all users. In this paper, we propose the technique for maximizing sum capacity under the fair performance constraint by allocating data stream according to user channel environment. Also, proposed algorithm has more gain of sum capacity and transmit power than conventional equal allocation via computer simulation.
