일반용 저압전기설비의 안전등급제 도입에 관한 연구 (A Study on Improvement of Safety Management of Low Voltage Electrical Equiment)

  • With the purpose of instilling an awareness of the safety of users of electrical equipment and inducing voluntary facility improvement through the safety rating system for general low voltage electrical equipment, simulation and field application of the safety rating of general low voltage electrical equipment were conducted. For the introduction and application of the safety rating system for general low-voltage electrical equipment, data related to domestic safety was investigated and analyzed, cases of introduction in other fields were reviewed, and for design, the 4M risk assessment method of the Korea Occupational Safety and Health Agency and the cases of safety index development in Korea were analyzed and standardized. Safety rating system simulations were conducted for general low-voltage electrical equipment, and problem improvement measures were prepared by analyzing the results through on-site verification and simulation applied to the initial design. Design standards for the introduction of the safety rating system for general low-voltage electrical equipment were prepared, and 394 youth training facilities were applied to the field to see if the design standards were practically applicable to the field. With the application of the safety rating system for low-voltage electrical equipment for general use, youth training facilities that had been classified as 'appropriate' were able to induce an upgrade to a higher level through voluntary facility improvement according to the application of grades (A to E). As a result of inducing voluntary repair projects based on the results of the 1st and 2nd inspection of youth training facilities, it was confirmed that 86 facilities received grade A, 225 facilities received grade B, and only 311 facilities received grade A to B out of a total of 394 facilities, and there was no grade E.

  • 최근 화재나 지진 등의 대규모 재난에 대한 위험이 증가함에 따라 효율적인 재난의료대응을 위한 자원관리체계가 요구된다. 이를 위해 행정안전부에서 재난관리자원 공동활용시스템 구축을 완료하였으나, 응급의료시설관련 자원은 에어텐트와 음압텐트가 장비로 분류되어 관리되는 등 투입시점, 존치기간, 운송 및 설치 방법과 같은 시설특성을 반영한 관리체계는 구축되어 있지 않고 있는 실정이다. 따라서 본 연구에서는 현재 재난관리 공동활용시스템에서 자재와 장비로 구분하여 관리하고 있는 재난관리자원의 효율적 관리를 위해 응급의료 시설자원을 고려한 응급의료 시설자원 관리 개선방안을 제시하고자 한다. 재난현장 응급의료 시설자원은 장비로 분류되는 의료자원과의 복합적인 연계를 통해 관리되어야 하므로, 현재 자재와 장비로 분류되어 관리되고 있는 재난관리자원 공동활용시스템에서의 반영이 요구되며, 재난관리자원 투입에 따른 금액을 고려한 시설구축방안에 대한 연구가 추진되어야 할 것으로 판단된다.

효율적인 빌딩 관제를 위한 표준설비 인터페이스 설계 (Design of Standard Facility Interface for Efficient Building Control)

  • Recently, the necessity of rapid response to social problems such as disasters and quarantine arising from the complex and diverse social structures has emerged. As the number of large buildings increases, large-scale human damage is expected in the event of a disaster such as fire. To solve this problem, efficient control must be achieved through interfacing with various equipment and facilities installed inside the building. In this paper, we intend to study the interface method for various facilities in the building for efficient control. In detail, the facility standard model is defined by examining the status and specification of building. In addition, we intend to design and propose a standard facility communication data frame to support the protocol applicable to this model.

  • This article is focusing on the improvement of weapon system test & evaluation, aimed at the weapon system in the research development stage. This article suggests improvement directions in three aspects(organization and system, skilled manpower and technology, test facilities of weapon system test & evaluation) as follows. 1) Weapon system test & evaluation organization and system a. Establishment of comprehensive test & evaluation system b. Making regulation for comprehensive test infrastructure management. c. Standardization of test & evaluation process, which can be used in special subject to army, navy and air force. 2) Skilled manpower and technology of weapon system test & evaluation a. Training & education, management of test & evaluation experts. b. Establishment of skill management system of test & evaluation. 3) Test facilities of weapon system test & evaluation a. Establishment of comprehensive improvement direction of test & evaluation installation and equipment. b. Consideration of counter measures to prevent overlapping investment, and to use the test & evaluation resources efficiently. c. Establishment of organic network for the effective use of test & evaluation installation and equipment. d. Establishment of detailed cooperation plan for the commonage of test & evaluation facility and equipment.

양곡부두의 체선율 감소를 위한 부두 장비 및 사일로 스케줄링 연구 (Facility scheduling problem in Grain terminal for reducing demurrage rate)

  • 항만의 생산성과 서비스수준을 측정하는 가장 중요한 척도중의 하나는 체선율이라고 할 수 있다. 현재 부산 북항 양곡부두의 경우도 체선율이 상당히 높은 수준으로 인식하고 있으며 이를 개선하기 위해 운영상 많은 노력을 기울이고 있다. 체선율을 줄이기 위해서는 하드웨어 측면읜 시설의 확충, 노후 장비의 교체 등과 같은 방법이 있고, 소프트웨어 측면인 운영상 장비의 할당 규칙, 배정 순서의 변경 등과 같은 운영적인 방법이 있다. 선박의 체선을 줄이기 위해 선석을 확충하거나 장비를 추가로 확보하는 방법이 자금적인 이유를 비롯하여 현실적으로 가능하지 않다면 운영적인 방법을 통하여 체선율을 줄이는데 도움이 될 수도 있을 것이다. 따라서 이 논문은 부산 북항 양곡부두의 장비와 기본적인 운영 방식을 모델로 하여 체선율, 즉 작업 시간을 줄이기 위한 장비의 할당 규칙 및 사일로 할당 규칙에 관한 여러 가지 운영 방식을 비교 분석하여 보도록 한다.

푸드서비스시설의 주방 설비 산정 매뉴얼 개발: 설렁탕 전문 식당 사례 적용 (Developement of a Design Manual for Kitchen Facility in Foodservice Outlets: A Case Study on a Seolleongtang Specialized Restaurant)

  • Concerns regarding work and food safety in foodservice operations are growing. The purpose of the study is to suggest guidelines for designing foodservice facilities, including school foodservices and Korean restaurants. A case of a franchise restaurant specializing in a Korean food item, Seolleongtang, was used to explain the facility design. The contents of the manual included ways to determine space allocation, calculate the application of utilities and the diameters of supply utility pipelines, and suggestions on how to decide on air conditioning equipment. The standards of the American Gas Association and the Japan Foodservice Equipment Association (JFEA) were applied to design the restaurant space. The JFEA standards and knowledge based on experience and statistics were applied to calculate the usage of utilities like fuel and water. The standards of JFEA and the Society of Heating, Air-Conditioning, and Sanitary Engineers of Japan were applied to calculate the diameters of the water supply and drainage pipelines. For the setting of the heating, ventilation, and air conditioning systems, three ways to carry out the calculation of effective ventilation were explained, as well as options to dicide the standard parameters of the duct and ventilation fans. This manual can contribute to the design of effective and efficient foodservice facilities and help secure the work safety of foodservice employees thereby ensuring food safety.

전국 보건소 물리치료실 운영 실태와 활성화 방안 (Improving Physical Therapy Services of Health Centers in Korea)

  • The purpose of this study are ( i ) to examine operating situation of physical therapy department and job satisfaction of physical therapists in health centers, (ii) to analyze utilization patterns and patient satisfaction of physical therapy services among health center visitors, and finally, (iii) to suggest policy implications in facilitating improvement on physical therapy services of health centers. The materials are collected from 105 physical therapists among nationwide health centers and 203 patients of 5 health centers in Pusan, Korea. The survey is conducted from February 13 to March 30, 1996 with a structured self - administered questionnaire. Major results of the study are as follows. First, the result of regression analysis between job satisfaction and affecting factors identify following variables as the significant determinants; self-development(+), job itself(+), and co-worker support (+). Second, the current operating situation of physical therapy department shows such problem as; i )shortage and unstable job security of physical therapists, ii )absence of rehabilitation specialist, iii )lack of understanding on physical therapy of co-workers, iv)shortage of physical therapy equipment and facility, v)burdensome task of physical therapists, and vi) inappropriate purchase process of equipment. Third, patient satisfaction for physical therapy services are revealed relatively high. And the result of regression analysis between patient satisfaction and affecting factors identify following variables as the significant determinants; credibility of physical therapist(+), satisfaction for waiting time(+), cleanliness(+). Fourth, the patients appeal about physical therapy services such problem as; i) shortage of physical therapists, physical therapy equipment, and facility, ii) inconvenient administrative procedure for utilization physical therapy services. Fifth and last, recommendations for the improvement of physical therapy services of health centers are as follows; i )recruiting more physical therapists, ii )regular employment of physical therapists instead of daily use employment, iii )re-arrangement of facility for patient's convenience, iv )establishing reasonable purchasing system of equipment for physical therapy, v) reforming administrative procedure for patient focused care.

국방연구시설장비 정보시스템(DRES)을 통한 국방연구시설·장비 관리 방안 연구 (Research on management plan of Defense Facilities and Equipments through DRES)

  • 세계 주요 국가들은 미래성장 동력 육성과 신기술 확보를 위하여 국가차원의 R&D 지원을 확대하고 있으며, 우리나라에서도 R&D 투자 규모를 지속적으로 확대하고 있다. 또한, 우리나라의 국가 R&D의 규모와 GDP 대비 면에서 세계 최고수준에 이른 상황이여서 R&D예산의 양적인 확대와 함께 효율적인 활용이 더욱 중요해지고 있다. 이러한 흐름에 따라 정부R&D혁신방안('15.5)의 주요 과제 중 세부실행과제로 '연구시설 장비 활용도 제고'가 선정되었다. 본 연구에서는 현재 구축중인 국방연구시설장비 정보시스템(DRES)를 통해 국방분야 연구시설장비의 관리방안을 연구하였다. 이를 위해 현재 국가차원의 연구시설장비 관리절차를 파악하였고 기존 국방분야 연구시설 장비의 관리현황과 문제점, 관련규정을 분석하였다. 이러한 분석 설계를 통하여 국방분야 연구시설 장비를 관리할 수 있는 정보체계를 설계 분석하였으며 이를 통해 관리방안을 연구하였다.

공급과정 수질개선을 위한 잔류염소 균등화 효과분석 (Analysing the Effect of Residual Chlorine Equalization for Water Quality Improvement in Water Distribution System)

  • This study attempts to draw factors for an analysis of the operation effect of a rechlorination facility and autodrain equipment for residual chlorine equalization by installing and operating a rechlorination facility and autodrain equipment in P City and analyzing the practical evaluation method and operation effect. For this purpose, this study selected three indicators for an analysis of the effectiveness of residual chlorine equalization and conducted a comparative analysis before and after the implementation of the residual chlorine equalization. As a result of estimation, (1) the reduction of the residual chlorine concentration range from a water treatment plant to the pipe end was 16.0%; (2) the total reduction of chlorination input was 18.0%; and (3) the reduction of the generation of disinfection by-products was 19.5%. In addition, this achieved enough residual chlorine equalization in the supply process and shows that it could successfully achieve the economic feasibility of investment in equipment and the reduction of the generation of disinfection by-products. Like this, it is judged that the three indicators suggested in this study will be used sufficiently as indicators of an analysis of the effectiveness of residual chlorine equalization according to the operations of the rechlorination facility and autodrain equipment.

전국의 대피시설 실태조사를 통한 민방위 대피시설 표준 정립 모델 구축 연구 (A Study on Civil Defense Evacuation Facilities)

  • 현재 우리나라에 설치되어 있는 민방위 대피시설을 조사하여 그동안 시설 지정에 치우쳐왔던 민방위 대피시설 운영 실태를 파악할 필요가 있다. 본 연구의 목적은 현 민방위 대피시설에 대한 시설설비, 관리 등의 조사 및 문제점 분석을 통해 민방위대피시설의 실태를 분석하고 이를 바탕으로 민방위대피시설의 표준 정립모델을 구축하는 것이다. 본 연구의 결론은 다음과 같다. 첫째, 민방위 대피시설은 지역별로는 서울에 가장 많이 분포하고 있고, 시설별로는 아파트주차장의 빈도가 가장 높다. 둘째, 민방위 대피시설이 주기적으로 점검을 하고 있는 것으로 나타났으나 시설별 점검회수가 일정하지 않고 체계적인 점검이 이루어지고 있는 것으로 보기 어렵다. 셋째, 유선전화, CCTV, 이동통신설비, 방송설비 등 통신시설이 없는 대피시설이 많은 것으로 나타나 비상 상황시 외부와의 연락에 어려움이 예상된다. 넷째, 종합적으로 보면 현재 수도권 및 대도시 중심으로 2000년 이전에 건축되어 비교적 노후한 대피시설이 많은 것으로 보인다. 정립모델안은 위치, 규모, 수용인원, 인접시설과의 거리, 독립공간 유무, 개구부, 계단, 진입방식, 시설관리, 안내시설, 전기시설, 통신시설, 소방시설, 냉난방시설, 급배수시설, 위생시설 측면에서 필수 사항을 정리하였다.
