항행안전시설 안전문화에 대한 안전성숙도가 운영성과에 미치는 영향에 관한 연구 (A Study on the Effect of Safety Maturity on Operational Performance of Navigational Aids Facilities Safety Culture)

  • 항행안전시설은 유선통신, 무선통신, 인공위성, 불빛, 색채 또는 전파를 이용하여 항공기의 항행을 돕기 위한 시설로 악기상 상태에서도 항공기가 안전하게 운항할 수 있도록 각종 정보를 제공하는 시설이다. 항행안전시설은 항공기 운항의 모든 과정에서 이용되는 시설이며, 동 시설에 문제가 발생하는 경우 항공기 운항의 지연, 결항 발생 및 대형 항공사고로 이어져 막대한 인명과 재산피해를 불러올 수 있다. 항행안전시설 관리운영에 있어 안전문화에 대한 안전성숙도에 따라 여러 가지 성과를 가져오게 될 것이다. 본 연구의 목적은 항행안전시설의 관리 운영에 있어 안전문화에 대한 안전성숙도가 조직원 성과, 고객 성과 및 사회적 성과 등의 운영성과에 미치는 영향을 조사하는 것이다. 구조 방정식 모델을 이용하여 분석 결과를 제시하였으며, 그 의미는 결론에 제시하였다.

온실가스 감축 전략의 성과평가 - 지자체 환경기초시설 사례 - (Assessment of GHG Reduction Strategy - A Case of Environmental Facilities of Incheon City -)

  • The study focuses on 32 environmental facilities in Incheon Metropolitan City, South Korea, categorizes them by sector: sewage treatment, wastewater treatment, incineration, landfill, water purification, and water supply. Their GHG reduction results are analyzed through quantitative and qualitative measures for 2012 to 2015. The study surveys and examines GHG reductions of the environmental facilities for two categories - facility operation and management. The findings are as follows: First, the GHG reduction rate, an emission-to-allocation ratio, from 2012 to 2015 is 89.67%. Second, GHG reductions coming from qualitative measures of facility management are even greater than those from quantitative measures of facility operation. Third, GHG reductions through facility operation are mostly attributable to overhauls, less use of facilities, resources recycling, process improvement rather than the betterment of fuels, facilities and energy efficiency. Fourth, higher reduction can be achieved by effective facility management, qualitative measures.

초등학교 복합화시설 모니터링 평가연구 - 서울시 초등학교를 중심으로 - (A Study on the Monitoring Evaluation of Elementary School Complex Facilities - Focusing on Elementary Schools in Seoul -)

  • The purpose of this study is to provide an remodification method for elementary school complex facilities in Seoul Metropolitan city. This study analyzes the questionnaire survey for 568 entire elementary schools and the questionnaire survey for school facility complex project operated 44 elementary schools. Then the result of this study was deduced from the comparison between the 568 entire survey data and 44 survey data in terms of the cognition of school facility complex project, the required type of facility and the problems of complex facility maintenance and operation. Four major findings were revealed as the result of research. First, there is a very high agreement with the school facility complex projects. Second, it was need that the process of planning and design was remodified to enhance participation of parents of students and local residents for selecting an appropriate complex facility. Third, education environment and student safety should be protected from any other school facility complex environments. Fourth, an agreement and regulation is needed for more effective maintenance and operation of school complex facilities.

  • This study investigated the public use of Myeon Location in Jeollanam - do where the population is at risk of declining. And discussed the rational provision and coordination of public facilities as a guarantee of fundamental rights. As a result of the study, the rational supply and adjustment directions of public facilities are as follows. First, there are problems such as high availability of management, finance, shopping, and health facilities, lack of culture, leisure, community facilities, and weakening of center function. Therefore, in the continuing declining population situation, face management, safety and health facilities should be upgraded to multifunctional facilities, and utilization efficiency and integration should be promoted. In addition, town center rehabilitation should be centered on multifunctional facilities. In addition, elementary schools will have to utilize and preserve them to take advantage of local cultural values as nostalgia storing place that provide incentives for young people and elementary school children in the future. Second, in order to cope with population decline, public facilities need to strengthen public services through complexity and multifunctionality, wide-area operation with neighboring areas, and user-centered operation management.

최근 세입·세출 분석을 통한 우리나라 수도사업의 현황 및 개선방안 (Current Status and Policies for Improvement of Korean Water works Based on the Analyis of Revenue and Operation Costs)

  • To understand the financial situation of waterworks, the revenue and operation cost from 1996 have been analyzed. The budget of waterworks was 3,775 billion won in 1996 and grew up to 5,774 billion won in 2007. The budget has grown about 1.53 times during 11 years. Based on 2007, total cost for supplying water, rehabilitating old facilities and returning debt and its interest was 4146 billion won. The cost was recovered by 2,825 billion won of water revenue, 827 billion won of various fees revenue, 571 billion won of financial grant and 89 billion won of loan. Until 2007, the 15.3% of operation cost for waterworks was covered by government grant and loan. The renovation cost for old non-efficient facilities was 1,356 billion won in 1996 and was 1,486 billion won in 2007. The renovation cost was not increased remarkably during 10 years. Since the total operation cost was increased about 1.5 times, the percentage for renovating old facilities was decreased from 36% to 25.7%. This trend need to be alerted because the renovation has been slow down when the facilities for water supply need more rehabilitation.

대안교육 지역특성화학교의 시설 및 이용현황 조사연구 (A Study on the Architectural Facilities Utilization of Regional Specialized Schools for Alternative Education)

  • Ministry of Education and Human Resources presented on December, 2006, 'Alternative school establishment and operation regulation' of contents that can be recognized attainments in scholarship because is authorized if alternative schools fulfill fixed condition. Even though, one time, it was true that several opinions which try to limit to adaptation school of person disqualified for school, thus, various discussion and efforts that specialized school for alternative education does to grow are appearing. However, the expectation which a lot of non authorized schools will apply is not so high because specialized school for alternative education will be controlled in free curriculum and school operation that have been administered and can not be guaranteed school's sell-regulation if acquire legal authorization. Under such social and educational background I surveyed present condition, law, system, literature investigation of existing study, Japanese system and example and authorized two sample specification schools etc. through 'A Basic Study on the Optimum Facilities Criteria Modeling of Regional Specialized Schools for Alternative Education(2006. 10)'. This study was preceded the succession and I visited 17 schools that permit investigation opening of schools among 29 that is authorized until present. So I try to find out architectural planning criteria to activate specialized school for alternative education more through analyzing school's general present condition, establishment idea, operation and specialized education plan, facilities present condition and characteristic.

  • 낙동강 하류 지역에는 합천 창녕보, 창녕 함안보, 낙동강하굿둑 좌안배수문 그리고 우안배수문의 수자원시설이 건설되어 운영되고 있다. 원거리에 위치한 각각의 시설물을 연계하여 통합 운영하는 것은 국가 수자원의 관리와 설비 운영의 효율과 효과 측면에서 중요하다. 이러한 이유로 ICT 기술을 활용하여 개별 시설물을 유기적으로 운영할 수 있는 시스템 구현을 계획하고 실행하였다. 부산 낙동강하굿둑 인근에 위치한 K-water 낙동강통합물관리센터에서 개별 시설들을 통합 운영할 수 있는 시스템을 구축하여 효율적인 수자원관리와 운영비용 절감 등의 상당한 기대효과가 있을 것으로 사료된다.

도서관과 학생수련시설에 대한 교육시설 안전인증 요소의 확대적용 방안 연구 (A Study on the Expanded Application of the Educational Facility Safety Certification Toward Libraries and Student Training Facilities)

  • 안전하고 쾌적한 교육환경 조성 및 교육 질 향상을 위하여, 2021년 「교육시설 등의 안전 및 유지관리 등에 관한 법률」이 제정되었다. 이에 따라 「교육시설 안전 인증 운영 규정」이 수립되었으며, 유치원, 초·중·고등학교 및 특수학교, 대학 및 기타 교육시설의 특성에 따라 3가지 유형으로 분류되어 평가되어진다. 기타 교육시설에는 도서관, 학생수련원이 포함된다. 하지만, 학생수련원, 도서관은 수련, 독서 등의 특수 활동이 발생하는 시설로 학교와 차이점을 두고 있다. 때문에 학생수련원 도서관 시설만의 특수성이 「교육시설 안전 인증 운영 규정」에 반영될 필요가 있다. 이 연구는 기타시설에 해당되는 학생수련원과 도서관의 특수성을 「교육시설 안전 인증 운영 규정」이 어떻게 반영하고 있는지에 대한 분석이 수행되었다. 선행 인증제도 및 가이드라인과 비교 분석되었으며, 현장 조사방법이 이용되었다. 최종적으로 도서관과 학생수련원에 대하여 각각 9가지의 세부 기준 검토가 필요한 것으로 확인되었다.

운전성 유지를 위한 파이프랙의 한계상태와 지진취약도 (Limit States and Corresponding Seismic Fragility of a Pipe Rack for Maintaining Operation)

  • Unlike other facilities, maintaining processes is essential in industrial facilities. Pipe racks, which support pipes of various diameters, are important structures used in industrial facilities. Since the transport process of pipes directly affects the operation of industrial facilities, a fragility curve should be derived based on considering not only the pipe racks' structural safety but also the pipes' transport process. There are several studies where the fragility curves have been determined based on the structural behavior of pipe racks. However, few studies consider the damage criteria of pipes to ensure the transportation process, such as local buckling and tensile failure with surface defects. In this study, an analysis model of a typical straight pipe rack used in domestic industrial facilities is constructed, and incremental dynamic analysis using nonlinear response history analysis is performed to estimate the parameters of the fragility curve by the maximum likelihood estimation. In addition, the pipe rack's structural behavior and the pipe's damage criteria are considered the limit state for the fragility curve. The limit states considered in this paper to evaluate fragility curves are more reasonable to ensure the transportation process of the pipe systems.
