An Assessment of Records Management Practice in Selected Local Government Councils in Ogun State, Nigeria

  • What government does/fails to do is conveyed to the public largely by records and information of various types in the public service, without which there will be no government. When records are poorly managed, much time is involved in sorting and locating needed information from large volumes of records. The rate of records misplaced or lost from which useful information for decision making is usually obtained makes it difficult to provide concise and up-to-date records of both past and present operations, raising the challenge of effective record-keeping. Thus this study examined records management practices in selected local government councils in Ogun State, Nigeria, adopting the descriptive survey research method using questionnaires for data collection. Its population comprised 415 records of personnel in the selected councils, of which 208 were sampled using simple random technique. From the 208 copies of the questionnaire administered on the registry personnel, 150 copies were useable, with a 72.12% response rate. Descriptive statistics were used for the analysis. The results indicated a prevalence of paper as the dominant medium for recording/conveying information in the councils with most of these being either in active state, semi-active, and vital and were kept and maintained in the registry, while in-active records were kept in the records store. Storage facilities for record-keeping were insufficient. Security measures against unauthorized access to records were by restrictions and subject users to managerial clearance. The study concluded that council records were in chaos and recommended the formulation of coherent records management policy, adequate budgetary provision, and adequate finance.

  • In concept, such as the backup of wired network and disaster prevention network of water treatment measurement and control system, reliability and security of high level of sending and receiving data between the nodes must be ensured in Ad-hoc network construction. If simple menu item changes or the addition of check items are necessary on GUI menu of existing test equipments for military facilities that are programmed by using RAD tools such as Visual C++, they should go through complex steps, such as numerous conducting steps, coding, flash design modification, recompiling and distribution. It is cumbersome process and waste much time. Also, on implementing them, it was worried about leaking secrets because a number of military security considerations were included. To solve such as the above problem, we proposed commercial RIA technologies and a COTS fault diagnostic knowledge-based system that implemented by the XML data design technique in this research. The proposed approach solves the problem of existing methods, reduced inspection time, and improved performance, usability, and maintainability.

Case Study of Assisted Living Facility (ALF) as a 'Home' (집'으로서의 노인보호주택 사례연구)

  • The purpose of this study was to examine the features that make residents feel “at home” in ALFs in Southwest Virginia and to suggest further policy and design guidelines for better Quality of ALFs as a “home.” For this purpose, residents' needs, experiences, and opinions of the physical environment, the social environment, and the organizational environments such as policies and programs of ALFs were identified. As a multi-case study, five ALFs in Southwest Virginia were studied using constant comparative methos of data analysis. In addition to face-to-face interviews with 25 residents and five administrators of five ALFs, observations were conducted with personal journal. Overall, the five sites selected presented homelike features showing the philosophy of assisted living which combines housing and services. Each facility was designed to be a single-family house or multi-family dwelling in outside appearance. As a whole, residents felt isolation and loneliness and they did not have active interaction with other residents because of diverse background among the residents. However, all of them had close relationships with the staff. The staff's attitude and behavior seemed to influence greatly the residents' feeling “at home.” Despite the provision of diverse activities by the facilities, many residents did not participate in the programs. Most of the residents agreed that the rule and regulations were fair. In spite of high satisfaction with the facility, many people did not think of their current dwelling as a real ‘home.’ As the biggest difference between living in their own homes and living in the ALF, people pointed out a lack of independence, freedom, and autonomy. Residents of ALFs may have reordered their priorities in their current life situation so that safety, security, and care were more important to them than feeling “at home.” Among the three factors --physical, social, and organizational-- that affect the residents' perception of ALFs as a “home, ” many emphasized the importance of social factors such as relationships with the staff and residents, and social support from their family or friends.

Performance Analysis of 2-Stage Compression and 1-Stage Expansion Refrigeration System using Alternative Natural Refrigerants (암모니아 대체 자연냉매를 이용하는 2단압축 1단팽창 냉동시스템의 성능예측)

  • In this paper, alternative natural refrigerant R290(Propane), R600(Butane), R717(Ammonia), R1270(Propylene) for freon refrigerant R22 were used working fluids for 2-stage compression and 1-stage expansion refrigeration system. The operating parameters considered in this study included evaporation temperature, condensation temperature, subcooling degree, superheating degree, mass flow rate ratio of inter-cooler. The main results were summarized as follows : The COP of 2-stage compression and 1-stage expansion refrigeration system increases with the increasing subcooling degree and mass flow rate ration of inter-cooler, but decreases with the increasing evaporating temperature, condensing temperature and superheating degree. Therefore, subcooling degree, mass flow rate ratio of inter-cooler of 2-stage compression and 1-stage expansion refrigeration system using natural refrigerants have an effect on COP of this system. The COP of natural refrigerants was higher than the COP of freon R22 in this study, so points to be considered are the security, the attached facilities for natural refrigerants than COP.

With this actuality, sea advanced nation of EU, USA, Japan that has been apply for developing AtoN AIS equipment that is connected equipment of technology standard in IALA. Because of it is expected to depend equipment in income, that is required to domestic technology of the AtoN AIS. This paper is targeted to development that is suitable automation AtoN AIS equipment in environmental peculiarity for constructor AtoN operating administration center. It has been realization send protocol for information interchange.

Improvement Study abroad School Safety Analysis (국내외 학교안전 실태분석을 통한 개선방안 연구)

  • In hosting outdoor activities and school trips, safety issues are gaining serious attention lately. In addition to Sewol ferry tragedy and an incident at Kyungjoo Mauna Resort, there have been grown problems related to this crucial factor. This research analyzes negligent accidents occurred from domestic and foreign schools and aims to provide effective safety education and policy through comparative analysis between domestic and foreign cases. We mainly relied on documents such as newspapers, internet articles and legal papers to investigate cases and cooperated with relevant government departments for collecting references and setting agenda for safety supervision. The analysis on both domestic and foreign cases revealed that students abroad receive opportunities for first-hand experience regarding safety and systematic education, as safety maintenance is prioritized. Based on this culture, safety education should be habituated domestically, while participatory safety programs that students can actively involve must also be devised. Moreover, through preparation of entertaining contents such as SNS game programs, skits and activities employing multiple facilities and vehicles at school safety education, we must induce students to actively participate in the program with interests.

  • The The purpose of this study is to develop survival kit prepared at the outbreak of the civil defense situation and to explore ways to ensure the safety and well-being of the people. Consider the civil defense shelters in a short two hours, from six days to live long, emergency life support food and other items needed for the basic right to life of the facility users. Minimum survival kit per capita personal weight 4.85kg, state and local governments (the government) is 2.65kg. They consists of a total of 26 items in eight categories such as food, clothing, CBR supplies, cold winter supplies, personal hygiene supplies, medicines, tools, communication supplies.

  • The domestic demand of natural gas has increased continuously due to the sudden rise of oil price and regulations on greenhouse gas to global warming. In order to improve the supply security of natural gas market in Korea, the agreement on supply of pipeline natural gas (PNG) in Russia was signed between Gazprom and Korea Gas Corporation in 2008. If the supply plan of Russian natural gas is realized, underground storage facilities would be required in order to balance supply and demand of natural gas because the gas demand is concentrated in the winter. This study investigated the safety of the storage facility in quantitative way considering several design parameters such as gas pressure, depth of the storage cavern, rock condition and in-situ horizontal stress ratio. Two dimensional stress analyses were conducted using axi- symmetry condition to examine the behavior of cavern depending upon suggested design parameters. Results showed that the factor of safety, defined as the ratio of 'shear strength'/'shear stress', was largely affected by the depth, rock class and gas pressure but was insensitive to the coefficient of lateral pressure(Ko).
