A Study of the Reasonable Space for Each Person about Inner Evacuated Facility (대피시설의 1인당 적정 수용면적에 관한 연구)

  • Since the late 19th century, the annual average temperature of the Earth has risen due to excessive emission of greenhouse gases, and abnormal weather phenomena such as heavy rain and heavy snowfall have been increasing frequently all over the world. In a city with high population growth due to high economic growth, fire and terrorist accidents can cause serious property damage and human casualties. The purpose of this study is to propose the need for evacuated facilities to protect victims, and suggest adequate shelters' size which can be protectable them. In spite of the Ministry of Public Safety and Security designated 3.3 square meters of per capita capacity, they does not specify the basis about setting this criterion.

  • How to make use of the surplus labor force is the key problem referring to success or failure of new rural building in China. The purpose of the paper is to know exactly that what the problems to the development in the rural area, especially the problem of the rural labor force. The way to solve rural labor force question is to protect the rights of peasants, eliminate the extant city and rural's partitioning pattern and give them the same treatment. Firstly, it should dominate the city and rural economic society's development; Secondly, it should dominate the markets in city and rural, and speed up the fair competition in employment; Thirdly, it should dominate the infrastructural facilities in city and rural; Fourthly, it should dominate the education and social enterprises in city and rural; Fifthly, it should dominate the social security system in city and rural. It should also enlarge the investment of funding, science technology, talented person and management. This is the only way to solve the problem of rural labor force outlet.

Analysis on Complex Disaster Information Contents for Building Disaster Map of Coastal Cities (연안도시 재해지도 작성을 위한 복합재해정보 콘텐츠 분석)

  • Coastal cities need disaster planning that accounts for the complex causes of environmental disasters such as high tides or tsunamis generated by typhoons, and of river or lowland flooding caused by heavy rains, etc. The elements of the disaster map were initially defined using a Geographic Information System (GIS) to allow for efficient information management. Complex disaster information elements were thus established in this study to create a disaster map of coastal cities. The range of information required for coastal cities includes the type of disaster, evacuation methods, available sheltering facilities, and learning content. These informational elements are intended to build on spatial information based on data available from the Ministry of Public Safety and Security as well as local governments.

  • In urban tunnels, namely, in case there are residents in the near distance, we normally use non-vibration and ambient vibration which are not blasting methods because it’ impossible to meet the blasting vibration regulation with only normal explosives. However, non-vibration methods not only cause increase of excavating cost, but need much time than explosives. Generally, the lower velocity explosives with 2,000 m/s VOD have been applied to ambient vibration blasting in open cut area, but difficult in tunneling in its use. However, by charging the hole together with lower velocity explosives and normal explosives, we have got the result which shows 20~30% vibration decrease compared with using only normal explosives. Therefore, I’ like to suggest the blasting method which is able to do as ambient vibration using lower velocity explosives mixed with normal explosives in urban tunnel and the area which is adjacent to security facilities within the vibration regulation.

  • The importance of livestock production of agriculture in Korea is very large. Investments in sanitation facilities and environmental factors such as animal health and odor have been relatively crude, and over the past few years animal disease has emerged as the leading cause of domestic livestock farmers' income stability. There is a need for an access control system that can be purchased and installed by small and medium-sized farmers who are suffering from pollutants and small farmers who can not afford to install costly sterilization on an economical basis. In this paper, based on the plasma access control system proposed previously, we developed an ICT surveillance access control prototype system that can ensure safety and security through access control and integrated control system that introduces a sterilization system using plasma required by farmers affected by pollutants.

A Study on the Analysis of Accident Cases in Laboratories (실험실의 사고사례 분석에 관한 연구)

  • The loss of life and property due to accidents in the research facilities or the laboratories of the university occurs steadily and the necessity of laboratory accident prevention is proposed. Above all, the main work to laboratory accident prevention is a systematic analysis of laboratories accidents. Analyzing reports or researches on industrial accidents in Korea had been carried out but these researches or reports did not based on laboratory accidents analysis. To the establishment of the accident prevention countermeasure in laboratory, a questionnaire sheet has been developed in this study. The questionnaires to survey the accident cases were gathered by electronic mail and visit survey from the laboratories and universities. The data of accident cases from the questionnaires was analyzed and discussed on accident distribution by season, the type of accident classification, the type of occurrence, the objects that caused the accident and laboratory accident by the damage incurred etc.. These results of this study can be used as basic data to the safety security and laboratory accident prevention of the laboratory worker.

Plan of Information System for Combined Treatment of the Oriental and the Western Medicine (한.양방 협진 정보시스템 구축방안 연구)

  • Background : Recently, Medical Act was amended to encourage the induction of combined treatment between Oriental Medicine doctors and Western doctors. As yet, the information infra for combined treatment has not been studied. Objectives : This study aimed to design the architecture of information system for combined treatment of the Oriental and the Western Medicine. Methods : First, we defined the information of combined treatment through the analysis of research trends from the inside and outside of the country. Because the data compatibility is very important, the definition of information must be ahead of anything else. Second, we designed the architecture of information system based on the prior definition. Results : We classified the information for combined treatment by subject such as law, clinic, research, manpower, facilities, and education. In this paper information system examined in three aspects. First the infra layer is organized as hardware, netware, and security. Second is data warehouse layer for the storing, filtering, and extraction of data. Third is service layer which is related to data transmission. And Finally all information for combined treatment is provided through the portal system for medical consumer, political planner, and R&D researcher. Conclusion : In this paper, we studied the essential factors of combined treatment information in the view point of information system. But the detailed design and implementation of information system must be followed to effect this results.

  • The smooth construction and operation of nuclear facilities requires understanding and support of both the local residents and the national people. It is essential that our country, which should maintain using nuclear energy for national energy security and economic growth, shall improve the social acceptance of nuclear energy. In order to identify the level of social acceptance of nuclear energy, this study investigated the perception of the local residents in Gyeongju and the public in other areas on a nuclear power plant and a low- and intermediate-level radioactive waste disposal facility through an individual interview. The subjects of the investigation were 450 persons. This study identified that perceptions of the respondents were somewhat dependent on the residential area, and derived the implications to be reflected in establishing the customized public-relation strategies.

Determinants of Intent to Leave among Workers at Long-Term Care Institutions (노인의료복지시설 근무자들의 이직의도 결정요인)

  • The purpose of this study is to investigate the determinants of intent to leave among workers at long-term care institutions in South Korea. The model represents a revision of the Price(2001) model which extends previous research by providing a comprehensive review of the economic, psychological, sociological literature. This study also examined the moderating effects of values toward independent variables on the job satisfaction and organizational commitment. The sample used in this study consisted of 400 workers from 9 long-term care hospitals and facilities nationwide. Data were collected with self-administered questionnaires and analysed using multiple regression analysis and path analysis. The main results of the study were as follows. The variance of job satisfaction and organizational commitment explained by the independent variables used in the study are 74.5% and 76.3% respectively. The results of this study revealed that the following variables have significant negative effects on intent to leave among workers; organizational commitment, job satisfaction, positive affectivity, supervisor support, job significance, job security, job growth. And the following variables have significant positive effects on intent to leave among workers; job opportunity, negative affectivity. This result is same when the moderating role of values were considered in the analysis. Among demographic variables, only age was found to have a significant positive effect on the intent to leave among workers.

Countermeasure against Fire Disaster in Regional Heritage Villages on the Concept of ICT-Based Disaster Prevention Design

  • Many severe earthquakes have occurred along the main fault lines in the world. In recent years, there has been a high incidence of small- and large-scale earthquakes in our country. These occurrences of earthquakes have become increasingly serious, owing to a degrading earth environment. An earthquake, in general, causes far more serious damages like disruptions in electricity or gas facilities, and fire disasters from its annexed effects than by its vibrations or the shock itself. In this paper, we present a countermeasure and its necessity in safeguarding against fire disasters in regional heritage villages such as "Asan Oeam," "Jeonju Hanok," and "Andong Hahoe." A more systematic and effective strategy for prevention systems against severe fire disasters is proposed after performing various related investigations and analyses of existing domestic and international systems. We investigated the existing fire security systems and their historical records with the tendency of earthquake occurrences in these three folk villages. In this proposal, we present a strategic approach for safeguarding against fire damages in our regional heritage villages derived from ICT (information communication technology)-based DPD (disaster prevention design), after examining the laws and regulations of fire-prevention strategies in Japan, America, and Europe.
