  • Korean civil airworthiness requirements of powerplant system are regulated on KAS Part 23 and Part 33. These are equivalent to FAR Part 23, Part 33 of FAA and CS-23, CS-E of EASA. FAA and EASA rewrites entire airworthiness requirements for the small airplane. It changed current 'prescriptive regulation' into 'performance-based regulation' which makes the object of safety performance. Powerplant requirements are also changed extensively by these concept revolution. In accordance with reorganization, we studied new powerplant system requirements of FAR Part 23 and proposed ideal direction to rewrite of Korean Airworthiness Standard rewrite.

  • An comparative analysis between two engine type certification specifications which are FAR Part 33 and EASA CS-E has been performed to provide fundamental information for validity assessment of civil certified engine when it is installed to a military rotorcraft. The analysis result has been used to build a traceability information between CS-E and MIL-HDBK-516C by which the substantiation data for engine type certification can be used as parts of aircraft propulsion system airworthiness substantiation.

  • An aircraft engine is considered as the most important element among aircraft systems. Thus type certificate is required for an aircraft engine to ensure its safety under appropriate airworthiness standard. U.S. FAR Part 33 or European CS-E is widely adopted as an airworthiness standard for aircraft engines, and other representative countries of the world established own airworthiness standards under their regulations. In this paper, we compared differences of the requirements between FAR Part 33 and CS-E, and proposed the rulemaking items to harmonize Korean Airworthiness Standard for Aircraft Engines with worldwide standards and to contribute to growth of aviation industry.

  • For establishing new certification requirements for aircraft engines, Technical background of FAR Part33 amendments has reviewed and studied in this paper. The FAA is amending type certification standards for aircraft engines. These changes reflect current industry practices and harmonize FAA standards with those recently adopted by the European Aviation Safety Agency (EASA). These changes establish uniform standards for all engine control systems for aircraft engines certificated by both U.S. and European countries and will simplify airworthiness approvals for import and export.

A SURFACE PHOTOMETRY OF NEARBY GALAXIES: M106, M31 AND M33

  • Photoelectric drift scans of nearby galaxies, M106, M31 and M33 have been made at diurnal rate with the 61cm Cassegrain Reflector at Sobacksan Observing Station. Luminosity profiles of M106 and M31 show the asymmetries between east and west sides of the galaxies and the near side of each galaxy exhibits a larger B-V color than the far side. B-V color distribution in the central part of MI06 shows somewhat unusual feature of a blue center with red surrounding regions, and this is an opposite trend to the ordinary color distribution of most of external galaxies. B-V color of M31 is nearly constant in the central part of the galaxy while U-B color decreases as the distance from the center increases.

  • In cold season, the developed extratropical cyclones and associated cold fronts, and NW winter monsoon are encountered very frequently in the North Pacific, especially in the northwest part of it. The two sea areas, namely, the northwest part of North Pacific, especially the eastern area far off Japan east coast, and Burmuda Triangle in the North Atlantic are generally known as two of the most dangerous areas in the world because of high incidence of sea casualties. Even large ocean going vessels were sunk frequently due to strong winds and very high seas caused by NW monsoon or developed cyclones during the winter months. The purpose of this paper is to analyse the real state of heavy weather and high sea phenomena on the vesscls at sea, thus helping mariners operate in such conditions.

Unification Model and Rayleigh Scattered Lyα in Active Galactic Nuclei

  • The unification model of active galactic nuclei invokes the presence of a thick molecular torus that hides the broad emission line region from a line of sight toward observers with low latitude. It is expected that the illuminated side of the molecular torus may be photodissociated by strong far UV radiation from the central AGN, forming an H I region with a high neutral column density. We propose that the Rayleigh scattering optical depth of this HI region can be significant for most broad $Ly{\alpha}$ line photons with the Doppler factor not exceeding 104 km s-1. Rayleigh scattered $Ly{\alpha}$ photons can be characterized by strong linear polarization depending on their scattering optical depth. We performed Monte Carlo simulations of polarized radiative transfer of $Ly{\alpha}$ adopting simple scattering geometries relevant to the unification model of AGN. We find that for a low torus the Rayleigh scattered $Ly{\alpha}$ is polarized in the direction parallel to the symmetry axis with the polarization degree dependent on wavelength. In the case of a high torus, the core part of $Ly{\alpha}$ is polarized in the direction perpendicular to the symmetry axis whereas the wing part is parallelly polarized. We conclude that careful spectropolarimetry around $Ly{\alpha}$ can be useful in testing the AGN unification model.

  • We have designed and implemented an optoelectronic hardware of binary phase extraction joint transform correlator (BPEJTC) which provides higher peak-to-sidelobe ratio than many other versions of JTC that has been published so far and does not produce correlation peaks due to intra-class association, to construct a multi-target tracking system. The digital processing unit controlling the entire system plays the part of modifying and binarizing the joint transform power spectrum (JTPS) and the optical processing unit is mainly used to take fourier transform operations. Some experimental results conducted by designed system along with its architecture showed the processing rate of 6 frames per second, thereby the potential applicability of the proposed system to real-time multitarget tracking system is given.

  • This paper proposes a method utilizing image compression and transmission method for image segmentation in order to reduce the time required in the process of analyzing the image information that has in the image compression process. Many studies of existing with respect to the image segmentation are being studied as a way to split a lot of a particular part in the image. We divide full image into the N equal parts. And it is compressed using the field coding. This will reduce the time-consuming than using the conventional method.
