The structural stability as well as economical efficiency of the wind sensitive structures are strongly dependant on accurate evaluation of the design wind speed. Present study demonstrates a useful wind data obtained at the wind monitoring tower in the Kwangyang Suspension Bridge site. Moreover the Measure-Correlate-Predict (MCP) method has been applied to estimate the long-term wind data at the bridge site based on the wind data at the local weather station. The measured data indicate that the turbulent intensities and roughness exponents are strongly affected by the wind direction and surrounding topography. The new design wind speed based on MCP method is 20m/s lower than that at the original estimation, and the resulting design wind load is only 36% of the old prediction. The field measurement of wind data is recommended to ensure the economical and secure design of the wind sensitive structures because the measured wind data reveal much different from the estimated one due to local topography.
The synergism of active and passive microwave techniques for hurricane ocean wind remote sensing is explored. We performed the analysis of Windsat data for Atlantic hurricanes in 2003-2005. The polarimetric third Stokes parameter observations from the Windsat 10, 18 and 37 GHz channels were collocated with the ocean surface winds from the Holland wind model, the NOAA HWind wind vectors and the Global Data Assimilation System (GDAS) operated by the National Center for Environmental Prediction (NCEP). The collocated data were binned as a function of wind speed and wind direction, and were expanded by sinusoidal series of the relative azimuth angles between wind and observation directions. The coefficients of the sinusoidal series, corrected for atmospheric attenuation, have been used to develop an empirical geophysical model function (GMF). The Windsat GMF for extreme high wind compares very well with the aircraft radiometer and radar measurements.

When we design coastal and harbol facilities deepwater design wave and wind speed are the important design parameters. Especially, the analysis of these informations is a vital step for the point of disaster prevention. In this study, we made and an extreme value analysis using a series of deep water significant wave data arranged in the 16 direction and supplied by KORDI real-time wave information system ,and the wind data gained from Wan-Do whether Station 1978-2003. The probability distributions considered in this characteristic analysis were the Weibull, the Gumbel, the Log-Pearson Type III, the Normal, the Lognormal, and the Gamma distribution. The parameter for each distribution was estimated by three methods, i.e. the method of moments, the maximum likelihood, and the method of probability weight moments. Furthermore, probability distributions for the extreme data had been selected by using Chi-square and Kolmogorov-Smirnov test within significant level of 5%, i,e. 95% reliance level. From this study we found that Gumbel distribution is the most proper model for the deep water design wave height off the southwest coast of Korea. However the result shows that the proper distribution made for the selected site is varied in each extreme data set.
For this study, WRF numerical modeling was performed, using RDAPS information for input data on typhoons affecting the Korean peninsula to produce wind data of 700hPa. RAM numerical modeling was also used to calculate 3-second gusts as the extreme wind speed. After comparing wind speeds at an altitude of 10 m to evaluate the feasibility of WRF numerical modeling, modeled values were found to be similar with measured ones, reflecting change tendencies well. Therefore, the WRF numerical modeling results were verified. As a result of comparing and analyzing these wind speeds, as calculated through RAM numerical modeling, to evaluate applicability for disaster preparedness, change tendencies were observed to be similar between modeled and measured values. In particular, modeled values were slightly higher than measured ones, indicating applicability for the prevention of possible damage due to gales. Our analysis of 3-second gusts during the study period showed a high distribution of 3-second gusts in the southeast region of the Korean peninsula from 2002-2006. The frequency of 3-second gusts increased in the central north region of Korea as time progressed. Our analysis on the characteristics of 3-second gusts during years characterized by El $Ni{\tilde{n}}o$ or La Nina showed greater strength during hurricanes that affected the Korean peninsula in El $Ni{\tilde{n}}o$ years.
In the current code design, the use of a uniform internal pressure coefficient of cooling towers as internal suction cannot reflect the 3D characteristics of flow field inside the tower body with different ventilation rate of shutters. Moreover, extreme weather such as heavy rain also has a direct impact on aerodynamic force on the internal surface and changes the turbulence effect of pulsating wind. In this study, the world's tallest cooling tower under construction, which stands 210m, is taken as the research object. The algorithm for two-way coupling between wind and rain is adopted. Simulation of wind field and raindrops is performed iteratively using continuous phase and discrete phase models, respectively, under the general principles of computational fluid dynamics (CFD). Firstly, the rule of influence of 9 combinations of wind speed and rainfall intensity on the volume of wind-driven rain, additional action force of raindrops and equivalent internal pressure coefficient of the tower body is analyzed. The combination of wind velocity and rainfall intensity that is most unfavorable to the cooling tower in terms of distribution of internal pressure coefficient is identified. On this basis, the wind/rain loads, distribution of aerodynamic force and working mechanism of internal pressures of the cooling tower under the most unfavorable working condition are compared between the four ventilation rates of shutters (0%, 15%, 30% and 100%). The results show that the amount of raindrops captured by the internal surface of the tower decreases as the wind velocity increases, and increases along with the rainfall intensity and ventilation rate of the shutters. The maximum value of rain-induced pressure coefficient is 0.013. The research findings lay the basis for determining the precise values of internal surface loads of cooling tower under extreme weather conditions.

This study projected the future ocean wave climate changes based on global climate change scenario using the coupled climate model HadGEM2-AO according to the emission scenarios and using regional wave model. Annual mean significant wave height (SWH) is linked closely to annual mean wind speed during the forthcoming 21st Century. Because annual mean speed decreased in the western North Pacific, annual mean SWH is projected to decrease in the future. The annual mean SWH decreases for the last 30 years of the 21st century relative to the period 1971-2000 are 2~7% for RCP4.5 and 4~11% for RCP8.5, respectively. Also, extreme SWH and wind speed are projected to decrease in the future. In terms of seasonal mean, winter extreme SWH shows similar trend with annual extreme SWH; however, that of summer shows large increasing tendency compared with current climate in the western North Pacific. Therefore, typhoon intensity in the future might be more severe in the future climate.
Based on the new climate normals (1991~2020), annual mean, maximum and minimum temperature is 12.5℃, 18.2℃, and 7.7℃, respectively while annual precipitation is 1,331.7 mm, the annual mean wind speed is 2.0 m s-1, and the relative humidity is 67.8% in the Republic of Korea. Compared to 1981~2010 normal, annual mean temperature increased by 0.2℃, maximum and minimum temperatures increased by 0.3℃, while the amount of precipitation (0.7%) and relative humidity (1.1%) decreased. There was no distinct change in annual mean wind speed. The spatial range of the annual mean temperature in the new normals is large from 7.1 to 16.9℃. Annual precipitation showed a high regional variability, ranging from 787.3 to 2,030.0 mm. The annual mean relative humidity decreased at most weather stations due to the rise in temperature, and the annual mean wind speed did not show any distinct difference between the new and old normals. With the addition of a warmer decade (2011~2020), temperatures all increased consistently and in particular, the increase in the maximum temperature, which had not significantly changed in previous decades, was evident. The increasing trend of annual and summer precipitation by the 2010s has disappeared in the new normals. Among extreme climate indices, MxT30 (Daily maximum temperature ≥ 33℃ days), MnT25 (Daily minimum temperature ≥ 25℃ days), and PH30 (1 hour maximum precipitation ≥ 30 mm days) increased while MnT-10 (Daily minimum temperature < -10℃ days) and W13.9 (Daily maximum wind speed ≥ 13.9 m/s days) decreased at a statistically significant level. It is thought that a detailed study on the different trends of climate elements and extreme climate indices by region should be conducted in the future.
The probabilistic characteristics of wind loads have been analyzed using statistical data on wind speeds, pressure coefficient, exposure coefficient, and gust factor. The wind speed data collected at 25 nationwide weather stations have been modified to be consistent in measuring height, exposure condition as well as averaging time. Having performed Monte Carlo simulation for various heights and site conditions, the statistical models of wind loads were determined, in which Type-I extreme value distribution has been applied. The models also incorporate a reduction factor of 0.85 to account for the reduced probability that the maximum wind speed will occur in a direction most unfavorable to the response of structure.

The aerodynamic loads at the blade hub and the drive shaft for 1MW horizontal axis wind turbine are calculated numerically. The geometric shape of the blade such as chord length and twist angle can be obtained fran the aerodynamic optimization procedure. Various airfoil data, that is thick airfoils at hub side and thin airfoils at tip side, are distributed along the spanwise direction of the rotor blade. Under the wind data fulfilling design load cases based on the IEC61400-1, all of the shear forces, bending moments at the hub and the low speed shaft of the drive train are obtained by using the FAST code. It shows that shear forces and bending moments have a periodic. trend. These oscillating aerodynamic loads will lead to the fatigue problem at both of the hub and drive train From the load analysis the maximum shear forces and bending moments are generated when wind turbine generator system operates in the case of the extreme speed wind condition.

Widespread damages from extreme winds have attracted lots of attentions of the resilience assessment of power distribution systems. With many related environmental parameters as well as numerous power infrastructure components, such as poles and wires, the increased challenge of power asset management before, during and after extreme events have to be addressed to prevent possible cascading failures in the power distribution system. Many extreme winds from weather events, such as hurricanes, generate widespread damages in multiple areas such as the economy, social security, and infrastructure management. The livelihoods of residents in the impaired areas are devastated largely due to the paucity of vital utilities, such as electricity. To address the challenge of power grid asset management, power system clustering is needed to partition a complex power system into several stable clusters to prevent the cascading failure from happening. Traditionally, system clustering uses the Binary Decision Diagram (BDD) to derive the clustering result, which is time-consuming and inefficient. Meanwhile, the previous studies considering the weather hazards did not include any detailed weather-related meteorologic parameters which is not appropriate as the heterogeneity of the parameters could largely affect the system performance. Therefore, a fragility-based network hierarchical spectral clustering method is proposed. In the present paper, the fragility curve and surfaces for a power distribution subsystem are obtained first. The fragility of the subsystem under typical failure mechanisms is calculated as a function of wind speed and pole characteristic dimension (diameter or span length). Secondly, the proposed fragility-based hierarchical spectral clustering method (F-HSC) integrates the physics-based fragility analysis into Hierarchical Spectral Clustering (HSC) technique from graph theory to achieve the clustering result for the power distribution system under extreme weather events. From the results of vulnerability analysis, it could be seen that the system performance after clustering is better than before clustering. With the F-HSC method, the impact of the extreme weather events could be considered with topology to cluster different power distribution systems to prevent the system from experiencing power blackouts.
