Urban flood simulation plays a vital role in national flood early warning, prevention and mitigation. In recent studies on 2-dimensional flood modeling, the integrated run-off inundation model is gaining grounds due to its ability to perform in greater computational efficiency. The adaptive quadtree shallow water numerical technique used in this model implements the adaptive mesh refinement (AMR) in this simulation, a procedure in which the grid resolution is refined automatically following the flood flow. The method discounts the necessity to create a whole domain mesh over a complex catchment area, which is one of the most time-consuming steps in flood simulation. This research applies the dynamic grid refinement method in simulating the recent extreme flood events in Metro Manila, Philippines. The rainfall events utilized were during Typhoon Ketsana 2009, and Southwest monsoon surges in 2012 and 2013. In order to much more visualize the urban flooding that incorporates the flow within buildings and high-elevation areas, Digital Surface Model (DSM) resolution of 5m was used in representing the ground elevation. Results were calibrated through the flood point validation data and compared to the present flood hazard maps used for policy making by the national government agency. The accuracy and efficiency of the method provides a strong front in making it commendable to use for early warning and flood inundation analysis for future similar flood events.

The purpose of this study is to statistically project future probable rainfall and to quantitatively assess a future flood vulnerability using flood vulnerability model. To project probable rainfall under non-stationarity conditions, the parameters of General Extreme Value (GEV) distribution were estimated using the 1 yr data added to the initial 30 yr base series. We can also fit a linear regression model between time and location parameters after comparing the linear relationships between time and location, scale, and shape parameters, the probable rainfall in 2030 yr was calculated using the location parameters obtained from linear regression equation. The flood vulnerability in 2030 yr was assessed inputted the probable rainfall into flood vulnerability assessment model suggested by Jang and Kim (2009). As the result of analysis, when a 100 yr rainfall frequency occurs in 2030 yr, it was projected that vulnerability will be increased by spatial average 5 % relative to present.

Recent studies show the possibility of more frequent extreme events as a result of the changing climate. These weather extremes, such as excessive rainfall, result to debris flow, river overflow and urban flooding, which post a substantial threat to the community. Therefore, an effective flood model is a crucial tool in flood disaster mitigation. In recent years, a number of flood models has been established; however, the major challenge in developing effective and accurate inundation models is the inconvenience of running multiple models for separate conditions. Among the solutions in recent researches is the development of the combined 1D-2D flood modeling. The coupled 1D-2D river flood modeling allows channel flows to be represented in 1D and the overbank flow to be modeled over two-dimension. To test the efficiency of this approach, this research aims to assess the capability of HEC-RAS model's implementation of the combined 1D-2D hydraulic simulation of river overflow inundation, and compare with the results of GERIS and FLUMENS 2D flood model. Results show similar output to the flood models that had used different methods. This proves the applicability of the HEC-RAS 1D-2D coupling method as a powerful tool in simulating accurate inundation for flood events.

This study introduced a Bayesian based frequency analysis in which the statistical trend seasonal analysis for hydrologic extreme series is incorporated. The proposed model employed Gumbel and GEV extreme distribution to characterize extreme events and a fully coupled bayesian frequency model was finally utilized to estimate design rainfalls in Seoul. Posterior distributions of the model parameters in both trend and seasonal analysis were updated through Markov Chain Monte Carlo Simulation mainly utilizing Gibbs sampler. This study proposed a way to make use of nonstationary frequency model for dynamic risk analysis, and showed an increase of hydrologic risk with time varying probability density functions. In addition, full annual cycle of the design rainfall through seasonal model could be applied to annual control such as dam operation, flood control, irrigation water management, and so on. The proposed study showed advantage in assessing statistical significance of parameters associated with trend analysis through statistical inference utilizing derived posterior distributions.

Parametric method of flood frequency analysis involves fitting of a probability distribution to observed flood data. When record length at a given site is relatively shorter and hard to apply the asymptotic theory, an alternative distribution to the generalized extreme value (GEV) distribution is often used. In this study, we consider the beta-P distribution (BPD) as an alternative to the GEV and other well-known distributions for modeling extreme events of small or moderate samples as well as highly skewed or heavy tailed data. The L-moments ratio diagram shows that special cases of the BPD include the generalized logistic, three-parameter log-normal, and GEV distributions. To estimate the parameters in the distribution, the method of moments, L-moments, and maximum likelihood estimation methods are considered. A Monte-Carlo study is then conducted to compare these three estimation methods. Our result suggests that the L-moments estimator works better than the other estimators for this model of small or moderate samples. Two applications to the annual maximum stream flow of Colorado and the rainfall data from cloud seeding experiments in Southern Florida are reported to show the usefulness of the BPD for modeling hydrologic events. In these examples, BPD turns out to work better than $beta-{\kappa}$, Gumbel, and GEV distributions.

There is an increasing demand for catchment runoff estimation to cope with the natural disasters such as typhoon, extreme rainfall. However, the ungauged catchments are common case in practices. This study suggested a rationalization of conceptual rainfall-runoff model for typhoon flood events in Geum river region. And the developed models were validated based on the observed hydrological data. Therefore, developed regionalization models could estimate catchment runoff for Typhoon flood events. It will be used as basic data for the river management for extreme flood conditions.

An arbitrary representation of an urban drainage sewer system was devised using a geographic information system (GIS) tool in order to calculate the surface and subsurface flow interaction for simulating urban flood. The proposed methodology is a mean to supplement the unavailability of systematized drainage system using high-resolution digital elevation(DEM) data in under-developed countries. A modified DEM was also developed to represent the flood propagation through buildings and road system from digital surface models (DSM) and barely visible streams in digital terrain models (DTM). The manhole, sewer pipe and storm drain parameters are obtained through field validation and followed the guidelines from the Plumbing law of the Philippines. The flow discharge from surface to the devised sewer pipes through the storm drains are calculated. The resulting flood simulation using the modified DEM was validated using the observed flood inundation during a rainfall event. The proposed methodology for constructing a hypothetical drainage system allows parameter adjustments such as size, elevation, location, slope, etc. which permits the flood depth prediction for variable factors the Plumbing law. The research can therefore be employed to simulate urban flood forecasts that can be utilized from traffic advisories to early warning procedures during extreme rainfall events.
Climate change is expected to amplify the future flooding risks in rural areas which could have devastating implications for the sustainability of the agricultural sector and food security in South Korea. In this study, spatially disaggregated and statistically bias-corrected outputs from three global circulation models (GCMs) archived in the Coupled Model Intercomparison Project Phases 5 and 6 (CMIP5 and 6) were used to project the future climate by 2100 under medium and extreme scenarios. A hydrological model was developed to simulate the flood phenomena at the Shindae experimental site located in the Chungcheongbuk Province, South Korea. Hourly rainfall, inundation depth, and discharge data collected during the two extreme events that occurred in 2021 and 2022 were used to calibrate and validate the hydrological model. Probability analysis of extreme rainfall data suggested a higher likelihood of intense and unprecedented extreme rainfall events, which would be particularly notable during 2051-2100. Consequently, the flooded area under an inundation depth of >700 mm increased by 13-36%, 54-74%, and 71-90% during 2015-2030, 2031-2050, and 2051-2100, respectively. Severe flooding probability was notably higher under extreme CMIP6 scenarios than under their CMIP5 counterparts.

In this study, spatial patterns of the urban flood vulnerability index in Seoul are examined by considering climate exposure, sensitivity, and adaptability associated with floodings for recent 5 year (2006~2010) period by the smallest administrative unit called Dong. According to the results of correlation analyses based on the IPCC(Intergovernmental Panel on Climate Change)'s vulnerability model, among many variables associated with urban flooding, rainwater tank capacity, 1-day maximum precipitation and flood pumping station capacity have statistically-significant, and relatively-high correlations with the number of flood damage in Seoul. The flood vulnerability map demonstrates that the extensive areas along Anyang and Joongnang streams show relatively high flood vulnerability in Seoul due to high sensitivity. Especially in case of Joongnang stream areas, climatic factors also contribute to the increase of flood vulnerability. At local scales, several Dong areas in Gangdong-gu and Songpa-gu also show high flood vulnerability due to low adaptability, while those in Gangnam-gu do due to high sensibility and climate factor such as extreme rainfall events. These results derived from the flood vulnerability map by Dong unit can be utilized as primary data in establishing the adaptation, management and proactive policies for flooding prevention within the urban areas in more detail.

This study is to develop a downstream flood damage prediction model for efficient confrontation in case of extreme and flash flood by future probable small agricultural dam break situation. For a Changri reservoir (0.419 million $m^3$) located in Yongin city of Gyeonggi province, a dam break scenario was prepared. With the probable maximum flood (PMF) condition calculated from the probable maximum precipitation (PMP), the flood condition by dam break was generated by using the HEC-HMS (Hydrologic Engineering Center - Hydrologic Modeling System) model. The flood propagation to the 1.12 km section of Hwagok downstream was simulated using HEC-RAS (Hydrologic Engineering Center - River Analysis System) model. The flood damaged areas were generated by overtopping from the levees and the boundaries were extracted for flood damage prediction, and the degree of flood damage was evaluated using IDEM (Inundation Damage Estimation Method) by modifying MD-FDA (Multi-Dimensional Flood Damage Analysis) and regression analysis simple method. The result of flood analysis by dam-break was predicted to occurred flood depth of 0.4m in interior floodplain by overtopping under PMF scenario, and maximum flood depth was predicted up to 1.1 m. Moreover, for the downstream of the Changri reservoir, the total amount of the maximum flood damage by dam-break was calculated nearly 1.2 billion won by IDEM.
