A Study on Recognition of Both of New & Old Types of Vehicle Plate (신, 구 차량 번호판 통합 인식에 관한 연구)

  • Recently, the color of vehicle license plate has been changed from green to white. Thus the vehicle plate recognition system used for parking management systems, speed and signal violation detection systems should be robust to the both colors. This paper presents a vehicle license plate recognition system, which works on both of green and white plate at the same time. In the proposed system, the image of license plate is taken from a captured vehicle image by using morphological information. In the next, each character region in the license plate image is extracted based on the vertical and horizontal projection of plate image and the relative position of individual characters. Finally, for the recognition process of extracted characters, PCA(Principal Component Analysis) and LDA(Linear Discriminant Analysis) are sequentially utilized. In the experiment, vehicle license plates of both green background and white background captured under irregular illumination conditions have been tested, and the relatively high extraction and recognition rates are observed.

A Study on Recognition of Car License Plate using Dynamical Thresholding Method and Kohonen Algorithm (동적인 임계화 방법과 코호넨 알고리즘을 이용한 차량 번호판 인식에 관한 연구)

  • In this paper, we proposed the car license plate extraction and recognition algorithm using both the dynamical thresholding method and the kohonen algorithm. In general, the areas of car license plate in the car images have distinguishing characteristics, such as the differences in intensity between the areas of characters and the background of the plates, the fixed ratio of width to height of the plates, and the higher dynamical thresholded density rate 7han the other areas, etc. Taking advantage of the characteristics, the thresholded images were created from the original images, and also the density rates were computed. A candidate area was selected, whose density rate was corresponding to the properties of the car license plate obtained from the car license plate. The contour tracking method by utilizing the Kohonen algorithm was applied to extract the specific area which included characters and numbers from an extracted plate area. The characters and numbers of the license place were recognized by using Kohonen algorithm. Kohonen algorithm was very effective o? suppressing noises scattered around the contour. In this study, 80 car images were tested. The result indicate that we proposed is superior in performance.

  • In this paper, we propose a new approach to detect candidate area of vehicle license plate using compounded color and vertical edge information it's own. Also, we propose a verification course, to compressed image generated by Fast DCT, using SVM to increase accuracy of extracted vechicle license plate area. Proposed method is consider that vehicle's position, become a object of it's license plate recognition, has various angle, scale and include enough environment informations. As a experimental results, proposed method shows a superior performance compared with the case that not includes verification course using SVM.

Number Region Extraction of License Plates Using Colors and Arrangement of Numbers (색상과 배치 정보를 이용한 번호판 숫자 영역 추출)

  • This paper proposes a plate number extraction method which uses the information of both the colors and the arrangement of numbers in a vehicle image with complex background. In a number plate, color of the numbers is usually black or white, and numbers are arranged in a row. At first, a raw image is partitioned into the plate number candidate regions and non-interest region. The number candidate regions are thresholded in mean binarization. After eliminating the illegal candidate regions using the aspect ratio of the plate number, the plate number region is finally extracted by using the arrangement information among the numbers. To evaluate the proposed mothed, 292 images are taken in various places and at different times. The experimental results show that the rate of the proposed number regions extraction is about 89.8%, 95.5% for the plate of green and white backgrounds, respectively.

  • In this paper, we propose an effective method that recognizes the vehicle license plate using RGB color information and back-propagation neural network algorithm. First, the image of the vehicle license plate is adjusted by the Mean of Blue values in the vehicle plate and two candidate areas of Red and Green region are classified by calculating the differences of pixel values and the final Green area is searched by back-propagation algorithm. Second, our method detects the area of the vehicle plate using the frequence of the horizontal and the vertical histogram. Finally, each of codes are detected by an edge detection algorithm and are recognized by error back-propagation algorithm. In order to evaluate the performance of our proposed extraction and recognition method, we have run experiments on a new car plates. Experimental results showed that the proposed license plate extraction is better than that of existing HSI information model and the overall recognition was effective.

  • This paper presents the automatic recognition algorithm of the license number in on vehicle image. The proposed algorithm uses the correlation coefficient and Hough transform to detect license plate. The m/n ratio reduction is performed to save time and memory. By the correlation coefficient between the standard pattern and the target pattern, licence plate area is roughly extracted. On the extracted local area, preprocessing and binarization is performed. The Hough transform is applied to find the extract outline of the plate. If the detection fails, a smaller or a larger standard pattern is used to compute the correlation coefficient. Through this process, the license plate of different size can be extracted. Two algorithms to each separate number are proposed. One segments each number with projection-histogram, and the other segments each number with the label. After each character is separated, it is recognized by the neural network. This research overlomes the problems in conventional methods, such as the time requirement or failure in extraction of outlines which are due to the processing of the entire image, and by processing in real time, the practical application is possible.

  • In this paper, we propose a multi license plate recognition system using high resolution $360^{\circ}$ omnidirectional IP camera. The proposed system consists of a planar division part of $360^{\circ}$ circular image and a multi license plate recognition part. The planar division part of the $360^{\circ}$ circular image are divided into a planar image with enhanced image quality through processes such as circular image acquisition, circular image segmentation, conversion to plane image, pixel correction using color interpolation, color correction and edge correction in a high resolution $360^{\circ}$ omnidirectional IP Camera. Multi license plate recognition part is through the multi-plate extraction candidate region, a multi-plate candidate area normalized and restore, multiple license plate number, character recognition using a neural network in the process of recognizing a multi-planar imaging plates. In order to evaluate the multi license plate recognition system using the proposed high resolution $360^{\circ}$ omnidirectional IP camera, we experimented with a specialist in the operation of intelligent parking control system, and 97.8% of high plate recognition rate was confirmed.

Recognition of a New Car License Plate Using HSI Information, Fuzzy Binarization and ART2 Algorithm (HSI 정보와 퍼지 이진화 및 ART2 알고리즘을 이용한 신차량 번호판의 인식)

  • In this paper, we proposed a new car license plate recognition method using an unsupervised ART2 algorithm with HSI color model. The proposed method consists of two main modules; extracting plate area from a vehicle image and recognizing the characters in the plate after that. To extract plate area, hue(H) component of HSI color model is used, and the sub-area containing characters is acquired using modified fuzzy binarization method. Each character is further divided by a 4-directional edge tracking algorithm. To recognize the separated characters, noise-robust ART2 algorithm is employed. When the proposed algorithm is applied to recognize license plate characters, the extraction rate is better than that of existing RGB model and the overall recognition rate is about 97.4%.

  • In the current study, the authors propose a method for extracting license plate regions by means of a neural network trained to output the plate's center of gravity. The method is shown to be effective. Since the learning pattern presentation positions are defined by random numbers, a different pattern is submitted to the neural network for learning each time, which enables it to form a neural network with high universality of coverage. The article discusses issues of the optimal learning surface for a license plate covered by the learning pattern, the effect of suppression learning of the number and pattern enlargement/reduction and of concentration value conversion. Results of evaluation tests based on pictures of 595 vehicles taken at an under-ground parking garage demonstrated detection rates of 98.5%, 98.7%, and 100%, respectively.

Car License Plate Extraction Based on Detection of Numeral Regions (숫자 영역 탐색에 기반한 자동차 번호판 추출)

  • In this paper we propose an algorithm to extract the license plate regions from Korean car images. The idea of this paper is that we first find the four digits in the input car image and then segment the plate region using the digit information. Out method has advantage of segmenting simultaneously the plate regions and four digits regions. The first step finds and groups the connected components with proper sizes as candidate digits. The second step applies an serial alignment condition to find out probable 4-digits. In the third step, we recognize the candidate digits and assign the confidence values to each of them. The final step extracts the license plate region which has the highest confidence value. We used the Perfect Metrics classification algorithm to estimate the confidence. In our experiment, we got 97.23% and 95.45% correct detection rates, 0.09% and 0.11% false detection rates for 4,600 daytime and 264 nighttime images, respectively.
