On the Evaluation of Physical Distribution Service in Ports (항만물류서비스의 평가에 관하여)

  • It is required to consider pricing and non-pricing factors and external economy in order to achieve the objects of physical distribution system in a port. Recently, among the three factors, much attention has been paid to non-pricing factor in the system. Although physical distribution service in a port(PDSP)has been frequently mentioned in documents and literature related to port and shipping studies, few study on it has not been systematically and scientifically made due to the following problems; $\circ$ there are not proper criteria to evaluate level and quality of PDSP and as a result it is difficult to set up a unified standard for doing so. $\circ$ algorithms to evaluate problems with complex and ambiguous attributes and multiple levels in PDSP are not available. This thesis aims to establish a paradigm to evaluate PDSP and to abvance existing decision making methods to deal with complex and ambiguous problems in PDSP. To tackle the first purpose, extensive and thorough literature survey was carried out on general physical distribution service, which is a corner stone to handle PDSp. In addition, through interviews and questionnaire to the expert, it have extracted 82 factors of physical distribution service in a port. They have been classified into 6 groups by KJ method and each group defined by the expert's advice as follows; a. Potentiality b. Exactness c. safety d. Speediness e. Convenience f. Linkage Prior to the service evaluation, many kinds of its attributes must be identified on the basis of rational decision owing to complexity and ambiguity inherent in PDSP. An analytical hierarchy process (AHP) is a method to evaluate them but it is not applicable to PDSP that have property of non-additivity and overlapped attributes. Therefore, probablility measure can not be used to evaluate PDSP but fuzzy measure is required. Hierarchical fuzzy integral method, which is merged AHP with fuzzy measure, is also not effective method to evaluate attributes because it has vary complicated way to calculate fuzzy measure identification coefficient of attributes. A new evaluation algorithm has been introduced to solve problems with multi-attribute and multi-level hierarchy, which is called hierarchy fuzzy process(HFP).Analysis on ambiguous aspects of PDSP under study which is not easy to be defined is prerequisite to evaluate it. HFP is different from algorithm existed in that it clarified the relationship between fuzzy measure and probability measure adopted in AHP and that it directly calculates the family of fuzzy measure from overlapping coefficient and probability measure to treat and evaluate ambiguous and complex aspects of PDSP. A new evaluation algorithm HFP was applied to evaluate level of physical distribution service in the biggest twenty container port in the world. The ranks of the ports are as follows; 1.   • What are the success factors of IT venture entrepreneur that through initial phase and enter to the growth phase ? Both the duration of jobless growth and the economic recession are worsening employment market. Entrepreneurship is be proposed to a method for creating jobs and reducing the economic gap. Research on Entrepreneurship and the support of government policy has already been operated for a long time ago. Research on growth and duration of the entrepreneur in initial phase, compared with growth phase are insignificant in quantity or quality. Therefore, this study researches essential factors about growth and duration of the entrepreneur in the initial phase through cases related them. entrepreneur of this subject are classified the hardware development group and the software development group associated with manufacturing characteristic funded existence. There is a research on evaluation factors about selection and result evaluation of selecting Entrepreneur. And this can be investigated by studying to Entrepreneur's growth and duration in initial phase. There are affecting factors about growth and duration of first step. And they are divided by internal, external, synthetic, and characteristic factors of growth phase. The result of this study is be used to develop pre-established educational program, consulting guidelines and establish support policy.

A Study on the Effect of an HRT of Anoxic Reactors on Organic Matter and Nitrogen Removal in A2/O Processes with Bio Contact Media in Aerobic Tank (호기조에 고정상 담체를 충진한 A2/O공정에서 무산소조 체류시간 변화가 유기물질 및 질소 제거에 미치는 영향)

  • Four parallel $A^2/O$ systems maintaining an MLSS of 3,000 mg/L were operated to investigate the effects of varying an HRT of anoxic reactors and packing Bio contact media (BCM, fixed beds) in aerobic reactors on organic matter removal and nitrification/denitrification efficiencies. All systems were operated under conditions that the external recycle ratio was kept 0.5 Q while the internal recycle ratio was changed 1.0 Q to 1.5 Q with that $NH_4-N$ concentration of feed was increased to 40 mg/L by adding $NH_4Cl$. In terms of TSS and TCODcr removal efficiency, both systems with BCM and a system without BCM, respectively, had a similar level of the removal efficiency under varied HRTs of anoxic reactors (0.6 hr, 1.3 hr, 2 hr, 2 hr; control, without BC M) showing that varying an HRT of anoxic reactors did not affect the removal efficiency. While SCODcr removal efficiency of systems with BCM was improved approximately 4~5% at the same HRT of anoxic reactor, the removal efficiency of system with BCM was slightly decreased by reducing an HRT of anoxic reactor. The nitrification efficiency for both systems with BCM and a system without BCM was above 94% showing that packing BCM in aerobic reactors and varying an HRT of anoxic reactors did not affect the efficiency significantly despite of increasing $NH_4-N$ concentration of feed. The denitrification efficiency increased from 81.4% to 85.4% at system with BCM while the efficiency decreased when a shorter HRT of anoxic reactors was kept. The excellent effluent quality for $NO_3-N$ concentration was observed although the $NO_3-N$ concentration increased in anoxic reactors that $NH_4-N$ concentration of feed sufficiently converted into nitrate through nitrification. As a result, packing 20% BCM to an aerobic reactor with HRT of 1.3 hr of anoxic reactor in $A^2/O$ system can achieve a similar level of nitrogen removal efficiency in $A^2/O$ system which the aerobic reactor had no BCM and HRT of 2 hr for anoxic reactor is maintained.

Efficient 3D Object Simplification Algorithm Using 2D Planar Sampling and Wavelet Transform (2D 평면 표본화와 웨이브릿 변환을 이용한 효율적인 3차원 객체 간소화 알고리즘)

  • In this paper, a mesh simplification algorithm based on wavelet transform and 2D planar sampling is proposed for efficient handling of 3D objects in computer applications. Since 3D vertices are directly transformed with wavelets in conventional mesh compression and simplification algorithms, it is difficult to solve tiling optimization problems which reconnect vertices into faces in the synthesis stage highly demanding vertex connectivities. However, a 3D mesh is sampled onto 2D planes and 2D polygons on the planes are independently simplified in the proposed algorithm. Accordingly, the transform of 2D polygons is very tractable and their connection information Is replaced with a sequence of vertices. The vertex sequence of the 2D polygons on each plane is analyzed with wavelets and the transformed data are simplified by removing small wavelet coefficients which are not dominant in the subjective quality of its shape. Therefore, the proposed algorithm is able to change the mesh level-of-detail simply by controlling the distance of 2D sampling planes and the selective removal of wavelet coefficients. Experimental results show that the proposed algorithm is a simple and efficient simplification technique with less external distortion.

A Study on the Priority Safety Management Items in the Medium and Small sized Construction Sites (중·소규모 건설현장 중점 안전관리 항목에 관한 연구)

  • As the quality of life has been improving, people are getting higher interest and higher expectation for safety. However, the accident rate at the construction site is still high. Therefore, it is urgent to secure the safety at the construction work. Due to the nature of the construction industry, construction sites are directly exposed to the external environment. The possibility of accident occurrence is increased due to various factors such as the always variable processes, the diversity of manpower input, the increase in vulnerable class, and the danger of construction equipment..Particularly, the disasters occurring at the small- or medium-sized construction sites (budget ≤ 12 billion KRW) account for 88.9% of the total disasters at construction sites (73.4% for casualty). It was due to the lack of management caused by the absence of supervisors and insufficient safety measures. Moreover, it is difficult for the small- or medium-sized construction sites to apply basic safety measures such as safety education and safety facility installation by themselves in order to prevent disasters because they don't have sufficient safety organizations. It is because they have relatively less safety personnel and poorer technology system than large-sized construction sites. Therefore, in order to reduce accidents in construction, it is necessary to prevent accidents at the small- and medium-sized construction sites. From this point of view, the objectives of this study were to identify the key risk items causing accidents frequently by analyzing the accidents at construction sites and identifying problems associated with safety management, and to secure the safety at the small- and medium-sized construction sites.

Stem Elongation and Photosynthesis Response of Cut Chrysanthemum under Different LEDs Light Intensity (단일처리 후 LEDs 광도에 따른 절화국의 줄기 신장과 광합성반응)

  • The control of stem length is most important external quality aspect in cut chrysanthemum. The present work in conducted in growth chamber and aims at investigating the effect of light intensity on the photosynthesis capacity and stem elongation in cut chrysanthemum. To evaluate the effect, different level of assimilation lighting (LEDs) was given to canopy level 60, 100, 140, and $180mol{\cdot}m^{-2}{\cdot}s^{-1}$, individually, under short-day conditions, and the light treatments were initiated from 7days after planting. There was a positive linear-regression relationship between the light intensity and the net assimilation rate. On the other hand, there was not significant difference in flower buds induction. The growth of stem length, leaf area, and dry weight was increased by increasing the light intensity, whereas the plants grown under 140 and $180mol{\cdot}m^{-2}{\cdot}s^{-1}$ was not differences in those of growth. It indicates that the increased net assimilation rate is not continually coincided with the maximized growth in cut chrysanthemum. It might be considered that the optimal light intensity for stem elongation of cut chrysanthemum is $140mol{\cdot}m^{-2}{\cdot}s^{-1}$ under short-day condition.

Comparison of the Effects of Topical Nasal Application on Allergic Rhinitis between Korean and Western Medicine : A Systematic Review of Randomized Controlled Trials (알레르기성 비염에 대한 한약 및 양약 국소비강외용제의 효과 비교 : 체계적 문헌 고찰)

  • Objectives : The purpose of this study is to evaluate the effectiveness and safety of topical nasal application of Herbal medicine compared with Western medicine in the treatment of Allergic Rhinitis(AR). Methods : Electronic databases including Cochrane library, PubMed, EMBASE, CNKI, KMBASE, KISS, NDSL, OASIS, KISS and KJTK(Korean Traditional Knowledge Portal) were searched by the keywords such as 'allergic rhinitis', 'nasal sprays', 'herbal medicine', 'plant extracts', and 'external application'. The quality of each RCTs was assessed by Cochrane Collaboration of 'Risk of bias(RoB) Tool'. Results : 19 RCTs were finally selected from 1419 references screened. 19 RCTs were compared with the effects of topical nasal application of Herbal medicine and Western medicine. Based on the symptom scores from 13 RCTs, topical nasal application of herbal medicine generally has a better effect on relief of AR. The two treatments have similar effects on improving the level of specific factors like IgE, IgG, IL-13, $uLTD_4$ in blood and urine. 8 RCTs showed adverse effects(AEs) in both groups and severe AEs were not reported. Conclusions : This study shows that topical nasal application of herbal medicine can improve symptoms and related factors of allergic rhinitis. Well-designed RCT studies with low risk of bias should be conducted to confirm these findings.

Image Watermark Method Using Multiple Decoding Keys (다중 복호화 키들을 이용한 영상 워터마크 방법)

  • In this paper, we propose an image watermark method using multiple decoding keys. The advantages of this method are that the multiple original images are reconstructed by using multiple decoding keys in the same watermark image, and that the quality of reconstructed images is clearly enhanced based on the idea of Walsh code without any side lobe components in the decoding process. The zero-padded original images, multiplied with random-phase pattern to each other, are Fourier transformed. Encoded images are then obtained by taking the real-valued data from these Fourier transformed images. The embedding images are obtained by the product of independent Walsh codes, and these spreaded phase-encoded images which are multiplied with new random-phase images. Also we obtain the decoding keys by multiplying these random-phase images with the same Walsh code images used in the embedding images. A watermark image is then made from the linear superposition of the weighted embedding images and a cover image, which is multiplied with a new independent Walsh code. The original image is simply reconstructed by the inverse-Fourier transform of the despreaded image of the multiplication between the watermark image and the decoding key. Computer simulations demonstrate the efficiency of the proposed watermark method with multiple decoding keys and a good robustness to the external attacks such as cropping and compression.

Determining Input Values for Dragging Anchor Assessments Using Regression Analysis (회귀분석을 이용한 주묘 위험성 평가 입력요소 결정에 관한 연구)

  • Although programs have been developed to evaluate the risk of dragging anchors, it is practically difficult for VTS(vessel traffic service) operators to calculate and evaluate these risks by obtaining input factors from anchored ships. Therefore, in this study, the gross tonnage (GT) that could be easily obtained from the ship by the VTS operators was set as an independent variable, and linear and nonlinear regression analyses were performed using the input factors as the dependent variables. From comparing the fit of the polynomial model (linear) and power series model (nonlinear), the power series model was evaluated to be more suitable for all input factors in the case of container ships and bulk carriers. However, in the case of tanker ships, the power supply model was suitable for the LBP(length between perpendiculars), width, and draft, and the polynomial model was evaluated to be more suitable for the front wind pressure area, weight of the anchor, equipment number, and height of the hawse pipe from the bottom of the ship. In addition, all other dependent variables, except for the front wind pressure area factor of the tanker ship, showed high degrees of fit with a coefficient of determination (R-squared value) of 0.7 or more. Therefore, among the input factors of the dragging anchor risk assessment program, all factors except the external force, seabed quality, water depth, and amount of anchor chain let out are automatically applied by the regression analysis model formula when only the GT of the ship is provided.

A Study on the Internal Validity of Korean Medicine Education Evaluation and Accreditation (한의학교육평가인증 내적타당화에 대한 고찰)

  • This study intends to examine the indicators of Korean medicine education that are directly required in the field, in the process of developing and rationalizing the second cycle of evaluation and accreditation standards for the Colleges of Korean medicine and present indicators to the Korean medicine education community. To this end, we conducted the Delphi survey on six Korean medicine education experts, and the second cycle evaluation and accreditation standards were developed after verifying the validity of the contents and through a public hearing on three experts. Based on the research results of this study, we make the following suggestions: First, the support of Korean medical education institutions should be considered. The Korean medical education institution operates the Korean medicine hospital under each institution's name. Thus, criteria for evaluation shall be considered according to the number of beds and the support of schools. Second, for the second cycle of evaluation, all six members of the evaluation committee were professors of Korean medicine; however, in the future, each group of the evaluation committee needs to be composed of an external curriculum and evaluation experts to seek the evaluation focusing on education. Third, it is necessary to include curriculum and evaluation experts in the development stage of education programs and institutional evaluation and accreditation standards. Fourth, the experts of the curriculum should be included as the members of the curriculum development team of the College of Korean Medicine. This study is meaningful as a study to improve the quality of Korean medicine education.
