지방직화이후 새로운 농촌지사업의 추진방향 (Directions for the Implementation of Agricultural Extension Services in an Age of Localization)

  • Agricultural extension services in Korea has experienced various system changes and accomplishments. The biggest achievement of extension was rice self-suffiency in the 1970s and abundant vegetable and animal production in the 1980s. The emerging challenges of international competition and localization are contributing to significant changes such as the decentralization of activities and shared responsibilities between the central government and local governments. Change, while it threatens the status quo, is a challenge and an opportunity to review and revamp ensconced and often rigid structures. In this sense, it is time to start a new era in agricultural extension. The development of agricultural extension requires keen appraisals and cogent analysis based on the realities of each specific regional situation. In order to develop agricultural extension services, the various aspects, the synthetic identification of its environments, the clarification of the client, the program development, and the effective mechanisms between research and extension must be considered. Especially, agricultural extension systems should be flexible and adjust to changing environments and the farmers' needs.

  • The application of knowledge management concepts as a way to improve project success is an emerging topic for project management researches around the world. The Construction Extension to the PMBOK® Guide Third Edition documents the knowledge and practices that are generally recognized as good practices for managing engineering and construction projects. However, it is not unusual to see that engineering and construction projects suffer from poor performance. Based on a critical literature review, a theoretical framework is developed for the application of knowledge management in engineering and construction projects. This framework is subsequently applied as a lens to examine the construction extension to the PMBOK® Guide, aiming to identify the key characteristics of knowledge management in this standard. This research also aims to highlight those aspects of the construction extension to the PMBOK® Guide that can be improved from the knowledge management perspective. Recommendations are made to improve this standard by means of applying knowledge management concept so that better project outcomes can be achieved.

  • TCP has been designed and tuned as a reliable transfer protocol far wired links. However, it incurs end-to-end performance degradation in wireless environments where packet loss is very high. TCP HACK(Header Checksum Option) is a novel mechanism proposed to improve original TCP in lossy link. It presents an extension to TCP that enables TCP to distinguish packet corruption from congestion in losssy environments. TCP HACK performs well when the sender receives the special ACKs correctly, hut if the ACKs are also lost much, the efficient of TCP HACK will net be prominent. In this paper we present an extension to TCP HACK, which can perform well even when the ACKs are much corrupted.

효율적 Cyclinc Extension을 갖는 Zipperqkdtlr의 VDSL 모뎀 (A Zipper-based VDSL Modem with an Efficient Cyclic Extension)

  • In this paper we propose an efficient implementation technique for cyclic extension in VDSL(Very High bit-rate Digital Subscriber Line) systems using Zipper duplexing and analyze its performances under typical telephone channel environments. In Zipper-based VDSL systems each DTM(discrete-multitone) block is appended by both cyclic prefix(CP) and cyclic suffix(CS). The CP is inserte to prevent both intersymbol interference (ISI) and iterchannel interference (ICI) while the CS is appended to ensure orthogonality between the upstream and downstream carriers thus preventing near-end crosstalk (NEXT). However in order to implement the CP in the transmitter side of the VDSL system an additional hardware is required to append the latter part of each DMT symbol to the beginning of the DMT symbol. In this paper we propose a VDSL system with Zipper duplexing using only CS to reduce hardware complexity (memory and processing delay) required for implementation of CP. It is shown by computer simulation that the proposed approach has the same capacity under typical channel environments as the previous Zipper-based VDSL system using both CP and CS. even with a significantly lower hardware complexity.

  • The demand for agricultural information system are small but expanding in Korea. Use of information system in farm extension hilps both farmers and extensionists. This study undertakes surveys of literature on information system and extension to finds their relationship. Use of the information system can make extension service more effective if it is developed to meet following factors; 1) consider real farm problem; 2) solve the problems; 3) generate more values than costs; 4) consider real farm environments; 5) comprehensive enough to consider all relevant knowledge domain; 6) sensitive enough to meet the changes in farm environment; 7) educational and easy to learn; 8) easy to maintain.

  • The most important factors in environment that influence the physiology of insects are temperature and humidity. Insects display a remarkable range of adaptations to changing environments and maintain their internal temperature (thermoregulation) and water content within tolerable limits, despite wide fluctuations in their surroundings. Adaptation is a complex and dynamic state that widely differs in species. Surviving under changing environment in insects depends on dispersal, habitat selection, habitat modification, relationship with ice and water, resistance to cold, diapause and developmental rate, sensitivity to environmental signals and syntheses of variety of cryoprotectant molecules. The mulberry silkworm (Bombyx mori) is very delicate and sensitive to environmental fluctuations and unable to survive naturally because of their domestication since ancient times. Thus, the adaptability to environmental conditions in the silkworm is quite different from those of wild insects. Temperature, humidity, air circulation, gases and photoperiod etc. shows a significant interaction in their effect on the physiology of silkworm depending upon the combination of factors and developmental stage affecting growth, development, productivity and quality of silk. An attempt has been made in this article to briefly discuss adaptation in insects with special emphasis on the role of environmental factors and their fluctuations and its significance in the physiology of mulberry silkworm, B. mori.

  • An increasing number of researches and developments for personal or professional service robots are attracting a lot of attention and interest industrially and academically during the past decade. Furthermore, the development of intelligent robots is intensively fostered as strategic industry. Until now, most of practical and commercial service robots are worked by remotely operated controller. The most important technical issue of remote control is a wireless communication, especially in the indoor and unstructured environments where communication infrastructures might be destroyed by various disasters. Therefore we propose a multi-robot following navigation method for securing the valid communication distance extension of the remote control based on WPAN(Wireless Personal Area Networks). The concept and implementation of following navigation are introduced and the performance verification is performed through real navigation experiments in real or test-bed environments.

  • Corrosion science faces new challenges in various nuclear environments. Three main areas may be identified where increases of knowledge and understanding have been done and are still needed to face the technical needs: (i) the extension of the service time of nuclear power plants from 40 years, as initially planned, to 60 years and probably more as expected now, (ii) the prediction of long term behaviour of metallic materials in nuclear waste disposal where the corrosion processes have to be predicted over large periods of time, some thousands years and more, (iii) the choice of materials for use at very high temperatures as expected in Generation IV power plants in environments like gas (helium), supercritical water, liquid metals or salts. Service time extension, deep geological waste repositories and high temperature reactors sustain researches and developments to model corrosion phenomena at various scales, from atoms to components.

케이블센서를 이용한 2차원 위치측정 시스템 (A Two-Dimensional Position Sensor Using Cable Extension Transducers)

  • Based on the cable-extension transducers, a new technique for two dimensional position measurement is developed in this paper. This new technique includes the use of two such transducers and the planar position is determined through triangulation. This paper also presents uncertainty analysis results for establishing sensor design specifications. An actual prototyped sensor system is built and its accuracy is verified through h\both experiments with coordinate measurement machines and its application to the real-time control of a high load wheeled mobile robot. This new type of position sensor can be easily used in a wide variety of automation applications in industry for two dimensional position measurements with high accuracy over a relatively large range, and it is both cast effective and robust against hostile environments.
