Common utility tunnel is essential to the daily lives of people underground utilities (electricity, gas and supply facilities such as water, communication facilities, sewer facilities, etc.) to improve the appearance by co-acceptance and disaster prevention, important for the conservation of the city's population was concentrated road construction the city-based facilities. There is recognition of the importance of the various supply treatment facilities in common utility tunnel as infrastructure to accommodate joint according to the city expanded, the demand for infrastructure. In this paper, a cost-benefit analysis using a one-time occurrence, without simply relying on cost or current cost, project manager for the city-dimensional feasibility study conducted, the user level of the maintenance costs and user costs, including social costs items from various angles can be investigated and proposed a mechanism of economic feasibility common utility tunnel. Evaluation of the proposed technique is cost-benefit and cost caused by installing common utility tunnel the existing pipeline area - was investigated by the benefit analysis, extended and repeated common utility tunnel installation depends much affected by the excavation, so users of reducing the number of repeat excavation convenience can be seen that this occurs.
PURPOSES : This study was conducted to analyze the effects arising from extending the duration of nighttime road construction on improving road quality and durability. METHODS : Most previous studies estimating the social cost of various construction conditions did not consider road pavement cooling time as a factor in improving road pavement quality. This study investigated the feasibility of achieving higher road quality and durability by extending the duration of nighttime road construction time extension. For this investigation, the effects of such an extension on traffic conditions were analyzed based on micro-simulation studies and scenario-based cost-benefit analyses, using factors including traffic volume, delay, construction cost, and road pavement cooling time. RESULTS : The results of the traffic simulation studies and cost-benefit analyses indicate that the current road construction method that emphasizes completing nighttime road construction by 6 a.m. reduces pavement life while causing relatively little traffic delay. If the night construction time is instead extended to 2 p.m., road pavement lifetime is increased, reducing road re-construction cost. These savings are greater than the cost of congestion arising from extending the duration of nighttime construction. CONCLUSIONS : The current nighttime construction durations need to be extended in order to efficiently manage roads and reduce road management costs.

Engineering structures including civil infrastructures require a life-cycle cost and benefit during their service lives. The service life of a structure can be extended through appropriate inspection and maintenance actions. In general, this service life extension requires more life-cycle cost and cumulative benefit. For this reason, structure managers need to make a rational decision regarding the service life management considering both the cost and benefit simultaneously. In this paper, the probabilistic decision tool to determine the optimal service life based on cost-benefit analysis is presented. This decision tool requires an estimation of the time-dependent effective cost-benefit under uncertainty to formulate the optimization problem. The effective cost-benefit is expressed by the difference between the cumulative benefit and life-cycle cost of a deteriorating structure over time. The objective of the optimization problem is maximizing the effective cost-benefit, and the associated solutions are the optimal service life and maintenance interventions. The decision tool presented in this paper can be applied to any deteriorating engineering structure.
The economic feasibility analysis including benefit-cost ratio and internal rate of return of a land consolidation and on-farm development project was mainly depended upon the direct benefits and costs arising during project life. Therefore the projects were neglected in allocating the government's financial funds and loans on account of the low economic rate of return of the project. Accordingly the extended benefit-cost analysis method should be introduced and adapted to cover not only the benefit s such as non-market values of environmental and food security fun ct ions of the project but also market values of the project outputs. The main purposes of this study are (1) to prepare a guide line for economic feasibility analysis based on the IBRD and ADB guidelines, (2) to estimate the benefits from productivity increase, labor saving, savings of O&M cost of farm mechanization and project facilities, savings of farmer's burden for their public health, increasing environmental and public functional value of paddy fields, improving food security condition and formation of peaceful and uncontroversial rural society by implementing the land consolidation and on-farm development, (3) to introduce the newly adapted analytical method as the extended benefit cost analysis which could make possible to be included the values of non-market goods such as the food security and the environmental public function of paddy fields. To carry out this study, the existing publications on the guidelines for economic agricultural projects were reviewed and consultation was made with a For the post evaluation study of the land consolidation and on-farm development project, field survey in Jigok and other comparative area were made to get available information. According to the project completion report, Jigok land consolidation and on-farm development project has 55ha of benefit area out of 69ha of gross area. The project was started in November 11th, 2000 and completed october 30th, 2001. The total project costs were amounted to 2,548 million won and the annual project benefits were estimated at 335million won evaluated by domestic market prices. The ERR(Economic Rate of Return) and SRR(Social Rate of Return) of the project based on the shadow pricing system were estimated at 4.4% and 16% respectively. On the other hand, the ERR and SRR based on the domestic market value system were amounted to 6.37% and 14.62%. In conclusion, Korean land consolidation and on-farm development projects have not carried out from the view point of economic rate of return under shadow pricing system but from the view point of domestic pricing system. For the future feasibility studies on land consolidation projects have to be carried out including the non-market values as environmental and food security function of the projects.

Multi-unit house, multi-household house, row house and apartments with less than 500 households were included in the list of anti-crime for buildings following the revision of the "notice of crime prevention building standards" on July 31, 2019. Strengthening the performance of crime prevention buildings is inevitable to increase the cost of building construction, including installation of preventive facilities and use of facilities that have secured performance. Thus an economic analysis on the costs and expected benefits of implementing the standards is required for social consensus. Economic analysis is divided into cost analysis and benefit analysis. This study aims to perform an economic analysis on the installation of crime prevention facilities in the buildings subject to expanded crime prevention obligations. Cost analysis is calculated as the sum of the cost of installation and the price of the crime prevention facilities installed for each target residential building. Benefit analysis is calculated as the social cost of targeted crimes that are expected to decrease due to the installation of crime prevention facilities. Economic analysis shows that the total cost of installing crime prevention facilities in residential buildings is estimated at 107.31 billion won per year, while the total benefit from enhanced crime prevention performance is estimated at 9.38 billion won per year. Considering inflation, benefits are expected to outpace costs in the 28th year since the system was implemented.

Purpose: The purpose of this study is to evaluate the costs and benefits of individual home visiting health care using secondary data and literature review. Methods: The total number of subjects was 1,008,837. A specific program was classified into disease management, care of infant, child and women, or elderly care. The costs and effects of a program were identified from a societal perspective, and the effects were converted into monetary terms or benefits. The total cost was calculated in the way that medical expenses, travel costs and productivity losses were offset by the decrease in benefits and thus only the program budget was included in the total cost. Results: The total program cost was 47.6 billion won per year and the total annual benefit was estimated at 435.6 billion won. The benefits of arthritis management were the biggest among disease management programs. The net benefit was 388.0 billion won per year and the benefit/cost ratio was 9.16. Conclusion: Home visiting health care was validated to be economically effective. It made a positive contribution to improving the health status of vulnerable populations and reducing medical expenses. These results suggest that home visiting care should be extended more broadly to vulnerable populations.

The main objectives of this study is (1) to provision of the guideline for economic feasibility analysis based on the IBRD and ADB guidelines, (2) to estimate the benefits such as Productivity increase effect, labor saving effect, off-farm income increase effect during off-farm season, saving of O&M cost of farm mechanization, enhance of farmer's public health, increase of environmental public function of paddy fields, effect of food security and establishment of peaceful and uncontroversial rural society by implementing the land consolidation and on-farm development, (3) to introduce the newly adapted analytical method as the extended benefit cost analysis which could make possible the analysis of non-market goods such as the food security value and the environmental public value of paddy fields. To carry out the study, the publication on the guideline for economic analysis of agricultural projects were reviewed and consulted and for the post evaluation of the land consolidation and on-farm development project, field survey in Jeongja area were made for the feasibility study of the project by new method. According to the initial project plan, Jeongja land consolidation and on-farm development project has 96ha of benefit area and the project was started in 1989 and completed in the spring, 1990. The total project costs were amounted to 1,052 million won and the annual project benefits were estimated at 135.4 million in 1989 constant market prices. On the other hand, the newly estimated project benefits as a part of post evaluation of the project were amounted to 602.1 million won including all the benefits from the market and non-market commodities of the project as mentioned above column. The original IRP(Internal rate of return) of the project was estimated at 15.81%. On the other hand, the IRR of the post evaluation of the project was amounted to 16.83%. In case of including the benefit from the environment public function of paddy field, the SRR(Social Rate of Return) was reached to 38.81% and when we added the benefit from food security of the project, the SRR showed very high rate as 46.41%. In conclusion, the project were verified socio-economically feasible and environmentally sustainable considering the above decision making criteria.

This study aims to suggest the basics for the implementation of the farmstead-specific early warning system (FEWS) for weather risk management nationwide. A survey by questionnaire was conducted to examine farmer's response, and a cost-benefit analysis was made to examine the effect of the FEWS on the economy. The farmers who volunteered to participate in this survey responded that they were generally satisfied with the FEWS, and that they used it well for farming. Willingness to pay (WTP) for the early warning service was estimated to be 8,833 KRW per month by survey respondents. If the early warning service is extended to nationwide and 50% of farmers use it for six months, then the ratio of benefit to cost will be 2.2, indicating that nationwide expansion of the FEWS is very feasible.
