인공지능 윤리 원칙 Seoul PACT를 적용한 지능형 전자정부 서비스 윤리 가이드라인 (Seoul PACT : Principles of Artificial Intelligence Ethics and its Application Example to Intelligent E-Government Service)

  • The remarkable achievements of the artificial intelligence in recent years are also raising awareness about its potential risks. Several governments and public organizations have been proposing the artificial intelligence ethics for sustainable development of artificial intelligence by minimizing potential risks. However, most existing proposals are focused on the developer-centered ethics, which is not sufficient for the comprehensive ethics required for ongoing intelligent information society. In addition, they have chosen a number of principles as the starting point of artificial intelligence ethics, so it is not easy to derive the guideline flexibly for a specific member reflecting its own situation. In this paper, we classify primitive members who need artificial intelligence ethics in intelligent information society into three : Developer, Supplier and User. We suggest a new artificial intelligence ethics, Seoul PACT, with minimal principles through publicness (P), accountability (A), controllability (C), and transparency (T). In addition, we provide 38 canonical guidelines based on these four principles, which are applicable to each primitive members. It is possible for a specific member to duplicate the roles of primitive members, so that the flexible derivation of the artificial intelligence ethics guidelines can be made according to the characteristics of the member reflecting its own situation. As an application example, in preparation for applying artificial intelligence to e-government service, we derive a full set of artificial intelligence ethics guideline from Seoul PACT, which can be adopted by the special member named Korean Government.

기존 공동주택에서 채취한 철근콘크리트 기둥의 내력특성 평가 연구 (Axial Strength of RC Columns Extracted from Existing Apartment Housings)

  • 본 논문에서는 노후화된 부재의 내력평가 및 보강설계를 위한 기본 자료를 구축하기 위하여 기존 공동주택에서 채취한 철근 콘크리트 기둥에 대한 구조실험을 통하여 노후화된 부재의 내력특성을 분석하고자 하였다. 이를 위하여 기존 재건축 아파트 현장에서 총 10개의 기둥을 채취하고, 각각의 기하학적 특성에 따라 중심축력 및 편심축력 실험을 실시하였다. 채취된 부재의 치수는 도면과 최대 40mm 정도 차이가 있었으며, 철근 피복두께는 약 25~115 mm 정도의 범위로서 매우 고르지 못한 분포를 나타냈다. 본 실험결과에 의하면 모든 부재의 실험 압축내력이 계산치보다 최소한 75% 이상 큰 것으로 나타나 현행 설계기준을 만족하는 것으로 파악되었다. 그러나, 부재의 변위 연성비는 최소 2.12, 최대 5.86으로 나타나 전반적으로 부족한 것으로 파악되었다.

Curvature-based analysis of concrete beams reinforced with steel bars and fibres

  • Steel fibre-reinforced concrete (SFRC) is an emerging class of composite for construction. However, a reliable method to assess the flexural behaviour of SFRC structural member is in lack. An analytical technique is proposed for determining the moment-curvature response of concrete beams reinforced with steel fibres and longitudinal bars (R/SFRC members). The behaviour of the tensile zone of such members is highly complex due to the interaction between the residual (tension softening) stresses of SFRC and the tension stiffening stresses. The current study suggests a transparent and mechanically sound method to combine these two stress concepts. Tension stiffening is modelled by the reinforcement-related approach assuming that the corresponding stresses act in the area of tensile reinforcement. The effect is quantified based on the analogy between the R/SFRC member and the equivalent RC member having identical geometry and materials except fibres. It is assumed that the resultant tension stiffening force for the R/SFRC member can be calculated as for the equivalent RC member providing that the reinforcement strain in the cracked section of these members is the same. The resultant tension stiffening force can be defined from the moment-curvature relation of the equivalent RC member using an inverse technique. The residual stress is calculated using an existing model that eliminates the need for dedicated mechanical testing. The proposed analytical technique was validated against test data of R/SFRC beams and slabs.

안전한 멀티캐스트 전송을 위한 효율적인 그룹 관리 방법 (An Effective Group Management Method for Secure Multicast Transmission)

  • 많은 중요한 정보들이 인터넷을 통해 전송되고 있으나, 이들은 정보는 수많은 위험에 노출되어 있다. 그리고 멀티캐스트 서비스도 다양해지고 보편화되고 있는 만큼 서비스의 종류도 다양해지고 있다. 그룹에 새로운 멤버가 가입하거나 탈퇴하는 경우 기존 멤버들이 사용하던 그룹 키는 갱신되어야 한다. 그러나 기존의 방법은 키 교환 때문에 성능이 저하되는 문제가 있다. 본 논문에서는 안전한 멀티캐스트 데이타 전달을 위해서 가입과 탈퇴가 빈번한 멀티캐스트 그룹에 대해서 안전한 데이타 전달을 위한 효율적인 그룹 관리 기법을 제안한다.

전단파괴모드를 고려한 철근콘크리트 보통전단벽-골조 건물의 붕괴메커니즘 (Collapse Mechanism of Ordinary RC Shear Wall-Frame Buildings Considering Shear Failure Mode)

  • Most commercial buildings among existing RC buildings in Korea have a multi-story wall-frame structure where RC shear wall is commonly used as its core at stairways or elevators. The members of the existing middle and low-rise wall-frame buildings are likely arranged in ordinary details considering building occupancy, and the importance and difficulty of member design. This is because there are few limitations, considerations, and financial burdens on the code for designing members with ordinary details. Compared with the intermediate or unique details, the ductility and overstrength are insufficient. Furthermore, the behavior of the member can be shear-dominated. Since shear failure in vertical members can cause a collapse of the entire structure, nonlinear characteristics such as shear strength and stiffness deterioration should be adequately reflected in the analysis model. With this background, an 8-story RC wall-frame building was designed as a building frame system with ordinary shear walls, and the effect of reflecting the shear failure mode of columns and walls on the collapse mechanism was investigated. As a result, the shear failure mode effect on the collapse mechanism was evident in walls, not columns. Consequently, it is recommended that the shear behavior characteristics of walls are explicitly considered in the analysis of wall-frame buildings with ordinary details.

Multi-potential capacity for reinforced concrete members under pure torsion

  • Unlike the existing truss models for shear and torsion analysis, in this study, the torsional capacities of reinforced concrete (RC) members were estimated by introducing multi-potential capacity criteria that considered the aggregate interlock, concrete crushing, and spalling of concrete cover. The smeared truss model based on the fixed-angle theory was utilized to obtain the torsional behavior of reinforced concrete member, and the multi-potential capacity criteria were then applied to draw the capacity of the member. In addition, to avoid any iterative calculation in the existing torsional behavior model, a simple strength model was suggested that considers key variables, such as the effective thickness of torsional member, principal stress angle, and strain effect that reduces the resistance of concrete due to large longitudinal tensile strain. The proposed multi-potential capacity concept and the simple strength model were verified by comparing with test results collected from the literature. The study found that the multi-potential capacity could estimate in a rational manner not only the torsional strength but also the failure mode of RC members subjected to torsional moment, by reflecting the reinforcing index in both transverse and longitudinal directions, as well as the sectional and material properties of RC members.

  • 초고강도 콘크리트를 이용한 부재의 내화 성능을 검토하기 위해서는 실제부재 단위의 시험에 의한 평가가 요구되고 있다. 그러나 실제부재 실험을 하기 위해서는 재하 능력이 큰 시험 장비가 필요하기 때문에, 재료 모델을 이용한 해석적 연구를 통해 내화 성능을 평가하고 있다. 본 연구에서는 80, 130 및 180 MPa의 초고강도 콘크리트를 대상으로 고온 가열시의 변형 특성을 실험적으로 평가하고 초고강도 콘크리트에 대한 기존 변형 모델의 적용을 검토했다. 그 후, 최소 제곱법에 의해 실험 값과 기존의 변형 모델을 적용한 계산 값의 누적 오차가 가장 작은 상수 값을 도출하고 초고강도 콘크리트에 적용 할 수 있는 변형 모델을 제시했다.

  • 일반적으로 송전철탑 부재들의 보강은 적절한 그라우팅재를 활용한 인젝션과 구조 보강재 부착을 이용한 단면 확장에 따른 강성보강 방식을 주로 사용한다. 이와 같은 그라우팅 인젝션 및 단면보완은 주로 축력능력을 확장시키는 데에 의미를 갖는다. 그렇지만 보다 안정적 상태를 유지케 할 수 있는 보강방안이 적극 요구되는데 그 방법은 좌굴에 의해 손상을 받은 부재를 원상태의 길이로 환원시키고, 또한 내부적 보강효과를 동시에 갖는 새로운 부재로 교체하는 것이다. 본 연구에서는 기초침하로 구조적 손상을 받은 송전철탑의 손상회복을 위한 실증적 과정으로 우선 현장에서의 손상도 확인점검과 손상상태 및 회복상태에 대한 수치 해석적 결과를 도출하였고, 새롭게 고안한 잭킹시스템을 이용하여 보강된 부재를 교체하는 과업을 수행하였다. 이 결과는 송전철탑 유지관리의 차원상승 효과를 갖게 한다.

An Efficient Revocable Group Signature Scheme in Vehicular Ad Hoc Networks

  • Although many revocable group signature schemes has been proposed in vehicular ad hoc networks (VANETs), the existing schemes suffer from long computation delay on revocation that they cannot adapt to the dynamic VANETs. Based on Chinese remainder theorem and Schnorr signature algorithm, this paper proposes an efficient revocable group signature scheme in VANETs. In the proposed scheme, it only need to update the corresponding group public key when a member quits the group, and in the meanwhile the key pairs of unchanged group members are not influenced. Furthermore, this scheme can achieve privacy protection by making use of blind certificates. Before joining to the VANETs, users register at local trusted agencies (LTAs) with their ID cards to obtain blind certificates. The blind certificate will be submitted to road-side units (RSUs) to verify the legality of users. Thus, the real identities of users can be protected. In addition, if there is a dispute, users can combine to submit open applications to RSUs against a disputed member. And LTAs can determine the real identity of the disputed member. Moreover, since the key pairs employed by a user are different in different groups, attackers are not able to track the movement of users with the obtained public keys in a group. Furthermore, performance analysis shows that proposed scheme has less computation cost than existing schemes.

  • 우주 항공위성 시스템은 변하는 불확실한 우주항공 환경에(서) 운행되고 지상기지국으로부터의 원격통신 없이 장시간 동안 동작해야 할 자율적인 능력이 요구되고, 결함 없이 임무를 수행하여야 하며, 시스템에서 계측된 데이터의 신뢰성을 유지하기 위한 고장 상태 검출과 오류 수정 시스템을 차보하는 것이 중요하다. 본 논문에서는 확장 칼만 필터 기법을 적용한 동적모델 시뮬레이션 기법(High Fidelity, Dynamic Model-based Simulation)을 제안하였으며, 제안된 시스템은 비정상적인 데이터의 효과적인 검출과 대응이 가능해짐으로써 신뢰성 있는 우주항공위성시스템을 구축하도록 자동 상태 진단/데이터 시스템에 고장검출/오류수정 시스템을 적용하는 것이다.
