While heat island has been recognized as an unique environmental nuisance in cities, the phenomenon tends to be regarded as an inevitable side effect on urbanization. Recently the nature of the heat island has been disclosed and efforts for the remedy have been discussed in many ways. Some pioneering actions have been taken to mitigate the strength of the heat island's intensity in several countries. After studies for the heat island and speculations on current pilot policies of 3 different countries has been done, mitigation policies for heat island has been suggested as followings. 1. Preservation of natural topography is essential because latent energy consumption(evapotranspiration) from the site is the single most important factor to mitigate the energy surplus caused by urban heat island. 2. Because current national zoning ordinance or building law can not effectively control the site specific local environment, heat island policy should be established or employed at local level. 3. Incentives for the mitigation should be adopted on the process of implementation because environment is public concern. 4. Wind can easily dissipate energy surplus which is the major driving force for heat island. Therefore local wind, the direction and intensity should be sustained and sometimes facilitated fully through policies.
The analysis performed here is aimed to increase the familiarity of hydrologic process especially for the small basins which are densely gaged. Kyung An and Mu Shim river basins are selected as a represectative basin according to the criteria which UNESCO has establisheed back in 1964 and being operated under the auspice of Ministry of Construction. The data exerted from these basins is utilized for the determination of the characteristics of precipitation and runoff phenomena for the small basin, which is considerred as a typical Korean samll watershed. The methodology developed by Soil Conservation Service, USA for determination of runoff value from precipitation is applied to find the suitability of the method to Korean River Basin. The soil cover complex number or runoff curve number was determined by considering the type of soil, soil cover, land use and other factor such as antecent moisture content. The averag values of CN for Kyung An and Mushim river basins were found to be 63.9 and 63.1 under AMC II, however, the values obtained from soil cover complex was less than those from total precipitation and effective precicpitation by 10-30%. It may be worth to note that an attention has to be paid in the application of SCS method lo Korean river basin by adjusting 10-30% increase to the value obtained from soil cover complex. Finally, the design flood hydrograph was consturcted by employing unit hydrograph technique to the dimensionless mass curve. Also a stepwise multiple regression was performed to find the relationship between runoff and API, evapotranspiration rate, 5 days antecedent precipitation and daily temperature.
The most significant factor in estimating annual runoff must be the precipitation. But in the previous study, the watershed area instead of precitation was included as an independent variable in regression model in the process of checking accurate data. The criterion of accurate data was the runoff ratio in the range of 20% to 100%. In this study the valid range of evapotranspiration was adopted as a criterion of accurate data and the same data were reexamined. It came up with following model which has a high coefficient of determination and conforms to hydrologic theory. R=-518.25+0.8834P where, R: runoff depth(mm) P: precipitation(mm) This regression model was found to be stable by cross-validation and is proposed as annual runoff estimation model applicable to ungaged small and medium watersheds in Korea.

Forest area covers 64 % of the national land of Korea and the forest plays a pivotal role in the hydrological process such as flood, drought, runoff, infiltration, evapotranspiration, etc. In this study, soil moisture monitoring for conifer forest in experimental forest of Seoul National University has been conducted using FDR (Frequency Domain Reflection) for 6 different soil layers, 10, 20, 30, 60, 90 and 120 cm during 2009~2010, and precipitation data was collected from nearby AWS (Automatic Weather Station). Soil moisture monitoring data were used to estimate soil moisture recession constant (SMRC) for analyzing soil moisture recession characteristics. From the results, empirical soil moisture recession equations were estimated and validated to determine the feasibility of the result, and soil moisture contents of measured and calculated showed a similar tendency from April to November. Thus, the results can be applied for soil moisture estimation and provided the basic knowledge in forest soil moisture consumption. Nevertheless, this approach demonstrated applicability limitations during winter and early spring season due to freezing and melting of snow and ice causing peculiar change of soil moisture contents.
The grid-based water balance of watershed scale was assessed in the mountainous area of Pyosun catchment in Jeju Island after analyzing precipitation, evapotranspiration, and runoff from January 2008 to December 2013. The existing results of direct runoff, evapotranspirtion, and groundwater recharge comparing to precipitation were presented 22.0%, 25.6%, and 52.4%, respectively, in Pyosun catchment. However, this study indicated each component shows 14.5%, 24.2%, and 61.0%, respectively, in the mountainous area of Pyosun catchment. Therefore, groundwater recharge rate in the mountainous area appears higher than 10% comparing to the overall catchment. It would be analyzed that the amount of direct runoff is relatively small. Moreover, this difference could be generated because of the spatial discontinuities in the process of estimating the total amount of precipitation in the mountainous area. Therefore, the grid-based spatial analysis to maximize the spatial continuity would be useful for providing a more reasonable result when the total amount of water resources are evaluated in mountainous areas in the future.

The temporal and spatial relationship of the weather elements such as rainfall and temperature is closely linked to the streamflow simulation, especially, to the flood forecasting problems. For the study area, Imjin river basin, which has the specific characteristics in geography with river cross operation between North and South Korea, the meteorological information in the northern area is totally deficiency, lead to the inaccuracy of streamflow estimation. In the paper, this problem is solved by using the combination of global (such as soil moisture content, land use) and local hydrologic components data such as weather data (precipitation, evapotranspiration, humidity, etc.) for the model-driven runoff (surface flow, lateral flow and groundwater flow) data in each subbasin. To compute the streamflow in Imjin river basin, this study is applied the hydrologic model SURR (Sejong Univ. Rainfall-Runoff) which is the continuous rainfall-runoff model used physical foundations, originally based on Storage Function Model (SFM) to simulate the intercourse of the soil properties, weather factors and flow value. The result indicates the spatial variation in the runoff response of the different subbasins influenced by the input data. The dependancy of runoff simulation accuracy depending on the qualities of input data and model parameters is suggested in this study. The southern region with the dense of gauges and the adequate data shows the good results of the simulated discharge. Eventually, the application of SURR model in Imjin riverbasin gives the accurate consequence in simulation, and become the subsequent runoff for prediction in the future process.
To provide a reliable tool for runoff simulations of ungauged watersheds upstream of reservoirs, a daily runoff simulation model, Tank model, is restructured, the parameter regionalization of the model is conducted, and the model's applicability is evaluated. Taking into account the characteristics of runoffs from the watersheds, a three-tank model is employed. The percolation process of the model's third tank is eliminated, considering the water budgets of the watersheds, and its evapotranspiration component is improved, reflecting the conditions of meteorological observation in South Korea. The sensitivity analysis of the model shows that the model's behaviors, varying with a sensitive parameter, ${\alpha}$, are reasonable. The regional parameter estimation equations are determined, using the characteristics and land uses of the watersheds as variables. The model is applied for the runoff simulations of three watersheds and the water stage simulation of one reservoir, and the simulation results are then compared with the observed values, which prove to be in close agreement with the observations. In addition, the results from simulating inflows of twenty-four reservoirs using the model show that the averages of evapotranspiration rate and runoff rate are 42.8% and 56.6%, respectively, which are resonable. Consequently, it is concluded that the model is practically applicable to simulating runoffs from watersheds upstream of reservoirs, and simulated inflow data are useful for watershed management and reservoir planning, design, and operation.
This study aims to improve the runoff modeling accuracy of a basin using Hydrological Simulation Program-FORTRAN (HSPF) model by considering nonhomogeneous characteristics of a basin. By entering classified values according to the various types of land cover and soil to the parameters in HSPF-roughness coefficient (NSUR), infiltration (INFILT), and evapotranspiration (LZETP)- the heterogeneity of the Yongdam Dam basin was reflected in the model. The results were analyzed and compared with the one where the parameters were set as a single value throughout the basin. The flow rate and water quality simulation results showed improved results when classified parameters were used by land cover and soil type than when single values were used. The parameterization changed not only the flow rate, but also the composition ratio of each hydrologic components such as surface runoff, baseflow, and evapotranspiration, which shows the impact of the value set to a parameter on the entire hydrological process. This implies the importance of considering the heterogeneous characteristics of the land cover and soil of the basin when setting the parameters in a model.
The analysis performed here is aimed to increase the familiarity of hydrologic process especially for the small basins which are densely gaged. Kyung An and Mu Shim river basins are selected as a representative basin according to the criteria which UNESCO has established back in 1964 and being operated under the auspice of Ministry of Construction. The data exerted from these basins is utilized for the determination of characteristics of procipitation and runoff phenomena for the small basin, which is considered as a typical Korean samall watershed. The study found that the areal distribution of preciptation did not show any significant deviation from the point rainfall. Since the area studied is less than 20 km#, the pointrainfall may be safely utilized as a representative value for the area. Also the effect of elevation on the precipitation has a minor significance in the small area where the elevation difference is less than 200m. The methodology developed by Soil Conservation Service for determination of runoff value from precipitation is applied to find the suitability of the method to Korean river basin. The soil cover complex number or runoff curve number was determined by comsidering the type of soil, soil cover, land use and other factors such as antecedent moisture content. Water use efficiency (WUE) is considered as an important ecological indicator which may provide information on the process-structure relationships associated with energy-matter-information flows in ecosystem. The WUE at ecosystem-level can be defined as the ratio of gross primary productivity (GPP) to evapotranspiration (ET). In this study, KoFlux's long-term (2007-2015) eddy covariance measurements of $CO_2$ and water vapor fluxes were used to examine the WUE of needle fir plantation in Korea National Arboretum. Our objective is to ascertain the seasonality and inter-annual variability in WUE of this needle fir plantation so that the results may be assimilated into the development of a holistic ecological indicator for resilience assessment. Our results show that the WUE of needle fir plantation is characterized by a concave seasonal pattern with a minimum ($1.8-3.3g\;C{\cdot}(kg\;H_2O)^{-1}$) in August and a maximum ($5.1-11.4g\;C{\cdot}(kg\;H_2O)^{-1}$) in February. During the growing season (April to October), WUE was on average $3.5{\pm}0.3g\;C\;(kg\;H_2O)^{-1}$. During the dormant seasons (November to March), WUE showed more variations with a mean of $7.4{\pm}1.0g\;C{\cdot}(kg\;H_2O)^{-1}$. These values are in the upper ranges of WUE reported in the literature for coniferous forests in temperate zone. Although the growing season was defined as the period from April to October, the actual length of the growing season (GSL) varied each year and its variation explained 62% of the inter-annual variability of the growing season WUE. This is the first study to quantify long-term changes in ecosystem-level WUE in Korea and the results can be used to test models, remote-sensing algorithms and resilience of forest ecosystem.
