A Study on Measurement of National R&D Program Efficiency: How to integrate evaluators' recognition into measuring the efficiency? (국가연구개발사업의 평가위원 인식과 효율성 분석간 연계 방안에 관한 연구 - 원자력연구개발사업을 중심으로 -)

  • Based on the figure of Program's result, the measurement of National R&D Program efficiency cannot have reflected its characteristic. This study explores the way to integrate evaluators' recognition into program efficiency as a means of embodying its characteristic. As a way of integrating their recognition with evaluating efficiency, two methods are applied. One is AHP as for evaluators recognition and the other is DEA as for measuring efficiency. This study tries to show the effect of evaluators on program efficiency and compares the result with one which did not include their recognition. The study also implies that the recognition of evaluators should be considered when the program efficiency is measured. Furthermore, this study suggests that the participation and role of evaluators should be expanded into evaluation of program efficiency.

The discourse on how to integrate society and science: the applicability of participatory evaluation (과학기술과 사회 연계에 대한 담론: 사회참여형 과학기술 평가방법의 적용가능성 모색)

  • While Science tries to be far from Society, it actually does yearn for the trust from Society, on the other side. Its efforts getting back the trust has been witnessed with its fast evolution, consistent distrust from Society and Scientists' accountability with investment of public fund. Furthermore, many scholars have argued that there is the need to integrate science and society. In this regards, this paper explores how to integrate both spheres by participatory evaluation. To identify how the participatory evaluation works and should be, three main issues are mentioned. One is about evaluation methods; Objective-oriented and Behaviour aspects. Second is about prerequisite factors; sharing scientific language and changed recognition between civil society and scientists. Third is about challenge to be tackled; epistemological gap among evaluators and complex index. Under these issues, this paper sets out that the participatory evaluation should adopt the appropriate evaluation methodology. Last but not least, self-recognition and motivation by evaluators themselves are important factors, along with societal system which can take participatory evaluation.

Transformer Network for Container's BIC-code Recognition (컨테이너 BIC-code 인식을 위한 Transformer Network)

  • This paper presents a pre-processing method to facilitate the container's BIC-code recognition. We propose a network that can find ROI(Region Of Interests) containing a BIC-code region and estimate a homography matrix for warping. Taking the structure of STN(Spatial Transformer Networks), the proposed network consists of next 3 steps, ROI detection, homography matrix estimation, and warping using the homography estimated in the previous step. It contributes to improving the accuracy of BIC-code recognition by estimating ROI and matrix using the proposed network and correcting perspective distortion of ROI using the estimated matrix. For performance evaluation, five evaluators evaluated the output image as a perfect score of 5 and received an average of 4.25 points, and when visually checked, 224 out of 312 photos are accurately and perfectly corrected, containing ROI.

  • It is inevitable for college students to be confused when they first face university education, which requires them to be self-reliant and responsible, after finishing their course of education, which is passive under control of period and environment, in primary, middle, and high schools. Introduction to college courses, which require students to be subjective and responsible, to be taken after chronically and environmentally controlled primary and secondary education, are but confusing. In this stage, college education should provide ground for educational system so that students can escape from repetitively enforced way of studying of fixed curriculums and study creatively and subjectively while befitting each individual's aptitude. For instance, in programming classes in engineering school, students scholastic achievements are closely interrelated with the professor's educational principles. A change in method of education, from one previously focused on theoretical contents to one centered on practices and experiments, can reap good results. Also, as the need arose for introduction of practice-focused evaluation system, from recognition-centered professor evaluating system to enablement of actively developing creative and self-reliant way of learning, we applied the Rublic System. It is a feedback system that all or most students become the evaluators, of which the indicators of evaluation such as category, standard, and score are public. We have looked into whether or not there has been an improvement in GPAs of students, and if there exists an improvement then what efforts should be made to solidify the system.
