A Proposal Research of Assessment Standards for Ordering BIM-based Projects in Railway Infrastructure - Case Study on Application of Existing Projects - (철도인프라 BIM기반 공사 발주를 위한 평가기준 제안 연구 - 기존 발주사업 적용 사례를 통해 -)

  • In the evaluation for ordering BIM-based projects (Design Build) of Korean National Railway, criteria of BIM-based smart construction technology are assessed. Unlike the existing assessment criteria, performance resources and detailed assessment guidelines have been added by this research. The purpose of this study is to propose qualification assessment standards according to specific guidelines when evaluating on the phase of bidding for BIM-based projects. In the study, an improved evaluation standard (draft) was arranged based on two consultation meetings and surveys of related companies, applied to existing projects with the companies that won the bid, and validated. As more specific and added criteria compared to the existing standards, it could reduce the difficulty of evaluation for BIM capability and lay the foundation for railway BIM-based project management.

  • The orders of Design-Build Delivery System (DBDS) in a large and public construction project have been increasing. Single Source Responsibility (SSR) for design and construction, which contributes to quality improvement of design and construction, has been performed. The DBDS performs SSR for design and construction, but, it has not maximized effect because of the dissatisfied alternative analysis procedures which are based on constructability evaluation and the information system in the design step. In this research, Constructability Evaluation Factors (CEFs) that must be evaluated, investigated, and reflected in the basic design step for design-build projects. The CEF proposed and the business process of each conductor has been systematized. To propose constructability evaluation factors, first classify drawing information by the constructability evaluation sphere. CEFs must be proposed to evaluate factors according to interference among work items. Second, applicable CEFs must be classified by preference ranking and weight. Third, the values of constructability factors in accordance with building elements and work items, need to be calculated. Finally, the CEFs proposal will support rational decision making, design cost reduction, and quality improvement through the values for constructability of building elements and work items.

  • This study suggests the applicability of an AHP(Analytic Hierarchy Process) to improve the validity and fairness of evaluation index to assess the defense core-technology R&D projects. This study focused on the design of the proposal and performance evaluation index to structure them into a hierarchy using AHP which can be applicable to take the opinion of the defense R&D experts. Using the refined evaluation index, we propose a technique to enhance the reliability of the defense R&D projects evaluation system.

A Study on Establishing the Evaluation System of the Stock Enhancement Program (수산자원조성사업의 합리적인 평가체계 도입 방안에 관한 연구)

  • The main goal of the study is to propose an objective and standardized evaluation system of stock enhancement programs. In order to achieve this goal, the study first suggested the need for stock enhancement program evaluation system through the review of current status and problems. Second, the study identified possible problems of the existing stock enhancement program evaluation by reviewing domestic and foreign evaluation systems. Finally the study proposed a new evaluation system and implementation plan of it. This study also classified the program evaluation criteria into ex-ante evaluation and ex-post evaluation according to the evaluation point in time, and applied the economic, political and technical feasibility tests into the evaluation of the stock enhancement program in order to solve the current problems of the evaluation. The evaluation process of the stock enhancement program is composed of an evaluation system design, estimation of weights using the analytical hierarchy process, design of estimation standard, conversion of scores and final summary of the evaluation. The central government takes the lead in the evaluation of the regional (metropolitan city or province) projects and the regional government is in charge of the evaluation of the local (city or county) projects. For the implementation of the ex-ante evaluation, either the regional or local governments ask for the evaluation and then submit an evaluation plan and other necessary documents to the upper level governments. The ex-post evaluation is then carried out by the upper level governments.

Applying a Product Data Analytics-based Quantitative Contribution Evaluation System for Participants to Collaborative Projects in Product Development Practices (협동 제품개발 실습에서 참가자 기여도 평가를 위한 Product Data Analytics 기반 정량적 평가 시스템 적용)

  • As product development process becomes complex, it becomes more important for engineering students to experience collaborative product development. Especially the collaboration experience based on Product Data Management (PDM) systems is useful, since participants are likely to use the same environment for their professional product development. However, instructors have difficulties to evaluate contribution of each participant to their projects during the practices, since it is hard to trace personal activities for collaborative design processes. To solve this problem, this study suggests a data-driven objective method that analyses product data accumulated in PDM databases to evaluate numerically calculated contributions of participants to their class projects. As a result, the quantitative measures provided by the data-driven analysis with qualitative measures for project results can improve the fairness and quality of evaluation of contributions of participants to collaborative projects. This study implemented the proposed evaluation method with an information system and discussed the result of the application of the system to product development practices.

  • The report of the Korean Board of Audit and Inspection(BAI) on May 2007 indicates the problems of Life Cycle Cost (LCC) analysis and evaluation in the Design-Build(Turn-Key) and alternative bidding system. The point which the report indicates is that the cost estimation system for LCC analysis has nothing in common each other and there's no consistency among the repair cycle and ratio per facilities parts. For solving these problems, BAI demands the establishment of the guidelines for LCC analysis and evaluation from the competent authority Korean Ministry of Construction And Transportation(MOCT). The objective of this study is to develop the improvement directions for LCC analysis and evaluation which are suitable to the public construction projects especially for the Design-Build and alternative bidding system in Korea. For this study, the LCC related raws and regulations, LCC analysis guidelines of public cooperations, actual condition of LCC analysis and evaluation which include, the elements of LCC, the estimation rules of the initial cost and the maintenance cost, the analysis standards of time value of money, etc. are investigated to provide the improvement directions for LCC analysis and evaluation.

A Study on Smart City Project Evaluation System: Focusing on Case Analysis of IFEZ Smart City (스마트시티 프로젝트 평가체계에 대한 연구: IFEZ 스마트시티 사례분석을 중심으로)

  • Project evaluation is the process of evaluating the progress and results of a project. Smart city projects can be divided into system components (infrastructure, services, platforms), or projects can run simultaneously for multiple services. In addition, services are developed and expanded through additional projects. In order to ensure that the smart city, which is composed of various projects, proceeds in accordance with the goals and strategies, periodic project evaluation is required during the project implementation process. The smart city project evaluation system proposed in this paper is designed to provide comprehensive and objective indicators by reflecting various factors that must be considered for projects occurring in all stages of planning, design, construction, and operation of smart cities. The indicators derived from the evaluation system can be used by decision makers to determine the direction of smart city project development. In addition, it is designed so that the performance of the project can be evaluated interim before the end of the project and the feedback obtained from it can be reflected. To introduce the application method of the smart city project evaluation system proposed in this study, the evaluation system developed in this study was applied to the smart city project case of Incheon Free Economic Zone (IFEZ). Based on the evaluation results, items that can maximize the improvement effect of each smart city project item were presented, and the direction of smart city project implementation was suggested. By utilizing a smart city project evaluation system that reflects the characteristics of smart city projects that are composed of multiple projects, comprehensive planning and management of smart city projects will be possible, and this study will serve as a reference for identifying priority improvement factors for projects.

  • This paper presents a model for R&D project selection and evaluation system design developed through literature review. The model emphasizes the fitness between the five elements of the system : evaluation phase and purpose, personnel and organization, evaluation critiria and decision model, evaluation form and procedure, and projects. The model was applied in real situation as a test case. The important findings are that a good project selection and evaluation model contributes only partially to the effectiveness of the project selection and that system development and implementation activity is a dynamic and multi-facetted learning process.

Design of DEA/(AR-I, ARGM) Models and Sensitivity Analysis for Performance Evaluation on Governmental Funding Projects for IT Small and Medium-sized Enterprises (IT중소기업 정부자금 지원정책 성과 평가를 위한 DEA/(AR-I, ARGM) 모형 설계 및 민감도 분석)

  • Recently, it has been strongly required to establish a systematic and sustainable performance investigation and evaluation framework on governmental funding projects for IT small and medium-sized enterprises. In this paper, Data Envelopment Analysis (DEA) models are adopted for performance evaluation on governmental funding projects for IT small and medium-sized enterprises. A new data structure is proposed for the DEA performance evaluation. Generally, in using DEA models, DEA multipliers restriction is critical to achieve the reliability of DEA optimal solutions. Based on the outputs and inputs considered in this study, Acceptance Region (AR) constraints are generated and incorporated into the DEA models so as to improve the reliability of DEA efficiency scores. Associated with AR Type I (AR-I), AR Global Model (ARGM) constraints, DEA/ (AR-I, ARGM) models are designed and then sensitivity analysis follows investigating the robustness of DEA efficiency scores relating to AR constraints adjustment. Finally, a performance evaluation is illustrated regarding governmental direct funding projects from Ministry of Information and Communication (MIC) in Korea where each project unit (i.e. Decision Making Unit (DMU)) is determined whether it is efficient or not. By using DEA/(AR-I, ARGM) models designed in this paper, robustly efficient DMUs are gradually identified according to the successive AR constraints adjustment. Among 25 DMUs, results show that 6 DMUs such as B, E, G, Q, S, Y are determined as robustly efficient against AR constraints intermediate adjustment.

A Case Study of Information System Auditing of CBD Project (CBD프로젝트의 정보시스템감리 사례연구)

  • Different from traditional development methodologies like waterfall model, the CBD (component based development) methodology relies on a building block approach in the design and development of information system. The audit procedure and checklist for the traditional IS development methodology are required to be modified to be suitable for CBD. This research reviewed IS audit guidelines for the existing development process and analyzed multiple projects that employed the by component based development process. For the purpose of this study, we chose a governmental project and a next-generation IS project of a financial agency as sample cases. By comparing existing IS audit checklists and items actually reviewed in audit projects, this study identified appropriate check items for the CBD-centric audit program. New items were proposed as additional items such as project control in management phase, usage case and conceptual model establishment, component evaluation and design, in implementation phase, and so forth. The result of the research provides new guidelines for the audit CBD projects for the purposed of increased efficiency and qualify of application development projects.
