QFD를 이용한 품질경영 시스템의 개발모듈에 대한 이행도 평가모형 (Constructing a Performance Evaluation Model of an R&D Module in Quality Management System Using QFD)

  • A performance evaluation model of an R&D module in the quality management system for M Company Is constructed using QFD. The company produces telecommunication devices and employs the performance evaluation model based on ISO 9000 family. However, the model has some problems, one of them is that all check items are regarded as equally important Customer requirements are gathered from internal customers and QFD is utilized to obtain weights for each check item.

  • Performance evaluation is essential for the successful management and operation of MIS. The more MIS grows and relevant investment enlarges, the more performance evaluation grows in importance. However, MIS managers as well as top management still have difficulty in evaluating the performance of MIS. This arises from various reasons, such as the specialty of MIS, diversified influences of MIS, multidimensionality of evaluation items, and the difference between evaluation levels. In this paper, MIS is understood in a broad sense. MIS's scope is of a very wide range from each application system to system innovation view. The MIS should support the firm's objectives, and, consequently, MIS evaluation should be implemented at corporate level, not merely at application system level. The most critical problem of MIS evaluation is that a systematic frame covering various viewpoints and factors of MIS evaluation does not exist. Not a single measure covers all aspects of MIS evaluation. To help resolve this problem, this paper proposes an hierarchical approach for practical use that includes most aspects of evaluation approaches from previous studies, and, furthermore, emphasizes the evaluation of strategic aspects of MIS.

  • 연층을 가지는 건축물들의 피해사례가 관측됨에 따라 기존 건축물 내진성능평가시 수직비정형의 고려가 중요해졌다. 하지만 기존 방법은 수직비정형을 충분히 반영하기 어렵기 때문에 수직비정형을 가지는 건축물에 대해 내진성능을 과소 혹은 과대평가할 여지가 있다. 본 연구는 강성기반 연층비(Soft Story Ratio, SSR)를 이용해 수직비정형 건축물의 내진성능평가 기법을 개발하는데 목적이 있다. SSR은 변위에 대한 요구량과 능력의 비율을 나타내고, 강성차이에 의한 수직비정형을 고려하여 건축물의 변위집중 비율을 의미하는 파라미터다. 1층 기둥을 변수로 하는 필로티 건축물 네 개를 대상으로 개발한 내진성능평가 기법을 기존의 내진성능평가 기법과 비교하였다. 기존 기법은 수직비정형이 극대화되는 모델에 대해 내진성능을 과대평가하는 경우가 발생하였다. 반면 제안된 기법은 모든 모델에 대해서 상세평가의 결과와 동일했다. 따라서 제안하는 내진성능평가 기법은 수직비정형이 극대화되는 필로티 건축물에서 기존의 방법보다 정밀하게 내진성능평가 결과를 제공할 수 있다고 사료된다.

  • The condensation performance evaluation is required for improved living environment of apartment housings. In the current condensation performance evaluation process, high demand of manual works and repetitive process cause unexpected risks due to uncertainty and inefficiency by applying 2D CAD drawings in simulation tool. Furthermore, the evaluation requires taking in action responding to the expanding use of BIM. In this study, the analysis of current evaluation process and required functions for the process improvement based on BIM modeling were deducted from interviews with experts. It is expected that the results of this study can be employed to develop of process automation module for condensation simulation evaluation.

소형 원심압축기의 성능평가에 대한 실험적 연구 (An Experimental Study on the Performance Evaluation of a Small-Sized Centrifugal Compressor)

  • The performance database of small-sized centrifugal compressors is needed for the design of high performance machines and also for the verification of design tools and analysis software. An impeller is designed, manufactured and tested. The effects of several parameters on the evaluation of performance are investigated and the performance test of parallel diffuser is also carried out. The proper estimation of static pressure, total temperature and blockage at the impeller exit is important for performance evaluation. 4 method in cooperation with 3-D calculation is suggested. The measured performances are in a good agreement with the predicted results. However, there are some discrepancies in efficiency.

  • The quality of performance evaluation on engineering consultants that provide design-related technical services is difficult to be measured, and only a handful of papers discussed the quality during the design stage. Although design cost is relatively far less than construction cost for a project, the decisions made in the design phase have a significant impact on the final products of the project, especially for large public construction projects. Therefore, this research focuses on reviewing and then establishing a performance evaluation framework for the consulting firms that execute detailed design and provide technical services for the Taipei Rapid Transit Systems (TRTS). By interviewing experts, this study first established a set of indicators to evaluate these firms' performance. Then, those indicators were incorporated into the four aspects of balanced scorecard (BSC) to establish the architecture of the evaluation mechanism. The weight of each indicator was calculated by analytic hierarchy process (AHP) from a survey conducted among experts. The results showed that the top-three indicators were quantity take-off, functions conformity, and budgeting. The framework of performance evaluation established by this study can be applied to measure service performance during the design stage. It not only facilitates the monitoring of consulting firms, but also helps to reduce unnecessary change orders and disputes during the construction stage.

과학기술계 출연연구기관 기관평가지표의 BSC 관점 분석 (Balanced Scorecard Perspective Analysis of Institutional Performance Evaluation for Government S&T Research Institutes)

  • This research examines the relationship between the characteristics of Government S&T Research Institutes (GRI) and their institutional performance evaluation system. First, based on Kaplan & Norton (1992) Balanced Scorecard Model, six perspectives suitable to Korean GRI are derived. Second, personnel who works on evaluation job classified current performance measures into the six perspectives. Analyzing comparative weights of individual perspectives, the characteristics of performance evaluation systems among institutes are derived and compared with their missions. The results are as follows: First, GRI evaluation systems put most weight on the customer perspective and least weight on the financial perspective. This result complies with Korean GRI's missions and strategies as well as findings of foreign cases. Second, Basic-technology GRI group relatively more priotizes long-term customer perspective, while Applied-technology GRI Group relatively more priotizes short-term customer perspective. Public-technology GRI Group is located in the middle in terms of priority of customer perspectives. Third, for three yews (2000-2002), performance measure weights of Basic-technology Group are changed much less than those of the other two groups. Further research are needed for reasons of drastic changes for Applied-technology and Public-technology groups and some abnormally high and low measure weights.

IPA기법을 활용한 어린이집 평가제 평가지표의 중요도와 실행도 분석 (Analyzing the Importance and Performance of Childcare Evaluation System Indicators Using the IPA Technique)

  • Objective: The purpose of this study was to identify the importance and performance of the evaluation indicators of the childcare center evaluation system among childcare center staff and to find ways to improve the evaluation indicators of the childcare center evaluation system. Methods: A survey was conducted among 296 directors and teachers of childcare centers located in Busan and Gyeongnam. The collected data were analyzed using a paired sample t-test and an IPA analysis with SPSS 23.0 and Excel 2010. Results: There was a difference between the perceived importance and performance of childcare staff for the overall evaluation indicators, and significant differences were found in all areas and nine evaluation indicators except for "childcare environment and operation management". According to the IPA analysis, Health and Safety fell into quadrant 1, Staff into quadrant 2, and Child Care Process, Interaction, Child Care Environment, and Operations into quadrant 3. This distribution resulted in 6 indicators in quadrant 1, 4 in quadrant 2, 7 in quadrant 3, and 1 in quadrant 4. Conclusion/Implications: This study provides essential data for exploring ways to enhance the evaluation indicators of the childcare center evaluation system, with the goal of improving the quality of childcare services. Additionally, it offers policy implications.

기업의 보상체계와 업무평가 투명성의 생산성 효과 (The Impact of Wage Scheme and Transparency of Performance Evaluation on the Productivity)

  • 본 연구는 기업의 보상체계와 업무평가 투명성이 생산성에 미치는 효과를 분석하였다. 분석결과는 다음과 같다. 첫째, 호봉제와 같이 임금테이블에 기반을 둔 보상체계는 인센티브에 기반을 둔 보상체계보다 생산성이 낮은 것으로 나타났다. 둘째, 대체로 인센티브와 생산성 간에는 양(+)의 관계가 있는 것으로 나타났으나, 인사고과를 개별적으로 공개하는 집단에서는 역U자와 같은 비선형의 관계가 있는 것으로 나타났다. 셋째, 인센티브에 기반을 둔 보상체계라 하여도 평가시스템이 투명하지 않다면 인센티브가 생산성에 아무런 영향을 미치지 않는 것으로 나타났다. 종합적으로 볼 때 본 연구의 결과들은 적절한 인센티브와 업무평가 투명성이 뒷받침될 때 기업의 생산성이 향상될 수 있음을 시사한다.
