Evaluation of Efficiency of Outpatient Clinic in a General Hospital using Data Envelopment Analysis (DEA) (일 종합병원 외래간호단위의 효율성 평가 -자료포락분석법(Data Envelopment Analysis)의 적용)

  • Purpose: The aim of this study is to evaluate the efficiency of the outpatient clinics in a hospital, using DEA. Methods: Data were collected using an activity-based costing system, medical information system, and annual reports of customer satisfaction management team of a general hospital in a city. The input variables were the number of doctors, the number of nurses, and the number of staffs. The output variables were the number of treatment times, the number of outpatient clinic patients, the total profits from outpatient clinic, the patient's satisfaction score, and the number of re-visit appointments. EMS Window version 3.1 was used to measure the efficiency score and benchmarking analysis. Results: The average efficiency score of 24 outpatient clinics was about 82.01%. Thirteen outpatient clinics had 100% efficiency score among them. The lowest efficiency score was 57.56%. Conclusion: According to these results, we found that, generally, outpatient clinics were operated very efficiently. However, some outpatient clinics had low efficiency and they needed specialized outcome improvement strategies. To increase the efficiency of inefficient outpatient clinics, we will recommend using results of DEA, as a benchmark point of the most efficient outpatient clinics.

  • Organizations worldwide have implemented quality management system, ISO 9001:2000 and environmental management system, ISO 14001:2004. Researches have been conducted regarding occupational health and safety management system, integration of these management systems, and extension to corporate social responsibility and sustain ability management system, ISO 26000. This paper examines quality and environment management systems for machinery and metal companies using audit results. We perform statistical tests to see if there are any significant differences of minor nonconformities for requirements of ISO 9001:2000 and ISO 14001:2004 based on implementation motive, operating periods, and organization's size. We also present causes and reasons for statistical differences and minor nonconformities to use as references for implementing efficiently quality management system and environment management system.

  • Purpose: The purpose of this study was to compare the efficiency of general ward nurses in hospitals using Data Envelopment Analysis (DEA). Methods: Participants were 30 nurses working at a general ward. Input variables were labor cost and time of direct nursing. Output variables were prevention rate of medication error and bedsores, and patient satisfaction. These variables were extracted using literature review and CVI of an expert group. Data were collected from September 18 to October 7, 2017. Data were analyzed using EMS 3.1 program for DEA and descriptive statistics. Results: The average efficiency score of 30 nurses was 0.986, which was very high over all. In the super-efficiency analysis of 11 nurses, their efficiency ranged from 1.0 to 1.047. In addition, when the current output was fixed, the labor cost of nurses did not affect efficiency. Conclusion: This study attempted a new approach concerning performance evaluation of nurses using DEA. This method was useful during appraisal of nurses. We suggest that various input and output variables that were not considered in this study should be added to develop a integrative performance analysis model for nurses.

The Summer Cooling and Lighting Energy Performance Evaluation of Small Office Buildings with Venetian Blinds (블라인드를 고려한 여름철 소규모 사무소 건물의 냉방 및 조명에너지 평가)

  • The daylighting control system has to be applied to prevent the excessive incident daylight and reduce energy use. As the one of the most useful daylighting control systems, the blind system is simple and easy to install on the window for small office buildings. This study aims to evaluate the summer energy performance of small office buildings by venetian blinds and energy saving strategy of ministry of knowledge economy in korea. For the study, the simulations have been executed on blind installation conditions and lighting control methods. As results, the energy loads cut down 22 to 25(%) by using blind energy. Also, the efficient shows high on EMS system and low on $45^{\circ}$ slat angles. Also, using energy saving strategy can reduce about 13(%) energy load.

  • In this paper, for the purpose of investigation the acoustic emission(AE) behaviors during resistance spot welding process and tension test of spec steels. As the results present the resistance spot welding method that can get suitable welding qualities or structural integrity estimating method. The resistance spot welding process consists of several stages: set-down of the electrodes; squeeze; current flow; forging; hold time; and lift-off. Various types of AE signals are produced during each of these stages. For tensile-shear test and cross tensile test in resistance spot welded specimens, fracture pa 야 ems are produced: tear fracture; shear fracture; and plug fracture. Tensile-shear specimens strength appeared higher than cross tensile specimens one. In case of tensile-shear specimen happened tear fracture that crack happens in most lower plate. Also, in case of cross tensile specimens, upper plate and lower plate are detached perfect fracture was exposed increases a little as acting force is lower than ordinary welding condition. Therefore, the structure which is combined by resistance spot welding confirmed that welding design must attain so that shear stress may can interact mainly.

  • Test results of urban transit maglev system(UTM-01) are reported. Maglev project team in KIMM, in cooperation with Hyundai Precision Company and the Korea Electric Research Institute(KERI), has been developing a prototype urban transit vehicle since 1995. Since last May, we have been trying to improve performance of the first vehicle UTM-01 both in levitation and propulsion systems. In this paper, we report various test results of the vehicle UTM-01, present status and future prospect, and what have been done so far to assure its required performance.

  • The energy storage system consists of batteries, power conditioning system and energy management system. If ESS is installed and operated in the field, SAT(Site Acceptance Test) of ESS is being essentially required for the safety and performance of ESS. Furthermore, in order to more accurately and reliably validate the performance of the ESS in advanced countries, it has been required to perform not only performance testing by H/W equipments but also performance verification by S/W tool. Therefore, this paper proposes the modeling of portable test equipment in order to evaluate the performance and reliability of ESS by using the PSCAD/EMTDC S/W. And also, the prototype of 30[kW] scaled portable test equipments is implemented based on the S/W modeling. From the results of various simulations and testings such as power quality, LVRT and anti-islanding tests, it is confirmed that 30[kW] scaled portable test equipment is useful for SAT of ESS, because the simulation results of PSCAD/EMTDC are identical to them of 30[kW] test equipment at the same test conditions.

  • According to the progress of the electronic industy and radio communication technologies, mankind might enjoy its abundant life On the other hand, many social problems such as EMI, and unnecessary electromagnetic wave occur due to the increased use of electromagnetic wave. Therefore, the organiztions such as CISPR, FCC, ANSl,etc. have provided the standard of electromagnetic wave enviroment for the countermeasure of the EMC. It had been required that the absorbing ability of an electromagnetic wave absorber is more than 20 dB, the bandwidth of which is required through 30 MHz to 1,000 MHz for satisfying the international standard about an anechoic chamber for EMI/EMS measurment. From November of 1998, however, the CISPRll has accepted the extended frequency band from 1 GHz to 18 GHz additionally in the bandwidth of EMI measurementent$^{[1]}$ . In this paper, we proposed a new type absorber satisfying the above requirements and carried out broadband design using the equivalent material constants method. Futheremore, the experiments were carried out over the frequency band from 30 MHz to 2 GHz, and hence, the validity of the proposed design theory was confirmed.

  • Life Cycle Assessment for the pulp, which is mainly used as the raw material of fine paper, base paper for food packaging and paper cup, has been carried out in this study to consider environmental aspects by quantifying the environmental emission and to evaluate its environmental impact potential. The system boundary was selected from cradle to gate stage(raw material acquisition, transportation of raw material and product manufacturing) of the product. Environmental impact was divided into 8 categories considering Korean situation: abiotic resource depletion, global warming, ozone depletion, acidification, eutrophication, photochemical oxidant creation, ecotoxicity and human toxicity. In Life Cycle Impact Assessment(LCIA) methodology phase, Ecopoint, Eco-indicator 95 and Korean eco-indicator were used and the results carried out by each methodology were compared. The results from this study were also compared with those of foreign study to verify the reliability of the results. The results of the study could be utilized as the basic data for Environmental Management System(EMS), Design for Environment(DfE) and Type III eco-labeling in the paper and paper-related industry.

Appliance Load Profile Assessment for Automated DR Program in Residential Buildings

  • The automated demand response (DR) program encourages consumers to participate in grid operation by reducing power consumption or deferring electricity usage at peak time automatically. However, successful deployment of the automated DR program sphere needs careful assessment of appliances load profile (ALP). To this end, the recent method estimates frequency, consistency, and peak time consumption parameters of the daily ALP to compute their potential score to be involved in the DR event. Nonetheless, as the daily ALP is subject to varying with respect to the DR time ALP, the existing method could lead to an inappropriate estimation; in such a case, inappropriate appliances would be selected at the automated DR operation that effected a consumer comfort level. To address this challenge, we propose a more proper method, in which all the three parameters are calculated using ALP that overlaps with DR time, not the total daily profile. Furthermore, evaluation of our method using two public residential electricity consumption data sets, i.e., REDD and REFIT, shows that our energy management systems (EMS) could properly match a DR target. A more optimal selection of appliances for the DR event achieves a power consumption decreasing target with minimum comfort level reduction. We believe that our approach could prevent the loss of both utility and consumers. It helps the successful automated DR deployment by maintaining the consumers' willingness to participate in the program.
