  • Researches about an evaluation system for military officers have been studied because it is one of the most important elements for managing units and improving combat power. This paper proposes an evaluation system that enhance justice of evaluation, accomplish a distintion among evaluating elements and improve synergy effects between higher level officers and lower level officers. The evaluation system in this study not only suggests evaluating items and methods but also determines the final evaluation ranking among the evaluated that have their own evaluation criteria, items and duties using the median rank method used in statistics.

Emotional Image Quality Evaluation Technology for Display Devices

  • In this paper, we explained the relation between evaluating display device and emotional image quality evaluation in human perceptual view. It is also suggested two emotional image quality evaluation method of display reflecting human visual function. One is the color space of CIECAM02 and the other is capturing moving image. It is necessary to standardize the evaluation methods of image quality based on emotional evaluation.

Ecological flow calculations and evaluation techniques: Past, present, and future

  • Most countries worldwide are finding it difficult to make decisions regarding the utilization of water resources and the ecological flow protection of rivers because of serious water shortages and global climate warming. To overcome this difficulty, accurate ecological flow processes and protected ecological objectives are required. Since the introduction of the concept, ecological flow calculations have been developed for more than 60 years. This technical development has always been dominated by countries such as the United States, Australia, and the United Kingdom. The technical applications, however, vary substantially worldwide. Some countries, for instance, did not readjust the method because of a lack of understanding of the ecological effect or because they failed to achieve elaborate scheduling. Mostly, readjustments were not made because the users could not make their choices from among numerous methods for ecological flow. This paper presents three research results based on a systematic review of 240 methods with clear connotation boundaries. First, the ecological flow algorithm was developed along with the scientific and technological progress in the river ecosystem theory, ecohydrological relationship, and characterization and simulation of hydrological and hydrodynamic processes. In addition, the basis of the method has evolved from the hydrological process of the ecosystem, hydraulics-habitat conditions, and social development interference to whole ecosystem simulation. Second, 240 methods were classified into 50 sub-categories to evaluate their advantages and disadvantages according to the ecological flow algorithms of hydrology, hydraulics, habitat, and other comprehensive methods. According to this evaluation, 60% of the methods were not suitable for further application, including the method based on the percentage of natural runoff. Furthermore, the applicability of the remaining methods was presented according to the evaluation based on the aspects of allocation of water resources, water conservancy project scheduling, and river ecological evaluation. Third, In the future, most developing countries should strengthen the guarantee of high-standard ecological flow via a coordination mechanism for the ecological flow guarantee established under a sustainable framework or via an ecological protection pattern at the national level according to the national system. Concurrently, a reliable ecological flow demand process should also be established on the basis of detailed investigation and research on the relationship between river habitats, ecological hydrology, and ecological hydraulics. This will ensure that the real-time evaluation of ecological flow forces the water conservancy project scheduling and accurate allocation of water.

한국의 웹 접근성 평가 연구동향 분석 (A Study on Recent Research Trend on Web Accessibility Evaluation in Korea)

  • 본 연구는 국내 웹 접근성 평가 연구동향을 분석하여, 부족한 점과 웹 접근성 평가 연구가 나아가야 할 방향성을 제시하기 위한 목적으로 진행되었다. 목적 달성을 위해 2000년 1월부터 2017년 3월까지 약 17년간 한국연구재단 등재학술지 및 등재후보 학술지에 발표된 논문을 대상으로 총 59편을 선정하였다. 선정된 논문들은 웹 접근성에 대한 평가자, 평가 대상, 평가 방법, 평가 결과별로 분석하였다. 분석 결과, 평가자 측면은 '단독 평가(66%)'가, 평가 대상은 '웹 사이트(83%)'가 가장 높은 비율이었다. 평가 방법은 자동평가, 자동과 수동 병행이 유사한 비율이었다. 마지막으로 웹 접근성 문제없음을 나타낸 논문은 단 2편이었다. 본 연구는 평가 동향을 분석한 메타 연구가 부족한 상태에서 한국의 웹 접근성 연구 및 웹 접근성 평가 연구의 바람직한 방향성을 제언했다는 데 의의가 있다.

가족영향평가 도입방안 탐색연구 (Exploratory Research on the Introduction of Family Impact Analysis)

  • The aim of this study is to suggest the introduction of family impact analysis. Family impact analysis is needed to evaluate family policies from the family perspective. This study deals with the definition of family impact analysis and the cases of other impact analysis, such as gender impact assessment and employment impact analysis. In addition, this study suggests the introduction of family impact analysis with evaluation methods, evaluation indicators, and evaluation processes. Evaluation methods are divided into self-assessment and specific-assessment. Evaluation indicators need to be developed based on the family strength. This research also suggests the securing of family time as a basic assessment indicator. The evaluation processes consist of object selection, assessment, evaluation report, and policy improvement. Finally, this study suggests that family impact analysis is a strong strategy for promoting family-friendly policies. In order to introduce family impact analysis in a more systematic manner, further studies on the standards of assessment, formation of research institutions, and the legislative system will be necessary.

Development of Wall-Thinning Evaluation Procedure for Nuclear Power Plant Piping-Part 1: Quantification of Thickness Measurement Deviation

  • Pipe wall thinning by flow-accelerated corrosion and various types of erosion is a significant and costly damage phenomenon in secondary piping systems of nuclear power plants (NPPs). Most NPPs have management programs to ensure pipe integrity due to wall thinning that includes periodic measurements for pipe wall thicknesses using nondestructive evaluation techniques. Numerous measurements using ultrasonic tests (UTs; one of the nondestructive evaluation technologies) have been performed during scheduled outages in NPPs. Using the thickness measurement data, wall thinning rates of each component are determined conservatively according to several evaluation methods developed by the United States Electric Power Research Institute. However, little is known about the conservativeness or reliability of the evaluation methods because of a lack of understanding of the measurement error. In this study, quantitative models for UT thickness measurement deviations of nuclear pipes and fittings were developed as the first step for establishing an optimized thinning evaluation procedure considering measurement error. In order to understand the characteristics of UT thickness measurement errors of nuclear pipes and fittings, round robin test results, which were obtained by previous researchers under laboratory conditions, were analyzed. Then, based on a large dataset of actual plant data from four NPPs, a quantitative model for UT thickness measurement deviation is proposed for plant conditions.

공학교육 강의 평가의 특성과 운영 방법에 대한 사례 연구 (Characteristics and Administration Method of Course Evaluation in Engineering Education)

  • 대학은 강좌에 대한 총체적인 가치를 정확하게 측정, 평가하여 효과적인 교육이 일어날 수 있도록 하여야 한다. 강의 평가는 강사로 하여금 강의의 질과 문제점을 인식시키고 강의의 질을 향상시킬 수 있는 기회를 제공할 뿐 아니라, 학생들에게 효과적인 학습의 기회를 제공할 수 있다. 본 논문에서는 공학교육 강의 평가의 특성에 관하여 전반적인 고찰을 수행하였다. 특히 평가의 요소 및 속성 그리고 평가방법에 따른 효과와 문제점 등을 조사하였다. 효과적인 강의 평가 운영법 및 타당성에 대하여서도 연구 및 제안하였으며, 명지대학교 학생들을 대상으로 강의 평가에 대한 설문조사를 통해 그 결과를 분석하였다.

변동풍력의 연직분포를 고려한 건축물의 풍하중 평가 (The Wind Load Evaluation on Building Considering Vertical Profile of Fluctuating Wind Force)

  • The wind tunnel test makes it possible to predict the wind loads for the wind resistant design. There are many methods to evaluate wind loads from data obtained from the wind tunnel test and these methods have advantages and disadvantages. In this study, two of these methods were analyzed and compared. One is the wind load evaluation method by fluctuating displacement and the other is the wind load evaluation method considering vertical profile of fluctuating wind force. The former method is evaluated as the sum of the mean wind load of the average wind force and the maximum value of the fluctuating wind load. The latter method is evaluated as the sum of the mean wind load and maximum value of the background wind load, and the maximum value of the resonant wind load. Two methods were applied to the wind tunnel test to compare the evaluated wind loads according to the two methods, with a maximum difference of about 1.2 times. The wind load evaluated by the method considering vertical profile of the fluctuating wind force (VPFWF) was larger than the wind load evaluated by the method by fluctuating displacement (FD). Especially, the difference of the wind load according to the two methods is large in the lower part of the building and the wind load is reversed at a specific height of the building. VPFWF of evaluating resonant wind loads and background wind loads separately is more reasonable.

교육 현장에서 시행된 임상 술기 시험의 다면적 타당도 분석 (Multifaceted validity analysis of clinical skills test in the educational field setting)

  • Introduction: The importance of clinical skills training in traditional Korean medicine education is increasingly emphasized. Since the clinical skills tests are high-stakes tests that determine success in national licensing exams, it is essential to develop reliable multifaceted analysis methods for clinical skills tests in actual education settings. In this study, we applied the multifaceted validity evaluation methods to the evaluation results of the cardiopulmonary resuscitation module to confirm the applicability and effectiveness of the methods. Methods: In this study, we used internal consistency, factor analysis, generalizability theory G-study and D-study, ANOVA, Kendall's tau, descriptive statistics, and other statistical methods to analyze the multidimensional validity of a cardiopulmonary resuscitation test in clinical education settings over the past three years. Results: The factor analysis and internal consistency analysis showed that the evaluation rubric had an unstable structure and low concordance. The G-study showed that the error of the clinical skills assessment was large due to the evaluator and unexpected errors. The D-study showed that the variance error of the evaluator should be significantly reduced to validate the evaluation. The ANOVA and Kendall's tau confirmed that evaluator heterogeneity was a problem. Discussion and Conclusion: Clinical skills tests should be continuously evaluated and managed for validity in two steps of pre-production and actual implementation. This study has presented specific methods for analyzing the validity of clinical skills training and testing in actual education settings. This study would contribute to the foundation for competency-based evidence-based education in practical clinical training.
