The Improvements of a College's Internal Accreditation System (대학 자체교육인증제 개선 방안 모색 -A대학 운영 사례를 중심으로)

  • The purpose of this study was to find improvement measures of the internal accreditation system which is spontaneously operated by A university. To do so, this study reviewed the historical backgrounds and current issues of A university's internal accreditation system mainly based on government's accreditation and financial support programs on higher education institutes. And, this study also analyzed qualitative data which were collected via interviews with members of the committee of internal accreditation and the minutes of accreditation related meetings. These procedures were conducted by using Nvivo 11, which is specially designed for the qualitative research method. The main results of this study were the following: the current issues that A university's internal accreditation system faced included the faculties' unwillingness to participate due to the administrative work load caused by the internal accreditation program, and the difficulties of the preparation of evaluation reports caused by the ambiguity of evaluation standards. The measures for improving A university's internal accreditation system included (1)offering the enough time and detailed information for the preparation of evaluation reports, and (2)providing the specific feedback and the consistent and systematic management, (3)establishing the ordinary recording system of achievement, (4)setting the standards for the renewal of accreditation, (5)setting the evaluation standards that considers the uniqueness of various faculties, and lastly, (6)providing the official templates for evaluation reports.

  • Many countries have run their own certification systems in order to reduce the environmental loads from buildings. Domestically, various systems are applied according to building types from Building Energy Efficiency Rating System since 2001 to Green Home Construction Standard and Performance since 2009. However, these systems provide the applicants with confusion and waste by exposing them to several systems simultaneously, some of which are mandatory. Therefore, this study aims to ensure the flexibility among those systems and eliminate the possible waste by suggesting mutual accreditation method of evaluation results. To achieve this purpose, firstly, the thirteen similar evaluation items are identified between Housing Performance Grading Indication System and Green Building Rating System. Then, the mutual accreditation method is developed by comparing detailed evaluation criteria and credits for those thirteen items.

Challenges in Korea Hospital Accreditation: Focused on Post-Accreditation Management System (국내 의료기관 인증제의 과제: 사후관리 중심으로)

  • Objectives: The post-accreditation management system should be systematic in order to ensure that the accredited hospital continues to strive for patient safety and quality improvement during the accreditation period. In this study, we compare the post-accreditation management system in four countries (the U.S., Australia, Japan, and Korea) and provide suggestions for improving the post-accreditation management system in Korea. Results: All four countries had the post-accreditation management system, and the basic structure of the system in Korea was similar to that of others. However, there were differences in the practical operation processes and the use of the results. In the operation process, Korea's monitoring relies on voluntary reporting by accredited hospitals. In terms of results utilization, analytical feedback to data submitted by the acrredited hospital is not provided in Korea. Conclusions: It is necessary to establish a continuous monitoring system for post-accreditation changes and provide feedback to accredited hospitals. It is also necessary to perform a survey without advance notice and establish a firm legal basis for monitoring.

The History and Implications of the Medical Education Accreditation System in Korea: Implementation and Activities in Early Stages (한국의학교육 평가인증제도의 역사와 의미: 의학교육 평가인증제 도입 배경 및 초창기 활동을 중심으로)

  • Following the opening of eleven medical schools in Korea in the 1980s, the issues of standardization and accreditation of medical education came to the forefront in the early 1990s. To address the medical community's concern about the quality of medical education, the Korean Council for University Education and Ministry of Education conducted a compulsory medical school evaluation in 1996 to see whether the medical schools were meeting accreditation standards or not. The evaluation was a "relative evaluation" rather than an "absolute evaluation." The Accreditation Board for Medical Education in Korea (ABMEK), established in 1998, was a mere voluntary organization, but with the full support of the Korean medical community, it successfully completed its first cycle of evaluations on all 41 medical schools from 2000-2004. The history of medical education evaluation activities, including those of ABMEK, was not well recorded. In 2004, ABMEK changed its name to the Korean Institute of Medical Education and Evaluation (KIMEE) as a corporate body and the government paid much attention to its voluntary accreditation activities. In 2014, the Ministry of Education officially recognized the KIMEE as an Institute for Accreditation of Higher Education Evaluation. The most important lesson learned from the history of ABMEK/KIMEE is the importance of cooperation among all medical education-related organizations, including the Korean Medical Association.

A Case Study on the Higher Educational Institute Accreditation System in Australia TEQSA and Hong Kong HKCAAVQ (호주 TEQSA와 홍콩 HKCAAVQ의 고등교육기관 평가인증 사례분석)

  • Qualitative management and certification of higher education and higher education programs are important in Australia and Hong Kong. The purpose of the study is to analyze the higher educational Institute accreditation in Australia and Hong Kong and to provide basic data for the domestic evaluation accreditation system For this purpose, the analysis was conducted based on the analysis framework of Kis(2005), which was modified by the researchers in Tertiary Education Quality and Standards Agency(TEQSA) and Hong Kong Council for Accreditation of Academic and Vocational Qualifications(HKCAAVQ). The quality assurance approach in Australia and Hong Kong is common as 'accreditation' and focuses on other evaluation methods, evaluation data, nature of the report, evaluation purpose, evaluation result, and follow-up evaluation. Australia and Hong Kong had separate evaluation agencies for accreditation of higher education qualifications, degrees, and educational programs, and were performing accreditation at the independent institutions. Australia and Hong Kong do not agree with the evaluation standards of higher education institutions because of different academic system and qualifications system from Korea. Higher education institutions need to consider international interchange in terms of exchanging higher education human resources between countries. It is also necessary to conduct evaluation of higher education institutions with reference to higher education quality management standards.

A Study on computer engineering graduates' perception of CAC(Computing Accreditation Committee) evaluation (컴퓨터·정보(공)학 분야 졸업생의 CAC 인증성과 인식에 관한 연구)

  • There's been few research to study the effects of CAC(Computing Accreditation Committee) evaluation, since start of CAC accreditation 10 years ago. The purpose of this paper is to find what computer engineering graduates perceive the effects of CAC accreditation and to suggest how CAC accreditation process can be improved. The research findings through survey are followings; First, computer engineering graduates' undergraduate education satisfaction is not high enough(3.28). Second, the computer engineering graduates don't recognize CAC accreditation necessary. Third, graduates who work in company chose design courses as the most helpful, while graduates who study in graduate school pursuing further career in master or doctor program chose major subjects. Lastly, graduates from accredited program do not think their completion of accreditation program influence their employment. Strategic approaches to make higher effectiveness of CAC accreditation system are suggested. First, improvement of curriculum and instruction method in CAC accredited program is required to satisfy the needs of students and industry. Second, efforts to inform students of understandings and necessity of accreditation are highly recommended. Third, industrial sector needs to understand CAC accreditation and give graduates from accredited program more incentives. Lastly, government support like Seoul Accord Activation Project should last for a while.

  • This study explored the prospects and tasks of accreditation system for instructional materials and equipment in early childhood education. Various aspects of accreditation system, such as necessities of evaluation system, thoughts regarding evaluation system, necessities of categorizing standards, and necessities of constructing accreditation system were discussed based on previous research. Also other aspects of accreditation system which were not considered in the previous research, such as thoughts related with instructional materials and equipment being evaluated and considerations regarding evaluation indexes were explored.

  • American Academic Accreditation System was reviewed. Current accreditation standards of the six regional accreditation associations were analysed with reference to the evaluation of academic libraries. That analysis was led to the recognition of some trends; mission and goal based assessment, qualitative evaluation, emphasis on the student learning outcomes, emphasis on the teaching role of academic librarians, distance education, and less prescriptive text. Some suggestions were made for revision of the Korean academic accreditation standards related to libraries.

A Comparison of Social Welfare Evaluation Systems between Korea and the United States (한국과 미국의 사회복지 평가체계의 특성비교)

  • It has been 5 years since evaluation systems were introduced to the social welfare field in Korea. More than half of social welfare agencies (617 out of 1,267) were evaluated in the past two years. Most areas of the agencies were the target of an extensive evaluation in 2000. As "the Evaluation Era" has come, problems were raised especially regarding the Accreditation system of the Ministry of Health and Social Welfare. More specifically, the problems were related to operation and management of the evaluation systems including the issue of evaluators' objectivity and fairness. In addition, evaluation costs have been too high to the government. The evaluation systems of OECD nations including the United States were quite different. These nations have used the Performance Measurement in order to secure the objectivity and the fairness. Although the quantity of information was limited compared to that of the Accreditation system, these nations have taken the lead in the governmental evaluation. In this context, this study compared social welfare evaluation systems between Korea and the United States. It presented the current status and problems of the Accreditation system of the Ministry of Health and Social Welfare, discussed the American Performance Measurement and its limitations, and compared the strengths and weaknesses of the two evaluation systems. In addition, this study suggested the strategies of Korean evaluation systems in the long term as well as in the short term.

A Study on the Effects of Engineering Education Accreditation (공학교육인증제도 효과 분석 연구)

  • This study was implemented for the purpose of analyzing the effects of Engineering Education Accreditation. Now, 15 years has passed adopting the engineering education system. We need to analyze the effect that this system has changed on the ground of engineering education, and it cultivated the human resource. In order to achieve the purpose of this study, the survey were done on the professors, graduates, and workers. The results and conclusions of this study are summarized as follows: First, it is urgent need to change the system of accreditation, and to get the public trust on assessment. Second, it is necessary to make circumstance that engineering education accreditation is advertised to the industries, and the industry can join the development, consulting, evaluation of curriculum. Third, government needs to make the policy that gives the incentive to the industries, if they give some merits to the accreditation graduates. Fourth, certificate of program graduate is desired to spread the accreditation proliferation. Fifth, government should systemize that accreditation program can get advantage to be selected for the public finance business(e.g. BK, LINC).. It will impact the quality Improvement and accountability of engineering programs.
