The Present State and Subject of Health Care Law System in Korea (우리나라 보건의료법의 현황과 과제 - 법정책학적 연구방법론을 중심으로 -)

  • There is the limit of the traditional legal hermeneutics and fragmentary or individual theoretical legal approach to suggest the desirable solution of Korean health care law system to have many issues. Law & politics research is the legal research method to suggest the resonable understanding and seeking the measures through various approach, decide and evaluate that the legal methods can be functioned as the optimum system design. Law & politics research has some procedure. 1. It is demanded to catalog the comparison target of legal system by its topic. 2. It is demanded to compare it with Korean situation. 3. The realistic and empirical legal research to the compared policy alternatives is needed. 4. Reflecting the results of this research work, the desirable policy idea must be adopted. 5. The accomplishment of this policy idea must be come true as a specific legislation through interest coordination. 6. This plan must be come into force and the feedback to effect of society must be examined closely. Here I will review generally the contribution of law & politics research to health care law system because of the problem of time and the insufficiency of law & politics research. The constitutional consideration is important to support the interest coordination because of the shortage of resources. The comparative law research can compare our health care system with those of other countries and seek some desirable alternatives. If we discuss the law system plan in a long time and synthetically from different perspectives, more desirable helath care law system can be deducted.

The Interlimb Coordination During Movement Initiation From a Quiet Stance: Manipulation of Swing Limb Kinetics and Kinematics -A Preliminary Study

  • The purpose of the current experiment was to describe interlimb coordination when swing limb conditions are being manipulated by constraining step length or by adding a 5 or 10 pound weight to the swing limb distally. Subjects were asked to begin walking with the right limb to land on the primary target (normal step length) that is 10 cm in diameter. However, if, during movement, the light was illuminated, then the subject had to step on one of the secondary targets (long and short step length). These three step length conditions were repeated while wearing a 5 pound ankle weight and then when wearing a 10 pound ankle weight. Ground reaction force (GRF) data indicated that there were changes in the forces and slopes of the swing and stance Fx GRFs. Long stepping subjects had to increase the propulsive force required to increase step length. Consequently, swing and stance toe-off greatly increased in the long step length condition. Short step length subjects had to adequately adjust step length, which decreased the speed of gait initiation. Loading the swing limb decreased the force and slope of the swing limb. Swing and stance toe-off was longest for the long step length condition, but there was a small difference of temporal events between no weight and weight condition. It appears that subjects modulated GRFs and temporal events differently to achieve the peak acceleration force of the swing and stance limb in response to different tasks. The findings from the current study provide preliminary data, which can be used to further investigate how we modulate forces during voluntary movement from a quiet stance. This information may be important if we are to use this or a similar task to evaluate gait patterns of the elderly and patient populations.

  • We develop a new wireless link quality metric, ECOT(Estimated Channel Occupancy Time) that enables a high throughput route setup in wireless mesh networks. The key feature of ECOT is to be applicable to diverse mesh network environments where IEEE 802.11 MAC (Medium Access Control) variants are used. We take into account the exact operational features of 802.11 MAC protocols, such as 802.11 DCF(Distributed Coordination Function), 802.11e EDCA(Enhanced Distributed Channel Access) with BACK (Block Acknowledgement), and 802.11n A-MPDU(Aggregate MAC Protocol Data Unit), and derive the integrated link metric based on which a high throughput end-to-end path is established. Through extensive simulation in random-topology settings, we evaluate the performance of proposed link metric and present that ECOT shows 8.5 to 354.4% throughput gain over existing link metrics.

Effect of CLX Training Combined with PNF Pattern on Balance Ability

  • Background: PNF patterns are the basis of human motion and can be expected to improve joint motion and coordination. Combined physical training with CLX training and PNF patterns can help to improve balance and perform functional mobility in the lower limb. The purpose of this study is to confirm the effect of CLX training combined with PNF pattern on balance ability. Design: Randomized Controlled Trial. Methods: Total 16 persons participate in this study and were randomly divided in two groups the experimental group and control group. In the experimental group, exercise program with PNF pattern and CLX was performed total 24 times for 8 weeks. In the exercise program, the PNF pattern composed of D1F and D2F was applied with CLX in five positions. Single limb hop test, Y-balance test and Balance Error scoring system were performed to evaluate the balance ability according to the interventions. Results: In the single limb hop, the experimental group revealed a significant difference than a control group (p<0.05).The result of balance error scoring system, experimental group revealed significant differences between before and after training and revealed significant differences than a control group (p<0.05). In the Y-balance test, the experimental group revealed significant differences than a control group in both side. Conclusion: The results of this study showed that the CLX exercise in combination with the PNF pattern had a positive effect on enhancing the balance ability of the normal adult and performing the functional mobility of the lower limb.

Color Enhancement of Natural Rubies by Annealing (천연루비의 열처리에 의한 향상 처리 연구)

  • We removed the bluish of the natural ruby successfully by vacuum annealing, and measured the color evolution with annealing time and temperature. We varied the anneal temperature and time $800\~1500^{\circ}C$ and $3\~26$ hrs, respectively. The color evolution of rubies with annealing condition was recorded by a digital camera and a color coordination visible spectrometer. We determined the optimum bluish eliminating annealing condition was $1500^{\circ}C-3hr$, which conserving the natural inclusions. We suggest the bluish shrink with diffusion coefficient of $D=(5\times10^{-3}){\exp}(-200.000/RT)[cm^2/s]$. We propose the color of ruby may be determined as the identical red color if the color difference between two samples are less than 1.0, and the color difference nay be an auxiliary standard to evaluate the color of rubies.

  • This study investigates two-stage return policy and recycling issues in an e-marketplace supply chain consisting of consumers, a retailer and a manufacturer. The manufacturer, a focal company in the e-marketplace supply chain, considers the recycling of commercial returns so offers the retailer a buy-back contract of which transfer payment consists of a wholesale price and a buy-back price. Then, under the given contract offer, the retailer determines a selling price and a return policy to control consumers' demand and return requests. We consider the retailer's opportunistic behavior and supply chain coordination issues based on the principal-agent paradigm. We compare the first-best and second-best optima and conduct comparative static analyses to evaluate the performance results of the buy-back contract and provide important managerial implications.

  • In this paper, we discuss frequency allocation and sharing for high speed radio access network in domestic 5㎓ the band. In order to evaluate the possibility of frequency sharing between meterological radar and high speed radio access network we analyses radio interference of meterological radar by means of minimum coupling loss method and Monte Carlo simulation And simulations show that it is necessary to use DFS(Dynamic Frequency Selection) scheme for frequency sharing between meterological radar and high speed radio access network.

The Modified Backoff Algorithm to reduce the number of collisions in the IEEE 802.11 Networks

  • In recent years, wireless ad hoc networks have become increasingly popular in both military and civilian applications due to their capability of building networks without the need for a pre-existing infrastructure. Recently, IEEE 802.11 Task Group e has been working on a new mechanism, the Enhanced Distributed Coordination Function (EDCF), to enhance the performance of 802.11 DCF. However, EDCF only reduces the internal collisions within a station, and external collisions between stations remain high in ad-hoc networks. In this paper, we propose to adopt an adaptive backoff window control technique, based on a dynamic value of the initial value of the range in which the backoff is chosen, so the backoff timer is randomly chosen in the range (InitRng, CW-1). We use ns-2 simulation to evaluate the throughput of our scheme. Results show that the throughput is improved for our scheme compared to the original DCF due to the reduced the number of collisions.

  • The large-eddy simulation(LES) was carried out to evaluate the drag and static pressure acting on the blade surface of a small-size axial fan(SSAF) under the condition of unsteady-state, incompressible fluid and three-dimensional coordination. The axial component of drag coefficient increases with the increase of operating load, but the radial components have negligible sizes regardless of operating loads. Otherwise, the static pressures acting on the blade surfaces of SSAF show different distributions around the operating point of D equivalent to the stall. Also, with the increase of operating load, the static pressures acting on the pressure and suction surfaces of blade concentrate at the tips and leading-edges as a whole.
