A study on the Optimum Capacity of Citadel (선원대피처의 적정규모에 관한 연구)

  • Recently, vessel hijacking by pirates has been a big issue around the world. For example, the hostages of VLCC "SAMHO Dream" were released for a large sum of ransom. On January 20, 2011 "SAMHO Jewelry" succeeded releasing all of the 21 crews on the vessel by attacking the pirates in international waters for the first time since the founding of the Naval Force. Furthermore, the "HANJIN Tianjin" crews evacuated to the Citadel promptly and were rescued by the navy. As hijacking of Korean vessels by pirates is increasing, various safety measures must be implemented. As a matter of fact, the standard for ship's facilities has been partially revised and setting up an evacuation shelter on all vessels sailing dangerous zone has been reinforced. This research aims to discuss crew Citadel installation on vessels intended for long haul. In addition, it will look at measures against potential gas flow in the event of pirate armed attacks and fire outbreak onboard a vessel. It will also assess the optimal number of crew Citadels theoretically. Lastly, the optimal number of shelters in the event of fire outbreak will be discussed based on an FDS simulation.

Prediction of Loss of Life in Downstream due to Dam Break Flood (댐 붕괴 홍수로 인한 하류부 인명피해 예측)

  • In this study, to estimate loss of life considered flood characteristics using the relationship derived from analysis of historical dam break cases and the factors determining loss of life, the loss of life module applying in LIFESim and loss of life estimation by means of a mortality function were suggested and applicability for domestic dam watershed was examined. The flood characteristics, such as water depth, flow velocity and arrival time were simulated by FLDWAV model and flood risk area were predicted by using inundation depth. Based on this, the effects of warning, evacuation and shelter were considered to estimate the number of people exposed to the flood. In order to estimate fatality rates based on the exposed population, flood hazard zone is assigned to three different zones. Then, total fatality numbers were predicted after determining lethality or mortality function for each zone. In the future, the prediction of loss of life due to dam break floods will quantitatively evaluate flood risk and employ to establish flood mitigation measures at downstream applying probabilistic flood scenarios.

A Review on Disaster Response through Critical Discourse Analysis of Newspaper Articles - Focused on the November 2017 Pohang Earthquake (신문기사의 비판적 담론분석을 통한 재난대응에 대한 고찰 - 2017년 11월 '포항지진'을 중심으로)

  • Purpose: This study aims at exploring implications of discourse and social practice produced by various stakeholders in politics, economy and society to provide useful material for effective disaster response in South Korea. Method: Applying the Critical Discourse Analysis model of Fairclough, this study analyzes the newspaper articles of three domestic press companies mainly about the November 2017 Pohang earthquake. Results: As a result, first, the three media companies point out the low effectiveness of disaster response manuals and evacuation training. Second, strengthening shelter services and expanding support for the victims are important for recovery from the earthquake. Third, to prevent the future damages, they suggest the implementation efforts to improve the seismic design and short message service based disaster alert system. Conclusion: Based on the findings, this study suggests to improve the practicality and effectiveness of disaster prevention measures, establish an organic and integrated disaster response system, emphasize the roles and participation of citizens, check the responsibility of experts, and make the media to form sound discourse on disaster response.
