  • According to the development of industry, many aspects of society have been changed and a living environment has been more convenient than before. However, factors of fire risk are increased because of society which is becoming complex. Moreover, a building built in recently is becoming high-rise and intelligent. Then losses of life and property increase continually. Thus, an institutional strategy which can solve this problem is needed. The purpose of this research is to state a problem of specific a building managing strategy and suggests a reformation of the fire safety grade system of a specific building. The suggested ideas are an adoption of fire risk evaluation of a building, tentatively named "Fire Safety Corporation" establishment, reclassification of the fire safety grade system of a specific building, and newly making fire safety managers of ultra-high buildings and underground structures.

Influence of autoclave sterilization procedures on the cyclic fatigue resistance of heat-treated nickel-titanium instruments: a systematic review

  • Objectives: This systematic review evaluated the influence of autoclave sterilization procedures on the cyclic fatigue resistance of heat-treated nickel-titanium (NiTi) instruments. Materials and Methods: A systematic search without restrictions was conducted in the following electronic databases: PubMed, Scopus, Web of Science, ScienceDirect, Cochrane, and Open Grey. The hand search was also performed in the main endodontic journals. The eligible studies were submitted to the methodological assessment and data extraction. Results: From 203 abstracts, a total of 10 articles matched the eligible criteria. After reading the full articles, 2 were excluded because of the absence of the heat-treated instruments in the experimental design and 3 due to the lack of a control group using heat-treated instruments without autoclave sterilization. From the 5 included studies, 1 presented a low risk of bias, 3 presented moderate and 1 high risk. It was observed heterogeneous findings in the included studies, with autoclave sterilization cycles increasing, decreasing or not affecting the cyclic fatigue life of heat-treated NiTi instruments. However, the retrieved studies evaluating the cyclic fatigue resistance of endodontic instruments presented different protocols and assessing outcomes, this variability makes the findings less comparable within and also between groups and preclude the establishment of an unbiased scientific evidence base. Conclusions: Considering the little scientific evidence and considerable risk of bias, it is still possible to conclude that autoclave sterilization procedures appear to influence the cyclic fatigue resistance of heat-treated NiTi instruments.

Development of App. for Efficient Safety and Health Management of Workplaces for Disabled Persons

  • Purpose: It is necessary to prepare more groundbreaking measures to prevent recurrence in order to reduce the number of industrial accidents in Korea that occur steadily. In particular, since workers with disabilities are much more vulnerable to disaster safety than non-disabled workers, there is a great need to build a customized safety environment system suitable for the characteristics of the work in which workers with disabilities work and to promote management efficiency. Research design, data and methodology: Based on the analysis of the actual status of safety and health management of workplaces for the disabled, such as small, medium-sized and major businesses in Korea, an app was designed and developed to improve safety and health management efficiency of workplaces for the disabled. First, it was designed so that managers of workplaces with disabilities can understand at a glance key legal information that managers need to know and it was improved to suit the eye level of disabled workers so that they could self-evaluate the risk of their work by applying the risk assessment model for workplaces with disabilities. In addition, a mobile education environment was created in which safety and health education contents suitable for the characteristics of disabled workers can be learned by themselves. Results: When this app is applied to domestic workplaces, it is possible to check the exact contents of occupational safety and health education and easily search and check various legal information anytime, anywhere, allowing managers and disabled workers to quickly and efficiently manage various safety information. Conclusions: In addition, the establishment of a mobile safety and health management system that can quickly identify and clearly respond to various legal standards and risks of workplaces with disabilities can be expected to help prevent industrial accidents at workplaces with disabilities in Korea.

A Study on the Establishment of Quantitative Standards of Landslides Vulnerability by Climate Change (기후변화에 따른 산사태 취약성의 정량적 평가기준 설정 연구)

  • Average cumulative precipitation in summer have increased by 350 mm compared with 1980s. As precipitation is expected to increase, the risk of landslides by heavy rainfall also is expected to rise. Therefore, establishment of adaptation plan for landslides is urgently needed. In 2011, Korea Ministry of Environment(KME) conducted vulnerability assessment to support establishment of adaptation plan for local governments. However, the result of vulnerability assessment had three limitations. First, KME didn't use standard scenario of Korea Meteorological Administration(KMA). Second, They conducted same standardization method for all variables. Third, They derived relative vulnerability which is not quantitative. The purpose of this study is to improve the limitations of existing vulnerability assessment and identify quantitative criteria to ensure scientific reliability. To achieve this purpose, we carried out three ways of advancement. First, application of new climate scenario, which is RCP 8.5 from KMA. Second, improvement of variables of vulnerability assessment. Third, derivation of quantitative criteria of vulnerability. The findings can support establishment of adaptation plan for local governments more effectively.

  • This study is to suggest the current security education programs and improvement of industrial security curriculums in Korea. We live in a world of insecurity; the world is changing at an ever accelerating pace. Life, society, economics, international relations, and security risk are becoming more and more complex. The nature of work, travel, recreation, and communication is radically changing. We live in a world where, seemingly with each passing year, the past is less and less's guide to the future. Security is involved in on one way or another in virtually every decision we make and every activity we undertake. The global environment has never been more volatile, and societal expectations for industrial security and increasing if anything. The complexities of globalization, public expectation, regulatory requirements, transnational issues, jurisdictional risks, crime, terrorism, advances in information technology, cyber attacks, and pandemics have created a security risk environment that has never been more challenging. We had to educate industrial security professional to cope with new security risk. But, how relevant is a college education to the security professional? A college degree will not guarantee a job or advancement opportunities. But, with a college and professional training, a person has improved chances for obtaining a favored position. Commonly, Security education and experience are top considerations to find a job so far, also training is important. Today, Security is good source to gain competitive advantage in global business. The future of security education is prospect when one considers the growth evident in the field. Modern people are very security-conscious today, so now we had to set up close relevant industrial security programs to cope with new security risk being offered in colleges or several security professional educational courses.

A Temporal Trend of Dioxins Levels in Environmental Media

  • This study is to investigate the environmental levels and trend of dioxins, which was the 3$\^$rd/ year of environmental monitoring research for endocrine disrupting chemicals since 1999. Total 282 samples were analyzed from 115 sites including 26 sites of airs, 43 sites of waters, 11 sites of sediments and 35 sites of soil, which were the same as those of investigated sites in 2000. Sampling period was from June 2001 to June 2002. Target chemicals were seventeen species of 2,3,7,8-chlorine-substituted PCDD and PCDF congeners and were analyzed by the standard methods, established by National Institute Environmental Research (NIER). The average concentration of dioxins in air decreased from 0.324 pg-TEQ/N㎥ in 2000 to 0.287 pg-TEQ/N㎥ in 2001, and those in water and soil were 0.073pg-TEQ/L and 1.703pg-TEQ/dry g, respectively, which was the less values detected in 2000. In sediment, however, the value was 0.086pg-TEQ/dry g, which was the increase from the value of the year 2000. The concentration range of dioxins in air for 26 sites in 17 regions detected were 0.013∼l.664pg-TEQ/N㎥, 4 sites from those were exceeded the Air Quality Standards of Dioxin in Japan (0.6 pg-TEQ/N㎥). The tolerable daily intake of dioxins was calculated at the highest level (1.664) in air, with referring the soil and food data from Japan, was calculated to be 2.85pg-TEQ/kg/day, which was below the level of 4 pg-TEQ/kg/day suggested in KFDA(Korea). While the average concentration of dioxins in 15 big cities was 0.190 pg-TEQ/N㎥, that in 8 medium/small cities constituting an industrial complex was 0.558 pg-TEQ/N㎥. In water, the concentration range detected were 0∼0.946pg-TEQ/L and the trend of the average concentrations shows an increase from those of 1999 but decreased from those of 2000, any sites however were not exceeded the Water Quality Standards of Dioxin in Japan (1 pg- TEQ/L). In soil. the detected range were 0∼43.333 pg-TEQ/dry g and the average concentration decreased, compared with the results of 2000. According to the monitoring results by land utilization, the detected range were 0∼43.333pg-TEQ/dry g in farmland, 0.017∼0.601 pg-TEQ/dry g in the industrial area, 0.005∼0.049pg-TEQ/dry g in the park and 0.008∼1.825 pg-TEQ/dry g in the rest. In sediment, the detected range increased from 0∼0.244 pg-TEQ/dry g to 0∼0.537 pg-TEQ/dry g, based on the results of 2000. For the proper control of dioxins, continuous monitoring needs to be performed and in addition, the dioxin inventory should be prepared for major sources through the dioxin emission survey. These results would provide sound and solid basis for proper decision making of dioxins management like establishment of environmental quality standards in Korea.

Risk Assessment Tools for Invasive Alien Species in Japan and Europe (일본과 유럽의 침입외래생물 생태계위해성평가 기법)

  • Invasive alien species are considered to be one of the main factors that cause biodiversity loss. Establishment of management strategies through continuous monitoring and risk assessment is a key element for invasive alien species management policy. In the present study, we introduce examples of ecological risk assessment tools developed in Japan, Germany-Austria and Belgium. Invasive alien species have been designated in Japan based on the assessment of risks to ecosystems, human health and primary industry. German-Austrian Black List Information System categorized alien species into Black List, White List and Grey List according to their risks to biodiversity. In the Harmonia Information System developed in Belgium, invasiveness, adverse impacts on native species and ecosystem functions and invasion stages were assessed and alien species were categorized into Black List, Watch List and Alert List. These international risk assessment tools may be helpful to improve our national risk assessment protocol for the prioritization of invasive alien species management.

A Study on the Development of a Fire Site Risk Prediction Model based on Initial Information using Big Data Analysis (빅데이터 분석을 활용한 초기 정보 기반 화재현장 위험도 예측 모델 개발 연구)

  • Purpose: This study develops a risk prediction model that predicts the risk of a fire site by using initial information such as building information and reporter acquisition information, and supports effective mobilization of fire fighting resources and the establishment of damage minimization strategies for appropriate responses in the early stages of a disaster. Method: In order to identify the variables related to the fire damage scale on the fire statistics data, a correlation analysis between variables was performed using a machine learning algorithm to examine predictability, and a learning data set was constructed through preprocessing such as data standardization and discretization. Using this, we tested a plurality of machine learning algorithms, which are evaluated as having high prediction accuracy, and developed a risk prediction model applying the algorithm with the highest accuracy. Result: As a result of the machine learning algorithm performance test, the accuracy of the random forest algorithm was the highest, and it was confirmed that the accuracy of the intermediate value was relatively high for the risk class. Conclusion: The accuracy of the prediction model was limited due to the bias of the damage scale data in the fire statistics, and data refinement by matching data and supplementing the missing values was necessary to improve the predictive model performance.

  • The railway safety in Koreaisthreatenedduetotherestructuring of the railway industries, introduction of the Korea Train eXpress (KTX) and electrification of the conventional lines. Many technical backgrounds are required to control railway accidents as low as reasonably practicable, such as a railway safety act, safety standards, and safety assessment infrastructures. Korean government and the Korea Railroad Research Institute (KRRI) are conducting an integrated R&D program for improvement of the railway safety, where the target is to reduce the accident fatalities by half. The program is composed of three parts; the safety system engineering and the program management, the establishment of a safety management system, and the development of techniques for assessing and preventing major railway accidents. Details of the research programs are explained in this paper, where risk is used as the major control measure.

  • In order to decommission safely nuclear power plant, it is necessary for the procedure of residual radioactivity investigation in site to provide detailed guidance for planning, implementing, and evaluating environmental and facility radiological surveys conducted to demonstrate compliance with a dose or risk-based regulation. This study presents the procedure of residual radioactivity investigation in decommissioning site - Historical Site Assessment, Scoping Survey, characterization Survey, Remedial Action Support Survey, Final Status Survey - on the basis of MARSSIM(Multi-Agency Radiation Survey and Site Investigation Manual) and investigation cases of decommissioned or decommissioning nuclear power plant.
