The purpose of this study was to chronologically review the public records management policies in Korea, and get some perspectives for their sustainable growth in the future. In this study, the period of 60 years since the establishment of the First Republic in 1948 was divided into six parts; inception period(1948~middle of 1980s), preparation period(end of 1980s~1990s), development period (2000~2007), and transition period(2008~present). The achievements and failures of public records management in each period were summarized. A diagnosis of present situation of Korean public records management was made. And adopting a bi-directional networking model was suggested in order to convert into a new revitalizing period.

As a result of the Fukushima disaster and climate change due to excessive greenhouse gases, international energy affairs are currently focused on establishing safe and environment-friendly policies. To achieve this, Republic of Korea has established a plan for environment-friendly energy supplies. It is expected that policy enforcement will be accompanied by an increase in energy supply costs. An analysis of energy supply costs is necessary before the establishment of any national energy policy. This paper analyzes and compares the energy supply costs accompanying environmental and nuclear energy policies, based on the Korean National Energy Master Plan and the Basic Plan for Long-Term Electricity Supply and Demand, in order to understand the implications of these national energy policies.

The government set up "national happiness, the hope of a new era of national vision under' job center of the creative economy" to achieve by national goals in the first and figure achieved through the establishment of new growth engines of the youth unemployment problem solve and national level there are a number of business start-up support. September 8, 2015 announced the Government's look at the '2016 Year of the budget, the government for new growth engines greatly promoted the venture entrepreneurship ecosystem revitalization and research and development (R & D) the business for enhanced performance in 2017. According to the direction of this study is to evaluate the current creative economy business incubator at the comparison whether the correct orientation mainly entrepreneurs, entrepreneurs preliminary recognition of student entrepreneurship ecosystem. Entrepreneurs 113 people in that way, 71 people pre-entrepreneurs, students 60, workers were founding agencies conducted an online survey of 47 people, 16 people Investors, 50 public and 11 additional persons including a total of 368 people. This study is in line with the orientation of these entrepreneurs to create economic status and recognition of the Republic of Korea entrepreneurship ecosystem, pre- entrepreneurs, students will examine the comparative analysis around. Analysis, social perception of entrepreneurship is somewhat higher than it was confirmed that the negative response of 32.2% to 36.3% of positive response. Social awareness of entrepreneurs showed a 2-fold higher response rate than the negative of response of 17.1% to 41.7% responding that positive recognition for the current start-up environment is bad, the response is good response to higher response rate than 23.5% to 41.1% It showed. The percentage of responses that better respect the entrepreneurship environment of the future Republic of Korea showed a higher response rate than the rate of 23% in response to deteriorate to 41.2%, with 52.9% awareness is the percentage that responded that the bad part about the ruthless Korea's entrepreneurship environment in China good part as response rate approximately three times greater than the 17.7% showed high response rates. Social awareness of entrepreneurs experience the presence of the founding start-up experience was confirmed that the more negative the number increases, the more the contrary the number of start-up experience increased awareness of the current and future environment of entrepreneurship was identified as a positive entrepreneurship environment. Arbitration, a form of alternative dispute resolution (ADR), is a technique for the resolution of disputes outside the courts. Parties often seek to resolve disputes through arbitration because of a number of perceived potential advantages over judicial proceedings: Arbitration is generally faster and more inexpensive (cheaper) than litigation in court. The Republic of Korea enacted the "Arbitration Industry Promotion Act" to develop arbitration. This law provides for the establishment and operation of arbitration institutions, training of arbitration experts, and support of arbitration studies and international exchanges. Effective operation of an arbitration institution has an important influence on the development of arbitration. Neutral and good arbitration experts improve the authority of arbitration. The academic study of arbitration theoretically develops the arbitration procedure. In addition, this paper referred to some additional factors that South Korea should have in order to become an attractive place of arbitration. Neutrality and fairness of the court of arbitration are highly important factors in arbitration. Therefore, the arbitration institution should be operated independently and clearly from the government to ensure neutrality and fairness. The parties of arbitration should also be free and able to defend their interests sufficiently in the arbitration proceedings. Lastly, coordination between this law and other laws is necessary.
'Inha University' (Inha Institute of Technology) was founded on April 1954. The establishment of Inha University has several special meanings. First, I tried to examine the establishing process of Inha University in the context of emigrations and nationalist movements. Inha University was established to commemorate the 50th anniversary of emigration to Hawaii, with the seed money of $150,000 which came from the sale of 'Korean Christian Institute' in Hawaii. Korean Christian Institute had taken charge of teaching the children of Korean residents in Hawaii. Rhee Syhngman, the fist president of Republic Korea was the leader in founding Korean Christian Institute and Inha University, but behind him there were donations of both Korean residents in Hawaii and common Korean people of the 1950's. The establishment of Inha University has a nation-wide and national meaning in that the spirit of nationalist movements in Hawaii and donations of Korean people at home and abroad were linked together. Second, I tried to examine the economic and educational policies after the liberation in 1945. In the 1950's Korea planned to set up self-supporting economy with the aid of America. Accordingly, the educational policy had to be considered in view of economic independence, too. 'Inha Institute of Technology' was the result of these national economic and educational demands. Consequently Inha Institute of Technology took a special position of carrying out national policies with the intervention and protection of the Government, including the president Rhee Syungman in person, even though it was neither national not public but private college. Third, I tried to examine the local history of Incheon. How did Inha Institute of Technology come to be built in Incheon? That's because the emigrant ships departed from Incheon. For those Korean emigrants, it is quite natural that the city of Incheon has a symbolic and commemorative meaning. In addition, Incheon is a port city neighboring the capital Seoul and has 'Seoul-Incheon Industrial Complex' in it. Graduates from Inha Institute of Technology were expected to act as competent scientists and technical leaders of that complex. Really Inha Institute of Technology trained many a good technicians with short-term courses and re-educated them after. The history of university has been usually underestimated as that of mere institution. In dealing with the history of Inha University as an example, I tried to re-examine the history of university in the context of Korean history and to emphasize the importance of keeping any all records relating universities.
Although organizations are given various benefits with information technologies, they sometimes have suffered fatal damages due to information security incidents now such as computer virus, hacking, counterfeiting, plagiarizing, etc. The fundamentalcauses of information security incidents are closely related to individuals who do not comply with information security policy or rules. The spontaneous self-control of individuals and monitoring for individuals could be the most essential solution for the ongoing observance of information security policy. Thus, the purpose of this study is to analyze effects of punishment and ethics training on compliance of information security policy of individuals in organizations, to determine individual divide among security propensity depending on organization types, and to find the more fundamental solution which leads change of organizational members’ behaviors and self-control. Regardless of the type of organizations, the results of the study suggest that there exist positive effects of punishment and ethics training in all types of organization on compliance of information security rules or regulations. A member of unitary form organization has higher cognition of punishment than a member's cognition of the multi-divisional form organization, while relatively lower awareness of ethics training. Also, a member of public organization has higher awareness of ethics training than a member’s awareness of private organization, while lower cognition of punishment. Finally, the result shows that punishment and ethics training may be major factors which affect information security. It also suggests that organizational security managers have to understand and consider organization member’s propensity relying on organization form and organization characteristics for establishment and enforcement of information security policy.
The establishment of invasive alien species management is widely recognized as a pivotal issue in the preservation of biodiversity. Ranunculus sardous Crantz, a species native to Europe, has been widely introduced in many other areas of the world, including the coasts of the United States, Australia, China, India, and Japan. In Korea, the first population of this plant was found growing adjacent to a wetland in Hanon, Seogwipo-si, Jeju Province, on 22 May 2018. Field observations confirmed the presences of at least two populations of this species in Jeju Province, Korea. This species is similar to Ranunculus sceleratus L., but can be readily distinguished by its presence of the trichomes in the whole plant, longer petioles of radical leaves, ovate-shaped leaf segments, globose to subglobose-shaped fruits and flat achenes with narrowly winged and papillae. The Invasive Alien Plant Risk Assessment (IAPRA), a system for recognizing and categorizing alien plants in Korea forests, was used to assess the invasiveness status of the species. Based on this system, R. sardous received a low score of 6, suggesting its potential invasion to natural forests. Although the current distribution of R. sardous is restricted to Jeju Province and thus far has had limited impact on local environments, local and regulatory authorities should pay close attention to this plant and take measures to prevent its further expansion.
Historically, the United Nations supported the establishment of the government of the Republic of Korea after liberation and played a decisive role in defending liberal democracy and peace by sending peacekeepers during the Korean War. With the political and military support of the United Nations, the Republic of Korea was able to grow into the world's 10th largest economy today, and now it is time to fulfill its responsibilities and roles to contribute to peace and prosperity in the international community as a middle power. The international peace operations of the United Nations are comprehensive concepts encompassing conflict prevention, peacemaking, peace enforcement, peacekeeping, and peace building, and are implemented in accordance with the Security Council resolutions based on the UN Charter. In order to effectively respond to changes in the international security environment and conflict factors after the post-Cold War, the UN promoted a paradigm shift in international peace operations through the 2000 Brahim Report and the 2015 High-Level Panel Report on UN Peace Activities. Therefore, this study aims to assess the Korean military's international peace operations at a limited level, such as reconstruction assistance and humanitarian assistance, and to present development measures for more active participation as a middle power in the future. To this end, we reviewed the history and specificities of conflict, the conflicting factors after the post-Cold War, and the new paradigm of UN peace operations, focusing on the African region where a number of UN peacekeeping missions are stationed. And it also suggested ways to develop international peace operations that the Korean military should pursue in the future.
This study aims to analyse the current conditions of transport demand and its environmental problems in Gwangyang Port(GP), and to suggest crucial directions for Gwangyang Green Port(GGP) in Korea. This study consists of three main sections: concept of green growth and green port; the analysis of transport demand and environment situations in GP; policy directions for GGP. This study is mainly conducted by a literature review of related papers, an analysis of secondary data & papers, and interviews with port experts. This study presents important policy directions for successfully managing GGP in Korea as follows: modal shifts plan for green transport and logistics system in GP; energy-saving techniques in GP's berth operation; the application of environmentally friendly port operation methods in GP; construction of GP waterfront facilities; environmentally friendly disposal of maritime waste matters; establishment and implementation of port environment master plan. This study will make a big contribution to the building of green port policy and the providing of professional informations to government officials.

In order to prohibit global warming, various kinds of regulatory policies have been established in the whole world. One example is the establishment of the Renewable Portfolio Standard. It requires the increased portion in energy production from renewable energy sources. The Republic of Korea adopted the act on the promotion of the development, use, and diffusion of new and renewable energy since 2012. However, in spite of the effort on the consideration of the renewable energy sources, it was reported the carbon intensity of electricity in Korea was not that low in 2015. Thus, it is required to examine the recent state of the utilization degree of the renewable energy sources in Korea. This paper analyzed the statistical data provided by Korea Power Exchange (KPX) to examine any problems and solutions for generating electricity from the renewable energy sources. We focused on the generation capacity provided by the power plants participated in the market, the electric power trading amount, and the utilization coefficient for 10 years. By analyzing the data, we provide an alternative to solve some imbalance among the factors contributing to renewable energy use.
