The establishment of the Korean government and the food situation during the Korean War (대한민국 정부수립과 한국전쟁 중의 식량사정)

  • The food life of Korean people during the establishment of Republic of Korea and the Korean war was reviewed. After liberation in 1945, the division of South and North Korea, the establishment of the governments, and the ensuing Korean War made Korean society extremely chaotic and transformed. Consequently, data on Korean dietary life during this period (1945-1960) are scarce and unreliable. The author tried to reveal the food situation and health and nutritional status of Koreans during this period by examining the data released by the US National Archives and other review books. Regarding the nascent period of the food industry after the Korean War, data from the recent 50-year history of the Korea Food Industry Association has been compiled.

A Comparative Study on the Current Status Institutionalization of Environmental Education and Exchange in the Northeast Asia & the Pacific Region (동북아시아-태평양지역의 환경교육 제도화 및 교류실태에 관한 비교연구)

  • The result of comparison and analysis study of institutionalization and exchange status of environmental education in South Korea, the People's Republic of China, and Japan, Northeast Asian countries that are closely related to Korea, is summarized as the following: First, this study shows that the process of environmental education institutionalization requires an instigation. For example, a specific environmental policy is established after raising awareness to modify environmental policies, as the result of aggravation of damage due to pollution. Therefor, it is the necessary process for the establishment of an environmental policy in order to proceed environmental education institutionalization. Second, even though institutionalization processes of environmental education for the three countries are considered to be very similar, differences are apparent if one carefully examines the content of environmental education for each country. In particular, South Korea, the People's Republic of China, and Japan all agree that environmental education is necessary, but differ in their ideas of main body for advocating institutionalization, as well as maintenance level of environmental education. Third, the order of establishment of environmental education institutionalization is Japan, South Korea and China and there exists about a 10 years time gap between each country. Fourth, the environmental education exchange was formed between South Korea and the People's Republic of China and between South Korea and Japan, first. Then it was enlarged to TEMM(Tripartite Environment Ministers Meeting) and TEEN(Tripartite Environmental Education Network) among three countries.

  • The information technology intensive society rapidly moves from manufacturing industry to information technology industry. This paradigm of Robot is depending on intelligent Robot instead of labor. The conventional Robot worked through environmental variation and shift of job. The definition of original Robot means forceful and tedious, slavery job. This is from robota, robotnick of the Czech Republic. Karel Capek, a playwriter of the Czech Republic use of this letter at 'Rossum's Universal Robots. The service of U-Health is the fusion of Information Technology and Medical Service. The U-Health provides for doing about household's medical behavior. Conclusionally, the Chungbuk has merit on establishment of national consilience complex such as Medical Robot and U-Health.

Current status of measles in the Republic of Korea: an overview of case-based and seroepidemiological surveillance scheme

  • Following the Five Year Measles Elimination Program, measles has been declared eliminated from the Republic of Korea since 2006. However, there remain challenges related to the surveillance of measles in the postelimination phase. Even though the routine surveillance system has revealed a gradual decrease in the number of reported cases since 2002, 4 resurgences have occurred, notably due to outbreaks. Because vaccine-modified measles is becoming widespread due to high vaccination coverage, conducting laboratory confirmation in each case becomes important. Moreover, susceptible individuals with measles have been identified through seroprevalence studies. Lastly, the efforts to improve the timeliness of measles reporting have led to the establishment of an active laboratory-based surveillance network, which has shortened the interval between diagnosis and notification. In these circumstances, searching for more sensitive and effective surveillance measures is important for maintaining the elimination status and preventing future outbreaks of measles in Korea.

  • The Republic of Korea, ranked as the 5th military power according to the size of its ground troops, discharges more than 200,000 manpower to the society annually; more than 13,000 of them are officers. The re-employment rate of discharged military personnels, who experience early retirement of 5 to 15 years compared to general public officers, is very low, only amounting to 53.2%. On the other hand, major developed countries exhibit great national scale of effort to take responsibility in helping the settlement of the soldiers who have dedicated their career for their countries. The re-employment rate amounts to 94%. Fully acknowledging such disparity, this paper examines various policies on discharged members support of developed countries, and aims to suggest developmental model on employment support designed for discharged members in the Republic of Korea.

A Study on the Application of International Law through Disputes Settlement in Northeast Asia Fishing Ground (동북아 어장에서의 어업분쟁 해결 사례를 통한 국제법 적용 방안)

  • This article's aim is to review the jurisprudence which has emerged pursuant to the international dispute settlement provisions and to provide a provisional expectation as to the future of international dispute settlement under "UNCLOS". Globally, marine fisheries play an important role in ocean biodiversity and the food security of millions of people, providing a vital source of high-quality dietary protein and supporting individuals' livelihoods and income. In the 1982 Convention, the establishment of co-operative mechanisms for effective monitoring, control, surveillance and enforcement, decision-making procedures facilitating the adoption of such measures of conservation and management, and the promotion of the peaceful settlement of disputes are called for. In this study, 'Northeast Asian Sea' means that the Yellow/East China Sea, the East Sea, the Ohotsk Sea, the Kamchaka Sea, the Alaska Sea, and the Bering Sea surrounded by Korea, China, Japan, Russia, U.S.A. and Canada including their EEZs. There are several bilateral fisheries agreements existing in Northeast Asian area, the Fisheries Agreement between Republic Korea and Japan, between Republic of Korea and China, between China and Japan, between Republic Korea and U.S.A., between Republic Korea and Russia, between Russia and Japan, And there are several regional fisheries organizations existing in Northeast Asian area, for example NPAFC(Convention for the Conservation of Anadromous Stocks in the North Pacific Ocean), CBSPC (Convention on the Central Bering Sea Pollack Conservation), PICES(North Pacific Marine Science Organization), NPFC(North Pacific Fishery Commi-ssion) etc. It analyzed the proliferation of bilateral treaties and multilateral treaties due to the adoption of the EEZ in Northeast Asia reviewed the strengthening of management rights on the high seas marine living resources and marine environment preservation of regional fisheries organizations. In view of the changes in the international fisheries mechanism this paper suggested the future direction of the country in overseas fisheries. We concluded as follows. We shall apply bilateral treaties first, regional fisheries organizations' treaties secondly, and provisions under "UNCLOS" for dispute settlement last.

  • Quaternary prevention should be implemented to minimize harm to patients because the ultimate goal of medicine is to prevent disease and promote health. Primary care physicians have a major responsibility in quaternary prevention, and the establishment of clinical epidemiology as a distinct field of study would create a role charged with minimizing patient harm arising from over-medicalization.

Cultural Property in the territory of the North Korea considered from 'the law of the Democratic People's Republic of Korea on Protection of Cultural Property' (「문화유물보호법」을 통해 본 북한의 문화유산)

  • In this paper we examine cultural properties of the North Korea from 'the law of the Democratic People's Republic of Korea on Protection of Cultural Property". This law was adopted the Resolution of the Standing Committee of the Supreme People's Assembly of DPR of Korea in 1994. For our study, some other laws or rules established after the end of Japanese colonial occupation (1910-1945) in North Korea were examined. The policy on protection and conservation of cultural property in North Korea seems to have taken place a relatively rapid. The purpose of this law is to carry out the policy with a view to contributing to establishment of strict system and order for protection and management of cultural property, to their preservation in original state, to their proper inheritance and development, and to enhancement of national pride and confidence among the people. This law consists of 6 chapters (52 articles): (1) Fundamentals of the law on protection of cultural property, (2) Archaeological excavation and collection of cultural relics, (3) Evaluation and registration of cultural property, (4) Preservation and management of cultural property, (5) Restoration of cultural property, and (6) Guidance and control of cultural property protection. Nevertheless, it is difficult to find the evidence of efforts to exploit the cultural properties from an academic point of view in North Korea since the late 1980s.

  • Russia's push in the Asia-Pacific region stems from its interests that have the national, regional and global dimensions. In their turn, the aims of this policy are civilizational, geopolitical, economic and prospective, with a long-term outlook. In the course of their achievement, cooperation with Northeast Asia's countries will play one of the key roles owing to the factors of geographic proximity, Northeast Asia's economic potential, risk hedging and a growing influence Northeast Asia exerts upon the global development. A new cooperation paradigm between Russia and the states of Northeast Asia should be based upon establishing and cementing self-reproducing ties. This is the central aim of Russian initiatives in relations, with Japan, the Republic of Korea, Democratic People's Republic of Korea, Mongolia and China. However, numerous obstacles ranging from Russia's absence in the regional free trade agreements and supply-production chains of value-added production to the permanent international instability generated by Pyongyang's missile-nuclear developments hamper the practical implementation of this task. Realizing the necessity to give an additional impetus to this new cooperative paradigm, Russia has to develop directions with an apparent consolidating effect. The most promising may be the establishment of a permanent security forum based upon Northeast Asia Peace and Security Mechanism chaired by the Russian Federation. The urgency of this measure and its expected support stem from the necessity to strengthen security in Northeast Asia, a task neither the US-led hub-and-spoke system nor ASE-AN-led multilateral dialogue venues have been able to resolve. The issues addressed at the security forum must include the unification of approaches to North Korean nuclear issue and producing a document specifying actions of the claimants on the disputed maritime territories in the "direct contact" situations. At the expert level, Russia has elaborated on the idea to establish such a forum outlining the spectrum of the key directions of cooperation. With the urgency in the establishment of this dialogue venue, its agenda has to be coordinated with the agendas of the existing security systems presented by the US alliances and the ASE-AN-led multilateral negotiations. The practical implementation of this initiative will strengthen security in Northeast Asia as its challenges will be resolved in the pre-emptive way based on coordinated approaches. Therefore, Russia as the Eurasian state will be one of the role players in the advent of the Asian century.
