Establishment of the LFQC (Liquid Fertilizer Quality Certification) system is very urgent issue for recycling livestock manure as renewable resources in Korea faced with environmental problem of manure application to land due to intensive livestock farming. In this study, we investigated relevant laws and regulations on livestock manure fertilizer, certifications of eco-friendly agricultural products, government policies on livestock manure management to establish reasonable direction of Korean LFQC (Liquid Fertilizer Quality Certification) system. As a result from this study, the liquid fertilizers in 'LFQC' system could be classified as three levels according to the usage patterns in field; 1st. Individual Farm Level (IFL), 2nd. Joint Farm Level (JFL), and 3rd. Commercial Level (CML). And finally, we found some characteristics in 'Main Level-Grading Factors' of liquid fertilizer such as fertilizing value, harmfulness, stability, uniformity, economic effect, storage potential, commercial value, functionality. Those items were considered to be the key factors for the establishment of 'LFQC' system. More research on 'Evaluation Standards' for concrete guideline and on the 'Main Level-Grading Factors' be needed to complete Korean LFQC system.

The trends of the criteria air pollutants' concentrations over Seoul are reviewed, relative contributions of major sources are discussd, and directions for future air quality management are suggested. It was shown that the yearly average concentrations of the criteria air pollutants except nitrogen dioxide and ozone have decreased significantly over the last three decades. Though the concentration of nitrogen dioxide has not decreased, the concentration of $NO_x$ has decreased significantly. The major reason for the reduction of the criteria air pollutants has been strict government regulations such as establishment of strict emission standards and switch to cleaner fuels. However, it is not clear the major reason (s) for the reduction of the $PM_{10}$ concentration. It is suggested that to further reduce the concentrations of secondary air pollutants such as ozone and $PM_{2.5}$, understanding the major chemical pathways for them is essential. In addition, influence from outside Seoul should be quantified and effectively controlled.

In this study, to optimize the production and utilization of biogas for organic waste resources, the precision monitoring of on-site facilities and the energy balance by facility were analyzed, and the solutions for field problems were investigated, and the design and operation guidelines for pretreatment facilities and generators were presented. Gas pre-treatment is required to solve frequent failures and efficiency degradation in operation of high quality refining facilities, and processing processes such as desulfurization, dehumidification, deoxidization, dust treatment, volatile organic compounds, etc. Since these processes are substances that are also eliminated from the high-quality process, quantitative guidelines are not presented in the gas pretreatment process, but are suggested to operate during the processing process as a qualitative guideline. In particular, dust, siloxane, and volatile organic compounds are the main cause of frequent failure of high-quality processes if they are not removed from the gas pretreatment process. Design of the biogas high-quality process. The operation guidelines provide quality standards [Methane content (including propane) of 95% or more] with 90% or more utilization of the total gas generation, two systems, and a margin of 10% or more. It also proposed installing gas equalization tank, installing thermal automatic control system for controlling equalization of auxiliary fuel, installing dehumidification device at the back of high quality for removing moisture generated in the process of gas compression, installing heat-resisting facilities to prevent freezing of facilities in winter and reducing efficiency, and installing membrane facilities in particular.
This study evaluated structural alternatives for managing water quality problems by reinterpreting and then applying the robustness-cost index (RCI) for urban flood problems. Cases of endogenous hormone pollution in treated sewage and proliferation of protozoa in intake-water were chosen as representative examples because they have different types of regulation standards for the treatment. Current facilities and structural alternatives with robustness indices (RIs) greater than unity were determined to be robust. The RI was combined with the cost index (CI) to obtain the RCI values. For the endogenous hormone pollution in treated sewage, a human-oriented estrogen $17{\beta}$-estradiol was selected as a target pollutant. The RI and RCI values for a structural alternative, extension of the current sewage treatment facility for advanced treatment, were greater than the values for the current practice of conventional activated sludge process. For the intake-water pollution by protozoa, UV and ozone disinfection facilities were evaluated for inactivation of Cryptosporidium parvum. The RCI values for ozone disinfection were greater than those for UV disinfection. Based on the results and the logics involved in the calculation of RCI for water quality issues we studied, we proposed procedures for establishing and implementing structural alternatives for the restoration from and prevention of outbreaks of water quality problems.
Purpose: The purpose of this study was to identify nursing intervention performed by nurses on gynecological nursing units. Methods: The instrument in this study is based on the fifth edition of Nursing Interventions Classification (NIC) (2008). Data was collected by Electronic Medical record from August, 2010 to October, 2010 at one hospital and analyzed by using frequencies in the Microsoft Excel 2010 program. Results: Of a total of 82 NIC, domains of the nursing interventions showed higher percentages for physiological: basic (36.3%) and physiological: complex (34.5%). The classes of nursing interventions showed higher percentage for health system medication (12.1%), perioperative care (10.0%), and drug management (8.6%). The most frequently used top interventions were Discharge Planning. The thirty least used interventions was environmental management. Top thirty most frequently used interventions belonged to the domain of physiological: basic (37.9%), physiological: complex (31.1%), and behavioral (5.4%). Conclusion: These findings will help in the establishment of a standardized language for gynecological nursing units and enhance the quality of nursing care.

During the last two decades, indoor air quality and volatile organic compounds (VOCs) have been of concern in Korean society due to their nature of potential health impacts. In order to investigate the pollution levels of VOCss in indoor environments, establishment of a solid test method for monitoring the airborne VOCss is essential. In Korea, a method based on adsorbent sampling and GC analysis coupled with thermal desorption was proclaimed as the Korea Standard Method for Indoor Air Quality Test. This study was carried out to examine some inherent problems of the VOCs measurement method. The VOCs method does not describe in detail preparing the standard samples. The standard samples may be prepared by impregnation of either liquid standard solutions or a mixture of standard gases. In this study, we investigated the optimal temperature condition for transferring the liquid standards onto a standard adsorbent tube. As a result, keeping the impregnation temperature at $250^{\circ}C$ will be recommended in regard of the boiling points of multiple target analytes and the thermal stability of the adsorbent. We also demonstrated some problems associated with handling of a syringe used for transferring the standard solutions onto the adsorbent tubes, and a best way to get rid of the syringe problems was suggested. Finally, a number of field works were conducted to evaluate the performance of adsorbent sampling methods. Comparison of different adsorbent tubes, i.e. tube packed with single sorbent (Tenax) and double sorbents (Tenax with Carbotrap), revealed that 30 to 40% differences between the two groups, implying that sampling efficiency is depending on the volatility and the strength of adsorbents. However, duplicate precisions for VOCs sampling with a same type of adsorbent and at same flow rates appeared to be satisfactory to be all within 20%, which is a quality control guideline. Distributed volume precisions were also found to be within a guideline value, 25%, although the precision was in general inferior to the duplicate precision. The Korea indoor VOCs test method should be more refined and improved in many aspects, particularly procedure and instrumentation for preparing the standard samples and specification of quality control assessment.

Spatial information has been widely used for efficient land use and management, disaster management, environment management, infrastructure management, corporate marketing, and cultural assets management, and the need for spatial information is expected to be increased. For this reason, central government, local government and public institutions must establish a National Spatial Information System (Fifteen systems related to spatial information managed by National Spatial Data Infrastructure Policy office, NSIS) framework that guarantees high accuracy and quality. The NSIS will provide convenience usage of spatial information in the field of decision-making or civil support. However the current National Spatial Information System is mainly established with separate processes, which causes data redundancy, deterioration of information, passive opening, and sharing of the spatial data. This study suggests 4 standards, which has been derived by applying value-chain model to NSIS data flow, and they are ‘Production and Establishment’, ‘Integration and Sharing’, ‘Application and Fusion’ and ‘Release and Opening’. Based on these standards, the 15 NSIS were analyzed to draw out implications and reforming directions were suggested. By following these suggestions we expect more recent, consist, accurate, and connected National Spatial Information Service which will be more open to public and then satisfy the demands.

It is well known that exposure to high level of PM (particulate matter) can adversely affect human health. However, little is known about health burden of PM considering the relationship, exposed level of PM, and health level in local communities. And, there is scarcely methodical assessment of uncertainty for application to policies of these assessment results. The scope of this study is divided into two parts: firstly to estimate the death burden of PM10 (particulate matter less then $10{\mu}m$ in diameter) in Seoul metropolitan region, and secondly to evaluate potential uncertainties in these estimates. To estimate the death burden of PM10 in Seoul metropolitan region from 2005~2010, we firstly assessed the relationship between daily mean PM10 and daily death counts in Seoul from 2000~2010, and calculated the death burden of PM10 using BenMAP (Environmental Benefits Mapping and Analysis Program). After that, we identified and characterized uncertainties to substantially influence the results of death burden. The daily mortality risk was increased 1.000227 times (p-value/0.001) associated with $1{\mu}g/m^3$ increase of daily mean PM10 for all ages population, Seoul. And, death burdens of PM10 in Seoul metropolitan region were estimated from 5.51 in 2005 to 5.12 in 2010 per 100,000 people. Finally, we categorized context, model, and input uncertainty and characterized these uncertainties in three dimensions (i.e. location, level, and nature) using uncertainty typology. In our study, we argue that uncertainties need to be identified, assessed, reported and interpreted in order for assessment results to adequately support decision making, such as the establishment of air quality standards based on health burden of air quality.
This study contemplated domestic and other country's effluent limitation standards and suggested a methodology to establish technology-base limitation value. Current effluent limitation regulates industrial point sources discriminated by discharge flow rate and by regional distinction in Korea. Discharged $BOD_5$ load from large-scale plants(flow rate above $2,000\;m^3/day)$ exceeds 50% of overall industrial wastewater, which present rationale for discrimination based on plant size. However, regional distinction and pollutant- specific regulation might be insufficient to meet practical effectiveness of wastewater management policy, due to the nearly same limitation. Water quality data and treatment methods were investigated in hospital industry. And their distribution of effluent $BOD_5$ concentrations was statistically analyzed to suggest limitation value. Effluent $BOD_5$ concentrations showed lognormal distribution and $95^{th}$ percentile was corresponded to 87.9 mg/L, which could be suggested as tentative effluent limitation in hospital industry. The $95^{th}$ percentile of log-transformed distribution showed similar value of 86.5 mg/L. This study demonstrated reasonable methodology for establishing effluent limitation reflecting wastewater characteristic and treatment technology in separately categorized industry.

To establishment of PT Program for Indoor air quality field that manufacture of confidential development PTMs (proficiency testing materials) and examined of proficiency testing evaluation included sampling process whether or not that is valid. Confirmation of homogeneity and stability of PTMs prepared. PTMs were confirmed to be homogeneous enough to be used as proficiency testing materials since withinbottle homogeneities of the RMs were lower than 0.3 times of targeted standard deviation of proficiency testing. The result of this study showed that the Robust RSD of proficiency testing for VOCs (volatile organic compounds) appeared 23~43% in concentration of 50~320 ${\mu}g/m^3$ for Method A(Distribution by adsorption in Tenax-tube of VOCs), but less 13~42% in concentration of 200~1200 ${\mu}g/m^3$, 16~31% in concentration of 100~450 ${\mu}g/m^3$ for Method B (distribution by VOCs of gas phase in 10L Tedalr bag), C (directly sampling of cylinder with high pressure) respectively. The result of this study showed that method C with sampling is most adequate to the proficiency testing for VOCs in indoor air.
